Measuring the quality of port hinterland accessibility: The Ligurian case   总被引:2,自引:0,他引:2  
Traditionally, distance was considered the parameter that could better reflect the economic influence of a seaport on land. Containerisation and intermodality progressively eroded such a paradigm and currently distance became only one of the factors across the overall “equation”. In this respect, a fundamental role is played by the effectiveness of inland connections. The better the connection of a port to the various inland markets, the bigger the potential to enlarge its overall captive area. Furthermore, the higher the “frictions” (bottlenecks, delays, etc.) for reaching the hinterland, the lower the inland traffic flows.The major purpose of the paper is to measure container traffic diversion from Ligurian ports (Genoa, La Spezia and Savona) to the main Italian and European competitors.The application of a gravity model will reveal the current role of distance in drawing hinterland market share among the selected ports. Moreover, for evaluating the unexploited potentialities of Ligurian ports, we compared real traffic flows with the outcomes of a spatial interaction model, reassigning inland container flows to the different sampled ports. The calculation of the traffic delta through a gap analysis, allowed measuring the “frictions” thwarting the connectivity between the Ligurian ports and the sampled hinterland regions. Finally, the paper discusses the nature and the reasons for the above traffic diversion.  相似文献

The aim of this paper is to discuss the current status of port regionalization in the Portuguese range and to identify its possible developments, giving special consideration to cross-border issues. The ‘Portuguese range’ comprises a set of ports located in the west coast of the Iberian Peninsula, grouped in a multi-port gateway region, directly connected to one of the main European Union rail freight corridors. These ports possess a natural competitive advantage as a gateway to foreland regions along the Atlantic Ocean, such as Latin America, North America and West Africa. In order to fully realize this potential, the entire range is engaged in a regionalization process into certain regions of Spain, which is analysed in this paper. The paper builds upon previous work on regionalization, inland terminal networks, dry port development and dyad formations and applies these concepts to the Portuguese range, in its pursue for the capture of hinterlands in Spain. The validity of the regionalization theoretical framework is thus benchmarked against a trans-national case and novel elements are sought to enrich the framework. The paper first describes the current situation of container terminals in the Portuguese range regarding throughput, rail connections, network of inland terminals (and dry ports) and its utilization. Comparison is made with its Spanish counterparts. The policies of major stakeholders are also reviewed concerning dry port and logistic platform development. A number of potential and existing seaport-dry port dyads are identified. Conclusions and policy suggestions are presented.  相似文献

This paper analyzes North Korean ports in light of existing models of port system evolution. It reviews the economic and political factors shaping port concentration in developed, developing, and socialist countries. A database on vessel movements allows for the analysis of individual North Korean port traffic by total capacity circulated, cargo type, fleet nationality, immediate origin and destination, and berthing time. While ideological factors and military control hamper port modernization and trade openness, traffic concentration at the Pyongyang–Nampo gateway highlights the spatial polarization in the capital region at the expense of Eastern ports for which inland transport limitations and industrial decline have become major issues. The North Korean case only partly fits general models because traffic concentration occurs due to geopolitical isolation and internal limitations rather than economic and trade growth.  相似文献

The explosion of global container trade in the last two decades has significantly influenced the port geography of Latin America & the Caribbean (LAC), leading to a concentration of container traffic at selected ports. Theory suggests that, as port systems become mature, they tend to deconcentration, partly due to the emergence of secondary ports. Previous research has examined the region’s dominant ports, but an unanswered research question is how the evolution of this port system is influencing and being influenced by the actions of those ports currently occupying a secondary rank in the LAC port hierarchy.The methodology is based primarily on analysis of time series data on container movements between 1997 and 2012, revealing patterns of cargo flows and transhipment location choices. The institutional context of devolution processes and new investments in the region provides additional insight into the performance of selected ports. From a theoretical perspective, this analysis is situated within the context of recent institutional approaches that examine the port’s ability to act through critical moments and junctures, in order to deepen understanding of which of the various factors influencing port system deconcentration are the most sensitive to successful institutional adaptations.Results show that the manufacturing of strategic locations can be successful and may have driven the emergence of secondary ports in the LAC system. This finding demonstrates how path dependence can be challenged by new developments, the identification and success of which are nevertheless contingent on factors such as the first mover advantage, port planning regimes and diversification of port roles. The paper identifies some of the key factors influencing the transition of a port system from concentration at a few dominant ports to a deconcentrated system of primary and secondary ports, which can be applied to other port systems in future research.  相似文献

In the 1995 Great Hanshin earthquake, the Port of Kobe (Japan) suffered severe damage that essentially shut it down and required over two years to fully repair. This paper explores the impact of the disaster on the Port, focusing on international container traffic. Prior to the disaster, Kobe had ranked sixth among container ports worldwide; in 1997, it ranked 17th. Analysis reveals that foreign transhipment cargo was especially vulnerable to loss. This loss must be seen in the context of Asian port competition; indeed, the earthquake served to highlight and accelerate pre-disaster economic trends. Implications for seismically vulnerable ports in the US and Canada are discussed.  相似文献

The past decade has brought significant growth at, and competition between regional gateway ports and intermediate hub container ports in Southern Africa. Corridors are the essential link between these ports and continental hinterlands. Capacity expansions of seaport and corridor networks (resources), in conjunction with efficient transport services/operations (capabilities) are important to guarantee the attractiveness of a port–corridor combination. This paper focuses on the attractiveness of three Southern African container gateway port corridors (Southcor, Natcor, and Trans-Kalahari Corridors), all contesting the same continental hinterland, namely, Gauteng. By means of a corridor stakeholder survey, this study merges the corporate strategy concept of resource and capability appraisal, with various theoretical principles of corridor attractiveness. The resultant adapted resource and capability corridor appraisal model is then applied to the three corridor cases in question. Consequently, this study presents an empirical framework which identifies each corridor’s key strengths, key weaknesses and the extent to which each corridor is deemed ‘attractive’ by its stakeholders. Furthermore, this study reconciles theoretical assumptions of corridor attractiveness against actual perceptions of corridor attractiveness from surveyed stakeholders.  相似文献

China's steel output has maintained rapid growth over the past twenty years. Due to this, a large number of iron ore ports/terminals have been built along the Yangtze River, and the Yangtze River bulk port system has experienced a unique development in its structure. This paper aims to understand the evolution of this bulk port system.1 along the Yangtze River. To achieve this objective, first the development phases of the Yangtze River bulk port system are reviewed, taking the theoretical (container) port evolution model as a benchmark. Then several hypotheses addressing certain features of bulk port system development are proposed, followed by using panel data analysis to test these hypotheses. Based on this discussion and analysis, the major driving forces that are reshaping bulk port development along the Yangtze River are then summarized. It is found that evolution of the Yangtze River bulk port system in general follows the port development models in previous literature. However, the trend toward regionalization and an offshore hub have not appeared. Besides this, iron ore transshipment is moving outward both for sea ports and river ports, and few iron ore transshipment gateway hubs are occurring. Furthermore, the transshipment function of a bulk port plays a significant role in port traffic changes, but this role is affecting sea ports differently to river ports. The container throughput of transshipment sea ports has a significant negative effect on bulk traffic, whereas that of transshipment river ports has a positive effect. Geographical conditions, institutional factors and national policy, industry agglomeration, changes in market supply and demand, and technology updates are major factors driving changes to the port system structure. These factors are observed to function either individually or collectively at different development stages.  相似文献

This paper discusses traffic inequality in the European and North American container port systems by means of the so-called inequality decomposition analysis. The results show that the observed traffic concentration levels in the North American container port system are emanating from strong inter-range structural differences whereby some port ranges are increasingly dominating the whole system. Alternatively, the European port system is reaching a more balanced composition of the Gini coefficients.  相似文献

This study reveals the economic impact of seaports on regions in Korea. Econometrics analysis employing an augmented Solow model is conducted based on the panel data covering all the regions of Korea over the period 2000–2013. The econometrics analysis shows that cargo ports without sufficient throughput obstruct regional economic growth, whilst cargo ports contribute to regional economic growth only when they have sufficient throughput. Furthermore, the result indicates that container port activities positively affect regional economic growth, whilst port investment indirectly leads to economic growth. This study contributes to the better understanding of the role of ports in Korean economies.  相似文献

This paper sheds an empirical light on port development patterns by discussing the structure and the development of the Yangtze River ports system. We argue that the Yangtze River system is going through a regionalization phase, mainly in relation to the port of Shanghai. This process started on the lower Yangtze but is now also moving upstream. The transition towards the port regionalization phase is typically a gradual and market-driven process that mirrors the increased focus of market players on logistics integration. This paper builds on the existing literature on port systems and adapts port development models to river ports. Furthermore, we employ some statistical techniques that are common to the analysis of port systems, and introduce some techniques that have not been used much by transport geographers in ports. This paper will address the dynamics in the Yangtze River ports system by analyzing the level of cargo concentration and the degree of inequality in operations of the container ports. The paper also assesses observed differences in development of ports in different areas along the river (upstream/downstream) and reflects on the role of ownership structures in shaping regional load centre networks.  相似文献

The literature on container port efficiency has typically centered on ports in advanced markets or comparisons within regions. This study compares the efficiency of port operations in emerging markets (BRIC and the Next-11) with the more advanced markets (G7). We use data envelopment analysis to evaluate the container ports based on the import and export cargo volumes in 2005. Our results suggest that none of the ports in the advanced markets are role models for the field. This study provides a first step towards gaining insights into port efficiency in emerging markets.  相似文献

The emerging Northern Sea Route (NSR) represents change to the existing liner network for China-EU container shipping. It is necessary to re-examine the container network in this context and assist liner companies in decision-making. This paper assesses the potential of the NSR based on designing a multi-port multi-trip liner service by establishing a two-stage optimization model. Based on the estimated data of NSR shipping, ship routing schemes on both the NSR and conventional routes are proposed. It is determined that container service along the NSR is largely influenced by ice-breaking charge, seasonality, and cargo volume, which makes NSR more likely to act as a supplementary line of the liner network in the short or medium term. The results also indicate that use of NSR may drive the redeployment of shipping network and hub ports in the long term. This study's conclusions may prove useful for strategic planning by liner companies, port authorities, and governments to assess the operation of liner service via the NSR.  相似文献

The purpose of this study is to investigate whether inter-port relationships in European container shipping are characterized primarily by competition or complementarity, and to what extent this differs between major port regions. Utilizing a set of spatial dependence model specifications and quarterly container throughput data for 92 European ports in five regions between 2000 and 2014, it is found that the nature of inter-port relationships tend to differ between major port regions. While the Hamburg-Le Havre region is characterized mostly by competition, ports in the Mediterranean region are found to be complementary with regard to demand.  相似文献

This paper evaluates how port institutional reforms influenced efficiency gains between 1991 and 2004. We constructed a panel data for port ownership, corporate structure, and port inputs and outputs for 98 major world ports, and we implemented the Malmquist Productivity Index (MPI) model. The MPI provides efficiency measures for input combinations that allow for obtaining the outputs in the presence of institutional reforms, ownership changes, main agent problems, technological progress, efficient scale growth, and many other reasons for efficiency and the lack of it. The results illustrate that ownership restructuring contributed to total factor productivity gains. The restructuring induced optimized operation of container terminals, especially for large ports, as it allowed specialized private entities to concentrate on terminal operation and cargo handling services.  相似文献

In this paper, European maritime cruise ship traffic of 1031 ports visited by 209 cruises is evaluated with different mathematical tools. Through an innovative ecological analogy, the diversity of ships in every port has been calculated using Simpson, Shannon, Margalef, and Berger-Parker diversity indexes and Automatic Identification System data from the cruise fleet in year 2015. By combining the results of Visiting Vessels Diversity with an Agglomerative Hierarchical Clustering analysis, five different homogeneous cruise regions were identified that match with those normally established by cruise ship associations. Classification trees techniques also demonstrated that cruise ships' diversity in a port could significantly predict these cruise regions with high levels of confidence. All of this information together can serve as an input to develop and improve economic and environmental strategies of cruise ports and their cities. The primary goal of this paper is to obtain a picture of the behaviour of cruise traffic in the European maritime region, grouping ports in clusters based on the absence or presence of cruise ship on those ports and determining the diversity of vessels in each port.  相似文献

We study the determinants that affect the capacity of ports to attract cruise ships in Spain. The conclusion is that the likelihood of having cruise traffic is linked to ports located in populous areas and close to large airports, ports not specialized in container traffic but sharing facilities with ferries traffic and ports having a minimum depth of water. The amount of cruise traffic that a port can generate is also related to the population and the air connections, along with the tourist appeal and the facilities shared with other types of port traffic, namely roll-on roll-off and ferries.  相似文献

This study aims at investigating the degree of market concentration of container ports in Southeast Asia and to associate the concentration tendency with efficient container operations. While Singapore is the busiest container port in the region, its premier position is threatened by the emergence of other container ports in neighbouring countries. Major top ten container ports in Southeast Asia are included in the analysis, and market concentration is evaluated using established measures and analytical techniques such as the Hirschman-Herfindahl Index (HHI), Gini coefficient, and shift-share analysis from 2007 to 2017. A super-efficiency model is then applied to the ports to investigate the association between shift effects and port efficiency. The HHI index indicates that the container port system in Southeast Asia has become ‘moderately concentrated’ with a score of 0.21 in 2017, contrasting with an index of 0.27 in 2007 suggesting it was ‘highly concentrated’ indicating a tendency towards de-concentration. ‘Super efficiency DEA’ results suggest that Laem Chabang and Singapore ports are ‘efficient’ exhibiting efficiency scores higher than one, while the other eight ports are ‘less efficient’. It is also found from the association of the net-shift effects and efficiency scores that Laem Chabang is the only port that is efficient and gaining market share, and, more importantly, and perhaps surprisingly, the ports gaining market share are ‘inefficient’. This study contributes to the literature not only by investigating the concentration tendency of the fast growing container port system of Southeast Asia, but also by associating efficiency evaluations with the market concentration.  相似文献

This paper presents and evaluates an opportunity to improve the competitiveness of container barge transport in the hinterland of Rotterdam through a reorganization of container barge services. This reorganization improves the handling of barges in the port and consists of splitting existing services into a trunk line operation in the hinterland and collection/distribution operations in the seaport. A marginal cost model is used to demonstrate the potential net benefits of these revised services. The main conclusion is that these split services can improve the competitiveness of barge hinterland transport, but the effectiveness depends on several conditions. These conditions are first of all related to the design and organization of collection and distribution transport, but also to the characteristics of the trunk line operation in the hinterland.  相似文献

While traditional port literature uses origin and destination pairs in global shipping networks, recent developments of dry ports in the hinterland, feeder service networks, and heavy foreign trade traffic make the ports in Bohai Bay a unique case in the analysis of inter-port connectivity and competitiveness. Using an integrated port connectivity index to define the above features, the advantages and challenges of individual ports can be assessed in a dynamic interconnected environment. The model can provide unbiased port development strategies for each port to ensure long-term sustainability.  相似文献

Container flows have been booming for decades. Expectations for the 21st century are less certain due to changes in climate and energy policy, increasing congestion and increased mobility of production factors. This paper presents a strategic model for the movement of containers on a global scale in order to analyse possible shifts in future container transport demand and the impacts of transport policies thereon. The model predicts yearly container flows over the world’s shipping routes and passing through 437 container ports around the world, based on trade information to and from all countries, taking into account more than 800 maritime container liner services. The model includes import, export and transhipment flows of containers at ports, as well as hinterland flows. The model was calibrated against observed data and is able to reproduce port throughput statistics rather accurately. The paper also introduces a scenario analysis to understand the impact of future, uncertain developments in container flows on port throughput. The scenarios include the effects of slow steaming, an increase in land based shipping costs and an increased use of large scale infrastructures such as the Trans-Siberian rail line and the opening of Arctic shipping routes. These scenarios provide an indication of the uncertainty on the expected port throughputs, with a particular focus on the port of Rotterdam in the Netherlands.  相似文献
