Deforestation and forest degradation are estimated to account for between 12% and 20% of annual greenhouse gas emissions and in the 1990s (largely in the developing world) released about 5.8 Gt per year, which was bigger than all forms of transport combined. The idea behind REDD + is that payments for sequestering carbon can tip the economic balance away from loss of forests and in the process yield climate benefits. Recent analysis has suggested that developing country carbon sequestration can effectively compete with other climate investments as part of a cost effective climate policy.This paper focuses on opportunities and complications associated with bringing community-controlled forests into REDD +. About 25% of developing country forests are community controlled and therefore it is difficult to envision a successful REDD + without coming to terms with community controlled forests. It is widely agreed that REDD + offers opportunities to bring value to developing country forests, but there are also concerns driven by worries related to insecure and poorly defined community forest tenure, informed by often long histories of government unwillingness to meaningfully devolve to communities. Further, communities are complicated systems and it is therefore also of concern that REDD + could destabilize existing well-functioning community forestry systems.  相似文献

This article challenges some of the assumptions underpinning the UN programme to Reduce Emissions from Deforestation and forest Degradation (REDD +) in developing countries. Firstly, it argues that the cost-effectiveness of REDD + may have been exaggerated as current estimates ignore some cost categories as well as the evolution of drivers. Whilst REDD + remains a ‘low-hanging fruit’ for climate mitigation, if all costs were included estimates would be at the high end of the currently accepted range. Secondly, the article highlights that REDD + will be affected by a large funding gap at least until the entry into force of a new climate protocol in 2020. This gap is due as much to the poor status of public finances in donor countries as to the languishing state of carbon markets, and it calls for a revision of the assumptions regarding the design of the programme. Finally, it is advocated that, in order to contribute to the development of the programme, economic research on REDD + should consider different policy options, assessing their efficiency and identifying measures that increase their cost-effectiveness.  相似文献

In this paper we study how international trade allows the geographical separation between the place where carbon emissions occur and the place where income from those emissions is derived. We do so by studying the carbon emissions enabled by the primary inputs of products downstream along the production chain. We find that 18% of global carbon emissions are enabled abroad and that Developed Economies, Fossil Fuel Exporters and Asia account for 80% of the downstream emissions enabled by international trade. Both Developed Economies and Fossil Fuel Exporters exhibit a positive trade balance of enabled emissions while for Asia the opposite is true. Developed Economies and Fossil Fuel Exporters enable emissions mainly through the export of manufactured products (690 Mt) and fossil fuels (684 Mt), respectively, while Asia exhibits an outflow of enabled emissions through the import of fossil fuels (209 Mt). The measurement of enabled emissions allows the understanding of how a region's income is derived from carbon emissions occurring abroad.  相似文献

This paper analyzes the structure of hiring costs for skilled workers. We use novel Swiss administrative firm-level survey data that provide direct and detailed measures of hiring costs, including recruitment and adaptation. Results show that average hiring costs range, depending on firm size, from 10 to 17 weeks of wage payments. The structure of hiring costs is convex. Marginal hiring costs increase with the number of hires and reach up to 24 weeks of wage payments. We find no evidence for a fixed cost component. Hiring costs also increase with the hiring rate (the ratio of hires and skilled workers), confirming convexity. Hiring costs generally increase with skill requirements for job applicants, and depend on macroeconomic conditions: a 1% point increase in the unemployment rate reduces average hiring costs by more than 5%.  相似文献

This research aims to provide a more comprehensive, life cycle accounting of two categories of environmental and economic benefits associated with the $3 billion US “Cash for Clunkers” vehicle scrappage program. First, using a life cycle emissions methodology developed in Lenski et al. (2010), we find that about 29,000 metric tons of criteria pollutant emissions were avoided, for a benefit of about $23 million; avoided carbon dioxide emissions, by comparison, provided a benefit worth $90 million. Second, we compare the market value of scrapped vehicles to the rebates provided, calculating the consumer surplus or “gift” to participants to be up to $2 billion (about $2000 to $3000 per vehicle). This is significantly more than offered in previous vehicle scrappage programs, and suggests opportunities to get more environmental and economic “bang for the buck.” Finally, these two categories of benefits are found to be heavily concentrated geographically around urban centers. About 2% of US counties (50 counties) received 50% and 30% of the aggregate benefits from avoided criteria pollutant emissions and consumer surplus from the rebates, respectively.  相似文献

Starting with the “New Periodic Table” (NPT) of 2 × 2 order games introduced by Robinson and Goforth (2005), we provide an exhaustive treatment of the possible game-theoretic characterizations of climate negotiations between two players (e.g., Great Powers or coalitions of states). Of the 144 distinct 2 × 2 games in which the players have strict ordinally ranked utilities, 25 are potentially relevant to climate problem. The negotiations may be characterized as a No-Conflict Game, Prisoner's Dilemma, Coordination Game, Chicken, Type Game, or Cycle, depending on the payoff matrix. Which game corresponds to the actual state of the world depends both on the severity of risks associated with climate change and the perceptions of the governments engaged in the negotiations. Nash equilibrium or Maxi-min equilibrium (or neither) may be the outcome. Achieving universal abatement of greenhouse gas emissions may require side payments or enforcement mechanisms outside the game framework, but we show how the negotiations themselves may offer opportunities to select between Nash equilibria or alter the payoff rankings and strategic choices of the players. In particular, scientific information pointing to the severity of the risks of climate change suggests characterization of the negotiations as a Coordination Game rather than a Prisoner's Dilemma.  相似文献

The present paper studies the interdependencies between the energy, bioenergy and food prices. We develop a vertically integrated multi-input, multi-output market model with two channels of price transmission: a direct biofuel channel and an indirect input channel. We test the theoretical hypothesis by applying time-series analytical mechanisms to nine major traded agricultural commodity prices, including corn, wheat, rice, sugar, soybeans, cotton, banana, sorghum and tea, along with one weighted average world crude oil price. The data consists of 783 weekly observations extending from January 1994 to December 2008. The empirical findings confirm the theoretical hypothesis that the prices for crude oil and agricultural commodities are interdependent including also commodities not directly used in bioenergy production: an increase in oil price by 1 $/barrel increases the agricultural commodity prices between 0.10 $/tonne and 1.80 $/tonne. Contrary to the theoretical predictions, the indirect input channel of price transmission is found to be small and statistically insignificant.  相似文献

During the 1990s, the state of Ohio contracted out Workers' Compensation (WC) case management, incorporating a large bonus payment intended to reward reduced claim duration. The bonus is essentially a decreasing function of average days away from work, excluding claims longer than 15 months. In response, duration is predicted to decrease for claims with moderate injuries and increase for some severe claims so that claimants will miss more than 15 months of work and be excluded from the calculation. I show that contractors increased duration for severe claims but find no evidence that contractors successfully reduced duration for moderate claims. However, contractors received large bonus payments. This is likely because the financial reward to merely excluding a small share of severe claims from the calculation of the bonus payment is large enough to enable TCMs to receive the full bonus. These contractor responses are inconsistent with state intentions, suggesting public entities should anticipate strategic behavior when crafting performance-based incentives.  相似文献

South Africa has the highest UNAIDS HIV severity rating: “generalised pandemic”. A country with this classification requires public health interventions aimed at the general population. This paper investigates the efficacy of one such policy, examining the national economic effects of an increase in condom use. We use an epidemiological model to estimate the impact of condom use on HIV infections distinguished by age, gender and race. The epidemiological model's outputs are input to an economy-wide dynamic general equilibrium model that distinguishes labour market participants by age, gender, race, labour market status and HIV status. We find that the programme generates gains in real consumption with a present value of approximately USD $30 billion, or USD $2000 per household.  相似文献

This paper provides new estimates of the effect of household gun prevalence on homicide rates, and infers the marginal external cost of handgun ownership. The estimates utilize a superior proxy for gun prevalence, the percentage of suicides committed with a gun, which we validate. Using county- and state-level panels for 20 years, we estimate the elasticity of homicide with respect to gun prevalence as between + 0.1 and + 0.3. All of the effect of gun prevalence is on gun homicide rates. Under certain reasonable assumptions, the average annual marginal social cost of household gun ownership is in the range $100 to $1800  相似文献

In 1996, by law the maximum standard workweek in Portugal was reduced from 44 h to 40 h. We find that for workers involved this change reduced the job separation rate and increased hourly wages, keeping monthly earnings approximately constant. The working hours reduction also affected workers working less than 40 h per week; they were more likely to lose their job.  相似文献

In this paper, we assess future water demands for the agricultural (irrigation and livestock), energy (electricity generation, primary energy production and processing), industrial (manufacturing and mining), and municipal sectors, by incorporating water demands into a technologically-detailed global integrated assessment model of energy, agriculture, and climate change — the Global Change Assessment Model (GCAM). Base-year water demands – both gross withdrawals and net consumptive use – are assigned to specific modeled activities in a way that maximizes consistency between bottom-up estimates of water demand intensities of specific technologies and practices, and top-down regional and sectoral estimates of water use. The energy, industrial, and municipal sectors are represented in fourteen geopolitical regions, with the agricultural sector further disaggregated into as many as eighteen agro-ecological zones (AEZs) within each region. We assess future water demands representing six socioeconomic scenarios, with no constraints imposed by future water supplies. The scenarios observe increases in global water withdrawals from 3710 km3 year 1 in 2005 to 6195–8690 km3 year 1 in 2050, and to 4869–12,693 km3 year 1 in 2095. Comparing the projected total regional water withdrawals to the historical supply of renewable freshwater, the Middle East exhibits the highest levels of water scarcity throughout the century, followed by India; water scarcity increases over time in both of these regions. In contrast, water scarcity improves in some regions with large base-year electric sector withdrawals, such as the USA and Canada, due to capital stock turnover and the almost complete phase-out of once-through flow cooling systems. The scenarios indicate that: 1) water is likely a limiting factor in meeting future water demands, 2) many regions can be expected to increase reliance on non-renewable groundwater, water reuse, and desalinated water, but they also highlight an important role for development and deployment of water conservation technologies and practices.  相似文献

We use a global energy market (GEM) model to show that natural gas has the potential to help stabilize global carbon emissions in a span of about 50–100 years and pave the way towards low and zero carbon energy.The GEM provides a close fit of the global energy mix between 1850 and 2005. It also matches historical carbon and CO2 emissions generated by the combustion of fossil fuels. The model is used then to forecast the future energy mix, as well as the carbon and CO2 emissions, up to the year 2150.Historical data show relative decarbonization and an increase in the amount of hydrogen burned as a percent of fossil fuel use between 1850 and 1970. The GEM indicates that with a larger contribution of natural gas to the future energy market, the burned hydrogen percentage will increase. This decarbonization will help to advance economic and environmental sustainability.  相似文献

This study estimates the reform effects of a reduction in statutory sick pay levels on sickness absence behavior and labor costs. German federal law reduced the legal obligation of German employers to provide 100% continued wage pay for up to six weeks per sickness episode. In 1996 statutory sick pay was decreased to 80% of foregone gross wages. Within the reform's target group – private sector employees – this measure increased the proportion of employees having zero days of absence between 6 and 8%. Quantile regression estimates indicate that employees with up to 5.5 annual absence days reduced their days of absence by about 12%. Extended analyses suggest that in industries that enforced the cut, behavioral effects were about twice as large. We show that the direct labor cost savings effect stemming from the cut in replacement levels clearly exceeds the indirect effect due to the decrease in absenteeism. Our calculations about the total decrease in labor costs are very much in line with official data which suggest that total employer-provided sick pay decreased by 6.7% or €1.7 billion per year.  相似文献

Conventional tests for the environmental Kuznets curve (EKC) hypothesis mostly apply a quadratic equation in modeling the non-linear relationship between environmental indices (such as air pollutants) and welfare measures (such as income per capita). If their inverted-U shaped pattern is empirically accepted with two significant regressors, the income per capita and its square transformation, the EKC hypothesis is supported. Using an OECD sample, this paper shows that the validity of testing the EKC hypothesis is sensitive to how we transform income non-linearly in sulfur and carbon EKC regressions. This paper carries out experiments on different powers of γ for transforming income non-linearly and concludes that only when 0 < γ < 1 and 1 < γ < 2 will the EKC regression demonstrate a testable non-linear cointegration relationship between the two air pollutants and income per capita. In the generalized EKC regressions estimated in this paper, although we find sulfur and carbon EKC patterns in the OECD sample, none of the EKC regressions using different γ is a cointegrating equation. This finding implies an inside critique to the EKC literature that failure of cointegration of the conventional EKC regression is not because of using the quadratic functional form, but because of the fundamentally spurious relationship between the trends of pollutants and income levels.  相似文献

Aiming at studying soil conservation function of alpine grassland in the Qinghai–Tibet Plateau, this paper simulated soil erosion changes under different degrees of human disturbance in a wind tunnel laboratory. Three types of grasslands were selected, which include alpine meadow (QH-1), alpine steppe meadow (QH-2) and alpine steppe (QH-3), and the soil erosion rate was taken as the index to measure soil conservation function. The experimental results show that the soil erosion rates of three grassland samples increase with wind velocity under different treatments but the increment of erosion rate varied greatly. Under original status, soil erosion rates are in turn QH-1 < QH-2 < QH-3, which indicates that the soil conservation services are QH-1 > QH-2 > QH-3. When the aboveground vegetation was cut, the soil erosion rate change of QH-1 is the same as that of QH-3 and compared with the original status both of them changed a little. And when the root system was destroyed the erosion rates range in turn as QH-1 < QH-2 < QH-3. So the data suggest that soil conservation service for the three types of grasslands should be QH-1 > QH-2 > QH-3. The economic values of soil conservation were estimated, which include the values of organic carbon fixation, nutrient retention and reducing soil disuse.  相似文献

Improved crop–fallow systems in the humid tropics can simultaneously sequester atmospheric carbon emissions and contribute to sustainable livelihoods of rural populations. A study with an indigenous community in eastern Panama revealed a considerable biophysical potential for carbon offsets in small-scale slash-and-burn agriculture through longer fallow periods, improved fallow management, secondary forest development, and agricultural intensification. Based on soil and biomass carbon measurements, estimated annual sequestration rates amount to 0.3−3.7 t C ha− 1 yr− 1. Despite such potential, the economic benefits of initiatives aimed at sequestration of carbon in the community are likely to be rather unequally distributed within the community. Heterogeneity in livelihood strategies and uneven asset endowments among households – factors often overlooked in the ongoing carbon and sustainable development debate – are expected to strongly affect household participation. Indeed, only the better-endowed households that have also managed to diversify into more lucrative farm and non-farm activities are likely to be able to participate in and thus benefit from improved crop–fallow systems that capture carbon. Economic, ethical, institutional, and technical concerns need to be taken into account when designing community carbon management and investment plans.  相似文献

The responsiveness of household borrowing to changes in the interest rate is a crucial parameter for assessing public policies aimed at promoting saving. We estimate the effect on household borrowing of a reform of a program that subsidized interest rates on mortgages signed by medium- and low-income households. The reform established a ceiling in the price of the house that could be financed with the program. First, we use triple difference estimators exploiting the fact that the reform should affect most the borrowing behavior of eligible individuals living in high-price areas, and estimate that the elasticity of the probability getting a loan to the interest rate lies between − 2.8 and − 1.3. Second, we document that after the reform, the distribution of loan sizes became more concentrated at the discontinuity point of the budget constraint of eligible individuals. Both findings are consistent with a negative response of household borrowing to increases in interest rates.  相似文献

Several technology and fuel options could be used to lower the strong oil dependence of the transportation sector. To formulate policies and to cost-effectively meet oil reduction objectives, assessments and comparisons of the long-term economic performances of different technology trajectories are essential. In this work, the energy and technology costs associated with reducing oil consumption in passenger cars in Sweden are calculated for a number of possible future transport fuel pathways and for different energy prices and climate policies. An optimisation model is applied in a simulatory multiple-run approach for this purpose. The model encompasses the transportation sector, as well as the stationary energy system. In terms of results, a methanol-based pathway gives incremental system costs in the range of ? 0.9–3 billion EUR for a complete phase-out of passenger car oil up to 2030. As compared to the methanol pathway, other biomass gasification-based fuel pathways involve additional incremental system costs in the region of 3 billion EUR, whereas ethanol- and electricity-based pathways give additional incremental system costs of 4–5 billion EUR. At lower oil reduction levels, the cost differences between the pathways are smaller and the electricity-based pathway is significantly more cost-competitive.  相似文献
