货币政策的利率期限结构效应的理论解释及其经验证据

文章首先运用一个利率期限结构的预期理论模型,证明了“在预期假说框架内货币政策只能引起收益率曲线平行移动而不会改变它的坡度”这一论断是错误的;接下来运用一个局部均衡模型在利率期限结构的预期理论框架下,证明了货币政策行动模式（参数）会影响货币政策对市场利率的影响效果、利率期限结构（收益率曲线）的斜率及其动态特征;之后用一个基于中关两国比较的经验证据说明上述理论解释的可靠性。     

Credit Spread Changes and Monetary Policy Surprises: The Evidence from the Fed Funds Futures Market

This study analyzes the impact of monetary policy actions on credit spreads of various rating categories and maturities, using federal funds futures to distinguish between anticipated and unanticipated changes in the federal funds rate. Two proxies for monetary policy shocks are the surprise change to the current federal funds target rate (target surprise) and the shock to the future path of policy (path surprise). Although credit spreads consistently respond to the target surprises, they rarely respond to the path surprises after controlling for the effect of the target surprises. The way that credit spreads respond to the target surprises changes across the maturities of corporate bonds. In addition, the empirical analysis indicates that the effect of the target surprises on credit spreads is more significant in economic recessions than in economic booms. © 2012 Wiley Periodicals, Inc. 货币政策传导机制与我国货币政策效力分析

货币政策传导机制主要有:信贷配给渠道、传统利率渠道、汇率渠道、资产价格渠道和心理预期渠道。通过实证研究,在我国务渠道发挥作用与西方不同,但货币政策传导效力是明显的。我国货币政策传导机制尚不完善,还应构造新体系。     

The Depoliticization of Monetary Policy

In the past thirty years, it has been claimed that Republicans tend to favor relatively restrictive monetary policy while Democrats favor relatively accommodative monetary policy. Another claim is that, regardless of which political party is in power, monetary policy tends to be relatively restrictive during the first two years of an administration and relatively accommodative during its final two years. The present paper finds an absence of empirical evidence supporting either claim by restricting the sample period to the past quarter century (1982–2006). The depoliticization of monetary policy decisions probably reflects, among other factors, both the post-1970s new-Keynesian consensus in macroeconomic theory and the realization of political independence of the Federal Reserve System during the Volcker-Greenspan years. 中国货币政策对美国货币政策独立性的实证分析

在外汇储备快速增加和汇率制度面临选择的背景下,中国货币政策的独立性备受关注。本文运用Ordered Probit模型,对中国货币政策相对美国货币政策的独立性进行了实证分析。结果表明:1998年1月至2011年6月,中国基本保持了货币政策的独立性;从1998年1月至2005年6月和2005年7月至2011年6月汇率浮动幅度有明显差异的两个时段分析我国货币政策的独立性的差异,发现人民币汇率浮动幅度的放宽并未导致中国货币政策独立性的增强,放宽汇率管制并不能增强中国货币政策的独立性。     

货币流动性因素对国际大宗商品期货价格的影响

以货币流通量为代表的货币流动性与国际大宗商品期货价格之间存在长期的协整关系和因果关系,货币流动性虽然对大宗商品期货价格波动存在一定影响(并不特别显著),两者在变动走势中始终保持趋势基本一致的变化,但是货币流动性并不是引起国际大宗商品期货价格变动的最主要因素.货币流动性对资产价格具有影响,主要是由于货币资产配置的因素——国际大宗商品期货价格作为资产价格之一也是货币资产配置的选择之一.国际大宗商品期货价格波动更多依赖于商品的供需关系,货币流动性大小仅是通过货币因素制约或活跃商品交易量而影响价格波动.     

期货公司重组与证券公司收购的政策分析——以参与金融期货经纪业务为视角

在中国金融期货经纪业务将由期货公司专营的政策安排下,创新类券商在金融期货市场发展初期,将通过收购期货公司,以期货介绍经纪商(IB)身份参与金融期货经纪业务。本文介绍了中国发展金融期货的背景,分析了期货公司获得金融期货经纪业务专营资格与开展这一业务进行重组的情况,并分析了券商收购期货公司的资格与多项的政策支持与实施。

Monetary Policy Accommodation at the Lower Bound

Monetary policy was too tight in many countries following the financial crisis, due to the lower bound on interest rates. This is likely to have prolonged the recession that followed. This point is illustrated with an assessment of monetary accommodation in the US since the financial crisis, and the accommodation achieved through negative interest rates in countries that have adopted these. The lower bound will likely give rise to considerable economic costs in the future, as it has in the recent past. There is an urgent need to consider how policy tools and frameworks should be adapted.     

信贷机制、货币乘数与货币政策有效性研究

本文在蒙代尔—弗莱明的分析框架下引入商业银行信贷机制,来考察固定汇率制下小型开放经济体货币政策的有效性问题,发现货币政策可以作为稳定经济的工具。文章指出,实行固定汇率制度的小型开放经济体,其货币政策具有一定的独立性,可以对实际产出产生一定的作用;不同的货币政策工具对实际产出发生作用的传导机制不同,从而导致效果不同,因此货币当局在对宏观经济进行调节时必须选择适当的货币政策工具。     

Financial Stability and the Hemianopsia of Monetary Policy

Financial stability concerns cannot be separated from macroeconomic objectives of monetary policy. Stimulative monetary policy works by creating financial conditions that could lead to instability in markets that could, in turn, engender deflationary pressures. Although the Federal Reserve Act does not explicitly mention financial stability as an FOMC objective, it is fundamentally bound together with the achievement of the explicit goals of maximum employment and price stability.     

Policy Rules in the Economic and Monetary Union

This paper studies whether a monetary union can be managed solely by a rule-based approach. The Five Presidents’ Report of the European Union rejects this idea. It suggests a centralisation of powers. We analyse the philosophy of policy rules from the vantage point of the German economic school of thought. There is evidence that a monetary union consisting of sovereign states is well organised by rules, together with the principle of subsidiarity. The root cause of the euro crisis is rather the weak enforcement of rules, compounded by structural problems. Therefore, we suggest a genuine rule-based paradigm for a stable future of the Economic and Monetary Union.

近年来,提高货币政策的透明度正在成为一个国际趋势。本文从如何度量货币政策透明度的角度出发,介绍了国外关于货币政策透明度评估指标体系的研究,并对其进行了简要评析。我国应借鉴发达国家的研究成果,有重点地加强我国货币政策的透明度建设,建立我国的评估指标体系,量化货币政策的透明度水平。     

内外失衡格局下我国货币政策的内在协同——基于国民财富增长视角

在国内外各种因素相互强化造成的内外经济失衡格局下,我国货币政策操作面临着不可能三角、货币冲销、国民财富流失等多种困境。通过长、短两种视角的实证分析发现,实施短期以稳定汇率为核心、重视价格型政策运用和长期以调控央行国外资产为核心、重视规模型政策运用的协同策略,是摆脱货币政策困境、促进国民财富增长的有效方法。

在当今社会经济通货膨胀的状态下,中央银行首先应做的就是通过制定的货币政策抑制通货膨胀。本文通过对通货膨胀的现状及原因的分析,从而进一步探究中央银行制定的货币政策种类及其效应的积极性和局限性。

在当前通货膨胀压力下,中央银行利用公开市场业务、准备金率政策和窗口指导等措施进行紧缩,但并没有达到预期的效果.对于目前通货膨胀压力下的宏观经济政策研究,既要借鉴以往的治理经验,又要明确此次由投资过度引发的通货膨胀压力与以往的通货膨胀在成因和治理手段上都应有所不同,在相应的宏观经济政策制定和实施上都要有严格的针对性.     

The Financial Crisis and the Implementation of Monetary Policy

The ongoing financial crisis has had a dramatic impact on how the Federal Reserve conducts monetary policy. In this paper I outline how the Federal Reserve implements monetary policy during “ordinary” circumstances, and compare and contrast this with how it has implemented policy in the wake of the crisis, especially in the latter part of 2008.
