A whistleblowing survey was completed by a sample of Indian and American managers. A variety of individual, organizational, and moral perception variables related to whistleblowing were examined with respect to potential differences between these two groups. Differences were analyzed by means of T tests. Findings suggest that differential cultural influences are associated with a number of whistleblowing issues. The paper includes an assessment of the limitations of the sudy and recommendations for future research.  相似文献

A whistleblowing survey was completed by 725 executives and managers. A variety of individual, organizational, and moral perception variables were examined and hypotheses developed with respect to the likelihood of their blowing the whistle on less serious fraud. Major determinants of blowing the whistle on less serious fraud were identified by means of a stepwise multiple regression analysis. 鉴于员工内部揭发能有效阻止企业中的非伦理行为,很多研究开始关注员工内部揭发问题。本研究着眼于员工内部揭发的伦理性,认为伦理型领导能够降低员工的道德推脱意识,从而正向影响员工内部揭发意向;员工感知的社会责任感正向调节伦理型领导对员工道德推脱的作用。本文通过三个阶段的数据收集,得到232套有效问卷。实证结果表明:(1)伦理型领导能够显著正向影响员工内部揭发意愿;(2)道德推脱在伦理型领导和内部揭发间起中介作用;(3)员工感知的企业社会责任对道德推脱在伦理型领导与内部揭发之间的间接关系起到调节作用,也即只有当员工感知到企业承担更多的社会责任时,伦理型领导通过道德推脱影响员工内部揭发意向的中介作用是显著的。本文在理论上丰富了伦理型领导与员工内部揭发之间作用机制的研究,对有效促进组织内部揭发的途径有重要启示作用。  相似文献

Whistleblowing involves present or former organization members reporting illegal, unethical or illegitimate activities under the control of organization leaders to parties who are willing and able to take action to correct the wrongdoing. A major shortcoming of prior whistleblowing research concerns the fact that there has been a tendency to examine whistleblowing from a culturally-bound perspective without looking at cultural and international differences. The present paper attempts to extend whistleblowing research into the international arena. This study will consider the differences in culture and societal structures between a United States sample of managers and a Chinese sample of managers with respect to differences in individual, organizational, and moral perception whistleblowing tendencies.  相似文献

The aim of this paper is to examine which variables are most important in encouraging whistleblowing in Italian public administrations, as a result of the compulsory application of the anti-corruption Law No. 190/2012. Our research is based on an empirical analysis of 365 public administrations: 86 hospitals, 137 health agencies, 39 universities, and 103 major Italian municipalities.

The results show that whistleblowing seems to occur more frequently in large public administrations, to be associated with formal procedures and an organizational proceduralization that encourages individuals to actually blow the whistle, and that it is only partially correlated to training and education.  相似文献

Abstract

Many countries use tax-related whistleblowing programs, but the evidence on these programs suggests information provided by whistleblowers yields modest tax collections. However, when every citizen could become a whistleblower, deterrence from tax evasion can by itself increase tax collections. We find that tax collections significantly increased after the introduction of the whistleblowing mechanism in Israel in February 2013, although this mechanism directly yielded little or no tax collections. In support of the hypothesis that deterrence led to the increase in tax collections, we find that collections increased in industries with high tax-evasion risk, but not in industries with low tax-evasion risk. Furthermore, the increase in tax collections occurred in corporations, where the timing and magnitude of tax payments are more discretionary, but not from employees, for whom employers directly deduct taxes. Eventually, following reports that the whistleblowing mechanism is ineffective, deterrence diminished and tax collections decreased, suggesting the deterrence effect was temporary.  相似文献

The Edward Snowden whistleblowing event is a calculated spectacle of pseudo‐dissidence that has more in common with Hollywood‐produced propaganda than with genuine whistleblowing. This article presents evidence that Snowden has lied on a number of occasions, calling his credibility into question. Nothing that Snowden has revealed was truly a secret, since several previous whistleblowers had reported, since 2002, about illegal mass surveillance of American citizens by the National Security Agency. Snowden's most striking difference from other NSA whistleblowers is the warm embrace from mainstream media, which has made him a celebrity. The 1998 theatrical film Enemy of the State contained the same sorts of revelations offered by Snowden, and imparts a number of messages to its audience about the security state that are strikingly similar to recurring messages in the Snowden Affair. Since that movie was made with assistance from the CIA these similarities are important to considering how authentic and socially useful his whistleblowing is. It seems evident from Snowden's support for the renewal of the Patriot Act (now the Freedom Act), that he objectively serves the interests of the surveillance state, rather than the public it spies upon.  相似文献

This article focuses on the results obtained from the quantitative surveys conducted for the independent review into creating an open and honest report culture in the NHS. It examines the management of whistleblowing and discusses the research findings in the light of the recommendations made by Sir Robert Francis QC in his ‘Freedom to Speak Up’ report published in February 2015. The authors believe that the principles and actions set out in this report and the detailed Annexe describing various aspects of good practice are generally applicable in both the public and private sectors. In so far as it provides evidence that those who follow their employer's procedure when raising a concern have better outcomes than others, the authors conclude that the quantitative research for Francis is consistent with other findings that power resources and institutional arrangements can be critical to the whistleblowing process.  相似文献

The paper explores the emergence of organizational scandals on social media, and how the communicative dynamics of such scandals evolve as a social drama. I propose that when whistleblowers utilize information technologies to expose evidence of organizational misconduct, they, and their audiences, engage in meta- organizational discourse: The reflexive – immediate and durational – interactions through which organizational stakeholders instigate organizational scandals on social media, negotiate the normative boundaries of whistleblowing, and (de)legitimize the act of disclosing managerial transgressions online. I examine an organizational scandal embedded in the recent wave of workers’ unionization struggles in Israel in which whistleblowers performed the role of investigative journalists by posting a video on YouTube exposing a senior manager trying to dissuade workers from joining the union. Following that, on workers’ unionization Facebook pages, union supporters and opponents vigorously deliberated the intentions and consequences of publicly shaming their manager and damaging the reputation of their company. Analyzing workers’ discourse suggests that participants from both sides experienced the scandal as something that affected all company employees. They acknowledged the high visibility of their social drama and recognized the potential impact of whistleblowing online across organizational spatial and temporal boundaries.  相似文献

Seven dimensions of organizational culture that influence the employee reflection process that ultimately leads to whistleblowing behavior are presented. These include 1) vigilance, 2) engagement, 3) credibility, 4) accountability, 5) empowerment, 6) courage, and 7) options. Key considerations within each dimension are discussed and a compliance framework is used to identify strategies for encouraging a culture that supports employee communication, questioning, and reporting of illegal, unethical, and illegitimate practices within organizations.  相似文献

Labour market enforcement can be achieved through a variety of mechanisms. On the basis that inspectorates in the UK have been under‐resourced historically and that reliance on self‐regulation is particularly objectionable in sectors that have a record of providing low pay and poor working conditions, this article explores the potential for using whistleblowing by both workers and non‐workers as a method of enforcing labour standards. The author believes that, in principle, policing by inspectors working in conjunction with unions is particularly important in industries where small firms are prevalent and individuals may feel particularly vulnerable to retaliation if they speak up. Nevertheless, given the low likelihood of government inspections and low levels of unionisation in the private sector, it is suggested that enhancing the protection given to whistleblowers who report suspected wrongdoing might deter employer non‐compliance and prove cost effective.  相似文献

Housing demand is examined by looking quite specifically at the income and price variables based on individual household data. Permanent and transitory incomes are computed through instrumental variables related to human and nonhuman wealth. A price is constructed by spatially varying hedonic techniques. Separation of measured income into permanent and transitory components substantially improves the predictive power of the housing demand estimation and leads to demand elasticities of +1 and ?1 with respect to permanent income and price. The permanent income elasticity is roughly twice the measured income elasticity.  相似文献

A model of the joint tenure choice and migration decision is estimated. Unlike previous work that has considered each decision separately or examined the premigration tenure status choice jointly with the migration decision, this analysis addresses change in tenure status as well. The empirical findings indicate that variables often thought to affect either or both tenure status of the residence location change decision have offsetting or augmenting effects on their joint probabilities which are masked if the decisions are examined independently.  相似文献

Turnover intentions and actual turnover among lawyers are examined in an attempt to clarify whether common models of turnover can be applied to this professional occupation, which has rarely been examined. Three models are explored in their relation to turnover: personal characteristics, work‐related variables, and nonwork domain variables. The data are based on responses to the National Survey of Career Satisfaction/Dissatisfaction of the American Bar Association, 1984 and 1990. The findings reveal that work‐related variables were the main determinants of turnover intentions, and personal characteristics together with nonwork domain variables were the main determinants of actual turnover. © 1999 John Wiley & Sons, Inc.  相似文献

Abstract . In this study some of the causes of the differentials in Black-White economic participation in large U.S. cities are examined. Specific concern is with unemployment and withdrawal from the labor force. The underlying hypothesis is that these differentials are a response to compositional differences between the two populations. The effects of region, economic structure, and segregation are also examined. A causal model is explicated in which these variables are inter related and their direct and indirect effects upon the dependent variables analyzed. The data suggest that, while having similar patterns of causes, labor force withdrawal and unemployment differentials are distinct phenomena. It also appears that a major portion of the variance in these variables is not accounted for by compositional differences between Blacks and Whites on socio-economic variables. However, educational and occupational differentiation have theoretically significant effects. It is argued that a major portion of the residual variance is due to discrimination, although there is no way of directly testing this hypothesis. An important negative finding is the apparently minor impact of residential segregation, suggesting that the physical isolation of Blacks is not a key factor in their limited economic participation. Finally, the data suggest that it is meaningful to regard assimilation as a multidimensional phenomenon whose dimensions are causally interrelated.  相似文献

This article responds to demands for a more in‐depth study on how to implement an environmental policy strategy (EPS). Following the strategic choice framework, this study seeks to address this issue by testing a theoretical model of several managerial and organisational variables associated with a firm's EPS. The managerial variables examined include managers' perceptions of environmental pressures, managers' consciousness of environmental problems, and managers' perceptions of the potential benefits associated with the implementation of an EPS. The organisational variables that are investigated relate to the structure, systems, and processes of the representative organisations. Control variables include the firm's industrial sector, its country of origin, its size, and its international character. A model based on structural equations with the weighted least squares estimation method is used to test the hypotheses in a large sample of firms. The results confirm the need to consider a multidisciplinary view of the implementation of an EPS.  相似文献

In studying organizational adaptation most researchers tend to draw sample- wide conclusions about the relationships among strategic, structural, and environmental variables. More often than not, the findings of different investigators are in conflict. Particular variables are said by some to covary positively, while different studies demonstrate a negative relationship. This paper attempts to show that the direction and significance of bivariate product-moment correlations may vary significantly, logically, and systematically according to the adaptive approach used by firms. A sample of firms is segmented into four parts, which are internally homogeneous in the evolutionary patterns among environmental, organizational, and strategy-making variables. The findings from a correlational analysis of each sub-sample indicate how some common discrepancies in the literature show the promise of being resolved when the differences in the contexts of the bivariate relationships are examined.  相似文献

Random variables such as state-dependent prices often convey information while entering directly into a decision environment. To understand the convergence properties of behavior based on such random variables, the function mapping any random variable to the information it generates is examined. With respect to convergence in probability of random variables, the information map is continuous with respect to pointwise convergence of information only at completely revealing random variables. Continuity holds when the information map is restricted to any subset of random variables to which the same smooth independent term has been added. Relationships between convergence in distribution of perturbed random variables and convergence in distribution of conditional expectations are also studied.  相似文献

This study explores gender differences in positive perceptions, anxiety, and depression among mothers and fathers of children with intellectual disabilities (IDs). We examined the relationship between these variables and certain characteristics of both the child (age and severity of disability) and the parents (age, educational level, and employment status). A sample of 60 mother/father couples who had children with IDs completed the Positive Contributions Scale to measure their positive perceptions, and the Hospital Anxiety and Depression Scale to assess their level of anxiety and depression. Bivariate analyses were used to determine differences between fathers and mothers as regards their positive perceptions and levels of anxiety and depression. A logistic regression model was then applied to identify which of the variables might be significant predictors of the gender differences observed among parents. Both mothers and fathers had positive perceptions of their children with IDs that co-existed with symptoms of anxiety and depression, with scores being higher among mothers. The predictive analysis of gender showed that individual variables (such as the employment status of both parents) may explain these differences.  相似文献

This paper examines the simultaneous impact of configuration capacity, inventory level, and complexity on service performance as measured by unit and order fill rates in a configure-to-order environment. Demand skew is treated as a control variable. A simulation model based on data from a leading electronics manufacturer is used to test the hypotheses and identify the impact. Results suggest that there are differential direct and interactive effects of examined variables on unit and order fill rates.  相似文献
