The present study investigates the contextual factors that impact the extent of budget use and performance based on contingency theory. For this purpose, we carried out a questionnaire survey of Turkish firms. In order to analyse the data, confirmatory factor analysis and covariance‐based structural equation modelling were used. We find that the extent of budget use and performance are affected significantly by contextual factors. Size, structure, perceived environmental uncertainty (PEU) and information technology (IT) determine the extent of budget use. The study also finds that performance is significantly affected by the extent of budget use and other contingent factors (i.e., structure, PEU, functionality of IT). Furthermore, there is a mediating role of budget use between contextual factors and performance.  相似文献

This paper investigates four potential reasons for budgeting in organizations (operational planning, performance evaluation, communication of goals, and strategy formation), their antecedents (e.g., organizational strategy and structure), and several budgeting characteristics (e.g., target difficulty and budget emphasis) that potentially influence these reasons-to-budget's performance. While the idea of multiple uses of budgets in organizations is not new, the rationale for this study is that prior research has tended to look at the same (one) reason for budgeting (primarily performance evaluation), or at only one reason in isolation. Based on survey data from 57 managers responsible for preparing the budget for their organizational unit, our analyses suggest that while the four reasons-to-budget exhibit overlap, they are also substantively unique in their own use. Moreover, we demonstrate that the reasons-to-budget arise in different circumstances and that each reason-to-budget's performance is associated with different budgeting characteristics. We also demonstrate a link between the performance of the individual reasons-to-budget and overall budget satisfaction and organizational unit performance.  相似文献

本文对我国企业集团财务控制的现状进行了全面调查。首先,对企业集团主要财务控制方式的使用频率进行统计。其次,本文发现在母子公司之间的信任度中,对报酬激励的信任度最高,而对投融资管理的信任度最低。另外,预算管理虽然已被企业集团广为接受,但对预算控制的满意度较低。从效率评价看,子公司预算目标设定难度、子公司的投资权、对外担保权与控制系统的效率负相关,也就是说过高的预算目标反而降低子公司的努力程度,同时控制系统越好的企业集团越是将投资权、对外担保权集中在母公司。另外,财务控制系统效率越高的企业集团对内审的满意度、投资中心的满意度等越低。  相似文献

This paper explores the relationship between budgeting and perceived power in city government organizations. Data are reported from a survey of perceived budget influence in six city governments in Texas. The findings suggest that perceived influence varies by stage of budget cycle, city size, level of hierarchy, department function, and vertical vs horizontal direction of influence. For example, during budget formulation city managers were perceived as having the most vertical power. During budget implemetation, there was a perceived increase in department head vertical power and a decrease in city council power. Perceptions of horizontal power suggested that budget departments generally had greater perceived influence than operating departments for budget formulation, but not for budget implementation. The findings are used to develop a strategic contingencies model of budget-related power, and to suggest some research steps for testing the proposed model.  相似文献

为评估我国预算会计改革的可行性并拓展相关研究领域,我们对我国预算会计信息的编报者和使用者进行了问卷调查。结果表明,我国现行收付实现制基础预算会计信息质量存在种种问题,这已成为预算会计改革的主要动机之一;权责发生制基础预算会计信息质量明显优于现行预算会计信息,因而在预算会计改革中引入权责发生制应是有益的选择;改革必然会面临诸多困难,势必产生改革成本。编报者和使用者对待改革的态度说明改革是可行的,因为改革的收益大于成本。改革的成本与收益会受到很多因素影响,所以相关决策者应注意改革方向、方式以及时机的选择。在上述研究结论的基础上,我们对我国预算会计改革的实施提出了初步的政策建议。  相似文献

Experimental research and survey studies have yielded conflicting findings about the conditions under which budget slack is likely to arise. This study begins to reconcile the contradictory evidence by examining the impact of two features of the organizational context in which budget decisions are made: reputation concerns and variance investigations. The results of a laboratory experiment show concern for maintaining a favourable reputation leads to lower budget slack as does the existence of a variance investigation policy. The findings extend the agency theory framework by incorporating both pecuniary and non-pecuniary features that influence behavior when budgets have consequences beyond the immediate period. The results also suggest reputation concerns and control system features may serve as cost-effective substitutes for exhaustive incentive contracting in practical settings.  相似文献

This study contributes to a neglected aspect of the capital budgeting process, namely, the proposal development stage, which is primarily concerned with project cash flow estimation. Given that the deployment of sophisticated selection techniques is severely undermined when directed to input data suffering from bias, it is surprising that minimal empirical research has sought to explore for antecedent factors associated with biasing of capital budgeting cash flow forecasts. This paper reports the findings of a survey concerned with determining factors associated with biasing of capital budget cash flow forecasts in hotels that are mediated by a management contract. Statistically significant support is provided for the view that higher levels of biasing of capital budget cash flow forecasts occur in the presence of: high emphasis attached to the payback investment appraisal method; deficient reserve funds for furniture, fittings, and equipment (FF&E); low operator accessibility to reserve funds for FF&E; shorter periods of time to management contract expiry; and high emphasis attached to non-financial factors in capital budgeting appraisal.  相似文献

This study explores the causes or antecedents of budget participation to understand more fully the role of participation in the workplace. The study focuses on the reasons why superiors encourage the budget participation of their subordinates and draws upon several theoretical perspectives including leadership theory, agency theory and organizational justice. To examine the issues, a survey was administered to managers and supervisors in several companies. Results of path analysis suggest that superiors encourage subordinate participation when the superior's leadership style is considerate. This implies that budget participation may mediate the relation between leadership style and work outcomes. Results also suggest that superiors encourage participation when budget goals are used in the performance evaluation of subordinates, in which case, the study argues, the superiors encourage participation because of concerns about organizational justice. This finding implies that budget participation may mediate the relation between the evaluative use of budget and those work outcomes that prior research has linked to organizational justice. The proposed relation between information asymmetry and budget participation is not supported.  相似文献

This paper provides one explanation why cash is still used for transactions despite a broad diffusion of noncash payment instruments. In particular, we argue that a distinctive feature of cash—a glance into one's pocket gives a signal of the remaining budget and past expenses—provides utility to some consumers. Using payment survey data, we show that consumers who need to keep control over their remaining liquidity and who have elevated costs of information processing conduct a larger percentage of payments using cash, withdraw less often, and hold larger cash balances than other consumers.  相似文献

The objective of harmonisation is to achieve a standard for a single set of government reports which are auditable, comparable between jurisdictions, and in which the outcome statements are directly comparable with the relevant budget statements. Managers’ work-related values (WRVs) have important implications for designing appropriate management accounting systems (MAS) in organisations. This paper examines the effect of the interaction between managers’ WRV for innovation and budget emphasis (an integral part of MAS) on their organisational commitment. The sample consisted of 109 managers from production, marketing and support departments within Australian manufacturing firms. Hypotheses were tested using both quantitative and qualitative data collected by a questionnaire survey and post-survey interviews. The results indicate that the adoption of low budget emphasis led to high organisational commitment when managers’ WRV for innovation was high, but not when managers’ WRV for innovation was low. The results also indicate that marketing managers held higher WRV for innovation than production managers. The post-survey interviews provide further insight into how a more customer- and competitor-focused subculture of marketing managers and a more technical- and efficiency-focused subculture of production managers may promote the difference in their WRV for innovation, and affect their attitudes towards budget emphasis. The findings of the study have implications for design of performance evaluation systems for managers in functionally differentiated organisations.  相似文献

Based on new public management, information processing theory and contingency theory, this study investigates the impact of the COVID-19 pandemic on budgeting in public hospitals, focusing on budget use. The research hypotheses were tested using a survey of 82 responses from hospital CFOs. The results show that the organisations that were most affected by the pandemic increased their use of budgets for planning, resource allocation and control, compared to those that were less affected. This study also highlights the moderating role of cost accounting information quality in the relationship between crises and budget use. We find that public hospitals that have been most affected by the pandemic and have simultaneously better cost accounting information have increased their use of budgets for planning, resource allocation and cost control more than those whose costing system does not provide superior cost data.  相似文献

Harmonisation between Generally Accepted Accounting Principles and Government Finance Statistics is the highest priority for Australian public-sector reporting. This paper addresses the question of the reporting entity in a harmonised GAAP-GFS framework and discusses whether the GFS General Government Sector meets the criteria for the general-purpose reporting entity. The objective of harmonisation is to achieve an Australian accounting standard for a single set of government reports which are auditable and comparable between jurisdictions, and in which the outcome statements are directly comparable with the relevant budget statements. Since there is widespread interest in General Government Sector information by users, the sector is the obvious candidate for the government general-purpose reporting entity.  相似文献

This paper considers the progress to date of those GP practices which have decided to become fundholding practices. We note that already, within the first year of operation, both GP fundholders and District Health Authorities have developed a number of budget ploys. As part of our work we report on the findings of a pilot survey of GP budget holders in the Kent Family Health Service. We conclude that if budget holding becomes the normal pattern of general practice, there will need to be a considerable development of the financial skills and managerial capabilities of the practices and it may be time for the new GP practice manager to come of age.  相似文献

降低收入决算和预算之间的偏离程度是现代预算制度的基本要求,长期以来,中国政府的收入预算偏离一直处于高位运行状态。本文研究了政府间财政收入分成对收入预算偏离的影响。理论上,财政收入分成的上升会对下级政府产生减小财政压力和加大财政扩张两种截然相反的影响,前者会减少政府的收入预算偏离,而后者则会扩大收入预算偏离。运用市县层面加总的预决算数据,实证分析较为稳健地支持了财政压力机制:财政收入分成降低1个百分点,收入预算偏离会增加0.3个百分点。进一步分析表明,收入分成对预算偏离的影响相比市县级,在省本级层面不显著,并且其对预算偏离的影响会随着经济发展水平的上升而降低。本文研究的现实意义是,政府间收入划分的改革方案要兼顾长期稳定性与财力支持性,这对于降低收入预算偏离、推进现代预算制度建设和国家治理现代化具有重要作用。  相似文献

This article reports the results of a survey of budgeting practices of American manufacturing firms. It is based on the responses (27.4% response rate) from a systematic, random sample of all manufacturing firms listed on the files of Compustat. The survey instrument covered six sections: preparation of the planning budget, cost control procedures, performance reporting and communication, budget related procedures for overall company planning and control, administration of the budgeting system, and time dimensions of the planning process. Fifty variables were surveyed. While respondents generally indicated that they use recommended budgeting techniques, there were instances where the responses indicated otherwise. There appears to be significant resistance to incorporating such matters as statistical techniques and to developing feedback channels to get information from line managers regarding their feelings about the role they play in the budgeting process. On the other hand, formalization of the budgeting process is common. It might be concluded that a significant lag time exists between development and implementation of such ideas as statistical control procedures and the tools of human relations.  相似文献

This paper uses Hofstede's cultural dimensions (Hofstede G.H , Culture's Consequences International Differences in Work Related Values, (Beverly Hills, CA: Sage 1980)) to examine whether differences in organizational culture between local and foreign manufacturing firms affect the usefulness of budgetary participation in a high power distance nation (Singapore). The results from interview and survey data analysis provide support for the hypothesis that power distance moderates the usefulness of participation in budget setting and performance evaluation at the organizational culture level in terms of decreased role ambiguity and enhanced superior/subordinate relationship.  相似文献

Addressing the dearth of studies on rolling budgets, we investigate how the importance of rolling budgets for various planning, control and evaluation reasons relate to a business unit's strategy and uncertainty, and report on the variation in these responses when partitioned into quarterly and monthly rolling budget types. We use a survey instrument with responses from 182 rolling budget firms in our investigation. Our findings reveal consistencies as well as deviations between our sub-samples (quarterly and monthly rolling budgets), and the total rolling budget sample. We report that the way rolling budgets relate to uncertainty and strategy in organisations are substantively different for monthly and quarterly rolling budget types, and vary across planning, control and evaluation budget reasons. Our findings show a greater sensitivity between monthly rolling budgets and uncertainty/strategy, and virtually nil relations between quarterly rolling budgets and uncertainty/strategy. We posit that monthly rolling budgets are used in a manner more traditionally associated to rolling budgets in prior studies, while quarterly rolling budgets might be used relatively more symbolically or in response to external pressures such as earnings forecast requirements, and are less sensitive to established organisational antecedents such as uncertainty/strategy.  相似文献
