In sub-Saharan Africa, livestock is one of the key channels through which most households meet their food security needs. However, diseases such as the African Animal Trypanosomosis (AAT) constrain productivity. Using data from 445 randomly sampled small-scale cattle farmers, this paper investigates the role of integrated livestock disease control on household food security. Using a novel approach to link different food security measures to cattle productivity, the paper identifies the channels of impact at the household level. Methodologically, the paper estimated the propensity score matching algorithm to net out the effect of adoption. The results show that households who adopt RDU have record livestock productivity and higher consumption per capita expenditures. They tend to be more food secure, experience lower seasonal food supply fluctuations and experience a lower probability of falling below the food poverty line.  相似文献

Food insecurity is extensive throughout the world and hunger and malnutrition are expected to remain serious humanitarian and political concerns, both in the short term and for the foreseeable future, particularly in low income developing countries where many rural and urban households are both income and asset poor. In those countries, domestic agricultural production is expected to be especially vulnerable to the impacts of climate change over the next 30 years. Thus international markets for staple agricultural commodities, which have become increasingly important as sources of nutrition for both developing and developed countries over the past 60 years, are likely to become even more important in the future. Free trade policies allow countries to exploit their comparative advantages in economic activity, increasing average per capita incomes, longer term growth rates and a country's capacity to fund social safety nets for the poor. However, many countries abandoned those policies in favor of domestic protections in their efforts to mitigate the effects of short run food crises. The policy challenge is therefore to resolve the tension between optimal long run policies and short run initiatives to address food security concerns.  相似文献

In this paper, we assess the long‐term effect of floods on food security (as measured by calorie and micronutrient consumption) by applying an instrumental variable approach to data from the Afghanistan National Risk and Vulnerability Assessment survey. To identify the determinants of this effect, we also estimate how floods affect per capita yearly household income and poverty status. We find that exposure to flooding during a 12‐month period decreased daily calorie consumption by approximately 60 kcal while increasing the probability of iron, vitamin A, and vitamin C deficiency by 11, 12, and 27 percentage points, respectively. Controlling for price shocks and income only marginally reduces this flood effect on food security, suggesting that impaired livelihoods (rather than price hikes) are its primary driver. We further determine that exposure to this natural disaster decreases income by about 3% and makes flood‐affected households about 3 percentage points more likely to be poor. Lastly, we show that experience of floods is strongly and significantly associated with lower diet quality and quantity, and with engaging in consumption smoothing coping strategies, such as buying food on credit and taking loans. These findings underscore the serious direct impact of floods on both diet and effective behavioral responses to such shocks while emphasizing the need for targeted micronutrient supplementation in disaster relief and food aid measures even after the period of natural disaster emergency.  相似文献

选取2012—2020年中国31个省(自治区、直辖市)的面板数据,基于彭曼公式估算稻谷、小麦、玉米、大豆四大粮食作物的虚拟水含量和贸易流量,通过固定效应回归模型分析虚拟水流动对区域粮食安全的影响。结果表明:粮食作物的虚拟水含量在品种、空间上存在明显的差别,虚拟水从北方流向南且流动量逐年增加;虚拟水净调出量与区域粮食安全呈显著的倒“U”形关系,说明虚拟水在区域间的转移应存在一定限度;播种面积、人均水资源量、农业机械化水平和城镇化水平等因素对区域粮食安全均具有显著的影响。为此,提出了筑牢水利保障、优化种植结构、发展节水农业、提升粮食综合生产能力等保障区域粮食安全的对策建议。  相似文献

However, as demonstrated byNorway as a case study, the current level of support is disproportionatefrom a public goods perspective, and the policy instrumentsare badly targeted at the public goods in question. The Malawi Government has intensified the use of treadle pump irrigation technology in an attempt to increase agricultural production and also to enrich the livelihoods of resource-poor farmers. As a result, the treadle pump is gaining in popularity among smallholder farmers throughout the country. This study was conducted in the districts of Blantyre in the Southern Region and Mchinji in the Central Region of Malawi. A total of 50 treadle pump and 50 non-treadle pump farmers were interviewed in each district to assess the impact of treadle pump irrigation technology with regard to food security and poverty. Gross margin analysis showed that adopters of the technology had higher net farm incomes per hectare (NFIs/ha) than non-adopters per year. In Blantyre, NFI/ha value for adopters was MK122,855 (US$1007) compared with MK15,987 (US$131) for non-adopters under irrigation conditions. Similar results were found in Mchinji with MK51,858 (US$425) and MK16,090 (US$132) for adopters and non-adopters, respectively. Likewise, under rain-fed conditions, adopters had higher NFIs/ha than non-adopters: in Blantyre, the respective NFIs were MK19,497 (US$152) and MK3344 (US$27), whereas in Mchinji the respective values were MK16,896 (US$138) and MK10,084 (US$83). Furthermore, the well-being measurements and analyses of poverty revealed a higher poverty level among non-adopters compared with adopters. The former also had a greater relative risk of falling into deeper poverty than the latter. Transition matrices depicting movement in and out of poverty showed that from 2004 to 2005, some poor adopters moved out of poverty while some non-adopters dropped from being non-poor to poor. No adopter moved from non-poor to poor. From the results, it is concluded that the Government of Malawi should be urged to increase the availability of this kind of technology to the market at a reduced cost by offering tax incentives to local manufacturers and by using an input voucher system to subsidize qualified poor smallholder farmers.  相似文献

The promotion and support of urban agriculture (UA) has the potential to contribute to efforts to address pressing challenges of poverty, under nutrition and sustainability among vulnerable populations in the growing cities of sub-Saharan Africa (SSA). This may be especially relevant for HIV/AIDS-affected individuals in SSA whose agricultural livelihoods are severely disrupted by the devastating effects of the disease on physical productivity and nutritional well-being. This paper outlines the process involved in the conception, design and implementation of a project to strengthen technical, environmental, financial and social capacity for UA among HIV-affected households in Nakuru, Kenya. Key lessons learned are also discussed. The first has been the value of multi-stakeholder partnerships, representing a broad range of relevant experience, knowledge and perspectives in order to address the complex set of issues facing agriculture for social purposes in urban settings. A second is the key role of self-help group organizations, and the securing of institutional commitments to support farming by vulnerable persons affected by HIV-AIDS is also apparent. Finally, the usefulness of evaluative tools using mixed methods to monitor progress towards goals and identify supports and barriers to success are highlighted.  相似文献

干旱是制约我国粮食生产的主要因素,严重影响了农产品的生产和粮食安全。以受干旱影响程度较重的淮河流域为研究对象,通过对历史旱情资料的统计分析表明:流域农业干旱灾情随年代的发展逐渐加重,且不同行政区域之间存在较大差异。利用相关数据实证检验了1999~2008年间流域内农业干旱灾害对粮食生产的影响。结果表明,农业干旱灾害对粮食生产具有明显的影响,并提出了相应的政策建议。该分析结果可为淮河流域农业防灾减灾体系建设和粮食安全提供些许的参考和借鉴。  相似文献

Addressing food security with local and sustainable food production is a key requirement for supporting a globally sustainable agricultural system. Food insecurity is prevalent in Indigenous communities in Canada, especially in rural and remote regions of northern (subarctic and arctic) Canada. Further, climate change has disproportionately impacted subarctic and arctic regions worldwide ? surface air temperatures are now more favourable for agricultural activities ? offering the potential for local food production under ambient conditions. The objectives of the present study were to evaluate bush bean (Phaseolus vulgaris L.) and potato (Solanum tuberosum L.) intercrops grown over a two-year period in two sites (treed, windbreak-lined with native willow, Salix. spp.; and non-treed, or open) in the subarctic Indigenous community of Fort Albany First Nation, Ontario, Canada. Intercrops grown in the windbreak-lined site produced significantly greater (p?3, NH4 and total N) showed that with some local amendments such as offal and bone meal, both the windbreak-lined and open sites can support continued agricultural use. This study informs Indigenous communities across subarctic regions of the world that climate change not only brings challenges, but also opportunities, such as potentially sustainable local food production.  相似文献

Food security for the world in 2025 is possible and probable if the right set of things are done, starting now. But the task will not be easy. It is both a technology and a political/economic challenge. The challenge for sub-Saharan Africa is even greater. While other regions improved per capita food availability over the last 30 years, Africa's availability declined. But food security is about more than supply. It is also about access which means income generating employment is critical. Meeting future requirements in Africa and the world will require sustainable intensification of complex production systems, appropriate national and international policies and continued investments in agricultural research. Without these conditions and increased employment intensive growth, prospects for the future are less bright.  相似文献

本文在深入分析食物安全、家庭食物安全内涵的基础上,利用12个国家挟贫重点县的农户调查资料,通过构建指标体系对我国贫困农村的家庭食物安全水平和程度进行衡量和评价,并对其影响因素进行了分析,结果表明:近20多年来,我国贫困农村地区的家庭食物安全水平不断提高,食物安全广度不断扩大,但是食物安全深度却出现下降;食物获得能力对家庭食物安全具有显著的正影响,提高贫困农村地区居民的收入水平和家庭粮食自给能力有助于降低家庭的食物不安全发生概率;食物可获得性对家庭食物安全具有非常显著的正影响,市场方便度越高,实现家庭食物安全的概率越高;家庭规模和家庭结构对家庭食物安全具有显著影响,随着家庭规模、家庭结构复杂程度和家庭温饱负担程度的提高,农户面临的食物不安全风险的概率也在增加。  相似文献

In light of the high percentage of poor people in rural areas of South Africa, the post-apartheid government has, among other things, prioritized food security in their policy processes. However, these food security policies stop short of workable strategies for the most difficult situations, particularly in the former reserves (Bantustans). A case study of the Eastern Cape Province reveals that food security managed by government agencies experience difficulties at implementation stage due to land issues. At the heart of the problem is the poor understanding of rural people's land use plans and multiple livelihood strategies. The paper concludes that food security projects in the former Bantustans will continue to suffer unless food security policies are efficiently integrated to those of land reform.  相似文献

This study proposes a model of household food spending that accounts for zero censoring and can be applied to data collected through a clustered survey design to investigate the impact of food sales taxes on three groups: households who are eligible for and participate in the Supplemental Nutrition Assistance Program (SNAP), households who are eligible but do not participate in the program, and households who are not eligible for the program. We find that SNAP participating households are largely insensitive to grocery taxes and respond to restaurant taxes by shifting more of their food dollars towards at-home foods. Among households who are eligible for SNAP but do not participate in the program, grocery taxes reduce spending on foods purchased for at-home consumption, and thereby increase the amount of the total food budget allocated to away from home foods. This is concerning from a nutrition and health standpoint since away from home foods tend to be more calorie dense and nutritionally poorer than at home foods.  相似文献

Conversion of farmland to non-agricultural uses presents a challenge to future food production and ecosystem services in US and Canada. Expansions of housing, transportation, industry, retail sales, schools and other developments are driving land out of farming. In the US there is annual conversion of 500,000 ha away from food and fibre production systems. Coupled with 1% annual population increase, this will reduce today's 0.6 ha per person to 0.3 ha by 2050. Canada has more land and smaller population, but farmland losses are occurring in fertile areas near coasts and in level valleys where highest quality land is located. Current rates of increase in agricultural productivity will not compensate for this land loss. Compared to US, there are more specific tools and legislation at the provincial level in Canada that provide opportunities for controlling sprawl. Important in both countries is general lack of awareness and concern about loss of productive farmland, a situation that could be improved through education. Stimulating collective understanding of this growing problem and providing viable solutions could provide the basis for national policy strategies to promote and assure sustainable food systems for the future and enhance the capacity to maintain vital ecosystem services.  相似文献
