The evolution of broadband penetration has shown substantial differences between OECD countries. This paper empirically investigates to what extent different forms of regulated competition explain these international differences. It distinguishes three modes of competition between broadband internet access providers that result from regulatory policies: (1) inter-platform competition; (2) facilities-based intra-platform competition; and (3) service-based intra-platform competition. In most countries these forms of competition co-exist although their intensity varies from country to country. Intra-platform competition may differ among countries depending on the degree of mandatory access obligations imposed by the regulator on the dominant network firm. Based on a sample of OECD countries, the analysis finds that inter-platform competition has been a main driver of broadband penetration. The two types of intra-platform competition have a considerably smaller effect on the broadband penetration. Linking these findings back to access regulation suggests that the “stepping stone” or “ladder of investment” theories might not provide the justification to impose extensive mandatory access obligations on DSL incumbents. 相似文献

Broadband network development does not always track closely a nations overall wealth and economic strength. The International Telecommunication Union reported that in 2005 the five top nations for broadband network market penetration were: Korea, Hong Kong, the Netherlands, Denmark and Canada. The ITU ranked the United States sixteenth in broadband penetration.Aside from the obvious geographical and demographic advantages accruing to small nations with large urban populations, broadband development thrives when it becomes a national priority. Both developed and developing nations have stimulated capital expenditures for infrastructure in ways United States public and private sector stakeholders have yet to embrace. Such investments have accrued ample dividends including the lowest broadband access costs in the world. For example, the ITU reports that in 2002 Japanese consumers paid $0.09 per 100 kilobits per second of broadband access compared to $3.53 in the United States.Economic policies do not completely explain why some nations offer faster, better cheaper and more convenient broadband services while other nations do not. This paper will examine best practices in broadband network development with an eye toward determining the optimal mix of legislative, regulatory and investment initiatives. The paper will track development in Canada, Japan and Korea as these nations have achieved success despite significantly different geographical, political and marketplace conditions. The paper also notes the institutional and regulatory policies that have hampered broadband development in the United States.The paper also will examine why incumbent local exchange and cable television operators recently have begun aggressively to pursue broadband market opportunities. The paper will analyze incumbents’ rationales for limited capital investment in broadband with an eye toward determining the credibility of excuses based on regulatory risk and uncertainty. In several markets, firms compete not for consumer expenditure but consumer attention. We examine user priorities over the allocation of their time, and interpret that behavior in light of policy discussions over universal service, data caps, and related policy topics, such as merger analysis. Specifically, we use extensive microdata on user online choice to characterize the demand for the services offered online, which drives a household's supply of attention. Our data cover a period of time that saw the introduction of many new and notable sites and new devices on which to access them. In our analysis, we assess “how” households supply their attention along various dimensions, such as their concentration of attention across the universe of sites and the amount of attention expenditure per domain visit. Remarkably, we find no change in “how” households allocated their attention despite drastically changing where they allocated it. Moreover, conditional on total attention expenditure, demographics entirely fail to predict our key measures of attention allocation decisions. We highlight several important implications, for policy and beyond, stemming from the persistence and demographic orthogonality of our novel attention measures. 相似文献

Broadband network deployment plays an important part in the strategic policies in Europe to promote growth and innovation in all sectors of the economy in addition to social and territorial cohesion. In compliance with existing community policies, Romanian strategies in this field seek to provide the necessary support for broadband connectivity in rural areas. The goal of this study is to define a rural end-user profile to plan the most appropriate broadband service strategy from both a technical and a marketing perspective. Our empirical research involves an exploratory survey conducted in rural areas in northwestern Romania (n=1040 respondents). The findings reveal low levels of customer satisfaction and users more interested in data transfer than voice or video applications. Given this rural user profile, simulations of network traffic were conducted. The simulation results suggest that WLANs are the most suitable solution for the “last mile” broadband segment. 相似文献

Korea has been leading the world in broadband Internet access services since 1999. Based on an in-depth case analysis of the penetration of asymmetric digital subscriber line (ADSL) in Korea, the present study explores the patterns of decision making and interactions among key innovation actors, such as the government, Internet service providers, equipment providers, and content providers, using a conceptual framework wherein models of innovation systems and decision making under uncertainty are combined. The results revealed that the Korean government played a pivotal role in the creation of the ADSL-based Internet service market by providing a strong vision for this emerging service, building a coalition among various key actors, and stimulating initial market needs and supply of necessary equipment during the early period of higher uncertainty. As the level of uncertainty decreased with market evolution, however, the role of industrial actors and their market competition became more important to the rapid growth of the ADSL market. Based on these findings, policy and managerial implications are proposed. 相似文献

Usinf the methodology of D.C. Mueller as well as the alternative model we propose, we estimate the long-run profit rate (normalized to the cross-company mean in each year to eliminate the effect of the general rise or decline in profitability) of each of 294 major Japanese manufacturing corporations using the time series of its profit rate over 1964–1980. Three of the major findings are (1) a company with a high (low) initial profit rate tended to earn a high (low) profit rate even in the long run, implying a persistence of intercompany profit-rate differences, and (2) across companies, the estimated long-run profit rates were similarly distributed between Japan (our estimates) and the United States (Mueller's estimates), but (3) the movement of profit rate is more volatile and can be less well explained by the model in Japan. Further studies on the time series of the company profit rate revealed that the cross-company variance of the normalized profit rate (which equals the coefficient of variation of the unnormalized profit rate) was smaller in Japan in every year from 1964 to 1972, which together with the observed larger interindustry profit-rate differences, suggests smaller intraindustry intercompany profit-rate differences in Japan. This paper investigates the moderating effect of national cultural contexts on the relationship between social networks and opportunity recognition. Data obtained from Taiwan and the United States support the proposition that cultural contexts, specifically the individualism‐collectivism dimension, moderate the relationship between tie strength, structural holes, and opportunity recognition. Results indicate that in the United States, tie strength is negatively associated with opportunity identification and structural holes are positively associated with opportunity identification; whereas in Taiwan we find the opposite. The results also show that the interaction effect between bridging ties and tie strength on opportunity recognition varies depending on the cultural context. As managers and employees from different cultures begin to encounter one another in the workplace, the need arises to understand how organizational variables relate differentially based on one's culture. This study attempts to provide a preliminary examination of the relationship between stressors, sources of conflict and job commitment across two differing cultures, specifically the United States and Hong Kong. Although more similarities than differences between the two cultures were found, this study provides at least preliminary evidence that members of different cultures may perceive some stressors differently and exhibit different relationships between stressors and work attitudes. 相似文献

Downsizing and layoffs are an important mechanism for U.S. firms to cope with their strategic and economic environment. In contrast, the Japanese tradition of lifetime employment limits the ability of firms to employ layoffs as a strategic measure, relegating its use to conditions of financial distress. This paper provides the first comparison of layoffs in Japan and the United States and examines stock price reactions to layoff announcements in each country from 1990 to 1994. Agency theory and Aoki's cooperative game theory are employed to discuss differences in the governance structures of U.S. and Japanese firms and their implication for stock price reactions. Results show that layoff announcements trigger negative returns for both U.S. and Japanese firms. Specifically, layoff announcements of U.S. firms are associated with a negative 1.78 percent abnormal return, while layoff announcements for Japanese firms are associated with a negative 0.56 percent abnormal return. To better understand the impact of layoffs, this study examines the relationships between stock price reactions and various layoff characteristics (such as whether the layoff is proactive or reactive or whether the layoff is the first in the industry). Regulating the use of facial recognition technology (FRT) presents a Collingridge dilemma regarding the great demand for common legal principles to mediate the practical conflicts between privacy and efficiency, autonomy and authority, and safety and accountability. This study compares the enforcement by legitimate authorities in the European Union, the United States, and China of the laws and regulations applied in practical FRT cases and explores the fundamental principles and values manifested in these judgments and their results. The findings presented here indicate that (1) the E.U. regulations tend to move from downstream to upstream based on the notions of “privacy by design” and “privacy by default,” (2) the U.S. regulations are not limited to private contexts but tend also to target the (semi-)public sector, and (3) the Chinese regulations have been shifting from a practice represented by the phrase “nine dragons playing with a pearl” to a practice of “learning by doing”. Specifically, with respect to the determination of violations, the E.U. jurisprudence endorses deontological ethics and the U.S. jurisprudence a kind of universal egoism while the core FRT legislation in China valorizes utilitarianism. Overall, a top-down regulatory framework relating to FRT usage was apparent in the E.U. countries, a self-regulatory approach was observed in the United States, and a “presumption of fault” principle was manifested in China's process of assessing damages. 相似文献

The increasing popularity of cottage foods in the United States requires that state laws regulating the industry be given careful consideration. However, little is known about cottage food producers or their businesses. This article discusses results from the first comprehensive survey of cottage food producers in the United States. Linear and logistic regression analyses of survey responses from 775 cottage food producers and aspects of state cottage food laws suggest restrictive state laws may hinder entrepreneurship in rural communities. These results suggest policymakers should consider reducing restrictions on the cottage food industry in order to promote small-business creation and growth, especially among women and rural populations. 相似文献

Innovation is one of the key drivers of success that a firm must utilize to develop a competitive advantage. The ability to innovate is especially important for a firm's survival in dynamic, changing environments. Customer demands are constantly changing, and more purchases are made when a firm's product design incorporates what customers perceive as cutting‐edge innovations. Satisfying customer demands is a distinct challenge for product designers because firms must develop a clear understanding of what aspects of design the customer wants. Although the importance of design has increased, very little research has been done to explain the relationship between product innovation and product design. Studies indicate that design innovation may create greater customer value through improvements in design value. Previous research has been limited and has not provided a clear concept of design innovation or defined the relationship between design innovation and marketing competencies. This paper seeks to offer a conceptual definition of design innovation, and to define the link between design innovation and marketing competencies. This paper utilizes cross‐cultural research to discover how these concepts differ due to cultural differences between the United States and Korea. Four billion people at the base of the economic pyramid live on incomes below $3000 a year in local purchasing power, and more often than not, lack consistent access to services, such as water, healthcare, banking or agricultural know-how. Rapid advances in mobile technology offer the potential to mediate access to essential services. Through this research, the answers to the following question were explored: will mobile service platforms bridge the gap between service providers and people living at the base of the pyramid in developing countries? Anchored in interviews with 31 experts in the field of mobile and ICT, qualitative analysis starting from platform leadership to explain the role of mobile service platforms is presented: how operator, device and service provider centric platforms compete, collaborate and open up (or not) for delivering scalable services to the poor. Based on the analysis in this paper, it is portended that although operator centric platforms are in pole position, device centric platform providers, being astute innovators, are positioned to close the lead by presenting alternatives to bridge the gap in developing countries. This paper frames the current debate on M4D through the lens of platform theory, and aims to provide guidance to policy makers to improve access to services for the poor. 相似文献

Next generation telecommunications infrastructure is expanding and supporting rapid growth of broadband technologies and a digital economy. In this context, digital information and communications technologies (ICTs) are of increasing importance as a means for people to gain access to health or social services, employment opportunities, information and social networks. In this article we draw on our recent case study research to examine the policy (and politics) shaping implementation of Australia's National Broadband Network (NBN) and its likely effects on equity of access to high speed broadband (HSB) services. We monitored NBN policy and implementation from 2015 to 2018 through policy documents, reports, and media. To assess likely effects of NBN policy on implementation and subsequently on equity of access to HSB we: a) applied a framework defining four elements of equity of access; and b) analysed stakeholder views drawn from media articles and 22 interviews with experts on NBN policy including politicians, government staff, and industry representatives. We found that equity considerations competed with political and commercial imperatives during the rollout of the NBN. This resulted in positive and negative consequences for equity of access to HSB, with a change in policy and implementation in 2013 bringing greater risks to equity of access. The case study provides a framework for considering equity in the implementation of next generation telecommunications infrastructure and highlights the importance of considering equity in the evaluation of telecommunications infrastructure. 相似文献

Nations differ in their approach to profit sharing, with policies ranging from nonintervention to mandatory sharing. Mounting evidence that profit sharing has a positive impact on employment and productivity has spurred some American legislators and economists to propose additional tax incentives. Government policy for cyber security in the United States relies on voluntary and cooperative action by the private sector and has, until now, explicitly rejected the use of mandate or regulation. This stands in contrast to other defense and homeland security issues, such as those involving border protection or transportation, where government intervention is the norm. The decision to rely on voluntary action for cyber security reflects influential trends in security policies, deregulation, and the government's relation to the Internet that continue to shape US policy even after the attacks of September 11. The relationship between personal managerial values and a range of important organisational variables has increasingly been recognised. Personal values are shaped by the wider cultural milieu in which the individual is socialised. Managers from different cultural contexts may therefore be expected to possess different work and business-related values. However, exposure to a more universalistic managerial ethos may also generate a degree of similarity in managerial values across cultural contexts. In order to examine these issues, the values and expectations of managers in Hong Kong (N = 653), Australia (N = 505) and the United States (N = 1,060) were compared. Both differences and similarities were revealed, leading to speculations about the relative impact of culture versus roles on managerial values. 相似文献
