In this study, we use the Harbinson Proposal and July Framework to compare a ‘likely’ Doha scenario with a realistic baseline. The novelty of this study is that we focus exclusively on the trade‐led welfare impacts in selected EU member states. The important features of this note are the: (i) usage of the latest Global Trade Analysis Project (version 6) data; (ii) focus on EU25 regions incorporating all major Common Agricultural Policy instruments and reforms; and (iii) inclusion of binding tariff overhangs into the Harbinson tariff reductions. Results show the damping effects of tariff‐binding overhangs on welfare outcomes. This and other factors which limit the gains to liberalisation mean that the EU25 only realises 10% of its long‐run welfare gain potential, as defined by complete liberalisation. 相似文献

How consistent is a single farm payment system with rural development goals? A new economic geography model is used to compare coupled subsidies to ‘single farm payments’ effects on the location of farming, agro‐industry and non‐farm activity between rural and urban areas. This abstract model features a majority of employment in service sectors, farming vertically linked to manufacturing, and strong preferences for geo‐varieties. It appears that both coupled subsidies and single farm payments can decrease spatial agglomeration. But only the single farm payment policy raises welfare in both rural and urban regions of this stylised economy. 相似文献

The European Union reformed farm policy in June 2003 towards the decoupling of farm income support instruments. Available impact studies find that this reform reduces production incentives substantially for beef and to a lesser extent for arable crops. However, these studies assume that the previous reform, under Agenda 2000, already decoupled arable crop direct payments to a considerable extent, while beef premiums were linked more closely to production. Our main objective in this paper is to test the sensitivity of these results to this questionable modelling of Agenda 2000 direct payments, which neglects eligibility rules and land market imperfections. Our analysis reveals that the effects of the reform on both arable crop and beef production are always negative, however the Agenda 2000 direct payments are modelled. On the other hand, we show that, when the eligibility rules and land market imperfections are acknowledged, the production reducing effects may be much larger for arable crops than for beef. Policy implications of these results are noted. 相似文献

Within only two decades olive oil developed from a niche product which could hardly be found in food stores outside the producing regions towards an integrated component in the diets of industrial countries. This paper discusses the impacts of the promotion of the “healthy Mediterranean diet” on land use and agro-ecosystems in the producing countries. It examines the dynamics of olive oil production, trade and consumption in the EU15 in the period 1972–2003 and the links between dietary patterns, trade and land use. It analyses the underlying socio-economic driving forces behind the increasing spatial disconnect between production and consumption of olive oil in the EU15 and in particular in Spain, the world largest producer during the last three decades. 相似文献

This article describes a bio-economic model to quantify the costs and benefits of controlling plant quarantine diseases. The model integrates the epidemiology and economic consequences of a quarantine disease. It allows for ex ante evaluation of control scenarios for their cost-effectiveness, taking into account potential export losses resulting from presence of the disease. The model is applied to brown rot of potato in the Dutch potato production chain. Simulation results show that under the current (2006) control policy, the average yearly costs of brown rot are 7.7 million euros. Reducing monitoring frequency increases the costs to 12.5 million euros, 60% of which are export losses. It is also shown that, due to potential long-term effects of a strategy, conclusions on cost-effectiveness of a strategy depend on the length of the period over which that strategy is observed. These applications illustrate the potential of the bio-economic model to facilitate the development of cost-effective and soundly based control policies. 相似文献

The assessment of alternative forest management strategies should account not only for the private benefits to forest landowners but also for the ecological, environmental and economic benefits valued by society. There are a number of empirical valuation methods that may contribute to that assessment. These methods involve several steps: data acquisition, model specification and estimation. In this paper, this approach is illustrated in the context of a survey regarding alternative management strategies for a forest area in Central Portugal by implementing a contingent valuation experiment where an advanced landscape visualisation technique is employed to generate the visual information conveyed in the valuation scenarios. Several econometric model specifications are considered as well as alternative approaches to handle zero willingness to pay values and protest responses. The results obtained suggest the potential of the proposed approach for an effective comparison of alternative forest management strategies. 相似文献

In the coming decades, an increasing competition for global land and water resources can be expected, due to rising demand for food and bio‐energy production, biodiversity conservation, and changing production conditions due to climate change. The potential of technological change in agriculture to adapt to these trends is subject to considerable uncertainty. In order to simulate these combined effects in a spatially explicit way, we present a model of agricultural production and its impact on the environment (MAgPIE). MAgPIE is a mathematical programming model covering the most important agricultural crop and livestock production types in 10 economic regions worldwide at a spatial resolution of three by three degrees, i.e., approximately 300 by 300 km at the equator. It takes regional economic conditions as well as spatially explicit data on potential crop yields and land and water constraints into account and derives specific land‐use patterns for each grid cell. Shadow prices for binding constraints can be used to valuate resources for which in many places no markets exist, especially irrigation water. In this article, we describe the model structure and validation. We apply the model to possible future scenarios up to 2055 and derive required rates of technological change (i.e., yield increase) in agricultural production in order to meet future food demand. 相似文献

The EU Water Framework Directive: A multi-dimensional analysis of implementation and domestic impact
This paper tries to answer two questions related to the implementation of one of Europe's most influential EU-directives, the Water Framework Directive. First, it describes how three Member States, Denmark, the Netherlands and France, actually struggle and cope with this ambitious Directive. Second, it discusses existing theories of EU implementation and questions whether they are able to deal with the overwhelming diversity in national responses to this open-ended and flexible ‘new generation’ EU-directive. Denmark, the Netherlands and France were selected because they represent a fair degree of diversity. Denmark started out the implementation process with high ambitions and a relatively formal approach, whereas the Netherlands from the outset chose to follow a more pragmatic course. France is an interesting case because this country already had a mature system of river basin management in place before the WFD came into force. Compared to existing implementation theories, the paper offers a more differentiated way of describing and structuring the implementation processes that contemporary EU-directives are producing in a world coloured by multi-actor, multi-level and multi-sector governance. 相似文献

Management of livestock diseases is important in ensuring food safety to consumers in both domestic and export markets. Various measures are prescribed under the Sanitary and Phytosanitary Standards (SPS) agreement of the World Trade Organization. In order to prevent the spread of trans‐boundary cattle diseases, the SPS agreement recommends the establishment of Disease‐Free Zones (DFZs). These have been implemented successfully in some major beef‐exporting countries, but in Kenya are still at a pilot stage. To understand Kenyan farmers’ preferences on the type of DFZ that would be readily acceptable to them, a choice experiment was conducted using a D‐optimal design. Results show that farmers would be willing to pay to participate in a DFZ where: adequate training is provided on pasture development, record keeping and disease monitoring; market information is provided and sales contract opportunities are guaranteed; cattle are properly labelled for ease of identification; and some monetary compensation is provided in the event that cattle die due to severe disease outbreaks. Preferences for the DFZ attributes are shown to be heterogeneous across three cattle production systems. We also derive farmers’ preferences for various DFZ policy scenarios. The findings have important implications for policy on the design of DFZ programmes in Kenya and other countries that face similar cattle disease challenges. 相似文献

By 2010, about 25% (180 million ha) of The International Tropical Timber Organization (ITTO) producer countries’ permanent forest estate was being managed using an approved forest management plan (FMP). While the existence of a FMP is often used as evidence of sustainable forest management (SFM), State officials mandated to monitor and verify FMPs’ implementation often lack the technical knowledge and political incentives to assess the changes that have been introduced, notably in terms of harvested volumes and species. Among tropical timber producers, Cameroon is considered to be exemplary for its progressive forest regulatory framework. Here we aim to estimate for the first time in sub-Saharan Africa the causal impact of the implementation of FMPs on harvested volumes, species and carbon stocks. We do so by using a 12-year (1998–2009) unbalanced longitudinal data set of a detailed, official harvesting inventory of 81 concessions in Cameroon. Results provide evidence to the theoretical expectations that for many years many practitioners have had on the implementation of SFM, i.e. that FMPs show a substantial opportunity to reduce carbon emissions from forest while presenting logging companies with acceptable financial trade-offs. We explore the technical and political reasons for our findings and conclude that these analyses are important for countries that are underwriting carbon-related schemes in which they propose to reduce their emissions through the effective implementation of SFM. We also demonstrate that producer countries do record useful information that, when effectively used, can help them to inform their policies and improve their sustainable development strategies. 相似文献
