Major deficiencies in urbanisation and transportation systems are reinforcing patterns of social and urban segregation in Dar es Salaam, Tanzania's largest city. Analysis of the 1993 Human Resources Development Survey shows that there are numerous obstacles to the daily travel of the city's inhabitants, notably the poor. These barriers weigh heavily on schedules, complicate access to services ever further, limit the use of urban space, and place considerable pressure on household budgets. Consequently, the poorest individuals tend to retreat into their neighbourhood where the low-quality urban facilities are unable to assist in the development of human and social capital and economic opportunities, the alleviation of poverty or the prevention of social exclusion.  相似文献

Thirteen years ago, the European Directive 91/440 was implemented with the aim of increasing the efficiency of railway organisations throughout Europe. The main requirement of the Directive was to split transport operating from infrastructure management (at least in accounting terms). It also started the process of opening access for new operators; this is steadily being extended. Consequently, the issue of infrastructure charges is becoming more and more important. The paper underlines the fact that despite national differences, there are some signs of ways of convergence of infrastructure charges, due to the fact that the same key issue remains about infrastructure management: how to finance the renewal and development of infrastructure? So, among a wide range of objectives, some of them are becoming more and more crucial leading the principles of infrastructure charging to converge.  相似文献

Using London as an example this paper demonstrates that the idea of tourism as ‘pleasure and recreation’ is wholly inadequate for an understanding of the published evidence on tourism in major cities. In the UK this results directly from the definition adopted by the main statistical sources such that tourists become travellers, irrespective of purpose, who stay overnight at their destination. In so doing the paper highlights two areas for future research, the growing trend in short‐distance tourism and the increasing importance of visiting friends and relatives. Historically, ports have been an important location factor for cities, enabling international trade and investment and facilitating urbanization processes. However, the traditionally strong relationship between ports and port cities has gradually weakened due to the emerging negative externalities of ports. Therefore, port-city municipalities need to better understand the relationship between port activities, urban competitiveness, and the attraction of investment. This paper uses the Quadratic Assignment Procedure (QAP) and related regression models to test this relationship as well as identify the determinants of urban competitiveness. The results show that despite the positive relationship between port and urban networks, port cities currently exhibit no significant advantages over non-port cities in attracting Foreign Direct Investment (FDI); in addition, port-city competitiveness depends more on urban characteristics than on port factors. Based on these results, we propose various strategies for port-city developments.  相似文献

Impacts of urban sprawl and commuting: a modelling study for Italy   总被引:1,自引:0,他引:1  
This paper aims to analyse empirically the intricate relationship between urban sprawl and commuting, a process that started a few decades ago in Italy. Using a mobility impact index based on commuting data for 1981 and 1991, we quantify the impact of commuting for seven major Italian urban areas, comprising in total 739 municipalities (communes). Our modelling experiment highlights the effect of sprawl at the commune level, while taking into account the variability of communes across geographical location and level of polycentrism. Causal relationships between spatial developments and explanatory factors related to changes in urban density are analysed using multivariate cross-section regression analysis and Causal Path Analysis (CPA). Our empirical results confirm the expectation that sprawl is accompanied by intensive travel movements and associated environmental effects.  相似文献

In recent years, the framework of ‘classical’ objective determinants of travel behaviour – such as transport systems, generalised travel costs, life situation and the built environment – has begun to make way for the introduction of subjective elements including attitudes, lifestyles, and location preferences. This paper presents findings from an empirical study of trip distances travelled for three purposes (work, maintenance, leisure). The study was conducted in the region of Cologne, and the analysis is based on structural equation modelling. The results indicate that, in general, neither lifestyles nor location preferences have a strong impact on trip distances, except for leisure activities: here lifestyle has the strongest impact of all variables studied. Maintenance trip distances are significantly affected by the spatial setting in which people live, indicating the relevance of the built environment for this travel segment.  相似文献

This paper examines the student experience of transport, within the context of two hitherto distinct discourses. Firstly, the transport and social exclusion discourse, which highlights the role that low mobility plays in the experience of exclusion. Secondly, the widening participation discourse, which emphasises inequitable access to and achievement in higher education (HE) by non-traditional students as a component of social exclusion. The paper reports the results of a series of focus groups, undertaken with current HE students from a diverse range of backgrounds, many of whom may be considered to be non-traditional students. Results suggest that inadequate access to transport is a substantial barrier to access and achievement in HE, for these students. This highlights the influence of transport upon the successful implementation of social policy. Without consideration of transport and the physical accessibility of HE, the aim of increasing and widening participation in HE is unlikely to be realised.  相似文献

The magnitude 7.0 earthquake that struck Haiti in January 2010 led to an unprecedented effort in collecting and providing geographical information in support of humanitarian aid. Although most of the compiled datasets and generated maps were able to provide specific and detailed information regarding the location of damaged buildings and road interruptions, none or little information was available to describe the accessibility—or otherwise—of the urban space. Here we try to offer an alternative method to define the urban accessibility landscape in the aftermath of earthquake damage, by combining simple graph theory concepts and GIS-based spatial analysis to assess how the urban space accessibility decreases when the road network is damaged.  相似文献

For many older adults in most of the Western world, continued mobility (with associated health, well-being, independence and quality of life) means access to a private vehicle, either as a driver or as a passenger. However older driver serious injury and fatality rates per distance travelled are higher than middle-aged drivers, and crash and injury rates are likely to increase in the coming decades as a result of the ageing population, increased car ownership and overall travel amongst older people. Evidence suggests that contributory factors to this high risk are (for most) frailty, (for some) the high proportion of driving in urban areas, and (for a few) reduced fitness to drive as a result of medical conditions and associated functional limitations. Australasia has recently adopted the ‘Safe System’ approach which aims to manage vehicles, the road infrastructure, speeds, and the interactions between these components, to ensure that when crashes do occur, crash energies will remain at levels that minimize the probability of death and serious injury. A system which aspires to achieving Safe System objectives cannot ignore the challenges that older road users pose – and will pose – to the transport system. This paper discusses the so-called ‘older driver problem’, presents crash data and evidence of the impacts of driving location and reduced fitness to drive on crash risk, and recommends countermeasures within the ‘Safe System’ context, with particular reference to urban road design and operation.  相似文献

There has been a structural change in mobility in major Spanish cities in recent decades, with a switch to the pattern followed in other countries in the area. A shift has taken place from a traditional Mediterranean model to a North American city stereotype, with uncontrolled motorization and major implications for public health. This article specifically analyzes negative road safety-related externalities that result from this process, given that the trend seems to show a steady decline in road safety accidents on urban roads in Spain, with major differences among NUTS-3 provinces. The objective is to evaluate the factors that empirically explain these differences for the 2003–2013 period using a panel data analysis. Results show that a key role is played by urban development variables, such as population density and improvements in health services, with advances linked to more accessible and sustainable urban transportation, such as the Smart City concept. Not only does this article close a gap in the literature, but the findings can also serve as a practical guide for the development and implementation of urban mobility and road safety plans, and reveals the special needs of the most vulnerable groups.  相似文献

There is a strong need to explore the determinants of worker’s commuting time as the declines in job accessibility associated with the dramatic growth of commuting time have become a serious negative effect on the quality of urban life in megacities of China. Most well-developed theories exploring change in commuting time are based on neo-classical economic theory. This paper argues however that in the case of China institutional factors of the housing provision system and labour mobility management have been more important. The paper conceptualizes an institutionalist approach incorporating housing and controls over labour mobility and applies it to analyse these influences on workers’ commuting time in Beijing. The analysis shows that the interaction of housing provision, the market system and the Hukou system together have significant impact upon individual commuting time allowing for worker’s annual household income, occupation and transport mode. The findings suggest that the market-oriented housing reforms have changed the local jobs–housing balance that prevailed in pre-reform era and have thus induced growth of commuting time; the remaining the unfair treatment of residents according to their Hukou status may influence the floating worker’s ability to connect housing and workplace opportunities that could reduce commuting time. With respect to future studies, the institutionalist approach seems to be an efficient means of exploring particular factors that emerge in the transformation of an economy.  相似文献

Intersection level of service (LOS) is a traffic engineering concept which measures how streets handle automobile traffic. It is widely used in transportation planning as an indicator of delay at intersections. The use of LOS is often criticized for its bias towards automobiles at the expense of bicycling, transit, and walking, and it complicates smart growth or compact development. In San Francisco, California, there is a political movement to eliminate the use of LOS in planning. But this movement has met significant obstacles and debate. In this paper I explore how the debate in San Francisco is unfolding and suggest implications for broader efforts to reconfigure urban streets and urban space in the United States and globally.  相似文献

On the one hand the present globalisation process has only been made possible through a reduction in time–distances allowed by high-speed transport, and particularly through the development of air transport. On the other hand the metropolitanization process seen as the urban counterpart of globalisation is deeply associated with the development of air transport.Understanding distances between places is a fundamental task for the geographer, while the representation of distances constitutes one of the major functions of cartography.Among the types of maps invented to represent time–space, distorted projections were supplemented with time–space relief cartography in the 1990s. This paper proposes a representation of the time–space relief of the USA considering terrestrial and air modes. This constitutes a key innovation in this type of cartography, giving the possibility of creating a representation of global time–space. The metaphors associated with the images proposed are then discussed evoking the shrinking, the crumpling and finally the shrivelling of time–space. The shrivelling metaphor takes account of the complicated contraction/expansion movement that high-speed transport impacts on space and allows for a rich interpretation of the time–space relief map of the USA in the perspective of the processes of globalisation and metropolitanization.  相似文献

Post-1949 development of urban transport in Beijing, the national capital of the People's Republic of China, has been for a long time shaped by the ideology of the Chinese communists, in a setting of rapid urban growth and industrialization with general neglect of the ‘consumption’ needs of the urban populace. The Old City of feudal Beijing which the municipality inherited in 1949 and the need to preserve its pre-industrial street pattern, set by the city wall and the former Imperial Court (the Forbidden City), for historical and cultural reasons added another interesting and almost insurmountable constraint to the city's urban transport development.This paper provides a comprehensive analysis of the situation and development of urban transport in the city from 1949 to 1992, outlining its major characteristics and problems. The effects of the new Open Door and modernization policies since 1978 and their impact on a new approach emphasizing market forces are evaluated. Wherever feasible, comparative figures and materials from the western and Third World city are used to provide better appreciation of Beijing's situation. The experience of the new policy of Market Socialism that started in 1978 provides valuable evidence for other large Third World cities.  相似文献

A difference in logsum terms (also known as inclusive values) is becoming a standard practice for anticipating the welfare impacts of transport policy when choice alternatives are discrete and behavior is (assumed to be) random-utility maximizing. However, this calculation is only an approximation when the population under study is finite. This paper examines the effect of error term correlations in such welfare analyses with finite samples, recognizing that individual preferences and unobserved attributes influencing choice are unlikely to change much, if at all, across scenarios or across alternatives. Such measures appear reasonably robust to deviations in assumptions of correlation. Nevertheless, we identify cases when the synthetic population samples need to be quite large for the average logsum to be realized. Another finding in these results is the substantial variation that emerges across synthetic populations, suggesting that policies that appear welfare-improving (when evaluated with average welfare formulations) may well be welfare-reducing (or vice versa) for a wide variety of actual, finite populations.  相似文献

This article examines the factors influencing the future travel behaviour intentions of young people (aged 11–18), with specific attention given to how climate change considerations affect these. Overall it is found that the participants’ travel behaviour intentions are dominated by a desire to drive and that their values relating to identity, self-image, and social recognition (at the expense of their environmental values), as well as their affective attitudes towards transport modes, are key influences on this. Although they are aware of climate change, the participants’ understanding of the link between transport and climate change was weak. At the same time, they illustrated an apathy towards climate change – in part due to the timing and intangibility of its associated impacts and their lack of self-efficacy with respect to tackling this issue. However, despite claiming that their current environmentally friendly travel behaviours (such as walking or cycling to school) are not influenced by the issue of climate change, a number are accepting of the idea of enforced travel behaviour change – away from use of the car, towards more ‘environmentally friendly’ modes. This acceptance was in part due to their belief that such action would remove the influence of the ‘social dilemma’, where their own efforts to tackle climate change may be rendered worthless by the inaction of others.  相似文献

This study empirically investigates the relationships among authenticity, experience – measured by emotions (i.e. pleasure and arousal) along with satisfaction, and loyalty in the festival context. Structural equation modelling is employed to examine a sample of 211 visitors attending the San Fermin festival in Spain. Results show that authenticity positively affects experience, while on the other hand, only arousal has positive effects on satisfaction and festival loyalty. Satisfaction is positively associated with festival loyalty.  相似文献

The purpose of this article is to investigate why rail is used to move semi-trailers to and from seaports to lesser extent than it is used to move maritime containers, and which actions can foster an increase of semi-trailer transport by rail. The two types of load units are obviously used in quite different logistics settings. The two transport segments are compared in terms of the transport markets they serve, the competition they face and the operational and technological principles upon which they operate.The empirical setting is the transport of general cargo in load units between Scandinavia, Continental Europe and the UK, although the container segment is analysed as an element of deep-sea liner shipping. Empirical findings are drawn from the case of the Port of Gothenburg and its Scandinavian hinterland. Sustained double-digit annual growth has led to a situation where most of the potential market for the hinterland transport of maritime containers has already been realised. The challenge for further growth is now to capture the semi-trailer segment.Not surprisingly, this analysis shows that rail is more competitive for the hinterland transport of containers than of semi-trailers, but there are still significant opportunities for reaping the benefits of rail transport of semi-trailer transport in the hinterlands of European ports. An increased integration of rail transport and Roll-on/Roll-off shipping will not only require, but also encourage, changes in the overall system design as well as its competitiveness compared to all-road and all-rail services.  相似文献

The city of Kaohsiung has been urgently reducing its rates of ownership and usage of privately owned motor vehicles. The most important strategy undertaken thus far has been to build mass rapid transit systems. This study aims to apply the Involvement Theory to construct an inventory to measure level of travelers’ involvement in public transport services. The results indicate that the number of low involvement travelers is the critical factor that determines whether the new public transport system can effectively operate. They also provide authorities with precise marketing strategies targeting different groups in order to allow the new public transport systems to sufficiently meet public needs.  相似文献
