Residents of informal settlements worldwide face challenges defending their land tenure. In contexts with overlapping systems of governance these challenges are even more complex and claims to land tenure more precarious. How do heterogeneous systems of governance, a characteristic of some global South megacities, affect evictions? This article presents an in-depth case study of the informal Otodo Gbame waterfront settlement's struggle to defend its customary land tenure through multiple authorities in Lagos, Nigeria. The analysis reveals how a heterogeneous system of governance disempowers citizens by obscuring the locus of power and creating confusion when communities make claims on the state. Communities find themselves claiming rights to the city that receive varying degrees of recognition from the many authorities within the heterogeneous system. In Lagos, the state weaponizes this heterogeneous system in pursuit of modern development and urban growth.  相似文献

Ethiopia's urban expansion and development strategy has been based on the acquisition of land by government from adjacent peri‐urban areas. The land in the peri‐urban areas is predominantly agricultural in nature, and it has been held by local farmers or landholders. This article aims to examine the nature of urban expansion and development from the perspective of the land rights of the local peri‐urban landholders. To achieve this purpose, it has employed a case‐study approach. As urban territory extends into adjacent peri‐urban areas, the land rights of local landholders are expected to be automatically cancelled and transferred to people who can pay for a lease. This shows that very little attention is paid to the land rights of local landholders in peri‐urban areas in the process of urban expansion and development. Therefore, it is not difficult to imagine that local landholders in those areas have a prevailing sense of insecurity about their land.  相似文献

Recent decades have seen a rising interest in the peripheral nature of urbanization processes. While research has put the spotlight on large-scale, transnational and financialized real estate actors, less attention has been paid to informal land developers. Addressing that knowledge gap, this article underscores the key role of land developers in informal urbanization through a case study of Belo Horizonte, Brazil. A mixed-methods approach provides new evidence of the widespread, variegated and spatially uneven development of irregular and clandestine subdivisions over the last two decades, revealing a heterogeneous landscape of informal developers. The study shows that informal development has been shifting from the typical popular and peripheral subdivision, which provided precarious yet affordable housing for working-class families, to new forms of speculative investment for the middle and upper classes, such as country homes and gated communities in peri-urban and rural areas. I argue that this shift is explained by both national and local changing regulatory frameworks and processes of economic restructuring, urban neoliberalism and housing financialization in the periphery. In light of this, I propose the notion of ‘property-led informality’ to refer to a regime of informal urbanization increasingly dominated by commodified, rentiership and speculative land dynamics in the sprawling metropolises of the global South.  相似文献

Delving into the nexus between the state and informality, this paper discusses the informality of the legal and judicial systems. Produced by structurally powerful actors, this kind of informality is not so much legitimized by the law, but concealed within the very process of legitimization. To capture how legal engineering welds formalized laws with informal translations, I look at judicial outcomes that, while formally legal, are socially delegitimized and perceived as legal corruption. After analysing the contested judicial outcomes of Warsaw's ‘reprivatization’ process (property restitution), I define the mechanism of legal corruption as rules‐lawyering, by which I mean an attempt to gain legal advantage by obsessively sticking to the written laws, while deliberately desecrating its spirit. I describe three of its mechanisms: appropriation, redefinition and fraud laundering. Finally, in my preliminary vivisection of the recent and ongoing process of delegalizing the legal corruption that has been part of the reprivatization process, all the allied concepts of this forum come together to demonstrate the essential inseparability of informality and state.  相似文献

This article proposes a cyborg reading of the process of informal settlement by internal and postcolonial immigrants in Lisbon's periphery from the 1970s to the present. Cyborg does not stand for a neo‐organicist or cybernetic understanding of the informal city but rather for the conjunction of the multiple enactments of city life under conditions of urban informality—in this case the fourfold combination of history/migration; architecture/low‐fi technologies; inhabitation/body/memory; and governmentality/urban capital. The 40‐year event of settlement and inhabitation is presented through an ethnographic micro‐history of one neighbourhood in particular, with a strong focus on slum dwellers' life stories, on the details of the artefact‐machines they have built, their informal dwellings, and on their social and mental experience of place. Responding to recent calls for multidisciplinary ethnographies of informality, the article brings the specificity of Lisbon's informal settlements—their growth based in postcolonial rather than rural migrations—into current debates on informal urbanisms and geographies of sociotechnical urban assemblages.  相似文献

Informal trading in the global South, particularly in Latin America, is the subject of revanchist urban policy and yet few studies have examined the longer‐term impacts of such intolerant policies on traders. This article explores the evolution and impacts of revanchist policies directed at informal traders in the Andean city of Cusco. It makes two key contributions. First, it documents a shift from early revanchist policies to a post‐revanchist era where policies have become more tolerant of informal traders. However, contemporary policies fall short of a supportive environment for informal trading, hence the authors recommend changes that will ensure informal traders can access the city's streets and become an accepted part of the urban fabric. Second, given the lack of theoretical attention given to the impacts of revanchism, a battlegrounds framework is developed, consisting of spatial, political, economic and socio‐cultural battlegrounds. This framework provides a comprehensive insight into the complex set of interactions that exist between informal traders and the state. It is hoped that the framework will provide a tool for further research into the highly damaging impacts of revanchism across the globe.  相似文献

A comprehensive zoning plan has been under way for more than a decade for an urban informal settlement in Bobo-Dioulasso, Burkina Faso. In this article I explore the narratives and strategies of its residents in response to the impending restructuring, suggesting that the continual postponements of the zoning plan's implementation may be understood as constituting an elusive form of urban governance that relegates strategies of both resistance and accommodation to formal governance to the sphere of micro-politics at the level of the neighbourhood. Urban governance is thus approached here neither as a set of formal policies nor through the day-to-day workings of the state bureaucracy, but as a much less tangible form of urban governance that is best studied through its perceivable effects instead of its stated intentions or institutionalized techniques. In the relative absence of the state in the everyday lives of urban residents, the main effects of the workings of the state bureaucracy in this context seem to be to discourage citizen involvement and to slow official procedures to a halt. I argue that the force with which impending evictions and yet-to-be-implemented urban zoning shape residents’ outlook and opportunities for negotiation and mobilization constitutes a form of governance through inaction.  相似文献

Studies of marketplaces in the global North have often conceptualized markets as important public spaces of social encounter and conviviality where visitors, regardless of race, age, class or gender, feel they have an equal right to be. Yet comparatively little has been written about how inclusive European marketplaces are for the traders who (want to) work there. In this article we argue that the common conception of marketplaces as accessible to everyone, and as vehicles of socioeconomic mobility, is oversimplistic and romanticized. We draw on empirical data from marketplaces in four European countries to focus on the more or less informal ways in which markets are regulated by managers and traders themselves, and on the exclusionary and inclusionary effects of this process that may ultimately determine traders’ access to and success in these markets. This article not only challenges dominant conceptions of marketplaces as accessible and inclusive, but also addresses prevalent stereotypes about economic practices in the global North and assumptions about the ways in which these differ from practices in the global South.  相似文献

A growing body of research on informal settlements considers the experiences of children, but seldom outlines the daily parenting experiences of adult men and women. At the same time, policy on housing in South Africa points to the ways in which the ‘eradication’ of informal housing will help provide children with better futures. This article explores the social relation of parenting within an informal settlement in Durban, South Africa, bearing in mind the broader difficulties of parenting in poverty, and points to ways in which the material qualities of informal settlements contribute to feelings of anxiety in parents. It questions how these experiences might differ from or be similar to those of parents who live in generic contexts of poverty (but not necessarily informality). It concludes ultimately that living in an informal settlement does actually contribute to particular parental anxieties, but that there is no guarantee that informal housing eradication will remove these concerns.  相似文献

Informal settlement growth in various countries has led to distinctive actions that enhance low-income populations’ accessibility to adequate, safe and affordable housing and basic services. This trend indicates the need for comparative studies between countries and cities to understand the factors that lead to policy learning opportunities. We conducted an experimental comparison between Accra, Ghana, and Buenos Aires, Argentina, to understand, first, how policies on informal settlements have been formed, and secondly, what inquiries should be made to address housing informality in the global South. A comparison shows that these cities/countries have shared moments of neoliberalization and that their poor residents have experienced similar struggles regarding housing availability and the pursuit of extensive governmental interventions. Therefore, their experiences are worth examining. Our comparison indicates that first, Buenos Aires/Argentina has adopted more inclusive policies regarding informal dwellers than Accra/Ghana, and secondly, that diversifying housing solutions are an inevitable dynamic in cities/countries experiencing a surge in housing pressure across classes, races and geographies. In this article we articulate how the governments of these countries have dealt with these challenges and conceptualize the coproduction needs of housing informality in developing countries. We encourage policymakers facing informality in the South to respond to the questions we raise about facilitating policy learning.  相似文献

Informal enterprises are widely viewed as a mechanism to engage unemployed people in the economy and thereby alleviate poverty in developing economies. However, over-representation in an economy may lead to both economic growth and broader employment opportunities being sacrificed. This paper presents a process model to investigate three potential drivers for firms to formalize: the first from a desire to grow and develop the firm through innovation, the second from the wish to access government financial support and the third stimulated by the payment of unofficial payments or bribes. We use data from surveys of Vietnamese firms in 2005, 2007, 2009 and 2011 to investigate these drivers of formalization. Although we find support for all three of these drivers, the results differ in significance across years and firm types. We explain these differences using attention theory to show how different situations and events can make the formalization decision more likely over time.  相似文献

This article examines Cameroon's modern land policy. Initially, it traces the policy's roots to the colonial era. As the only African country that came under the control of three European colonial powers, viz. Germany, Britain and France, Cameroon provides a unique opportunity to understand colonialism's influence on Africa's persistent land problem. This is because the problem is structurally embedded in the historical processes of colonial rule. The heart of the article focuses on the policy's provisions for land tenure formalization, especially the land titling process. Of interest are the implications of this process for questions of equity, fairness and justice as they relate to access to land in the country. It suggests that, contrary to what proponents claim, land tenure formalization is not a panacea enabling capital accumulation for all. The article marshals evidence to show that the land tenure formalization requirements in Cameroon have effectively served to aggravate socioeconomic inequalities in the country. This is especially because the requirements favour societal elites, including bureaucrats, politicians and entrepreneurs. The article concludes that, by making government‐issued land titles the unique testament to landownership, the country's indigenous authorities have aggravated the problem of inequitable, unfair and unjust access to land that they inherited from their colonial predecessors.  相似文献

Mexico City is a well‐known case of urban expansion. Most of the growth has been in its peripheries, occurring during two phases of housing privatization: a predominantly self‐built urbanization by residents establishing irregular settlements (starting in the 1930s); and a relatively recent surge of mass‐produced small‐scale single‐family housing built by state‐sponsored development companies (underway since the year 2000). Informality, we argue, should not be understood as a mode of housing production setting in opposition self‐build practices against industry‐led and/or state‐sponsored processes, but rather as a dialectical urbanization logic shaped by the entanglements of in/formal processes in governance practices, land privatization and regularization, and urban infrastructure and services deficits. We are particularly interested in a dominant narrative whereby the embeddedness of informality is constantly underplayed and irregular settlements are cast as a residual category, a problem to tolerate or in need of intervention, or the inevitable combination of demographic growth and housing shortage, rather than the direct outcome of urban policies and development processes. Conversely, recent housing policy in Mexico is officially narrated as an economic stimulus, a means to control and order (irregular) urban expansion, and an impulse to democratize homeownership. Our discussion of the entanglements of informality in Mexico City is based on an extended literature review of academic articles and official reports (predominantly in English), supplemented by a series of street and neighborhood explorations (in the summers of 2012 and 2013) across the metropolis.  相似文献

Despite a wealth of expertise involving leading institutions over at least 15 years, a base of the pyramid (BoP) model resulting in scalability has yet to emerge. We posit that institutional gaps between BoP goals of developing human and social capital on one hand and a short‐term profit focus of business on the other contribute to the lack of scalability. We address this gap by proposing a social intermediary to link the BoP with firms involved in the BoP. The social intermediary will coordinate and interpret the informal market requirements of the BoP to the firm in a “bottoms up” approach. We illustrate the bottoms up approach through a case involving Deutsche Gesellschaft fur Internationale Zusammenarbeit, a German government agency, with the garment manufacturing industry in Pakistan. The case study involves implementation of labor standards and productivity in the Pakistan garment industry, resulting in improved productivity and labor standards enabling garment manufacturers to access global supply chains.  相似文献

独立性是审计的\"灵魂\",如何提高审计机关独立性对提升审计质量具有重要的意义。以省以下地方审计机关人财物统一管理改革试点作为准自然实验,选取2013—2017年我国地级市审计机关为研究样本,基于双重差分模型实证检验审计机关独立性对地方审计机关审计质量的影响。实证结果显示,改革显著提升了地方审计机关审计质量。进一步研究发现,在法制化水平低、财政压力小以及东部地区,省以下地方审计机关人财物统一管理对于审计质量的提升作用更显著。在经过一系列稳健性检验后结果保持不变。研究结论对继续深化我国审计管理体制改革具有重要的启示意义。  相似文献
