The aim of this paper is to present a quantification approach for the calculation of the ICT sector's structural effects in the economy, focusing on the case of Greece. We construct a composite sector using a hypothetical extraction methodology based on the most recent Greek input-output table and structural business statistics at the national level. Our framework builds on the formal definition of the ICT sector provided by OECD and includes two distinct sub-components, ICT manufacturing and ICT services. In the second stage of this study, we explore the production linkages among ICT services, ICT manufacturing and the rest of the Greek industries using input-output-based and network analysis-based metrics that build on the intermediate transactions of an expanded input-output table of the Greek economy that includes the two sectors. Our empirical findings suggest that the total ICT sector has a major contribution to the Greek economy in terms of GDP and employment, but this is driven mainly by the ICT services component. We further identify that ICT services are more integrated in the Greek production network compared to ICT manufacturing, but their production linkages are underperforming in terms of meaningful contribution to the activity of the rest of the sectors. These results reflect the low integration of digital technologies and can be further embedded in a discussion on the ICT deficiencies of the Greek economy and the need for targeted regulatory and financial interventions.  相似文献

The stochastic patterns of firm growth are examined with the use of a data set of 4,975 firms surviving in the Greek services sector over the 1995–2001 period. The analysis first takes into account the intensity of information and communication technologies (ICT) in the services industries and then, through a system dynamic panel data technique, investigates how initial size and past growth influence firm growth. The classification of industries as three ICT-related groups provides interesting results at both the aggregated group level and the disaggregated industrial level. In general, Gibrat’s Law is accepted for firms in ICT intensive industries, while it is rejected in non-ICT industries.  相似文献

The paper analyses the household use of broadband technology and services in EU countries in an attempt to find the main reasons which explain the differences seen among countries. With the use of factor analysis, the underlying factors are identified as: (1) enablers and means; (2) the use of services; and (3) the ICT sector's development. Based on these findings, a two-dimensional framework that enables the classification of policy actions depending on the influencing factor and type of influence is developed. The framework can be used to analyse what is the appropriate set of policies at the national and regional governmental levels leading towards the better diffusion of new broadband (BB) technologies and services.  相似文献

This paper examines the effects of information technology (IT) on the governance of vertically related firms. We propose that a highly relation‐specific IT system in inter‐firm transactions plays a key role in the resulting inter‐firm governance as a mutual sunk‐cost commitment, in terms of leading to both less vertical integration (i.e., a change in governance mode as a first‐order effect) and a smaller number of suppliers (i.e., a change within a governance mode as a second‐order effect). As a result, this highly relation‐specific IT system (bilateral investment) can be an alternative governance mode of electronic integration that acts as a substitute for managerial hierarchy and vertical financial ownership. From a strategic management perspective, this paper provides transaction costs and resource‐based explanations on IT systems' impact on the organizational boundary decision and its impact on the likelihood of the firm achieving sustainable competitive advantage. Research summary : We examine why a firm takes specific competitive action in nonmarket and resource‐market spaces, particularly when it perceives threats from informal and foreign competitor groups, respectively. We address this question by combining insights from competitive rivalry, strategic groups, and nonmarket strategy literatures in an emerging economy context. Specifically, we theorize how threats from informal and foreign rival firms in an emerging market influence a firm's engagement in corruption activities and its investments in HR training, respectively. We also argue that the likelihoods of such focal firm actions against competitor group threats differ, contingent on the focal firm's market and resource profiles. Results from the empirical analyses, with survey data from the Indian IT industry, provide broad support to our hypotheses. Managerial summary : Based on a World Bank dataset on the Indian IT industry, this study finds that corruption and HR training are pursued by firms in emerging economies as mindful strategies against specific types of rivals—informal and foreign firm rivals, respectively, and are not pursued simply as culturally‐based practices. Multinational companies may need to understand that domestic firms in emerging countries will engage in corruption strategically to reduce their costs and time to market of their products/services. Therefore, multinational firms may need to devise suitable strategies other than corruption to reduce their costs and time to market if they wish to compete with firms in emerging economies for customers who don't care about ethical issues and will buy a cheaper product/service that is delivered quickly. This paper applies an open and transparent methodology to construct a composite indicator for the analysis of the diffusion of ICT in the public sector and the development of public e-services across Italian regions. This methodology, based on OECD/EC-JRC Handbook and incorporating experts′ opinion into a Data Envelopment Analysis, will allow us to define a ranking of Italian regions in terms of ICT adoption and of e-service development. Data are obtained by merging four different surveys carried out by Between Co. (2010–2011) and Istat – Italy′s National Bureau of Statistics (2009). We add to extant empirical literature in three ways. First, we offer a comprehensive measurement of advances in digital government that is not circumscribed to a single domain (e.g. administrative procedures of public administrations) but is rather aimed to capture a wide spectrum of public e-services (e-government, e-education, Intelligent Transport Systems, e-health). Second, we tackle a major drawback of existing statistics and benchmarking studies which are largely based on the count of services provided online, by including more sophisticated indicators on the quality of services offered and on back office changes. The results – both in terms of scores and regional rankings – highlight the presence of different patterns of adoption and use of public e-services at the local level. Third, we offer a rich account of the extreme heterogeneity of public e-service development and of the underlying technological and organizational change at the sub-national level, and hence provide a basis for the differentiating policy measures across regions.  相似文献

This paper investigates the interactive nature of relationships between Information and Communications Technologies (ICTs) in terms of their technological innovations and diffusion. For the purpose, the United States Patent and Trademarks Office (USPTO) database was used and Lotka-Volterra equations were applied to the patent data, resulting in a Patent Interaction Network (PIN). This matrix was employed to investigate the interaction patterns among ICT-related industries, allowing co-evolution process across ICTs to be analyzed. This paper also examined patenting activities in the Korean ICT sector, which has announced the IT839 strategy to address ICT-related services, infrastructures and growth drivers. It is judged that the evolving pattern of Koran ICT has been compatible with the PIN, facilitating the development of each other. It is also expected that promoting broadband and home-network technologies, together with technologies on digital contents and software solutions, can lead to the growth of the whole ICT industry. Such research findings will provide numerous implications for policy-making and strategic planning for ICT development.  相似文献

Research summary: This article reviews structural change in the automotive sector from 1997 to 2007. We find that, following internal framing contests, Original Equipment Manufacturers (OEMs) led efforts to change their sector's architecture, starting from both strong and weak competitive positions and working with suppliers to advocate a new vision based on modularity and outsourcing. As the risks and costs of this vision became apparent, OEMs were able to reverse course and reaffirm their hierarchical control on the sector, taking advantage of structural features that weren't salient ex ante. We consider why certain OEMs initiated this status‐quo challenging change, and identify how sector structure mediated their (and suppliers') efforts to implement it. We document the complex change process, driven by agency, structure, and heterogeneity in firms' understanding of their sector's architecture. Managerial summary: We study the “industry architecture” (i.e., division of labor and profit) of the automotive sector. During the late 1990s, Original Equipment Manufacturers (OEMs) embraced a new vision, based on “Modularity + Outsourcing,” inspired by an analogy with Personal Computers (PCs). This seems puzzling since such a change was hard to implement and could have led to OEMs relinquishing strategic control of the sector. The misstep was caused by internal framing contests and the agendas and influence of suppliers, consultants, and academics. We also consider why OEMs were able to partially reverse these changes, and document the role of structural features that let them control their sector and retain value: managing the customer experience, acting as guarantors of quality, and preserving hierarchical supply chains in which they functioned as system integrators. International and local policymakers have repeatedly encouraged the development of clusters—a dense geographic concentration of interconnected businesses—to boost competitiveness at both the firm and regional levels, as well as foster innovation and new product development. Following this trend, many initiatives have started to provide services and infrastructure that can facilitate the establishment of formal and informal ties between firms, local institutions or research centres, as well as upgrade the stock of human and intellectual capital. In this scenario, the present study empirically documents the effects of an innovation network, established by a regional government institution, on the participating firms. In particular, firm-level primary data, derived from the participants of “Polo di Innovazione ICT - Abruzzo” in Italy, empirically support how the cognitive, structural and relational dimensions of the social capital developed within a cluster initiative affect the performance of participating firms, unveiling a negative moderation effect arising from firms' involvement in the cluster program.  相似文献

This paper examines the interaction effects of institutional differences in the cognitive, normative, and regulatory domains on cross‐border acquisition and alliance formation. Using a sample of 673 cross‐border acquisitions and alliances conducted by multinational corporations (MNCs) from the manufacturing sector of six emerging economies (EEs) over the period 1995–2008, we find significant mimicking (cognitive domain) of local firms' choice of ownership modes by EE firms. We also find that regulatory distance (regulatory domain) moderates the mimicking of both foreign and local firms while normative distance does not have any moderating effect. These findings contribute to our understanding of how EE MNCs mimic ownership modes in foreign market entry and how the interaction of this mimetic tendency with other institutional pillars affects these decisions. Both internal knowledge – investment in internal R&D and information and communication technologies (ICT) as well as external knowledge – knowledge spillovers and active collaboration with partners are rapidly fostering firm productivity and innovation. In this study, we investigate the role of internal and external knowledge in firm productivity and innovation. In addition, we test interactions between investment in R&D and ICT as well as between knowledge spillovers and knowledge collaboration in their association to firm innovation and productivity. We use a recombinant innovation approach and four samples for firms in manufacturing, creative, ICT and science, and professional services industries during 2002–2014 and for pre-and post-crisis periods to perform our analysis. In addition to innovation and productivity, we also examine the role of internal and external knowledge as a conduit to the development of innovation internally and the co-creation of innovation with external partners. This article locates Indian business process outsourcing (BPO) within the global supply chains of business services delivery and an international division of service labour. It acknowledges the BPO market's essential dependence on demand from lead firms in the United States and United Kingdom. Drawing on a conceptual synthesis of the Global Commodity Chain, Global Value Chain and Global Production Network frameworks, the article examines the impact of 2008's financial crisis on employment, work organisation and the experience of work in Indian BPO. Employer/industry sources and employee interviews reveal reconfigured local labour market dynamics, tightened work discipline, an extensification of working time, work intensification and unprecedented growth in job insecurity. Such changed characteristics suggest a watershed that raises questions concerning the sustainability of models of BPO work constructed in pre‐crisis years.  相似文献

The rush to understand new socio-economic contexts created by the wide adoption of AI is justified by its far-ranging consequences, spanning almost every walk of life. Yet, the public sector's predicament is a tragic double bind: its obligations to protect citizens from potential algorithmic harms are at odds with the temptation to increase its own efficiency - or in other words - to govern algorithms, while governing by algorithms. Whether such dual role is even possible, has been a matter of debate, the challenge stemming from algorithms' intrinsic properties, that make them distinct from other digital solutions, long embraced by the governments, create externalities that rule-based programming lacks. As the pressures to deploy automated decision making systems in the public sector become prevalent, this paper aims to examine how the use of AI in the public sector in relation to existing data governance regimes and national regulatory practices can be intensifying existing power asymmetries. To this end, investigating the legal and policy instruments associated with the use of AI for strenghtening the immigration process control system in Canada; “optimising” the employment services” in Poland, and personalising the digital service experience in Finland, the paper advocates for the need of a common framework to evaluate the potential impact of the use of AI in the public sector. In this regard, it discusses the specific effects of automated decision support systems on public services and the growing expectations for governments to play a more prevalent role in the digital society and to ensure that the potential of technology is harnessed, while negative effects are controlled and possibly avoided. This is of particular importance in light of the current COVID-19 emergency crisis where AI and the underpinning regulatory framework of data ecosystems, have become crucial policy issues as more and more innovations are based on large scale data collections from digital devices, and the real-time accessibility of information and services, contact and relationships between institutions and citizens could strengthen – or undermine - trust in governance systems and democracy.  相似文献

This paper shows how idiosyncratic resources can drive sustained profitability and persistent heterogeneity under competitive conditions. Generic inputs purchased in the market become idiosyncratic resources as the result of firms' investments in customization. Analytically, we show how heterogeneous firms coexist in equilibrium as a function of customization costs. Computationally, we show that sustainable profits can emerge without ‘monopolistic’ imperfections. We consider how capability heterogeneity, resource customization cost, and ease of expansion interact to drive short-run and sustainable profits. Our results illustrate that sustainable profits may represent a small part of the total wealth created over time by a firm or industry, and that changes in factors shaping a sector's evolutionary trajectory may be more important than changes in factors that determine profits' ultimate sustainability. Surprisingly little research has been done to understand the industrial professional services sector and, in particular, to discover what factors lead to new product success or failure, however. A country's e-readiness is essentially a measure of its business environment, a collection of factors that indicate how amenable a market is to Internet-based opportunities. An e-readiness assessment is based on several quantitative criteria, and among them the ICT market development indicators are considered as the most influential. Studies in the past have shown that the well-known indicators used for assessing the level of ICT market development in countries with emerging economy are not directly applicable. This paper provides another insight into the level of ICT market development in an emerging economy by analysing the adoption of web-hosting services in the country's business sector. The potential of such assessment to be as an indicator of the level of ICT development in a country is analysed. The underlying study of the web-hosting development was carried out as part of the European project WEBHOSTS. The approach applied and the findings were intended to be used as a decision support in locating and managing some of the risks in e-business development and potential investment by new entrants in a region that is accessing the developed part of Europe.  相似文献

This article examines how professionalism impacts on the interaction and knowledge transfer of professionals within open plan workspaces and between distributed workplaces when using ICT. Knowledge is key to the system of professions and the power of professionals. At the same time, professional work requires professionals to behave in an appropriate and professional‐like manner, and this includes sharing knowledge with colleagues. Yet, the ideology of professionalism is changing. Alongside, professionals are working differently, including across distributed workplaces and often interacting via ICT. These shifting contexts make understanding the interaction between professionalism, knowledge transfer and ICT crucial. Drawing on Goffman's work, particularly his exposition of interaction rituals, interviews with accountants reveal that when using ICT, the professional framework of interaction – what can be said, who has the right to speak and who is the audience – meets appropriateness in sometimes contradictory ways, potentially limiting the growth and propagation of knowledge.  相似文献

In today's hypercompetitive market, a firm's individual efforts, by themselves, are not sufficient to respond to marketplace changes in a timely and effective manner. Rather, the firm must rely on its intermediaries and bundle their respective resources to create responsiveness and added value to customers. In this investigation, the authors draw on the relationship marketing literature and the resource-based perspective to examine how firms can increase their customer value creation by exploring two specific driving forces, i.e., strategic importance of supply chain partners and interfirm integration, and relationship-enabled responsiveness as the dynamic capabilities derived from the driving forces. Using the developed scales for customer value creation, hypotheses are tested on data collected from 184 firms. Results suggest that strategic importance of supply chain partners motivates interfirm integration, i.e., strategic collaboration and information technology alignment, setting the stage for enhanced relationship-enabled responsiveness, and subsequently, customer value creation for the firm.  相似文献

Patents, standards and their combination, standard-essential patents (SEPs), are important in the information and communication technology (ICT) sector, in particular in mobile communication. We argue that SEPs are relevant in macroeconomic development and estimate the effect of a country's SEP portfolio on its value-added trade in global ICT value chains (GVC). We find that SEPs retain a higher share of value-adding domestically and that absorptive capacity is needed to join GVCs. China entered the SEP market late and is catching up rapidly. The trade effect of SEPs on China is different from that on matured economies because of the initially low value of its SEPs.  相似文献

Prior studies have reported mixed findings on the impact of corporate information technology (IT) investment on firm performance. This study investigates the effect of corporate governance, an important management control mechanism, on the relation between IT investment and firm performance in the Taiwanese electronics industry. Specifically, we explore board independence and foreign ownership, which have increasingly become salient factors concerning corporate governance in emerging markets. We address their roles across firms of different sizes and in industries where degrees of competitiveness run a wide gamut. Our results show a positive moderating effect of board independence on the IT investment‐firm performance relation, especially when competition intensifies. Furthermore, we find that the greater the foreign ownership in small firms, the more positive the IT investment‐firm performance relation, suggesting that foreign investors may bring IT expertise to help small firms reap the benefits of using IT.
