In the context of growing policy awareness in the UK of the links between transport and social exclusion, this paper describes case-study research of four different transport projects funded under the UK Department for Transport's Urban Bus Challenge Fund (UBC) with the specific aim of facilitating social inclusion in the areas they serve. Through surveys and interviews with end-users, the study qualitatively and quantitatively evaluated the value of these new services to local residents in terms of their increased economic opportunities and other quality of life benefits. It also aimed to identify their wider contribution to the renewal and regeneration of the deprived areas they serve through depth interviews with professional local stakeholders.  相似文献

Historically, visitor management in protected areas has been concerned largely with visitor impacts and emphasis has been placed on managing negative impacts. This has involved controlling visitor numbers, attempting to modify visitor behaviour and also modifying the resource. These approaches can be divided into ‘hard’ and ‘soft’ categories (Ling Kuo, 2002). ‘Hard’ visitor management approaches involve physical management, regulatory management and economic management. ‘Soft’ approaches make use of education and interpretation. While the approach of managing impacts has its merits, and has met with some success, it has tended to assume that the visitor is ‘guilty until proven innocent’ (Mason, 2002). Such an approach has also tended to ignore the role of visitor experience in relation to visitor management. This paper critically evaluates a number of ‘hard’ and ‘soft’ approaches to visitor management, focusing specifically on interpretation and codes of conduct in protected natural areas in New Zealand, Australia and Antarctica. It argues that the traditional approach of managing visitor impacts should be supported by a far greater emphasis on managing visitor experience. It proposes that placing emphasis on managing visitor experience should allow a more holistic perspective to be employed, in which the visitor can be put within a context that includes both the destination community and the environment visited. Such an approach, it is argued, should not only lead to better informed and behaved visitors, but a reduction in negative visitor impacts.  相似文献

In 1972, a revolution in local transport policy in Oxford resulted in the dominant doctrine of the previous 30 years—providing for car use—being replaced by an alternative policy ‘frame’ focussed around the promotion of bus use. Although subsequently challenged in the 1970s and 1980s, the pro-bus policy community remained sufficiently strong to implement a further level of bus-oriented policy in the 1990s. Bus use in Oxford has returned to levels not observed since the 1960s, against a trend of decline nationally. The present paper examines how the policy problems came to be framed around the bus and how the frame evolved to accommodate changes in the funding and regulation of public transport. The extent to which the Oxford experience informs future policy-making towards demand management in urban areas is considered and the explanatory value of the concept of framing is revisited.  相似文献

This study presents an analysis of the state of aviation liberalisation in CARICOM (Caribbean Community) and its implications for regional tourism to Barbados as a member state in CARICOM. The evidence shows that improvements to the regulatory aviation environment in CARICOM would aid improvements in intra-regional tourism. Given the benefits that have been obtained globally, previous studies have been deductive and analysed the benefits of a less restrictive aviation environment in the region. However, the inductive approach of this study reveals that before there can be a successful attempt at any such liberalism in CARICOM, there are pre-existing constraining factors which must be addressed since they will hinder the effectiveness of any such policy. The study therefore proposes that the effectiveness of the existing regional multilateral agreement is hindered by political interference, not only in the overall context of aviation bureaucracy, but also in the business operations of the regional carriers.  相似文献

In the UK, local authority transport departments are being encouraged to implement transport schemes that can contribute cost-effectively to achieving a wide range of corporate policy objectives. The ‘Civilising Cities’ initiative, funded by the UK's RAC Foundation and the Department for Transport, seeks to identify—through a set of Pilot Projects—how packages of transport measures (usually in partnership with initiatives from other agencies) can contribute to improving local quality of life. One key feature of the project has been the development of a comprehensive Indicator Framework for cross-sector evaluation, that has defined a set of indicators covering nine areas of quality of life: neighbourhood, environment, transport, health, education, local economy, crime, participation and lifestyle. The paper outlines the philosophy behind the project, the range of policy instruments being examined and describes the Indicator Framework and its application.  相似文献

Within the context of Malta’s progress towards EU accession, this paper aims to evaluate the major factors behind, and the consequences for, the modernisation of Malta’s public transport system. In particular, the paper focuses on the nature and role of the bus system, its structural and functional challenges, and the implications of change for its role within the wider context of the islands’ growing traffic management problems. It is concluded that the major structural and organizational changes required for EU accession will need to be complemented by a strong campaign aimed at shifting modal choice.  相似文献

This paper examines China's considerations in reaching the 2004 and 2007 Air Service Agreement Protocols with the United States (US) and the impacts of such policy on the China–US market from the perspective of China. Analysis shows that the 2004 and 2007 protocols have profound impacts on the China–US market. The two protocols have been associated with phenomenal traffic growth and intensified competition. Passengers also benefit from much more choice in terms of both airlines and routing. Over time, Chinese carriers' operating performance and financial performance have gradually improved after the liberalization expressed in the protocols. However, the industry's hub-building initiatives are still seriously challenged by competing hubs in Seoul and Tokyo which have diverted substantial number of passengers moving between the China and US markets. Such issues have to be addressed in order to create a win–win outcome for both countries.  相似文献

Emphasis on the need to reduce the deterrence effects and costs associated with interchange, so that increasingly seamless public transport journeys can be provided, is now a key policy goal. This paper reports the findings from a series of focus groups and in-depth interviews of both public transport users and car users that were undertaken for a Scottish Executive funded study on interchange and travel choice. It explores how interchange is perceived and how this perception deters public transport use amongst car users or limits public transport use amongst public transport users. The paper also provides insights into lifestyles, the decision-making processes and types of considerations that are made at key stages in the journeys of both car users and public transport passengers.  相似文献

The objective is to explore the touristification of some peripheral neighbourhoods of Medellin. The focus is on urban areas built by war-displaced populations commonly referred to as ‘comunas’ and often associated with crime and narco-traffic. Some tours generally labelled as ‘comuna tours’ have been emerging during the last three years and are largely included in the promotion of the ‘new Medellin’, focusing on its transformation from ‘the most violent to the most innovative city in the world’. Examining the role of the different stakeholders, including local community leaders, private entrepreneurs or state representatives, it will show that this practice is above all multiform and has to be analysed along with the general process of city branding ongoing in Medellin. Between the acknowledgement of past violent events and the will to look forward, competing narratives are at stake in this touristic and memorial arena.  相似文献

Using the push and pull framework, this study examines the relationship between tourist activities in New Zealand and behaviours such as tourist spending, travel style (group vs. independent travel) and length of stay. Data from the International Visitor Survey were analysed for a 19-year period (1997–2015). The findings, based on 62,288 respondents, identified 9 typologies of international visitors over this period. For example, type one visitors are primarily pulled by the nature-based activities offered in New Zealand while type two is pulled by adventure activities. Some of the typologies have activities that overlap reflecting the needs of international visitors. Significant relationships were found between the nine typologies, tourist spending, travel style and length of stay. Implications for destination marketing purposes are highlighted.  相似文献

ABSTRACT

This article investigates community perceptions of authenticity in connection to the fishing and tourism sectors and the relationships therein. Inspired by fieldwork in three Danish coastal communities, the article attends to discussions on fishing, tourism, and change, in which residents referred to ‘museum’ or ‘museum town’ as shorthand for an undesirable transformation. The article answers: (1) what are the underlying concerns of becoming a ‘museum town?’ and (2) how is authenticity employed by community members in connection to desirable and undesirable outcomes of transition? The analysis probes the ‘museum town’ expression as a means to understand host communities’ relationship to the fishing and tourism sectors and their expressed interest toward authenticity. Empirical material from semistructured interviews and ethnographic field observations initiates the thematic analysis, which then continues with a theoretical reflection on authenticity. Coastal community members understood authenticity through demonstrations of realness, waterfront and community activity, and a desired independence for the fishing industry. Being authentic required a working fleet, which carried deeper implications for transformation and the complementarity of tourism, as opposed to its suitability as a substitute for the fishing industry. Calls for the fishing industry to remain independent highlight the importance for cross-sector dialogue for local development.  相似文献

The major air transport markets at the early part of the 21st century are failing to generate sufficient revenues to cover their long-run costs. Many airline are being supported by subsidies, going out of business (e.g. Sabena, Ansett, Canadian International, Swissair) or having to resort to various forms of financial restructuring such as afforded by Chapter 11 bankruptcy laws in the US (US Airways, Midway, National). The effects of the terrorist attacks of September 2001 have exacerbated this situation, but the data suggests the problem be more deep routed in the ‘deregulated’ markets that now exist in many parts of the world. This paper concerns itself with the issue of whether there are intrinsic features of the scheduled network airline industry that makes the current structure of liberalized markets unsustainable. It highlights on a number of features of this market but pays particular attention to the question of whether the market is naturally prone to excesses in competition that, because of its nature, forces airline fares down to the level where full costs cannot be recovered. It focuses in this sense on a long established concept in economics, namely does a core exist in this market. The fact that there is prima face evidence to suggest that the core is empty then leads to a discussion of appropriate policy reactions that may allow a more sustainable market structure to survive.  相似文献

Many traditional destination image studies employ a non-comparative assessment approach. This study, however, suggests defining and measuring destination image in a comparative manner (termed ‘relative image’) for the purpose of destination positioning. Using a case study on American leisure travellers’ image of Mainland China, the author proposes and demonstrates the utility of a multi-step procedure of relative image assessment. The author concludes that by utilising competing destinations as a reference frame and replicating tourists’ actual decision-making process, relative image assessment may generate more relevant information and insights for destination marketers.  相似文献

A festival of contemporary music was established in 1978 in Huddersfield, an industrial town in northern England. The event acquired an international reputation, enjoyed to the present day. Yet the news media continued to report as ‘surprising’ the successful juxtaposition of avant-garde art with an industrial town. An explanation is constructed via an analytic discussion of fashionability, the avant-garde, and the nature of continuing news. This discussion is further set within the context of the generic urban transition from the industrial to the post-industrial, and the movement known as cultural regeneration. The work of Simmel, Nietzsche, and Bourdieu are deployed in these analyses. The concluding argument is that the news media are relating, simultaneously, three stories: that of the success of a festival; that of the cultural regeneration of urban centres seeking a role in a new economy; and a generic rags-to-riches narrative. The news reporting of the Huddersfield Contemporary Music Festival is thus a multiple metaphor for a continuing cultural change.  相似文献

Using qualitative research techniques, this paper explores the relationship between the ‘push’ and ‘pull’ factors of a destination and the influence of nationality on these factors. These relationships were explored for a sample of 103 international tourists to Mauritius. The data were analysed by using (a) thematic analysis and (b) an analysis using the text analysis programme, CatPac. The results indicated relationships between specific motives, cognitive and affective images and it was also found that nationality has a strong influence on these variables. Different motives for visiting Mauritius were found to exist between different national groupings. Implications for use of thematic and content analysis, management of destination, marketing and tourist experiences are provided.  相似文献
