明确存款保险制度应当作为我国金融安全的重要组成部分。基于风险定价的存款保险费应当由政府和银行共同承担。政府提供的隐性存款保险随着存款保险制度完善逐步减少,为银行积累资本赢得时间。银行应当通过充实资本,降低存款保险费,为实施明确存款保险创造条件。我国最终应当建立信息透明、市场机制主导、政府严格监管、风险处置及时的明确存款保险制度。  相似文献

This study empirically examines the impact of federal deposit insurance coverage on the failure rate of commercial banks in the U.S. over the 1963–91 period. The analysis allows for the potential bank failure rate impact of the growth rate of real GDP, the real prime lending rate, the real cost of funds, and the commercial bank tangible capital-to-asset ratio, while measuring federal deposit insurance coverage as the percentage of deposits at federally insured banks that was covered by federal deposit insurance. The instrumental variables' estimates indicate that the greater the extent of federal deposit insurance coverage, the higher the bank failure rate.  相似文献

存款保险制度的核心是存款保险费率的厘定。本文以Merton存款保险定价的看跌期权模型为基础,引入监管宽容和未保险存款的利率两个参数,给出了商业银行存款保险定价公式。选择不同的银行对其保险费率进行估算,所得的保险费率之间有一定的差距,表明不同银行的存款保险费率是不同的,中国不适合单一费率,而适合风险费率。本文对我国正在酝酿出台的存款保险制度具有一定的指导意义。  相似文献

文章基于不完全信息动态博弈模型,对信息披露、存款保险制度与系统性风险之间的作用机制进行了理论分析,并使用2006-2014年24个国家137家上市商业银行的面板数据进行了实证考察。研究发现,提高银行的信息披露程度,有助于降低融资成本和存款保险缴费费率,引导其减小银行间资产的相关性,从而降低系统性风险;存款保险的金融稳定效应不明显,提高信息披露程度有效缓解了存款保险制度的道德风险,两者在降低银行系统性风险方面存在协同效应。设计合理的存款保险制度、经验丰富的监管当局和严格的监管体系有助于发挥市场约束作用,限制存款保险的道德风险,从而维护金融体系的稳定。因此,在我国正式实施存款保险制度的背景下,监管部门应加强银行信息披露和优化存款保险设计,以更好地防范我国金融体系的系统性风险。  相似文献

存款保险公司的组建事关存款保险的制度功效能否得以有效发挥。对于我国而言,借鉴国际上存款保险制度运行较为成功国家的经验,根据存款保险制度的自身要求,采取政府出资组建、以公司制作为组织形式应是最优选择。这样有利于发挥保险的互助性特点,通过市场化运作方式维持存款保险公司的运营,以实现维护银行业的稳定与安全。同时基于存款保险公司的公共性特征,必须构造激励相容的公司治理结构。  相似文献

The U.S. Treasury Department (1991) makes a strong case for consolidating federal bank regulatory authority. However, its proposal to eliminate direct FDIC authority over insured nonmember banks contributes little to this end because deposit insurance requires supervisory oversight. The U.S. Treasury Department (1991) also maintains an independent role for the Federal Reserve. Elimination of neither the insurance agency nor the central bank appears practical. A better approach to regulatory agency consolidation would combine supervision with deposit insurance and central banking in an institutional structure modified somewhat from the present Federal Reserve structure.  相似文献

我国将建立存款保险制度已是不争的事实,但国内学术界对有关存款保险制度组织形式问题的研究还不够深入,绝大多数仅局限于对国外现有的存款保险制度的优缺点加以比较分析,或是对相关文献做一些整理综述的工作,即使有个人观点,也是描述性地加以阐述.本文借鉴不完全契约理论,从微观经济学角度出发,分析了在不同条件下,存款保险与中央银行LLR之间的关系,得到了比较有意义的结果.从方法论上讲,这与前人的工作有很大的不同.最后,根据本文模型,作者提出了对我国存款保险制度组织形式选择的个人观点,并指出模型有待进一步改进的地方.  相似文献

Despite changes over the past 70 yr, the U.S. federal financial regulatory system remains rooted in the reforms of the 1930s. The institutions governed by this system have, nevertheless, continued to evolve. Today, regulation of large, multiproduct, internationally active financial organizations poses challenges for a system designed largely to regulate smaller, distinct, locally based organizations. Reform of the regulatory system, however, is not an easy task—complex issues regarding deposit insurance, the role of the central bank, and the dual banking system must be addressed. 目标比率是衡量存款保险基金规模的一个重要参数。确定合理的目标比率是建立存款保险制度不容回避的问题,它的设定涉及存款保险制度的诸多因素,具有一定的复杂性。文章根据经验算法,对中国存款保险基金的目标比率进行了初步测算。测算结果表明,我国的存款保险基金的目标比率为1.12%左右,在赋予存款保险机构适当融资渠道的条件下,该目标水平基本上能保证赔付要求。根据该目标比率测算的保险费率水平,亦能为我国商业银行所承受。  相似文献

和以美国为代表的西方国家相比,中国长期以来呈现高投资率和低消费率.笔者基于中美政治制度比较提出一种解释:在美国制度下,资本和政府受到劳动的约束,必须顾及劳动者的利益,从而实现了劳动者的收入随经济发展而增长,呈现低投资率和高消费率.而在中国,地方政府官员主要由上级任命,长期以来,GDP是地方政府官员最主要的政绩指标.GDP的增长需要资本和劳动等生产要素,资本相对稀缺而劳动则相对富裕.这样地方政府往往更多地重视资本利益而相对忽视劳动利益,在相当程度上导致了高投资率和低消费率的发生.  相似文献

通过选择美国与中国、日本、加拿大、英国和欧元区11国等美国主要贸易伙伴的双边贸易数据作为样本,研究美国的双边贸易逆差与美元汇率之间的关系.实证分析表明,美国对主要贸易伙伴国的双边贸易收支与美元汇率没有实质性联系.美国逼迫其它货币升值没有也不能缓解美国的贸易逆差问题,同样,美国逼迫人民币升值也不能缓解美中双边贸易失衡问题.  相似文献

ABSTRACT

Three major concerns drove the U.S. into initiating the trade war, and they are (a) the concern that China’s chronically large trade surplus was depressing job creation in the U.S. (b) the concern that China was using illegal and unfair methods to acquire U.S. technology at an effectively discounted price; and (c) the concern that China seeks to weaken U.S. national security and its international standing. On the dispute over China’s exchange rate and trade imbalance, the first conclusion is that it was marked by analytical confusion over the meaning of the term ‘equilibrium exchange rate’. The second conclusion is that China’s trade imbalance reflects the economic conditions in both China and U.S., and that the efficient and fair solution of the problem requires policy changes in both countries. On the industrial policy dispute, the first conclusion is that the issue of forced technology transfer is largely a dispute about China using its market power to benefit itself at the expense of its trade partners. The second conclusion is that China’s use of market power can last only until the other large countries could unite and retaliate as a group. The inevitability of retaliation means that China should replace the joint-venture (JV) mechanism for technological diffusion with other ways to strengthen its technological capability. On the U.S. concern about whether China trade weakens its national security, the first conclusion is that the notion of national security that is commonly adopted in the U.S. trade policy debate is ignorant about the primary determinants of U.S. capability in innovation. By focusing instead mainly on how to hold down China technologically, the long-run outcome will be a technologically weaker U.S. and hence, a more vulnerable U.S. The second conclusion is that the U.S. must identify a clear, short list of critical technologies and critical infrastructure for the recently reformed Committee for Foreign Investment in the United States (CFIUS) to cover, and update this list constantly. Otherwise, the broad and changing nature of notions about national security would allow the bureaucratically driven phenomenon of mission-creep to steadily expand the coverage of the CFIUS process, thereby steadily rendering CFIUS to be operationally capricious. Our principal policy suggestion to China is that, because China’s economy in 2018 is very different from that in 1978 (e.g. many parts of China now look like Singapore and China is Africa’s biggest donor), there should be more reciprocity in China’s trade and investment relations with the advanced economies despite China’s status as a developing economy under WTO rules. Our principal policy suggestion to President Trump is to stop equating strategic competition with economic competition. Strategic competition is normally a zero-sum game. While fair economic competition is usually a zero-sum game in the short run, it generally creates a win-win outcome in the long run.  相似文献

本文通过对存款保险制度在国际上产生发展的背景分析 ,发现该制度在实践中有内在的必然性 ,在理论上有坚实的基础 ,银行的存在是金融效率所在 ,尽管挤兑可能会发生甚至迅速演化为银行危机 ,但不能否定银行的客观必要性。相反 ,需要防止挤兑和银行危机发生的制度安排 ,其中没有任何一种安排能够取代存款保险制度。中国现在比以往任何时候都需要采纳这一制度以适应市场化金融改革开放的需要 ,当然相应的技术问题仍需要解决。  相似文献

This paper presents an appraisal of the studies of the deposit insurance system submitted to Congress by the Federal Deposit Insurance Corporation and the Federal Home Loan Bank Board in compliance with the Garn-St. German legislation of 1982. The purpose of these studies was to assess the current structure of the deposit insurance system in light of the changes in the regulation of depository institutions mandated in recent legislation
Many observers of the financial system believe that, as a result of recent regulatory changes, the deposit insurance agencies do not have sufficient power to control risk-taking of insured institutions. These two reports present an assessment of mechanism which could be used to limit the risk of the deposit insurance agencies
The emphasis in both reports is on ways in which the amount of market discipline applied to insured institutions could be increased. Both reports identify essentially three ways in which this might be accomplished. First, risk-adjusted deposit insurance prices might be employed. Second, the volume of uninsured creditors might be increased, either through changes in limits of insurance coverage or through imposition of requirements for use of subordinated debt. Third, the current public deposit insurance system might be partially supplanted by one that is private. This paper evaluates the merits of each of these proposals and compares the positions taken by the FHLBB and the FDIC on the issues  相似文献
