The aim of this paper is to explore how the structural changes that have occurred in the labour market, in terms of employment composition by skill levels, affect wage inequality in three developed countries of Western Europe that are in close geographical proximity but have disparities in their labour market characteristics. More precisely, the analysis compares, from an international perspective, France, Germany—whose labour markets have been characterised in recent years by job polarization and the upgrading of occupations, respectively—and Italy, where neither of the two phenomena can be clearly identified. Using EU-SILC (European UnionSurvey on Income and Living Conditions) data, in the first step, RIF-regression (Recentered Influence Function) enables an exploration on the primary factors that are likely to explain the differences in generating personal labour earnings and, in the second step, a decomposition of the change in wage inequality between 2005 and 2013 to evaluate how much of the overall gap is accounted for by the endowments in employees’ individual characteristics (composition effect) rather than the capability of labour markets to transform these characteristics into job opportunities and earnings (wage structure). Regarding France and Germany, the main results highlight how the endowment effect plays a key role in decreasing or, at least, not increasing wage inequality, whereas in Italy the rising inequality may be due to the lower efficiency of the country’s labour market in creating job opportunities, better job-related careers, and higher-salaries for employees.  相似文献

Abstract

Regional convergence of German labour markets represents a politically important question. Different studies have examined convergence processes in Germany. We derive equations to estimate the speed of convergence on the basis of an extended Solow model. The technique of geographically weighted regression permits a detailed analysis of convergence processes, which has not been conducted for Germany as yet. It allows the estimation of a separate speed of convergence for every region resulting from the local coefficients of the regression equations. The application of this technique to German labour market regions shows regions moving at different speeds towards their steady states. The half-life periods in the model of conditional convergence disperse less than the same coefficients in the absolute convergence model. Moreover, the speed of convergence is substantially slower in the manufacturing sector than in the service sector.  相似文献

The article contains results of a quantitative empirical investigation into the effects of labour market segmentation on wage dynamics in total industry as well as in several industrial branches in West Germany. By testing correlations between several indicators of earnings and the labour market it is shown that wage dynamics, in so far as they are determined by shop floor bargaining, can be explained at least as well and partly even better by indicators of certain partial labour markets than by conditions of the general labor market (i.e. the traditional Philipps approach).  相似文献

This paper studies the wage responsiveness of labour supply and demand, simultaneously addressing the twin issues of the non-clearing of developing rural labour markets and seasonality. It employs a data set pertaining to south-central India, and limits itself to the agricultural market for daily-rated labour (by far the predominant form of wage contract in the sample villages). Estimating a theoretically robust and empirically justified disequilibrium model of the agricultural labour market, we find no evidence of backward-bending supply curves or 'vertical' demand curves, contrary to findings in the literature. Further, while the agricultural labour market appears to be in equilibrium during the kharif (or rainy) season, it manifests excess supply in the rabi (or post-rainy) season.  相似文献

Overlapping labour markets arise when some types of workers do not meet employers with some types of jobs. For example, skilled workers could seek high-skill or low-skill jobs, but low skill workers could be limited to low-skill jobs. The paper derives conditions for equilibrium and efficiency, distinguishes reducible from irreducible overlapping labour markets, and describes distributional impacts of proportional demand shifts and technological change. This paper combines factor demand functions (for intermediate input and labour) and price equations (derived from a Generalized Leontief cost function) with the traditional input–output price model. The cost functions determine factor demands for materials and labour as well as output prices at given input prices. At the second level of aggregation, the intermediate demand as a single input is split proportional to the elements in the column of the technical coefficients matrix. The emphasis in this endogenization of technical coefficients is on two features. First, the repercussion of output on input prices, and, second, the link between the econometric model for the supply side and the input–output demand model.  相似文献

Abstract.  In our increasingly interconnected and open world, international migration is becoming an important socioeconomic phenomenon for many countries. Since the early 1980s, many studies about the impact of immigration on host labour markets have been undertaken. Borjas (2003 , The labor demand curve is downward sloping: reexamining the impact of immigration on the labor market. Quarterly Journal of Economics 118(4): 1335–1374) noted that the estimated effect of immigration on the wage of native workers varies widely from study to study and sometimes even within the same study. In addition, these effects cluster around zero. Such a small effect is a rather surprising outcome, given that in a closed competitive labour market an increase in labour supply may be expected to exert a downward pressure on wages. We revisit this issue by applying meta‐analytic techniques to a set of 18 papers, which altogether generated 348 estimates of the percentage change in the wage of a native worker with respect to a 1 percentage point increase in the ratio of immigrants over native workers. While many studies in our database employ US data, estimates are also obtained from Germany, The Netherlands, France, Norway, Austria, Israel and Australia. Our analysis shows that results vary across countries and are inter alia related to the type of modelling approach. Technical issues such as publication bias and quality of the estimates are addressed as well.  相似文献

In this paper, we extend a dynamic efficiency wage model to the case of multiple local labour markets that interact through migration. Firms are concerned about turnover costs. The quitting behaviour of workers is a function of local labour market conditions, non-wage income and the costs and benefits of migration to other local labour markets. A synthetic micro sample of 20,302 observations from the 1986, 1991 and 1996 New Zealand Censuses of Population and Dwellings provides evidence supporting the theory. Across subgroups, the wages of workers with relatively inelastic local labour supply and/or lower geographical mobility are relatively more responsive to changes in the local employment rate. The evidence is consistent with the notion that local employers engage in monopsonistic competition with respect to the employment of such workers.  相似文献

This article examines the links between epidemics and their economic consequences, specifically in terms of their impacts on labour markets and jobs. To exemplify the above, we examine the effects of SARS (Severe Acute Respiratory Syndrome) on the Hong Kong economy, its labour market and its level of employment and unemployment. The article hypothesizes that the greatest impact would be on human resource management (HRM) in the service industries and on particular sub-sectors, such as the hotel sector. It concludes that the dramatic demand and supply ‘shocks’ significantly affected both the demand for and the supply of labour in the sector, with discernible HRM consequences.  相似文献

Standard economic theory sees labour law as an exogenous interference with market relations and predicts mostly negative impacts on employment and productivity. We argue for a more nuanced theoretical position: labour law is, at least in part, endogenous, with both the production and the application of labour law norms influenced by national and sectoral contexts, and by complementarities between the institutions of the labour market and those of corporate governance and financial markets. Legal origin may also operate as a force shaping the content of the law and its economic impact. Time‐series analysis using a new data set on legal change from the 1970s to the mid‐2000s shows evidence of positive correlations between regulation and growth in employment and productivity, at least for France and Germany. No relationship, either positive or negative, is found for the UK and, although the United States shows a weak negative relationship between regulation and employment growth, this is offset by productivity gains.  相似文献

This paper checks empirically the assertion that strict labour market regulation leads to low wage mobility, addressing an apparent puzzle. Indeed, most economic reasoning links a combination of regulations in the labour market to low wage flexibility and mobility, but the scarce empirical evidence available challenges that view. I focus on Portugal, one of the most regulated labour markets in Europe. The evidence gathered indicates that an aggregate view—of minimum wage enforcement, unionisation rates and extension of collective bargaining contracts—provides a misleading idea of the actual constraints imposed by the institutional framework on wage setting. Instead, micro conditions at the firm level play a major role shaping wage mobility in Portugal. Some comparisons with the UK, traditionally pointed out as a flexible labour market, are provided. Remarkable similarities in mobility level and trend are detected between the two countries, further suggesting that a regulated institutional framework does not necessarily reduce individual mobility in the wage distribution.  相似文献

In this paper, we introduce scarcity into a conventional demand-driven input–output system to produce a ‘flex-price’ Leontief model. We retain the fixed technical coefficients but allow changes in relative prices to reflect variations in the real wage. Because the consumption coefficients increase with the real wage, the aggregate labour demand curve is found to be upward sloping. This produces conventional results, as long as the labour supply curve is perfectly elastic (horizontal). However, once we introduce labour scarcity, in the form of an upward sloping labour supply function, we derive the seemingly paradoxical result that the output and employment effects of a demand expansion are greater here than in conventional input–output. Through simulation, this result is found to be strongly dependent on the assumption of export exogeneity.  相似文献

The employment system of the former GDR–like that of other socialist countries–could be seen as an aggregation of ‘internal labour markets’ with long term employment, internal promotion and little external mobility. Consequently the rapid integration of the East German economy into the western market economy has led to structural problems of the labour market which combined with and intensified the general effects of the sharp decrease in the demand for labour.  相似文献

Current similarities among the four southern European EU Member States—Greece, Italy, Portugal and Spain—with respect not only to labour market characteristics but also to the institutional arrangements that influence labour supply, utilisation and demand corroborate the concept of a distinctive southern European employment model. Its origins go back to common features in the pattern of socio‐economic development and the political history of these countries. In the past 20 years or so, national differences in the pace and content of institutional change have increased diversity within the model and eroded some of its components. Flexible labour markets are increasingly regarded as the answer to a wide spectrum of labour market and societal challenges from creating jobs to reducing segmentation and welfare dependency, improving public finances and supporting workforce diversity and innovation. The contention is that, contrary to these claims, flexible labour markets generate fundamental contradictions and unsustainable long‐term trends. The jobs miracle is exaggerated and based on low productivity jobs, outsiders often lose most from competition, claimants must work flexibly but still secure a full‐time wage, low‐wage employment is shrinking the fiscal base, jobs are not being adjusted to accommodate workers' changing needs and capacities and the disposable labour model is undermining long‐term productivity.  相似文献

This article brings together debates about labour market change, work‐based identities, growing concerns about the problem of working‐class, low‐achieving boys and the identification of a contemporary crisis of masculinity. It draws on a longitudinal study of young men in Sheffield and Cambridge — contrasting local labour markets in England — examining the initial workplace experiences of white working‐class male school‐leavers. Two individual cases are explored in depth, looking at initial working pathways in order to assess the attitudes and actions of young school leavers and their responses to the structural changes in the labour market that have transformed their opportunities compared with both their fathers' generation and their female peers. The implications for theoretical debates about working lives and the trasformation of gender divisions are assessed.  相似文献

This paper presents the ‘KMGT’ (Keynes–Metzler–Goodwin–Tobin) portfolio model and studies its stability properties. The approach to macrodynamic modelling taken here extends the KMG model of Chiarella and Flaschel (2000) , focusing in particular on the incorporation of financial markets and policy issues. The original KMG model considered three asset markets (equities, bonds and money) but depicted them in a rudimentary way so that they had little influence on the real side of the model. The only financial market influencing the real side of the economy was the money market (via an LM curve theory of interest). Here Tobin's portfolio choice theory models the demand for each asset in such a way that the total amount of assets that households want to hold equals their net wealth, which is a stock constraint attached to portfolio choice. There is also a flow constraint, that the net amount of assets accumulated (liabilities issued) by one sector must equal its net savings (expenditures). The Tobinian macroeconomic portfolio approach characterizes the potential for financial market instability, focusing on the interconnectedness of all three markets. The paper goes on to study the potential for labour market and fiscal policies to stabilize unstable macroeconomies.  相似文献

The implications of matching function models for the relationship between labour market tightness and the transition probability into employment are summarized. These implications are then tested using monthly data for three Canadian provinces: British Columbia, Ontario, and Quebec. Testing methods use flexible regression techniques so as to reduce the effect of any extraneous restrictions. The results show rough concordance between theoretical assumptions and empirical facts. Evidence of non-linearity in the estimated relationships favours a search-theoretic model of labour markets over one based on queues and some quantitative results offer guidance to those using ‘calibrated’ search models in theoretical analysis.  相似文献

During the Soviet era, directors and workers derived mutual benefits from concealing true capacity, hoarding labour and just fulfilling an enterprise's plan. In an environment of labour shortages and guaranteed markets, managers used informal mechanisms to reward and retain good workers given the absence of unemployment and meaningful wage differentials as mechanisms to discipline workers. This cultivated a paternalistic set of relations between enterprise managers and workers, which, it is argued, are being hollowed out in the post-communist era. This is explored in a case study of evolving labour relations in Moldova. Casualization of the workforce has been used as a buffer against greater instability in both the supply of raw materials and demand. Such a strategy has become feasible as enterprises, such as the case-study firm, now have a large pool of external surplus labour on which they can draw. However, paternalism has not been hollowed out completely but rather a split-level realignment is identified.  相似文献

By means of a trend extrapolation of microcensus structures (undertaken by the German Federal Statistical Office) for the time period 1996–2007, the projections for labour demand by industrial sector which the IAB already has at its disposal can be transferred to demand by occupational field and subsequently by qualification level until 2025. The findings which have been claimed for some time now are upheld: production-related occupations will lose in significance, while further increases in employment particularly in occupations in the service sector are to be expected. Accordingly, the demand for personnel with a degree from a university or a university of applied sciences will go on rising, while the labour market opportunities for unskilled workers will continue to fall. However, vocational training or its academic counterparts still remain the dominant form of training in Germany. A continuing employment trend is to be expected here.  相似文献
