This paper analyzes the role of nonfarm income of rural farm households in Honduras. It uses the national income and expenditure survey from 1993 to 1994. Income from nonfarm wage and self-employment represents 16–25% of farm household income and is especially important for middle and higher income strata. Nonfarm wage labor is geographically concentrated in small rural towns and in the industrial free zones located in the Northern region, while self-employment is particularly developed in the Southern region. Access to nonfarm wage employment is confined to educated individuals that belong to large households, while female members of wealthier households are mainly involved in self-employment. Food security is strongly enhanced through the engagement in nonfarm activities. Moreover, nonfarm income enables farmers to purchase external inputs for improving yields and labor productivity. Suitable policies to enhance nonfarm employment include education, training, and technical assistance to reduce labor intensity in agricultural production, as well as public investment and credit services to improve access to nonfarm activities.  相似文献

The present paper examines the historical evolution of China's rural taxation system from the pre-reform period to the late 1990s. We propose that because of information asymmetry between the upper-level and the lower-level governments, local governments had to be granted some informal tax autonomy to fulfill the upper-level policy mandates. This easily led to excessive local informal taxation on farmers. As market liberalization of the grain sector progressed, the low-cost tax instruments implemented through the traditional approach of implicit taxation gradually eroded. Local governments in agricultural regions had to resort to informal fees collected directly from individual rural households while the more industrialized regions shifted to non-agricultural taxes that are less costly in terms of tax collection. Hence, political tension between farmers and local governments in agriculture- based regions emerged and rural tax reform became necessary.  相似文献

This article retests the separability of China’s rural households in light of growing doubt about the sustainability of high economic growth in China.If a household’s production decisions are "separable "from the household’s consumption decisions,generally this suggests there is no surplus labor.Many scholars aver that China’s surplus rural labor has spurred rapid economic growth,but concerns have arisen as to whether China still has surplus labor available.We investigate this issue using rural household panel data from 1993 to 2009.The regression results confirm that households in rural China have progressed from being non-separable to separable.The estimation results for both the entire country and regions reject the separability hypothesis before 2004 but fail to reject the hypothesis after 2004(with the exception of the central region).These results suggest that China ’s surplus labor supply is dwindling,especially in the eastern and the western regions.The sustainability of China’s high economic growth is questionable in the absence of a large reservoir of surplus rural labor.  相似文献

Abstract: Evidence abounds in the rural livelihoods literature that rural households do not only receive a significant proportion of their incomes from non‐farm sources, but also it is a significant source of employment for rural folks. This paper examines the pattern and determinants of non‐farm income diversification in rural Ghana. Results show that off‐farm income constituted 43 percent of rural household income in 2005/6. Female‐headed households tend to have larger off‐farm income shares compared to male‐headed households. Non‐farm income shares followed the same gender pattern albeit less pronounced. Unlike in Latin America and Asia, in rural Ghana, non‐farm self‐employment income is more important than non‐farm wage‐employment income. Regression results show that the gender composition of households, age, education, and access to credit, electricity and markets are important determinants of multiple non‐farm activities and non‐farm income. The findings call for strategies that can help rural households maximize the benefits from income diversification.  相似文献

The migration of rural laborers into cities for employment has been one of the main driving forces of China's economic growth over the past three decades. Based on a dataset collected by the Ministry of Agriculture of China from 2003 to 2007, this paper examines the impact of health on the earnings of migrant workers engaging in physically‐intensive work requiring good health. Our findings indicate that a poor health status not only weakens the incentive of rural laborers to participate in the migrant labor force but also significantly reduces their earnings. A migrant worker in poor health only earns 67 percent of what a healthy worker makes. Among all the human capital characteristics and family economic factors, health status is the most influential on earnings for less educated workers. Labor productivity has a greater impact on earnings than the annual number of days that a person works. Ongoing health‐care reforms aimed at the improvement of the health‐care services available to rural laborers are urged to help reduce poverty in rural China.  相似文献

This study examines the impact of social capital on the poverty of rural households in eastern Bhutan, with a particular focus on households' participation in community groups, which can be a proxy for the structural aspect of social capital. Using a two‐stage probit least squares simultaneous equation model, the present study reveals that social capital positively contributes to poverty reduction in Bhutan. This study also finds that non‐farm income is important for poverty reduction in rural areas. Our results, however, indicate that poor households in remote areas are discouraged from participating in community groups.  相似文献

This paper presents an alternative view on causes of differentiationin rural Kenya, focusing on the role of livestock as liquidassets. We use cross-sectional household data in Central andWestern Kenya. We first examine the extent to which householdsare liquidity-constrained in relation with livestock holdings.It is suggested that many rural households are currently liquidity-constrainedand liquidity constraints are closely associated with cattleholdings. We also find that a differentiation process in whichthe households with high endowments and livestock can augmenttheir income by directing more inputs to high-return activities,while poor households who are more likely to be liquidity-constrainedcannot. Our results show that the difference in liquid assetsand associated credit constraints is one of the possible causesfor differentiation of households in rural Kenya.  相似文献

The present paper argues that China's existing population and employment statistics are misleading, and have failed to include many of the migrant and labor force flows between urban and rural areas. The paper reconciles the differences between official census data and other survey statistics and attempts to recalculate China's urban population and employment figures. Our analyses indicate that official statistics of 2012 underestimate China 's urban employment by approximately 47 million while overestimating rural employment by 31 million. The adjusted urbanization rate exceeded 55 percent in 2012, almost 3 percentage points higher than the official statistics. Nevertheless, there remains much potential for rural-to-urban migration. More specifically, if the current bottlenecks in household registration, social security and public welfare systems can be removed or relaxed, China's urbanization rate could rise by another l O percentage points or even more over the next decade.  相似文献

Many household choices in developing economies are correlated with choices of nearby households, because nearby locations have unobserved factors in common and households and their neighbors interact. However, models recognizing these spatial correlations are rarely used because few surveys give exact household locations. In the present paper, we use unusual data from rural Indonesia, where distances between households can be measured, to examine spatial effects in equations for non‐farm enterprises' share of household incomes and food's share of total household budgets. Our results indicate that ignoring spatial correlations in household choices might cause bias and inferential errors and could distort recommended policy interventions aiming to raise living standards in rural Asia.  相似文献

Using data for rural India, this paper analyzes households' labor supply decision‐making, taking into consideration non‐participation, endogenous intrahousehold bargaining and nutritional status. Analyses of unitary and collective models suggest that bargaining between household members forms the basis of households' decisions, and these decisions alter households' internal power balance. Analysis of households' internal bargaining process suggests that women's bargaining power increases when their wages are higher and they are better educated. The results indicate that it is crucial to account for the mechanics of decision‐making within households when studying the effects of changing labor market conditions or designing development policies to improve individual well‐being or to empower women.  相似文献

Since the recent economic crisis, the undervaluation of China's exchange rate has been a focus in the debate on the global policy mix. Using a non‐competitive input–output table, we establish a comparative‐static general equilibrium model to simulate the impact of real exchange rate changes on Sino–US trade and labor markets. The simulation shows that the impacts of a 10‐percent RMB revaluation on the trade surplus of China and the labor market of the USA are more modest than is generally perceived, and the negative impact on the output of the non‐processing industry in China is more significant than that on the processing industry. The Sino–US trade imbalance will continue to deteriorate, China's non‐processing trade surplus will decline and the processing trade will increase, with the combined effect being small. For the USA, labor‐intensive goods imported from China will shift to different Asian countries instead of transferring back to the US market. The simulation results indicate that the impacts of an RMB revaluation on both Chinese and US labor markets would be limited.  相似文献

This study investigates the impact of direct grain subsidy and off-farm labor supply on farmland leasing options in China, using multinomial logit and farm household-level data. Results show that the grain subsidy has a significant and positive effect on both leasing out and leasing in farmland in rural China. Rural households with an increased share of full-time off-farm workers are more likely to lease out farmland and less likely to lease it in. Older operators and households with less educational attainment are less likely to lease in farmland. Large farms are likely to both lease out and lease in farmland. Finally, the Land Shareholding Cooperative System (LSCS) plays an important role in China's farmland leasing market.  相似文献

The wealthy hand‐to‐mouth are households who are poor in liquid wealth (e.g. cash and checking accounts) and rich in illiquid wealth (e.g. housing and retirement accounts), while the poor hand‐to‐mouth are poor in both liquid and illiquid wealth. Data from the China Household Finance Survey reveal the following facts about the country’s wealthy hand‐to‐mouth. First, they represent the majority of the hand‐to‐mouth households in China. Second, they have different wealth portfolios and demographic features from the poor hand‐to‐mouth. Finally, they have larger consumption responses to income fluctuations than non‐hand‐to‐mouth households, after controlling for endogeneity, income, hand‐to‐mouth status and other household characteristics.  相似文献

This paper uses a nationally representative household pseudo‐panel dataset for Ghana, a rain‐fed agriculture economy, to investigate whether there is a positive relationship between rainfall‐driven agricultural income and household per capita expenditure. By using the Two Stage Least Squares Instrumental Variable (2SLS‐IV) estimator, it is found that a fall in rainfall‐driven agricultural income leads to a decrease in per capita expenditure. The results show that the gender and the locality of the household head matter in the response of per capita expenditures to rainfall‐driven agricultural income. Female‐headed and rural households are more vulnerable to rainfall‐driven agricultural income changes. The expenditure disaggregation indicates that female‐headed households significantly reduce per capita non‐food expenditure in times of rainfall‐induced agricultural income decrease whilst the response of male‐headed households focuses more on reducing per capita food and remittance expenditures.  相似文献

This paper addresses the impacts of liquidity constraints on household postharvest commodity selling behavior. Using data collected from China's maize farmers, we find that households with debt, in general, sell their maize much earlier than debt‐free households, thus potentially losing inter‐temporal arbitrage opportunities. Segmenting our sample into wealthy and poor households, we find that the relationship between a liquidity constraint and postharvest sales is apparent only among poor households. Using the occurrence of an illness in children or an elderly household member as an instrument for liquidity, we control for potential endogeneity associated with liquidity. We find that poor households in which there were children or elderly people with sicknesses in previous years are more likely to sell maize early than other poor households.  相似文献

This paper investigates whether or not affluence is associated with carbon emissions at the household level in the Philippines. While there is abundant literature on this issue, limited studies are available for developing countries. We estimate household carbon emissions by combining input–output analysis with household expenditure. The results suggest that household carbon emissions are increasing non‐monotonically with a non‐existent turning point as households accumulate more assets. This is further supported by quintile estimates showing huge disparity in emissions between poor and rich households. Although household carbon emissions in the Philippines are not alarming, evidence suggests that it is likely households will lead a carbon‐intensive lifestyle as they become more affluent.  相似文献

This paper analyses the implications of contract farming for gender inequalities in rural Mozambique. Contract farming is often considered one of the major tools of agribusiness development. It broadly includes those arrangements under which producers commit to providing cash crop to a buyer firm. This paper exploits a panel dataset (2002–2005) collected by the Mozambican Ministry of Agriculture among a nationally representative sample of rural households to explore contracts’ implications for gender equality both across and within households. We look at both the participation of female‐headed households in contracts and the impact of establishing a contract on a set of intra‐household women empowerment indicators. Concerning the first, our results confirm a (small though significant) effect of selection out of contracts of households where a woman is the household’s head. With regard to the second, we expect contrasting effects to be at work: on the one hand, increased income may relax budget constraints improving women’s living conditions, and on the other, we may expect a shift in favour of men of the control over the household’s assets. We find different results according to the indicator used; after controlling for selection bias, we find no effect on control over land but a negative effect on women’s access to extension services.  相似文献

The Chinese Government has increased its focus on expanding farm scale to promote agricultural development since 2010. A series of favorable polices has been adopted to support large‐scale farming. Using a multivariate probit model and 2015 and 2016 rural household survey data, the present paper examines the factors that influence small farmers' decision to become large‐scale farmers. The empirical regression results suggest that the decision to become a large‐scale farmer is significantly influenced by household human capital, cooperative membership, marketing channels, land‐transfer contracts and government policies. However, the influence of these factors differs with respect to becoming large‐scale grain and non‐grain farmers. These results imply that policy tools should target these factors and the appropriate group of small‐scale farmers. Generally, both central and local governments should promote large‐scale farming by enhancing rural households' human capital, improving marketing channels and providing agricultural social services, as well as encouraging returning migrant workers to engage in large‐scale farming.  相似文献

In this paper, we conduct an evaluation of the targeting method used by Health Education and Nutrition Program (PROGRESA) of Mexico to identify beneficiary households. We address two key questions: (a) How well does PROGRESA's targeting perform; and (b) How does the program perform in terms of its impact on poverty alleviation relative to other feasible methods and transfer schemes. The first question is accomplished by comparing PROGRESA's method to an alternative selection method based on household consumption, which is our preferred measure of welfare. We employ the concepts of undercoverage and leakage and find that PROGRESA selection method is more effective in identifying the extremely poor localities or households but less so when it comes to distinguishing among localities or households in the middle of the scale. To address the second question, we compare the potential impact of PROGRESA on poverty alleviation against uniform transfers that involve no targeting at all, targeting based on consumption, and geographic targeting (i.e., targeting at the locality level rather than at the household level). We find that PROGRESA's method of targeting households outperforms uniform coverage and targeting at the locality level in terms of reducing the poverty gap and severity of poverty indices, even after taking into account the economic costs of targeting. But, the closeness of PROGRESA's performance to what could be achieved by geographic targeting alone raises some serious questions about the costs and benefits associated with the practice of household targeting within poor localities.  相似文献
