Science now finds itself in a new and troubled situation. The traditional optimistic picture is problematic and compromised at every turn. The scientific system now faces a crisis of confidence, of legitimacy and ultimately of power. We can usefully distinguish two sorts of science. The ‘mainstream’ is reductionist in style, and increasingly linked to industry. By contrast, the ‘post-normal’ approach embodies the precautionary principle. It depends on public debate, and involves an essential role for the ‘extended peer community’. It is based on the recent recognition of the influence of values on all research, even including the basic statistical tests of significance. It is the appropriate methodology when either systems uncertainties or decision stakes are high; under those conditions the puzzle-solving approach of ‘normal science’ is obsolete. This is a drastic cultural change for science, which many scientists will difficult to accept. But there is no turning back; we can understand post-normal science as the extension of democracy appropriate to the conditions of our age.  相似文献

An appropriate response to the new challenges to science will require more than new explicit goals and social organisation. New leading questions will be appropriate. The traditional questions of ‘what/how?’ for research and ‘how/why?’ for the design fields, will be supplemented by ‘what-if?’. This previously had its place in exploratory phases of all research; now it will become an essential component of ‘post-normal’ science. Its form precludes the dogmatic and exclusive styles which have hitherto been dominant in science as applied to policy problems; and it lends itself to open enquiry and public participation.  相似文献

In response to the Climategate scandal, I wrote a number of essays, including a posting on an important critical blog. There I explained the affair in terms of post-normal science. First, that the scientists concerned were doing ‘normal science’, not coping with uncertainties, and then that the ‘extended peer community’ had come into power on the critical blogosphere. There was already a current of criticism of PNS, seeing it as contributing to the supposed corruption of climate science through its denial of Truth. One important essay in that tendency is reproduced here. In my reply to my critics, I argued that we are on the same side, committed to the integrity of science; and I reviewed the progression of my own ideas on climate change. In the light of the criticisms, I conclude with some searching questions about post-normal science.  相似文献

A sustainable global future depends on a fundamental shift from the currently dominant national imaginary to a global imaginary. Most of human reasoning is based on prototypes, framings and metaphors that are seldom explicit; although they can be forged, usually they are merely presupposed in everyday reasoning and debates. The background social imaginary offers explanations of how ‘we’ fit together, how things go on between us, the expectations we have of each other and outsiders, and the deeper normative notions and images that underlie those expectations. We argue that although the 17th and 18th century scientific and social revolutions generated prototypes, metaphors, framings and related conceptions of time and space that pointed towards a global imaginary, there were deep-seated structural reasons for the ‘nation’ to become, at least temporarily, the central category of human existence and belonging. By the early 21st century, there are already widespread metaphors that envisage the human world as a whole—from the ‘global shopping mall’ or ‘global village’ to the ‘spaceship Earth’. Yet, compared to the rich poetics of national imaginaries, the proposed prototypes, metaphors and framings are often thin. Evoking innovative myths about shared human existence and destiny, Big History helps to articulate the rising global imaginary in terms that motivate transformative and progressive politics in the 21st century.  相似文献

To reorientate society towards sustainability, a clear vision based on a coherent philosophy is needed to act as a compass point. This research describes one possible ‘eco-utopian’ approach, and uses it to develop a hypothetical set of transition strategies aimed at the transformation of an Australian regional community. The vision combines bioregional principles with ecological modernisation theory to present a model of a small-scale society that is socially and ecologically responsive. In this model, communities are organised primarily around naturally defined regions, but are outward looking and globally engaged. Political decision-making is democratic, participatory and collaborative. An ethos rooted in the notion of a global civil society provides vision and desirable levels of accountability. Production and consumption are local, cooperative and use natural resources efficiently. Existing social and political trends suggest that the bioregional model developed in this paper is both pragmatic and possible. A hypothetical case-study approach is used to illustrate how such ‘practical bioregionalism’ may be successfully adopted. An initial 25-year plan, with five desired outcomes, is outlined for the Armidale Plateau region of New South Wales, Australia. Key strategies include use of Local Agenda 21 processes, the development of a bioregional strategic plan and partial economic localisation. Implementation requires active participation of the community, including government and business actors. It is argued that the proposed transition strategy is also of direct relevance to achieving sustainability goals in larger urban areas and the global South.  相似文献

Sustainability scientists call for education that produces ‘sustainability professionals’, who understand the need for sustainability and can work towards it. However, students often have very different ideas, usually based on an expectation of continued unlimited economic growth. This paper, based on research with large, diverse, first year engineering cohorts, argues that a reflective process and on-line support can contribute to a learning oasis—a supportive environment that encourages students to leave their cultural and intellectual comfort zones. In these circumstances, most students will engage with the personal and professional challenges of what it means to be Globo sapiens, a wise global citizen and global sustainability professional for an increasingly complex century.1  相似文献

Ashoka: Innovators for the PublicTM was set up 25 yr ago by Bill Drayton, recently voted by the Centre for Public Leadership at Harvard University's John F. Kennedy School of Government in collaboration with US News and World Report among America's 25 Best Leaders. Ashoka coined the term ‘social entrepreneur’. Its first insight was that there was nothing more powerful than a big social idea, but only if it is in the hands of a first-class social entrepreneur. The organisation works as a social venture capital fund, helping selected ‘Fellows’ with start-up funds to launch their ideas. The Fellows’ direct impact is only the beginning; they are role models who inspire others to become active Changemakers. Ashoka weaves them together into a global community whose collaborations are far more powerful than the sum of its solo practitioner parts. This paper examines the evolution of Ashoka, its role as a driver of social change, and the various collaborations and institutions it has helped build and is still in the process of building to promote social entrepreneurship.  相似文献

A ‘futurist’ is the generic term for someone seriously engaged in the consideration of future conditions. ‘Futures research’ has a systems science orientation with a planning horizon in excess of 10 years. ‘Futures studies’ has a social science connotation and ‘foresight’ is the most popular term within the management science and corporate sectors. Five schools of futures researchers are defined: 1. Environmental and geosciences. 2. Infrastructure systems and engineering technology. 3. Social, political and economic science. 4. Human life, mind and information science. 5. Business and management science. The academic route to a futures qualification is outlined with a list of futures orientated organisations. The inclusion of urbanisation in the next generation of scenarios for climate change research and assessment, would involve replacing the notion of economic equilibrium by the concept of far-from-equilibrium stability. Finally futures research is described as an evolutionary science, which will possibly become integrated within complexity science by 2050.  相似文献

Post-normal science (PNS) was a herald of postnormal times. For Functowicz and Ravetz contemporary issues in which ‘facts are uncertain, values in dispute, stakes high and decisions urgent’ necessitate PNS. PNS deals with the postnormal character of contemporary challenges by bringing the contextualised insights of non-scientific stakeholders to bear through the formulation of ‘extended facts’. However, while the contextual content of ‘extended facts’ caters to the indeterminate character of postnormal issues this remains in tension with an implicit assumption that outcomes reflect the quality of the ‘facts’ informing them. This paper takes the claim that postnormal times involves ‘that we abandon…ideas of ‘control and management” seriously by arguing that science should be the servant of outcomes framed in, primarily, societal terms, rather than the other way around. This argument is illustrated using the example of fashioning an effective response to climate change.  相似文献

In this article, I develop a constructive critique of ‘post-normal science’ by challenging the underlying conception of ‘normal science’. Invoking Bruno Latour's constructivist approach, I change focus from a representationalist understanding to a practice-inspired account of science in which the composition of a matter of fact necessarily implies a politically significant differentiation between internalities and externalities. Contending that science has never been normal in that it has always already been political, I further elaborate on this political dimension by connecting Latour's concepts of matters of fact and matters of concern with Rudolf Boehm's distinction between logical and topical truth. Whereas logical truth is a measure of the validity of matters of fact, topical truth is a measure of the relevance and adequacy of scientific knowledge regarding a particular matter of concern. This allows me to argue that any attempt to install a new ‘post-normal science’ with a higher topical truth vis-à-vis sustainability issues neglects the irreducible political moment situated at the point of determining who and what we should be concerned about. Finally, I draw on the notion of ‘forms of life’ to suggest a ‘politics of the imaginable’ that takes socio-material practices as primary matters of a concern for sustainability.  相似文献

Ziauddin Sardar's characterization of ‘postnormal times’ elegantly captures the mood of despair, uncertainty and insecurity in the West due to the multiple shocks of terrorism, economic recession and climate change. However, the prevailing mood in India, most of Asia and developing countries in general is confidence and optimism for the future. The label ‘postnormal times’ is inappropriate for resurgent Asia and other ‘emerging markets’. Similarly, these countries - as illustrated by examples from India - need more modernization and efficiency to save and improve the lives of their citizens. This paper argues that the seeming normality of twentieth century in the West was an illusion arising out of the ignorance and neglect of environmental and health consequences of unbridled industrial growth. The distorted assumptions of neoclassical economics are largely to blame for this. It is now time to pay back for those excesses. A new normality will emerge only by addressing these distortions and by creating democratic global institutions that can reflect the changed global balance of power of the 21st century. The intellectuals, opinion-makers and leaders of the world have to exercise their ethical responsibility and creative imagination to enable this new normality to emerge.  相似文献

Usury - lending at interest or excessive interest - has, according to known records, been practised in various parts of the world for at least four thousand years. During this time, there is substantial evidence of intense criticism by various traditions, institutions and social reformers on moral, ethical, religious and legal grounds. The rationale employed by these wide-ranging critics have included arguments about work ethic, social justice, economic instability, ecological destruction and inter-generational equity. While the contemporary relevance of these largely historical debates is not analysed in detail, the authors contend that their significance is greater than ever before in the context of the modern interest-based global economy.  相似文献

The ‘futures field’ can be divided into five major segments or futurist schools, together with their complementary but differing research methodologies and time horizons. These are generally subsumed under the terms ‘futures research’, ‘futures studies’ and ‘foresight’. Complexity science applications are outlined for each of the schools, and these provide evolving theories for futures thinking. (1) Environmental and geosciences treat the Earth and its various components as typical out-of-equilibrium systems with dissipative processes. (2) Infrastructure and socio-technological systems emerge through the diffusion of investment capital, with the endogenous transformation of the urban system. (3) Social, political and economic sciences are being reshaped away from the notion of economic equilibrium, and describe social emergence by means of agent-based models. (4) Human life, mind and information sciences are evolving with the development of complexity models in neuroscience, immune systems, epidemic modelling, social media technologies and artificial intelligence. (5) Business and management science involves examining the viability of successfully undertaking transactions in a complex adaptive system, in which the systemic structure evolves over time. Geographical information systems are integrated with agent-based modelling for corporate foresight.  相似文献

There is an urgent need for meaningful information and effective public processes at the local level to build awareness, capacity, and agency on climate change, and support planning and decision-making. This paper describes a conceptual framework to meet these requirements by generating alternative, coherent, holistic climate change scenarios and visualizations at the local scale, in collaboration with local stakeholders and scientists. The framework provides a template for a process to integrate emission scenarios with both mitigation and adaptation strategies, and to link local manifestations of impacts and responses with global climate change scenarios. The article outlines the empirical application of this framework in the Local Climate Change Visioning Project in British Columbia, Canada. The project collaboratively localized, spatialized, and visualized possible climate change effects and community responses in the community's ‘backyards’. The article concludes with lessons learned and suggested principles for future visioning efforts to engage communities in possible policy and behavioural choices.  相似文献

Western science and ‘European consciousness’ is contrasted with that of Indigenous and traditional peoples. The metaphysics of the Blackfoot of North America and this vision of an animate world is examined. It is argued that something similar existed in Europe of the early middle ages but that the secularization of space, time and matter paved the way for the development of science. A new science may be possible which combines the current power of abstraction and analysis with an ‘impersonal subjectivity’.  相似文献

The paper argues that accounting historians can help us to understand the origins of the British Industrial Revolution (BIR) by explaining the contribution of accounting to financial success. It re-examines the archive of the Carron Company (hereafter, ‘Carron’) from its formation in 1759 to around 1850 to explore the theory derived from Marx that class conflict, the capitalist mentality, its social relations of production, and accounts, drove the BIR. It shows that, contrary to the currently accepted view that Carron’s early financial accounts were a ‘shambles’, its partners used integrated financial and management accounts based on double entry bookkeeping to impose capitalist accountability on their managers and workers. The paper argues that zealous accounting was critical to Carron’s financial success because accountability for capital drove organisational and technical innovation and it underlay the partners’ early social solidarity. Carron’s partners worked collectively during the company’s difficult formative period up to the 1780s, using accounts to hold the managing partner and his subordinates accountable to them for the circulation of capital and to conduct class war against their workers. From the 1790s, the managing partner exploited a weakness in Carron’s system of corporate governance to understate its profits to demoralise other partners into selling their shares to give him control, which he used to divert a disproportionate share of its accumulating wealth to him and his family. The paper concludes that Carron’s history supports the Marxist theory that accounts played an important role in fuelling the BIR by giving capitalists a technology for controlling production for profit, what Marx called controlling the ‘valorization process’, and for promoting the social cohesion of capital. It calls on accounting historians to test this theory by revisiting the archives of other leading BIR firms, so that we can construct a history of this pivotal shift in the trajectory of world economic development on solid empirical foundations.  相似文献

In economics, the issue of ‘future generations’ is mainly related to the environmental problems of resource consumption and pollution and their distribution over long time horizons. This paper critically discusses fundamental concepts in economics, such as efficiency and optimality, in relation to the incorporation of future generations in present day decision-making. Cost-benefit analysis (CBA) and discounting are used as a starting point and criticized for its inherent flaws such as incommensurability of values and its tendency to hide rather than reveal underlying values which are assumed to be fixed. We then investigate alternative approaches, in which, unlike in CBA, the preferences are not assumed to be a priori but must be constructed. Thus, interest groups or individuals must sit down together and figure out what things seem to be worth. The aim is to involve all interested parties in planning for the future.Similarly, on a national and regional level, increasingly stakeholder processes, deliberative and interest group procedures are used to develop strategies and visions for resource management and conservation. A similar case can be made for institutions at the international level. The legal examples provided in this paper show that rather than only installing an institution such as the guardian for the future on the global level, more ‘democratized’ bottom up approaches might be more appropriate.  相似文献

While terraforming other planets is a common theme in science fiction, little attention has been given to terraforming our own Earth, to create greater landscape stability. This essay is an attempt to link themes from geology with human brain-body futures, in the spirit of Dator's dictum that any useful idea about the future should appear to be ridiculous. Middle Eastern Studies (MES) has increasingly come under attack in recent years. The critics have included the more politically oriented (as with Martin Kramer who reproached Middle Eastern scholars for failing to serve US interests) as well as generalists in various social science disciplines (who have criticised MES for having produced ‘theory-free’ work thereby failing to serve the cause of building cumulative social scientific knowledge). Middle Eastern scholars have responded to such criticism by seeking to point to various contributions MES has made over the years. These debates between Middle Eastern scholars and their critics have revealed three alternative future courses for MES: (1) going back to its roots in ‘Oriental Studies’ (as called for by Martin Kramer in Ivory Towers on Sand); (2) establishing itself firmly in the discipline-oriented social sciences (as called for by the avatars of methodology in the Social Sciences); (3) building upon the pioneering works of those Middle Eastern scholars who have sought to theorise from Middle Eastern experiences thereby contributing both to MES and the disciplines. Pointing to how the sides to these debates differ radically in terms of their understanding of ‘theory’, the article will suggest that the future of MES would be shaped depending upon which understanding of ‘theory’ comes to prevail.  相似文献
