Assessing the equity impacts of transportation systems/policies has become a crucial component in transportation planning. Existing statistical modeling approaches for transportation equity analysis have typically assumed that parameter estimates are constant across all observations and used data aggregated to certain geographic units for the analysis. Such methods cannot capture unobserved factors that are not contained in the dataset, i.e., unobserved heterogeneity, which is likely to be present in the increasingly popular disaggregated datasets. To investigate whether there is unobserved heterogeneity in transportation equity impacts, this study carries out an empirical study focusing on the distribution of individual accessibility to activity locations via bike-sharing in southern Tampa. A disaggregated dataset containing information on individual bike-sharing accessibility and socio-economic factors is modeled with a random parameters logit model that allows for the investigation of possible unobserved heterogeneity. Further, models are estimated using data aggregated to parcel- and TAZ-levels to explore the impacts of data aggregation on model estimation results. The models unveil the unobserved heterogeneity in bike-sharing accessibility among populations in different groups defined by different sociodemographic factors in southern Tampa. These results shed insights into how the inconsistent disparity direction of transportation outcomes across individuals in a population group can be measured from the heterogeneity effects. Finally, a comparison between different models show that to capture such inconsistency, the use of disaggregated data with heterogeneity models is highly recommended for transportation equity analysis.  相似文献

This paper investigates the network design problem arising from the regional hazardous waste management system. The problem is to identify the locations of various waste facilities, and determine the transportation routes of hazardous wastes and waste residues between those waste facilities. Aiming at minimizing jointly the total cost and total risk, the problem is formulated as a multi-objective mixed integer linear programming model. By exploiting the advantages of the model, three multi-objective optimization approaches are customized to find highly qualified non-dominated solutions. The effectiveness and efficiency of the approaches are examined both on a hypothetical case and a realistic case.  相似文献

Many US metropolitan areas have undergone dramatic shifts in socioeconomic organization.. As urban areas gentrify, many low-income residents and communities of color have transitioned towards the exurban periphery. These suburban neighborhoods tend to have fewer employment opportunities and are fairly disconnected from public transportation networks serving the urban core. Using regional transportation plans (RTPs) for three California MPOs, we show that the transportation accessibility and environmental health issues affecting these exurban communities are unique and inadequately captured by the MPOs' current equity metrics. MPOs performance evaluation is regional and achieving equity within the urban core communities will not address emerging equity, accessibility and air quality concerns for exurban communities. With a brief history and a focused case study of RTPs for the San Francisco Bay Area, San Diego, and Fresno, we examine how air pollution, equity, and transportation interact in three different types of 21st century cities. We find that when allocating limited transportation funds, California metropolitan planning organizations (MPOs) prioritize the improvement of existing public transportation in urban core areas over expansion of transit networks towards disconnected exurbs. This approach is an effective way to reduce vehicle miles traveled (and thus, air pollution) at the regional level due to high population concentrations in urban cores. However, this approach also concentrates the air quality benefits of VMT reduction in these same urban core areas. Exurban residents' on-road and near-road exposure to Traffic-Related Air Pollution (TRAP) will not be reduced by improving public transit within the urban core. We argue that although these suburban and exurban communities are a small percentage of the regional population, they have a right to share in the benefits of transportation investments, particularly given the historical and ongoing patterns of displacement and economic exclusion from urban core areas.  相似文献

This study establishes a network data envelopment analysis (DEA) model to evaluate the sustainability of public transportation services targeting rapid routes for buses in the Seoul metropolitan area. A network DEA-based optimization model is formulated to evaluate the sustainability of the public transportation service. By considering public transportation services from both the operators’ and users’ perspectives, this model produces results that reflect the interaction of three sustainable transport service properties, i.e., efficiency, equity, and environmental impacts. It is identified that the expansion of median bus lanes and the conversion of conventional buses into compressed natural gas vehicles could improve the sustainability of the public transportation services in the Seoul metropolitan area. Some limitations and future research agenda also are presented.  相似文献

Due to the shortage of cargo aircraft, Chinese express companies have to provide transportation services with a hybrid method that consists of “rented bellies and self-owned cargo aircraft”. Because the bellies are rented from air passenger companies and because the cargo aircraft are owned by the express companies, it is important for the express companies to use their cargo aircraft as effectively as possible. This paper constructs a bi-level model to optimize the flight transportation network of an express company. The upper model designs the network and allocates the transportation capacity with the objective of minimizing the total transportation cost, and the lower model calculates the link flows in user equilibrium. Data from ShunFeng (SF) Express Company (China) are used to conduct the case study. Using the model outputs, the flows on links and at nodes are analyzed to illustrate the transportation and transshipment situations.  相似文献

This paper is concerned with the problem of how to place hazardous material cars in the train assembly process so that the overall derailment risk can be minimized. The approach considers both the probability of railway cars derailing en route by position as well as the risk associated with additional operations in the rail yard using recent US FRA data. The merits of this car placement model are illustrated through a case study of a railway corridor that connects Los Angeles (CA) to Chicago (IL). The case study demonstrates that the proposed risk minimization strategy could be implemented with minimal rail yard operation cost.  相似文献

Methods for the road network design problem, typically, are based on optimization of the network efficiency measures (e.g. network-wide travel time) under a predefined budget. In these approaches, equity issues are not taken into account and, consequently, most of the road improvements are planned next to large cities. Thus, disparities between large and small cities increase, which does not conform to sustainable development objectives. In this paper, to overcome concerns associated with traditional methods, equity is incorporated into the interurban road network design problem. To this end, accessibility concepts are employed. However, unlike previous studies, instead of maximizing the total accessibility, a new definition is proposed for inaccessibility, and total inaccessibility is minimized throughout the network. Using this new definition not only is more compatible with the equity issue, but also helps to eliminate the nonlinearity of the problem. Average travel time to neighboring opportunities is utilized to propose this definition for inaccessibility, which captures the reality more effectively. With the aim of this definition, equity is incorporated into the road network design problem implicitly. This is another improvement over previous methods, where a new term in the objective function or a new constraint is added to include the equity. The proposed model is formulated as a mixed integer linear programming (MILP) problem, where the objective is to minimize the aggregate inaccessibility over all the population centers in the network. To illustrate the application of the model, the Northwest region of the United States is used as the case study. The respective exact solution of the example is found using a commercial solver (CPLEX). This new solution is also compared with the solutions from the traditional methods.  相似文献

Housing affordability is traditionally measured using the percentage of household income spent on housing. An important cost that is usually overlooked in measuring location affordability is the transportation or accessibility costs. In this paper, we present a modeling approach, driven by urban open data, to measure location affordability that incorporates both housing and transportation costs. We apply the developed model to assess housing affordability in Melbourne, Australia as a case study. Results suggest that neighbourhoods that appear to be affordable when only housing cost is considered are not necessarily affordable when transportation costs are taken into account. A negative correlation between housing affordability and transportation affordability is observed. We also identify the presence of a strong spatial clustering pattern in the affordability measure across the study area. A major methodological contribution of the paper is the inclusion of comprehensive private vehicle costs and public transportation expenses in the model that contributes to a more robust estimation and understanding of location affordability. The model also distinguishes between different trip purposes. Results suggest that plans and policies to improve housing affordability should be made in coordination with transportation infrastructure investment plans to ensure effective and equitable outcomes. Nevertheless, the focus of the paper is more on the measurement of affordability; rather than reviewing and recommending housing related policies.  相似文献

This study presents a mathematical model that designs a reliable multi-modal transportation network for a biofuel supply chain system, where intermodal hubs are subject to site-dependent probabilistic disruptions. The disruption probabilities of intermodal hubs are estimated by using a probabilistic model which is developed using real world data. We developed an accelerated Benders decomposition algorithm to solve this challenging NP-hard problem. Numerical analysis show that the model selects to use intermodal hubs located in areas with low disruption probabilities. In case of a disaster, the reliable solution results in 6.21% savings over the minimum cost solution.  相似文献

Transportation network design is a method for analyzing the interactive benefits of transportation projects applied to a network. In this paper, a network design model is developed for long haul freight movements which are represented by relationships between shippers and carriers. Additionally, an explicit capacity constraint is used to divert traffic volume from congested links. A case study based on the California transportation network is implemented to examine the effectiveness of this model when applied to a large network. A geographic information system is used to facilitate data management and analysis of the results.  相似文献

We design routes for transportation of hazardous materials (HAZMAT) in urban areas, with multiple origin-destination pairs. First, we introduce the maxisum HAZMAT routing problem, which maximizes the sum of the population-weighted distances from vulnerable centers to their closest point on the routes. Secondly, the maximin-maxisum HAZMAT routing problem trades-off maxisum versus the population-weighted distance from the route to its closest center. We propose efficient IP formulations for both NP-Hard problems, as well as a polynomial heuristic that reaches gaps below 0.54% in a few seconds on the real case in the city of Santiago, Chile.  相似文献

Understanding the travel behaviors and activity patterns of vulnerable people is important for addressing social equity in urban and transportation planning. With the increasing availability of large-scale individual tracking data, new opportunities have emerged for studying people's travel behaviors and activity patterns. However, the data has not been fully exploited to examine the travel characteristics of vulnerable people and their implications for understanding transport-related disadvantage. This study proposes a methodological framework based on the concept of activity space that enables a comprehensive examination of vulnerable people's spatiotemporal travel characteristics and an investigation of the geographies of transport disadvantage. Using the proposed framework, a case study that investigates the bus activities of the vulnerable population using four-month smart card data is carried out in the city of Wuhu, China. The case study suggests that vulnerable people possess distinct travel behaviors that differ considerably from the mainstream population and that the implications of transport disadvantage, as revealed by the participation in bus activities, vary across different demographic groups and across different spatial contexts. Some of the empirical insights obtained from this study also differ from conclusions drawn from previous studies and will enrich our understandings of vulnerable people's activities. Overall, the paper makes two major contributions. Methodologically, the proposed framework can overcome some of the deficiencies of activity space-based approaches for understanding transport disadvantage and contribute broadly to the studies of travel behaviors and activities patterns using individual-level tracking data. Empirically, the study identifies varying spatial and temporal implications of transport disadvantage associated with different vulnerable groups, which could further shed light on public transit planning and service design.  相似文献

The development of customer-based brand equity plays a critical role in tourism. This paper attempts to study which variables contribute to brand equity creation and to examine whether brand loyalty can be considered as a consequence of brand equity in the hotel context. In addition, it seeks to provide more detailed insights into possible asymmetric effects among customer-based brand equity and its drivers and consequences. Four constructs are found to influence significantly brand equity: two perceptual (image and perceived quality) and two relational variables (trust and affective commitment). Additionally, both behavioural and attitudinal components of loyalty are confirmed as brand equity outcomes. The impact-asymmetry analysis reveals that perceived quality does not play a significant role in explaining brand equity, while awareness and trust emerge to have a significant negatively asymmetric impact. The paper is novel as the proposed model includes two new variables that are deemed critical to hospitality research, that is, trust and affective commitment. The relationship structure of the model is new to the literature as loyalty is conceptualized as a consequence of brand equity, thus confirming theoretical assumptions with limited empirical evidence. Finally, it is the first study that examines asymmetric impacts of customer-based brand equity drivers.  相似文献

This paper proposes a deterministic mixed integer linear programming (MILP) model for downstream petroleum supply chain (PSC) network to determine the optimal distribution center (DC) locations, capacities, transportation modes, and transfer volumes. The model minimizes multi-echelon multi-product cost along the refineries, distribution centers, transportation modes and demand nodes. The relationship between strategic planning and multimodal transportation is further elucidated. A case study was considered with real data from the U.S. petroleum industry and transportation networks within Geographic Information System (GIS). A scenario analysis is also conducted to demonstrate the impact of key parameters on PSC decisions and total cost.  相似文献

This paper examines the system and manuals for transportation project evaluation, which are recently introduced for all transportation modes, road, railway, airport and seaport projects in Japan. The manuals aim to evaluate the social significance of projects from the viewpoint of efficiency and equity, by applying a sort of multi-criterion analysis, although adopting the cost benefit analysis as a basic method to evaluate social efficiency. Result of the review shows that there are several inconsistent points among the key components of the evaluation procedures, such as demand forecasting, value of time, environmental aspects, and regional development effects, among others. The existence of these inconsistencies reveals the difficulty of developing a common evaluation framework for multi-modal applications.  相似文献

While equity has been an important consideration for transportation planning agencies in the U.S. following the passage of Civil Rights Act of 1964 (Title VI specifically) and the subsequent Department of Transportation directives, there is little guidance on how to assess the distribution of benefits generated by transport investment programs. As a result, the distribution of these benefits has received relatively little attention in transportation planning, compared to transport-related burdens. Drawing on philosophies of social justice, we present an equity assessment of the distribution of accessibility in order to define the rate of “access poverty” among the population. We then apply this analysis to regional transportation plan scenarios from the San Francisco Bay Area, focusing on measures of differences between public transit and automobile access. The analysis shows that virtually all neighborhoods suffer from substantial gaps between car and public transport-based accessibility, but that the two proposed transportation investment programs reduce access poverty compared to the “no project” scenario. We also investigate how access and access poverty rates vary by demographic groups and map low-income communities within access impoverished areas, which could be the subject of further focused investments.  相似文献

Models focusing on interactions between land-use and transportation mostly assume an exogenous provision of transportation infrastructures. We investigate here co-evolutionary processes between land-use and transportation, at the scale of Mega-City Regions, by introducing a toy model of corresponding processes. In particular, our model is specifically tailored to include governance processes ruling the growth of transportation infrastructure. We show through stylised numerical simulations the potentialities of our model to reproduce a variety of dynamics when co-evolution is taken into account. We then apply the model to a case study, by calibrating it for the Pearl River Delta Mega-city Region (China, 1990–2010). To go beyond this first modelling step, we elaborate on the challenges to overcome to go further towards more complex models integrating co-evolution between transportation networks and territories in urban systems.  相似文献

This study is to analyze passengers' choice of the mode of transportation when air transportation is in competition with high speed rail (HSR). The Seoul-Jeju route analyzed as an empirical case study, in which the construction of an undersea tunnel to connect Seoul and Jeju city by HSR has been considered. The study also included two new variables, ‘safety of transportation’ and ‘availability of duty free shopping’ in addition to traditional transport choice variables such as travel time, travel costs and frequency of service to reflect special characteristics of the market. As data gathering tools, SP techniques and mixed logit model, for analytical methodology, were utilized. The authors found that the goodness of fit of the models was improved with new variables. The models also showed that the characteristics of business passengers and leisure passengers in choosing the mode of transportation were different. Business passengers were apt to choose a safety secured mode of transportation regardless of fare while leisure passengers preferred to use duty free shops more than business passengers.  相似文献

This academic case study investigated the potential implementation of a road-user charging cordon in the Lake District National Park, examining the response of three distinct stakeholder groups: visitor, resident and business operator, to the imposition of road-user charges. Monetary preferences were elicited from all three stakeholders grouping’s using a mail-back questionnaire incorporating a contingent valuation method scenario. In conclusion, road-user charging was deemed an impracticable transport demand management strategy for the Lake District National Park due to the potential equity costs exceeding road network efficiency gains.  相似文献

This study aimed to explore the impacts of COVID-19 on car and bus usage and their relationships with land use and land price. Large-scale trip data of car and bus usage in Daejeon, South Korea, were tested. We made a trip-chain-level data set to analyze travel behavior based on activity-based travel volumes. Hexagonal cells were used to capture geographical explanatory variables, and a mixed-effect regression model was adopted to determine the impacts of COVID-19. The modeling outcomes demonstrated behavioral differences associated with using cars and buses amid the pandemic. People responded to the pandemic by reducing their trips more intensively during the daytime and weekends. Moreover, they avoided crowded or shared spaces by reducing bus trips and trips toward commercial areas. In terms of social equity, trips of people living in wealthier areas decreased more than those of people living in lower-priced areas, especially trips by buses. The findings contribute to the previous literature by adding a fundamental reference for the different impacts of pandemics on two universal transportation modes.  相似文献
