Living streams are an important element of decentralised stormwater management solutions. They are actively promoted due to their ability to generate multiple ecosystem services, including water quality improvement, biodiversity protection and aesthetics. However, a lack of monetised values of ecosystem services of living stream projects makes it difficult to assess the net benefits of investing in such projects. This study uses the hedonic pricing method to estimate the capitalised amenity values of living streams and other public open spaces (POS) in housing and lot markets for the first time. The study area includes two newly greenfield-developed suburbs in the Perth metropolitan area. We find the positive impact of living streams and other POS on the house and lot prices. However, living streams generate greater value than other types of POS. Furthermore, the POS (including living streams) that support active recreation are valued more than basic POS without active recreation features. Finally, we observe, for the first time, that the benefits of planned but not yet constructed POS (including living stream) are similar to the completed POS (including living stream) in both housing and lot markets. This information is useful for policymakers and developers making informed decisions about water-sensitive urban infrastructure.  相似文献

研究目的:探讨规划目标年城镇用地合理规模及其测算方法,为经济发展与耕地保护“两难”问题的解决提供依据。研究方法:采用C-D生产函数及成本效益曲线分析城镇用地合理规模条件,进而通过加权最小二乘法估计城镇用地合理规模测算模型,并结合情景分析法测算不同经济发展条件下规划目标年城镇用地合理规模。研究结果:在考虑生态服务价值时,社会经济中速发展下太仓市区2015 年及2020 年城镇用地合理规模分别为4805.61 hm2 和5495.88 hm2 ,此情景较为合理;而高速经济发展下2015 年及2020 年城镇用地合理规模为5133.36 hm2 和6161.38 hm2 ; 如果不考虑生态服务价值,则在中速发展时2015 年及2020 年城镇用地合理规模为5907.38 hm2 和6756.93 hm2。研究结论:通过经济计量模型及情景分析法等可以确定未来一定社会经济发展情景下不同年份的城镇用地合理规模。  相似文献

With increasing worldwide recognition of the influence of urban development on the hydrological functions of water, there is growing pressure for urban planning to play a greater role in water resources management. Planning for green open spaces in particular can play an important role, as they support important ecosystem services, including those that assist in flood management. It has been argued that interconnected and strategically planned networks of green open spaces should be planned for early in land use planning and design processes, with consideration of water-related ecosystem values and landscape functions in concert with land development, growth management and physical infrastructure planning. Although there is growing recognition of the importance of green open space planning for water sensitive cities and supportive planning measures, there are few analyses of the actual inclusion of this recognition in plans and strategies, or the presence of related actions and planning mechanisms. This paper addresses this gap by comparatively analysing the approaches taken to regional green open space planning in three Australian capital city-regions. Findings indicate the acknowledgement of relationships between flood regulation and green open space planning and various associated planning mechanisms. However, there is limited explicit integration of flood management and green open spaces planning, and significant on-ground barriers to enabling this integration to occur given the legacy of past planning decisions and the lack of information to support implementation. The paper concludes with recommendations for further research to assist planning for green open spaces as an ally to ecosystem services relating to flood management.  相似文献

Despite increased interest in the implementation of green walls in urban areas and the recognised benefits of monetary valuation of ecosystem services, no studies have been undertaken to estimate the economic value of biodiversity they provide. The valuation of natural resources allows policy makers to justify resource allocation. Using the Southampton, UK, as a case study, this paper estimates the public’s perceived value of green walls to urban biodiversity, in the form of their willingness to pay (WTP). Estimates were derived using a random parameter model that accounted for socio-economic and attitudinal determinants of choice, using choice experiment data. Three green infrastructure policies were tested; two green wall designs (‘living wall’ and ‘green façade’) and an ‘alternative green policy’; and compared against ‘no green policy’. Results indicated a WTP associated with green infrastructure that increases biodiversity. Attitudinal characteristics such as knowledge of biodiversity and aesthetic opinion were significant, providing an indication of identifiable preferences between green policies and green wall designs. A higher level of utility was associated with the living wall, followed by the green façade. In both cases, the value of the green wall policies exceeds the estimated investment cost; so our results suggest that implementation would provide net economic benefits.  相似文献

Several authors have argued that forest ecosystems serve as a hedge against extreme climatic events at a local scale. Consequently, the local climate regulation ecosystem services provided by forests can be economically valued by evaluating the reduction (increase) in the insurance premium that risk‐averse individuals are willing to pay when forest cover is marginally increased (reduced). This type of insurance value associated to forest ecosystems services is estimated to be USD 0.0733 per hectare of forest for Chilean farmers. The empirical framework proposed in this paper is useful and relevant for the cost‐benefit analysis of natural resource conservation investments.  相似文献

Over past decades, low and middle‐income countries have experienced considerable expansion of agricultural land, yet this effect on growth has not been examined The following paper shows that the Solow‐Swan growth model can be extended to the case whereby arable land is expanding, as originally suggested by Solow (1956). This extension indicates that land expansion boosts growth, and this effect increases with the relative share of land in income. An empirical analysis over 1990–2018 for 138 low and middle‐income countries supports this finding. The growth impact of land expansion over 1990–2018 varied significantly across the sample of countries depending on how much income was derived from land. This result explains why countries dependent on agriculture have engaged in extensive land expansion: it boosts overall growth. However, these growth benefits must be weighed against the considerable environmental costs of converting forests and other natural habitat to more agricultural land, such as increased carbon emissions, loss of ecosystem services and biodiversity, risk of disease, and impacts on local livelihoods.  相似文献

Land use change in the form of urbanization is a direct driver affecting the provision of ecosystem services from forests. To better understand this driver, we modeled the effects of urbanization on three regulating and provisioning ecosystem services in two disparate watersheds in Florida, USA. The study integrated available geospatial and plot-level forest inventory data to assess future changes in carbon storage, timber volume and water yield during a period of 57 years. A 2003–2060 urbanization and land use change scenario was developed using land cover data and a population distribution model. The Integrated Valuation and Ecosystem Services Tradeoffs model was then used to quantify changes in ecosystem services. Carbon storage was reduced by 16% and 26% in the urbanized 2060 scenario in both the rural Lower Suwannee and urban Pensacola Bay watersheds, respectively. Timber volume was reduced by 11% in the Lower Suwannee and 21% in the Pensacola Bay watershed. Water yield, however, increased in both watersheds by 4%. Specific sub-watersheds that were most susceptible to urbanization were identified and mapped and ecosystem service interactions, or trade-offs and synergies, are discussed. Findings reveal how urbanization drives the spatio-temporal dynamics of ecosystem services and their trade-offs. This study provides policy makers and planners an approach to better develop integrated modeling scenarios as well as designing mapping and monitoring protocols for land use change and ecosystem service assessments.  相似文献

Private forests are a vital component of the natural ecosystem infrastructure of the United States, and provide critical ecosystem services including clean air and water, energy, wildlife habitat, recreational services, and wood fiber. These forests have been subject to conversion to developed uses due to increasing population pressures. This study examines the changing patterns in the private forests across the urban–rural gradient in 36 states in the eastern United States. We combine observed forest management activities, housing pressure, and 50-year projections of development pressures under alternate IPCC emission scenarios (A1, A2, B1, and B2) to produce a forest pressures index for a total of 45,707 plots located on privately owned land. We find evidence of continued forest loss in suburban/urban regions, and imminent pressure on private forests in exurban regions, while forests in rural regions are found to be relatively stable in next 50 years. Patterns of forest pressures differ depending on the sub-regions, which can be attributed to differing socio-ecological context of these sub-regions. Forest pressures also differ depending on the alternate scenarios considered, as projected increases in impervious surfaces is higher for the A1 and A2 scenarios as compared to the B1 and B2 scenarios. Land owners, often influenced by changing economic, demographic, and environmental trends, will play an important role in managing goods and services provided by these private forests. While it remains challenging to model forest owner attributes, socio-economic factors appear to be critical in shaping the future forested landscape in the United States.  相似文献

Reducing emissions from deforestation and forest degradation, conservation and sustainable management of forests and enhancement of forest carbon (REDD+) are considered to be important cost effective approaches for global climate change mitigation; therefore, such practices are evolving as the REDD+ payment mechanism in developing countries. Using six years (2006–2012) data, this paper analyses trade-offs between carbon stock gains and the costs incurred by communities in generating additional carbon in 105 REDD+ pilot community forests in Nepal. It estimates foregone benefits for communities engaged in increasing carbon stocks in various dominant vegetation types. At recent carbon and commodity prices, communities receive on average US$ 0.47/ha/year of carbon benefits with the additional cost of US$ 67.30/ha/year. One dollar’s worth of community cost resulted 0.23 Mg of carbon sequestration. Therefore, carbon payment alone may not be an attractive incentive within small-scale community forestry and should link with payments for ecosystem services. Moreover, the study found highest community sacrificed benefits in Shorea mixed broadleaf forests and lowest in Schima-Castanopsis forests, while carbon benefits were highest in Pine forests followed by Schima-Castanopsis forests and lowest in Rhododendron-Quercus forests. This indicates that costs and benefits may vary by vegetation type. A policy should consider payment for other environmental services, carbon gains, co-benefits and trade off while designing the REDD+ mechanism in community based forest land use practice with equitable community outcomes. The learning from this study will help in the formulation of an appropriate REDD+ policy for community forestry.  相似文献

While ecosystem services (ES) provided by green areas receive increased recognition, there is a shortage of knowledge on the role of blue spaces to contribute to the delivery of ES. The aim of this paper is to investigate ES provided by the urban floodplain of the Warta River in Poznań, Poland. To achieve this, we used a set of methods, including a field survey, spatial analysis, and analysis of source materials. The paper documents both the services of public interest, as well as ones that can be overlooked by the public due to their “hidden nature”. The results strengthen the idea that assessment of social and ecological benefits from urban floodplains should be conducted jointly to account for the different categories of ES. A complex exploration of the ES delivery may help to better weight the synergies and trade-offs between different management options and to tie the local needs with preservation the integrity and ecological stability of the whole river corridor.  相似文献

Urban regions are important places of ecosystem service demands and, at the same time, are the primary source of global environmental impacts. Although there is broad agreement on the importance of incorporating the concept of ecosystem services into policy strategies and decision-making, the lack of a standardized approach to quantifying ecosystem services at the landscape scale has hindered progress in this direction. Moreover, tradeoffs between ecosystem services and the supply/demand ratio of ecosystem services in urban landscapes have rarely been investigated. In our paper, we present a method to quantify and map the supply and demand of three essential provisioning services - energy, food, and water - along the rural-urban gradient of the eastern German region Leipzig-Halle. This urban region has experienced significant socio-economic dynamics and land use changes since the German reunification in 1990. The results show that both the demand and the supply of ecosystem services changed considerably during the time span under consideration (1990-2007). We identified an increasing supply/demand ratio of food and water but a decreasing supply/demand ratio of energy. In addition, the pattern of ecosystem demands shows a levelling of rural-urban gradients, reflecting profound modifications of traditional rural-urban relationships. The changes of ecosystem service supply gradients are determined more by land use intensity, such as the intensification of agricultural production, than by land cover changes such as urban sprawl. The comparison of supply/demand ratios and rural-urban patterns of ecosystem services can help decision-makers in landscape management in striving for a sustainable balance between resource supply and demand.  相似文献

Land use change at the local stage affects the flow of ecosystem services at all levels. Analyzing the causes of land use change such as anthropogenic activities in the case of the Ourika watershed will facilitate sustainable policies. A decision-making tool, InVEST (Integrated Valuation of Ecosystem Services and Trade Offs) was used to quantify three ecosystem services and to generate three spatially explicit land use scenarios (trend, development and conservation) with expert stakeholders and the local population. The results indicate that forest expansion under the conservation scenario increased carbon sequestration and sediment retention by 34.29 % and 7.17 % but decreased water yield by 0.75 %. Comparably, a combination of forest and cropland expansion under the trend scenario generated a moderate increase by 8.4 % and 0.98 % but a negligible decrease of 0.09 %. A decline in the forests under the development scenario caused an improvement in the water yield by 0.12 % but a decrease in carbon sequestration and sediment retention by 6.06 % and 0.88 % respectively. A combination of forests and croplands through agroforestry systems enhances the provision of all the three ecosystem services. Community-based ecosystem and land management is the best way to improve ecosystem services at the local level.  相似文献

The concept of green infrastructure has been rapidly adopted by several disciplines and is increasingly appearing in policy discussions. While the use of the term has recently expanded, there is no single definition of green infrastructure. To date most of the research examining green infrastructure in policy has occurred in Europe and the US, and to a lesser extent Asia, highlighting differences in the term’s meaning between these regions. Green infrastructure has also recently become part of policy discourse in Canada, but it is unclear how widespread its use is or how it is being defined in a Canadian policy context. This study examines inclusion of the term ‘green infrastructure’, and the broader ideas it represents, in municipal policy through a content analysis of 81 municipal plans from the 25 municipalities in the Greater Toronto Area (Ontario, Canada). Examined plans includes those addressing land use, urban forests, stormwater and other relevant sectors. We found that the term appears in 30 % of the examined municipal plans, with three distinct definitions used: living green infrastructure, non-living green infrastructure and ‘greening’ gray infrastructure. Closely related terms (e.g., low impact development) and incorporation of the concept of green infrastructure without using the specific term are more common than direct references to green infrastructure. The variety of terminology and definitions incorporated into the municipal plans raise questions about potential confusion around basic policy goals associated with green infrastructure.  相似文献

Access to transport infrastructure generates a range of benefits to the agriculture sector; many of which are difficult to measure directly. In this study, we use hedonic regression analysis of farm‐level data to examine the contribution of transport infrastructure to the value of farmland traded between 2009 and 2011 through its impact on farm productivity. We show that a one per cent reduction in the cost of transportation between farms and ports leads to a 0.33 per cent increase in land prices, and there is no significant difference between rail and road transportation at the aggregate level. Moreover, the benefits generated by particular types of infrastructure services vary between industries and with farm size, suggesting there are multiple channels through which public infrastructure influences agricultural production. Our findings help to inform future investment decisions in Australia and in other countries by providing new evidence regarding the benefits of existing transport infrastructure.  相似文献

One of the cornerstones of the National Program for Control and Eradication of Bovine Brucellosis and Tuberculosis in Brazil is the voluntary accreditation of free herds. We developed a stochastic cost–benefit analysis model for two types of dairy herds (high yield Holstein‐Zebu crossbred females and lower productivity smaller scale herds) to identify the technical and economic constraints of this process. The initial prevalence of infected animals and the impact of the disease in the structure and performance of the herd were derived from secondary data. Information on the costs and benefits of herd sanitation were compiled into a cost–benefit model at the herd level. The last step consisted of a scenario simulation to evaluate the impact of alternative policies to the certification process. For each scenario, we calculate the probability over time of a Benefit–Cost Ratio greater than 1 and of an Internal Rate of Return above 1% (the discount rate used in the model). Results show that larger and more intensive dairy farms, and also herds affected by brucellosis compared with tuberculosis‐positive herds, are more likely to achieve financial gains from the certification investment. The compensation for culled animals is important in the initial phase of herd sanitation and the premium payment on milk would help farmers to achieve a return on the investment over time. The model can be adapted to different and dynamic production, epidemiological and economic settings.  相似文献

The Australian Mushroom Growers Association (AMGA) has recently developed a revised marketing strategy to promote mushrooms using messages based on scientific findings about the nutrition and health consequences of regularly incorporating mushrooms into meals. This article evaluates impacts based on a test‐market experiment in Tasmania. We use a difference‐in‐differences econometric methodology to quantify the programme‐induced shifts in demand, and we use the resulting estimates in a supply and demand modelling framework to quantify the effects of promotion‐induced demand shifts on prices, quantities, and measures of economic well‐being. We estimate a conservative benefit–cost ratio for Tasmanian producers of 7.6:1 if they were to bear the entire cost and 11.4:1 if the programme were financed by a levy on production (or spawn). The aggregate benefit–cost ratio, including benefits to consumers is also 11.4:1.  相似文献

The behaviour of wild animal species in agricultural landscapes may confer benefits to growers through the provision of ecosystem services (e.g. control of agricultural pests) or inflict costs through direct or indirect damage to crops or livestock. The literature on the costs that species inflict or the benefits they provide has evolved largely independently with few attempts to synthesize information across studies. However, managing cost–benefit trade-offs to maximize agricultural productivity while ensuring native species conservation is vital to the future of ecologically sustainable agriculture. Using birds as a case study, we review the two bodies of literature on the costs and benefits attributed to bird activity in agricultural landscapes. In each case, we examine the major types of costs (e.g. consumption of crops) and benefits (e.g. pollination of crops) and assess approaches to quantifying these in terms of changes in crop yield or monetary value. We then synthesize this information to examine options for balancing cost–benefit trade-offs through coordinated and integrated management strategies that consider all aspects of species activity in agricultural landscapes. Employing strategies that successfully balance costs and benefits is fundamental to future food security and agricultural sustainability.  相似文献

We argue that to support agriculture–environmental policy decision making, stakeholders need ‘quantitative back‐of‐the‐envelope’ analysis that is timely and sufficiently accurate to make informed decisions. We apply this concept to the analysis of the supply of ecosystem services from agriculture. We present a spatially explicit production model and show how it can be used to derive the supply of ecosystem services in a region. This model shows that the supply of ecosystem services can be derived from the spatial distribution of opportunity cost of providing those services. We then show how this conceptual model can be used to develop a minimum‐data (MD) approach to the analysis of the supply of ecosystem services from agriculture that can be implemented with the kinds of secondary data that are available in most parts of the world. We apply the MD approach to simulate the supply of carbon that could be sequestered in agricultural soils in the dryland grain‐producing region of Montana. We find that the supply curve derived from the MD approach can approximate the supply curve obtained from a more elaborate model based on site‐specific data, and can do so with sufficient accuracy for policy analysis.  相似文献
