This article investigates the factors that are important to humanitarian organizations when determining locations for inventory prepositioning in preparation for emergencies—a critical decision faced by humanitarian managers. Current research in the sector is rich with mathematical models that focus on this decision, although these models have a limited scope in terms of decision factors. Through a Delphi study our article investigates, identifies, and orders a comprehensive set of factors that decision makers in the humanitarian sector take into consideration when determining where to preposition inventory on the global level. Through this process, 10 main factors are identified, with the top five factors being required: speed of emergency response, the availability and quality of infrastructure, the availability and quality of business support services, the cost of operating the facility, and the availability and quality of labor. We also include suggestions for facility location research based on the outcomes of our study.  相似文献

An important challenge for facility management is to integrate the complex and comprehensive construct of different service processes and physical elements of the service facility into a meaningful and functional facility design. The difficulty of this task is clearly indicated by the present study that shows that different employee categories for interpersonal services have quite different perceptions of the facility design that stem from different but coherent needs and interests. Employees with management perspectives (i.e. top managers and facility managers) were significantly more positive about the facility design than frontline employees and their supervisors with providers’ perspectives. Also, providers attributed a more important role to facility design with respect to delivering interpersonal services than management did. We found strong indications for the need for cross-functional cooperation in decision making about the facility design, creating a more balanced setting and possibly empowering providers for the service encounter.  相似文献

The Graph Model for Conflict Resolution constitutes a unique and flexible approach to the representation, analysis, and understanding of strategic conflict. This methodology, as implemented in the Decision Support System GMCR, constitutes a useful tool for negotiation support. Because GMCR includes efficient algorithms for calculating the stability of states, it encourages extensive comparisons of the consequences of different models of negotiators' decision making. GMCR also facilitates modifications to the way in which the conflict is represented, encouraging sensitivity and what-if analyses. The applicability of GMCR to negotiations is discussed in general, and in the context of a specific case study in environmental conflict resolution.  相似文献

The practical application of decision support systems in marketing is still in its infancy, even though academic research has been recommending the use of such systems for years. This is largely due to the lack of a single, generally applicable decision support system. The specific requirements and problems of management are too dissimilar to make the development of one universal decision support system feasible. However, improved PC performance, enhanced market survey methods such as conjoint measurement, and further developed programming tools permit the varying requirements to be fairly flexibly met. The following article describes state-of-the-art know-how regarding the practical utilization of such systems, and addresses the preconditions for employing them. People must often wait for days or weeks to receive test results, price quotes, products, etc. Service providers may manage user experience during such in-process waits using notification systems that inform users when a response is available or inquiry systems that require users to inquire about response availability, thereby imposing prospective memory requirements on users. Based on the prospective memory and wait time literature, we make predictions regarding how response system (notification vs. inquiry) moderates the effects of waits that are shorter or longer than the provider promised on user evaluation of the wait. We find that users of a notification system evaluate a wait more positively and are less sensitive to deviations of actual from promised wait time than are users of an inquiry system. This advantage was more pronounced for a wait that was longer (vs. shorter) than promised. These effects of system and expectation on evaluation were fully mediated by their impact on the cognitive and physical effort of navigating the system. Finally, a week after having experienced a wait, users of an inquiry system who had waited longer (vs. shorter) than promised cooperated less on a follow-up task, highlighting another downside of using an inquiry system.  相似文献

针对认知无线电网络中频谱感知的检测时延降低问题,提出了基于非参量累积和的合作频谱感知算法。本地认知用户预处理频谱观测数据,获得观测数据相对于信念值的正向漂移和负向漂移。为了缩短检测延迟,认知用户只将数据的正向漂移同步传输至融合中心。融合中心融合正向漂移得到判决信息,采用非参量累积和算法依时间序列顺序累加判决信息,判断主用户是否正在使用授权频段。为了解决不传输负向漂移引起的虚警问题,改进算法提出融合中心可以保留首次判决,经过等待时间间隔后再作出最终判决。相对于传统的软融合算法,改进融合规则的合作频谱感知算法具有较低的检测延迟。  相似文献

Use of multiple criteria decision making (MCDM) models to aid the group decision process was tested. Two multiple criteria group decision support systems (MCGDSS) were studied, one using the AHP/Tchebycheff method of Iz and the other using Kersten's NEGO system. These systems were compared with a commercial GDSS, VisionQuest. VisionQuest does not include multiple criteria tools. To make the study comparable, VisionQuest was augmented with an ad hoc linear programming model that could generate solutions with specified characteristics requested by the using group. The three systems were compared on the dimensions of solution quality and decision support effectiveness.One of the hypotheses was that MCDM models would force participants to examine criteria, preferences, and aspirations more thoroughly, thus leading to decisions of better quality. Subjects using the MCGDSSs were expected to have higher mean quality and effectiveness values. However, the quality and effectiveness values of the VisionQuest/ad hoc system were found to be better on the dimension of effectiveness. Explanations for this result are included in the paper.Another hypothesis was that the AHP/Tchebycheff method of Iz, a value-oriented system, would yield more effective group support than the goal-oriented NEGO system. However, the NEGO system was found to yield solutions with better quality measures than the solutions obtained with the AHP/Tchebycheff system.Observation of the groups using the MCDM systems indicate that both the AHP/Tchebycheff and NEGO methods can be revised to enhance their effectiveness. The primary difficulty encountered with the AHP/Tchebycheff method was in the large number of pairwise comparisons required by AHP. The NEGO method can be enhanced by including specification of desired attainment levels in the first stage of the method. Both MCDM techniques have potential to benefit group decision support by giving using groups a means to design better solutions.  相似文献

We present a formalized account of decision making as a multistep process that involves several classes of participating entities. The purpose of this article is to lay the foundations for a conceptual framework in which decision support systems can be placed. A series of increasingly formal representations of the decision problem are developed, from a mental model conceived by the decision maker to a knowledge base that may be used in a decision support system. The reformulations of the decision problem lead us to contemplate different forms of support: for mental models, for formal models (this includes supporting measurement and representation), for solution, and for communication.  相似文献

This paper stresses the use of goal programming as a what-if device and examines two methods of applying goal programming to a financial planning problem.Traditional goal programming ranks the competing goals by assigning preemptive priority factors to the corresponding deviations; another approach is to provide more flexible penalty functions and to modify the penalties for missing the various goals during subsequent what-if sessions.Examples are provided that illustrate that 1) the user is provided with more potential solutions in the search for a satisfactory one if the latter method is used, and 2) this method produces a better mix of deviations-from-goal. This procedure was applied by corporate financial planners at Texas Instruments, Inc. and was found to be a very flexible and powerful planning instrument.  相似文献

Ad-hoc decision teams were used to examine the effects of an electronic meeting system (EMS) on group satisfaction and agreement. The decision task provoked intense conflict of values. The EMS had two core features - a policy-modeling group performance support system (incorporating structured decision methods and computer-supported cognitive feedback using Multi-Attribute Utility Analysis and Social Judgment Analysis), and an audio-based group communication support system (allowed dispersed members to communicate by voice). Policy groups reached higher agreement than conventional decision-making groups, apparently due primarily to the structure for cognitive-conflict tasks that was imposed on group discussion rather than computer-supported cognitive feedback displays. Audio groups were more satisfied with the conflict process than face-to-face groups. Decision agreement was equivalent across the two media. These audio effects for a highly equivocal task represent a further challenge to media richness theory.  相似文献

This paper offers an in–depth treatment of conversion franchising, where new franchisees are added to a franchised system by recruiting existing independent entrepreneurs or competitors' franchisees. The first part of the paper examines conversion franchising as a source of competitive advantage. This discussion leads to the articulation of four propositions. The second part of the paper looks at the empirical results of our study of 72 North American franchisors. Seventy–two percent of these firms use conversion franchising in their domestic markets, and 26 percent use conversions in international locales. The propositions relating to a franchisor's decision to use conversions based on increased levels of experience, economic resources, and to a lesser extent skills/knowledge, all were supported. These results lend support to the literature indicating that resources and skills serve as sources of competitive advantage. Implications for research and practice are discussed.  相似文献

It is not unusual that decision makers define and solve a wrong problem. Here we develop an operational procedure for defining a right or correct problem. A problem may be represented as—a problem representation defining a problem consists of—two evolving hierarchies of relations, as discussed in the article. Rightness in a problem representation requires rightness in these relations which are beliefs held by a decision maker. Operational definition and validation of rightness in these relations, that is, retaining them as correct, is by feeling and by specified evolutionary generating procedures for examining, changing (evolving), and retaining these relations. Based on rightness in these relations, we discuss right group problem definition and solution in the general case where information is not fully shared (nonshared) among individuals in the group. Thus, our work contributes to procedural rationality—how decisions should be or are made—in individual and group decision-making and associated group decision and negotiation support systems (GDNSS).  相似文献

Commercial recommendation agents (RAs) represent an important type of the decision support systems (DSSs) that are widely used by online retailers and firms. To date, little is known about the factors that shape the user's decision making and reactance toward the recommendations of these agents. Building on theories from psychology and information systems domains, this research proposes that a user's self‐construal and trust are two relevant factors that interact to shape the behavior toward the RA advice. Two studies, the first conducted using potential online customers and the second conducted at a behavioral laboratory, provided support to this proposition. The first study considered RA trust and showed that activating the interdependent self leads users with low (high) trust to exhibit high reactance behavior toward the RA advice. The second study variated trust using trust cues and corroborated the latter finding, while showing no important impact for the psychological reactance trait. As expected, in both studies the reactance behavior of independent users was not affected by trust. These results contribute by underscoring that social interdependence extends to RAs because the role of trust becomes salient when the interdependent self is activated for a user.  相似文献

This main objective of this paper is to provide decision support for mixed data in group Technique for Order Preference by Similarity to Idea Solution (TOPSIS) with differentiated decision power. We use a signum function to compare the ordinal performance of alternatives on any qualitative criterion, or the partial information provided by decision makers. The proposed process for ordinal information is uniformly coherent with the traditional TOPSIS steps, preserving the characteristic of distance-based utilities. Ordinal weights are also considered herein, and the decision power of the group members is formulated by their weights under an agreement in the group. Two examples demonstrate that the proposed approach has some benefits and achieves robustness with two types of sensitivity analyses. Some discussions and their limitations to the approach are also provided.  相似文献
