Burgeoning stocks and increasing budgetary pressure are leading to mounting criticism of the CAP. Recent experience suggests that these internal pressures are unlikely to precipitate fundamental reform in the short to medium term because of the opportunity to defer expenditure and to transfer costs to the national governments. It is argued that rather than seeking a market-oriented solution, the Community appears set on continuing to make ad hoc policy adjustments aimed at minimizing expenditure and overcoming problems arising in particular sectors.  相似文献

This paper investigates the relationship between EU agricultural subsidies and the outflow of labor from agriculture. We use more representative subsidy indicators and a wider coverage (panel data from 210 EU regions over the period 2004-2014) than has been used before. The data allow to better correct for sample selection bias than previous empirical studies. We find that, on average, CAP subsidies reduce the outflow of labor from agriculture, but the effect is almost entirely due to decoupled Pillar I payments. Coupled Pillar I payments have no impact on reducing labor outflow from agriculture, i.e. on preserving jobs in agriculture. The impact of Pillar II is mixed. Our estimates predict that an increase of 10 percent of the CAP budget would prevent an extra 16,000 people from leaving the EU agriculture sector each year. A 10 percent decoupling would save 13,000 agricultural jobs each year. However, the budgetary costs are large. The estimated cost is more than € 300,000 per year (or more than € 25,000 per month) per job saved in agriculture.  相似文献

There is a long tradition of advocacy of decoupled compensation payments to facilitate reform of agricultural policies. To illustrate this, we cite some of the European literature of the 1960s and 1970s. In the 1980s and 1990s, decoupled payments were frequently proposed, but despite years of discussion there is still surprisingly little agreement on the role that decoupled compensation payments can play in facilitating common agricultural policy (CAP) reform. The Uruguay Round Agreement introduced the so-called blue and green boxes; and the MacSharry and Agenda 2000 reforms have made extensive use of the blue box to shelter an increasing proportion of CAP support from international scrutiny. Blue-box payments are not, however, fully decoupled; and cross-compliance will not turn them green. The Peace Clause provides limited protection for the blue box, but if this were to lapse in 2003/04 the blue-box provisions would be of little worth. We assert that the EU must engage in radical reform of the CAP, and make truly decoupled and transitory compensation payments the central element of that reform. This could best be facilitated by allocating transferable bonds to the present generation of farm operators, with annual payments made to the bond owner. We set out the essential conditions that must be met for a bond scheme to be put in place, and explore in a very preliminary fashion the budgetary implications.  相似文献

Many EU citizens are concerned about animal welfare. The policy literature has responded to these concerns by suggesting a variety of policy instruments to policy makers. However, a gap in knowledge exists regarding which instrument should be applied under which conditions in the policy environment. This article presents the results of multiple inductive case studies of eight European countries to better understand the contingencies to animal welfare policy instruments and to further complement the framework of policy instruments available to policy makers. The qualitative evidence from this study is presented in the form of a policy decision tree indicating instruments likely to be effective under given conditions. The findings suggest that a “one size fits all” solution for animal welfare in the EU is unlikely to be effective and that although a market-based policy within the current EU context is in many cases inevitable, the barriers are numerous and require policy instruments tailored to the specific context.  相似文献

What alternative strategies are available to the USA in its farm trade conflict with the European Community? Five strategies are examined here - adjudication, negotiation, retaliation, collusion and competition. Both adjudication and negotiation within GATT are described as unlikely to succeed as a first step. Retaliation and collusion are seen as dangerous for US farm trade interests. Competitive export pricing, made possible through domestic farm policy reform and fiscal policy discipline, is endorsed as the best available US response to the CAP.  相似文献

This paper assesses the evolution of the EU-15 market access for the agri-food products, originating from CEECs. A gravity model technique has been used to assess the overall trade resistance (border effect), and to weight its various components such as tariff and non-tariff measures (sanitary and phytosanitary standards, other quality measures) in the pre-accession period (1999–2004). The findings reveal, despite the undertaken integration and trade liberalisation processes, a persisting and significant trade resistance for the CEECs’ agri-food exports to the EU market, even just prior their accession in 2004. Still present difficulties in market access at the time are partially explained by tariff and non-tariff measures, while a large part of border effect remains in the domain of other, presumably non-trade policy related factors (home bias, consumer preferences, etc.). These results indicate that despite the accession process (customs union and adoption of the EU standards), the trade integration of the enlarged EU market was not yet completed in 2004.  相似文献

The elaboration of an appropriate incentive system, including measures of agricultural price and trade policy has important consequences for Bulgarian agriculture. This paper offers a brief picture of the process of reform towards the establishment of a market economy in Bulgaria, as well as of the main developments in its agricultural sector. An analysis is then presented of the impact of alternative agricultural price and trade policy scenarios for the period up to 2002. The results show that the impact of price and trade policies is modest when compared to that of technological change and the increase in incomes. Adoption of the CAP will stimulate production, decrease demand and have strong adverse effects on consumers and taxpayers and wider negative effects on the competitiveness of the food industry. Thus the issue of extending financial support for structural policies rather than granting direct aid requires further investigation.  相似文献

Given the present conditions of demographic growth and the complicated transition toward market economies in Central Asia, the problems of food security and designing policies to achieve it without compromising economic growth are at the forefront of policy agendas in these countries. This paper reviews food policy reforms in Uzbekistan, the Kyrgyz Republic, and Tajikistan in the context of sustainable agricultural development. Analyzing the trends in the agricultural sector during the transition period, it identifies the major impacts of policy reforms on food security and enumerates future challenges for improving food security in these countries. It finds that despite the progress made in reforming their economies toward market-oriented ones, the three countries continue to face food insecurity to varying degrees. It concludes that there is an urgent need to further expand and deepen the reform process by enabling functioning land, labor, and financial markets.  相似文献

Despite most having developed under the umbrella of the Common Agricultural Policy (CAP), national-level organic farming policy networks in Europe vary. The aim of this paper is to explore the reasons for this variation. Quantitative network analyses were carried out in five ‘old’ and five ‘new’ EU member states and in Switzerland. To examine the patterns of influence on these 11 policy networks, the cases are compared in two stages. First, we examine the factors co-varying with the size and density of the networks and then we apply a most similar system – most different outcome research design. We identify the political environment as the main factor affecting size and density of organic farming policy networks in Europe. The distribution of power between organic farming organizations and agricultural ministries is influenced by state involvement and by the resources available to organic farming policy actors.  相似文献

There have been important changes to agricultural policies in many OECD countries over the past decade and the international spill-over effects of support and protection have diminished. Now would be a good time to eliminate remaining distortions and put in place more efficient alternatives, including social safety nets and tools to help farmers manage risk. This would lock in the benefits of reform and simultaneously address charges of policy incoherence. In the context of high food prices, new issues have emerged with potential implications for food security. They include export restrictions, the use of biofuel mandates, and the opportunities and threats presented by increased foreign investment in agriculture. On these issues, as well as in terms of conventional support mechanisms, policies in emerging economies (in particular the BRIICS) are increasingly important. A pro-active agenda for policy coherence would involve not just eliminating policies that distort trade, but also enacting positive measures to increase food availability, for example by raising agricultural productivity, using resources sustainably, and eliminating waste and over-consumption. Across countries, there are important gains to be realised from knowledge sharing, and from multilateral action to provide global public goods – not least smoother functioning of the multilateral trading system.  相似文献

Marketing costs have been rising rapidly while both manufacturing and general management costs have been declining. As a result, those concerned with realigning corporate assets to maximize shareholder returns are requiring that marketers start proving their worth or be gradually starved of resources. Reflecting such pressures, marketing managers are being asked to provide more convincing evidence that planned marketing strategies will indeed yield more value for the company and its shareholders. Likewise, those charged with planning the marketing budget are being asked to more thoroughly justify requested budget increases. Whole new financial measures are needed for evaluating the relative productivity of specifically proposed marketing budget expenditures vis-à-vis shareholder value. The paper reviews several procedures that can help address these challenges and presents a detailed example of the application of one of the approaches.  相似文献

Given the growing importance of cohesion policy within the European Union (EU) during the last two decades, public and scientific interest in the role of EU policies for regional disparities has risen continuously. Recent empirical studies on the impacts of the Common Agricultural Policy (CAP) on economic cohesion have been strikingly diverse in their principal findings. Whereas some studies suggest positive overall effects on economic cohesion, others stress exactly the opposite. One major reason for the ambiguous results is that a single agreed-upon measure of economic cohesion is lacking. We propose a concept that distinguishes between two dimensions of policy impacts on economic cohesion: (i) the redistributive impact at a defined period of time and (ii) the change of the redistributive impact over time. The first dimension addresses the question whether a policy makes the distribution of a target variable, e.g., income, more equal or unequal at one point of time. The second dimension covers the impact of the policy on the disparity of the same variable over time, i.e., the impact on convergence. An empirical illustration of the concept for 13 NUTS 1 regions in Germany over the period 1991–2009 reveals that the two policy impacts of the CAP are partly contradictory for the two dimensions. It is shown that the CAP fosters economic cohesion by reducing regional disparities in each individual year. With regard to redistributive impacts over time, we find that CAP transfers leave income convergence largely unaffected for society as a whole. Within the agricultural sector, it leads to a convergence of receipts per farm whereas it induces a divergence of farm receipts per hectare.  相似文献

Whereas conventional wisdom holds that multinational enterprises (MNEs) invest less in host countries that pose greater policy risk—the risk that a government will opportunistically alter policies to expropriate an investing firm's profits or assets—we argue that MNEs vary in their response to host‐country policy risk as a result of differences in organizational capabilities for assessing such risk and managing the policy‐making process. We hypothesize that firms from home countries characterized by weaker institutional constraints on policy makers or greater redistributive pressures associated with political rent seeking will be less sensitive to host‐country policy risk in their international expansion strategies. Moreover, firms from home countries characterized by sufficiently weak institutional constraints or sufficiently strong redistributive pressures will seek out riskier host countries for their international investments to leverage their political capabilities, which permit them to attain and defend attractive positions or industry structures. We find support for our hypotheses in a statistical analysis of the foreign direct investment location choices of MNEs in the electric power generation industry during the period 1990–1999, the industry's first decade of internationalization. This article questions the effectiveness and viability of rural Tax-for-Fee reform (Fei Gai Shui) on water resources and agriculture production, taking the Zhanghe Irrigation System of China as a case study example. The Fei Gai Shui reform has been heralded as a possible solution for reducing the excessive fiscal burden on peasants. While the reform may achieve in relieving peasant burdens significantly, the initial impact of Fei Gai Shui on water resources and agricultural production indicate least satisfactory trends. The policy shows significant impact on rice yield and area. It might also have profound impact on cropping pattern but it has yet to be seen. Dependence on local water resources such as ponds show significant increase after Fei Gai Shui as it discouraged farmers to rely on regional water sources. Although the lower regional water use under Fei Gai Shui reduced the water charges paid by farmers, the savings were mostly offset by increasing pumping costs in accessing water from local ponds. Without any adjustments, the Fei Gai Shui is likely to cause serious predicament in agricultural sector. It is visioned that local water resources such as water ponds will continue to play an important role in sustaining agricultural production.  相似文献

Over the last decade the residential electricity price in most EU Member States has been increasing. Even after the introduction of significant reforms such as the liberalisation of the electricity market. This upward trend is in response to the development of different price components along the electricity supply chain. In order to identify and analyse these components for EU-Member States, a more detailed price apportionment than those offered by public sources like Eurostat and IEA is necessary. The methodology proposed in this study analyses the development of the residential electricity price and its main components between 2002 and 2012 for Germany, France, Italy and the United Kingdom. The main drivers of the price trends observed for these four countries are subsequently identified, quantified and compared. Furthermore, the residential expenditure on electricity in each country is examined in connection with the evolution of residential electricity consumption. The results show how and to what extent the residential electricity price for the selected EU Member States depends on price components such as the electricity wholesale price, the gross margin, network expenditures, energy taxes and other levies related to the decarbonisation of the national energy system. Furthermore, this detailed analysis of residential electricity prices throughout the last decade provides a sufficient data basis to draw some prospective conclusions in terms of a short-term price outlook.  相似文献

The paper pursues a twofold objective. From a methodological viewpoint it shows how to carry out an impacts evaluation of exogenous shocks on poverty and inequality in a context characterised by out-of-equilibrium, poorly-adjusting markets, as it is the case in many developing countries, using a social accounting matrix framework. From an empirical viewpoint it provides an assessment of how the cereal price spikes of 2007–2008 and the global recession of 2008–2009 have impacted the welfare of Syrian households and how did they compound with the on-going agricultural sector liberalisation implemented by the Government of Syria since mid 1990s. This will contribute to shed some lights on the economic background behind the spreading of unrest across the country over the last couple of years or so.The results show that liberalisation impacts are very different and largely affected by the adopted budget closure rules. While reforms aiming at reducing agricultural market distortions (such as production subsidies and price support for strategic crops) could generally have a positive effect on growth, poverty and inequality, the elimination of food security interventions (such as food stamp schemes) determines an adverse distributional impact against rural household and an increase of poverty. The recent macroeconomic shocks (food price crisis and the global recession) determined a generalised poverty increase and showed an income distribution bias against rural households.Three fundamental policy implications can be drawn by this study. First, the liberalisation of agricultural sector shows a significant growth potential and is likely to determine positive effects on poverty through a generalised increase of incomes as well as public budget savings that could be used for pursuing other policy goals. Second, in the short-run there is a structural trade-off between equity improvements and poverty alleviation: the policy options that will more likely reduce absolute poverty show undesirable distributive biases (both on overall inequality and on rural households vis-à-vis urban households). Third, the reform should include a careful design of the use of budget savings, mainly to address equity goals that are likely to be generated, in the short-run, by liberalisation.  相似文献

This paper analyses the WiFi4EU initiative, the measure proposed by the European Commission (EC) to speed up public access to Wi-Fi throughout Europe in the coming years by subsidising the infrastructure. We set out to analyse how these measures are incorporated into the EU policies for building a Gigabit Society and the EC's regulatory tradition, and what the impact is likely to be. This innovative initiative has been drawn up in a climate of uncertainties and delays, and will have an effect upon the network deployments strategies of operators and countries. The article puts all of this into the context of the current European regulation debate and conducts a techno-economic analysis to assess the expected impact of the initiative. We have observed a slight shift towards developmental models in the EC regulatory framework and a step ahead towards multi-level governance. Furthermore, the techno-economic analysis has revealed the limited extent of Community aid and the considerable variability of the equipment deployed and the expenditure involved. We have also highlighted the questionable formulation of the allocation mechanisms, and we have included certain examples or suggestions for improvement.  相似文献

俄罗斯与欧盟在能源领域是相互依存的伙伴关系。俄罗斯是欧盟最大的原油、天然气、煤炭和铀供应国,而欧盟是俄罗斯最大的贸易伙伴,俄罗斯政府预算中的40%来自向欧盟供应能源的收入。双方开展能源对话十年来,就能源战略、市场发展趋势、能源供应与贸易、能源基础设施、可再生能源和能源效率等主题交流信息,推动能源合作项目的开展,讨论并解决合作过程中出现的问题。但双方从各自利益出发,在能源资源供应多元化及能源市场发展方面也存在矛盾。俄罗斯—欧盟能源对话的焦点问题包括:对俄罗斯能源企业向欧盟国家出口和销售天然气及电力产生较大影响的欧盟第三批内部能源市场一揽子政策,以及俄罗斯与欧盟分别积极推进的南流管道项目和纳布科管道项目。未来俄罗斯与欧盟还将继续积极发展能源对话,促进在能源领域建立起以市场开放原则为基础的可靠、透明和稳定的关系。  相似文献
