Over the last decade Demand Responsive Transport (DRT) services have grown in popularity for several reasons including: the shortcomings of conventional regular bus and taxi services; shortcomings of special transport services; and new developments in community transport. Traditional dial-a-ride services have often been criticised because of their relatively high cost of provision, their lack of flexibility in route planning and their inability to manage high demand. The potential for overcoming these limitations may be realised through the introduction of telematics-based DRT and this has been widely demonstrated, for example, in recent research funded by the European Commission (e.g. the DGXIII-funded SAMPO and SAMPLUS projects). This paper provides an introduction to the concept of telematics-based DRT services and presents the results of the evaluation of a set of DRT technologies and operations at urban and rural sites across Europe. The paper offers discussion in terms of the key issues that influence the introduction of DRT services.  相似文献

Many local authorities and public transport operators throughout Europe are experimenting with or considering flexibly delivered public transport systems, mainly with a view to improving social inclusion in areas difficult to cover by conventional public transport. Many such initiatives have been in response to recent developments in transport telematics.The objective of this paper is to provide accessible and user friendly guidelines for the implementation or development of flexible services identifying key issues that need to be considered at a policy level. These follow an analysis of the provision of telematics-based flexible transport schemes showcasing examples of recent practical experience from the US and Europe.  相似文献

Demand Responsive Transport (DRT) systems are often discussed to expand public transport in rural areas, where conventional buses are often used below capacity. DRT systems can particularly improve the mobility situation for less mobile people or other people who depend on public transport and ultimately prevent them from social exclusion. This paper examines whether people who show characteristics that indicate a mobility deficit are more willing to access the DRT system EcoBus in a rural area of Germany. Using survey data from 156 respondents from households in the EcoBus service area and utilizing linear regression analysis, this study confirms that car availability harms the intended use of DRT and that physical impairment has a positive effect, as identified several times in the literature. Furthermore, the influence of age on the intended EcoBus use depends on the residence place's city size and hence on its offer of daily public services. While residents of a sub-centre of the region are significantly less willing to use the EcoBus with increasing age, there is an opposite tendency for small villages. Thus, in small inaccessible localities, the likelihood of using EcoBus increases with age, suggesting that DRT systems benefit the doubly constrained population, namely the elderly population in localities with few public services.  相似文献

This paper looks at walking and cycling policy implementation activities in British local authorities. It presents the main findings of a questionnaire survey of all British local transport authorities on this issue. In the absence of comparable local figures on modal share and modal trends for these two modes an index was developed from the survey for distinguishing between more and less active authorities. The paper also presents a comparison of the characteristics of the top (most active) and bottom (least active) 25% of authorities as determined through this new index. Conclusions are drawn on the most important factors influencing the implementation of policies for walking and cycling by British local authorities.  相似文献

This paper examines the student experience of transport, within the context of two hitherto distinct discourses. Firstly, the transport and social exclusion discourse, which highlights the role that low mobility plays in the experience of exclusion. Secondly, the widening participation discourse, which emphasises inequitable access to and achievement in higher education (HE) by non-traditional students as a component of social exclusion. The paper reports the results of a series of focus groups, undertaken with current HE students from a diverse range of backgrounds, many of whom may be considered to be non-traditional students. Results suggest that inadequate access to transport is a substantial barrier to access and achievement in HE, for these students. This highlights the influence of transport upon the successful implementation of social policy. Without consideration of transport and the physical accessibility of HE, the aim of increasing and widening participation in HE is unlikely to be realised.  相似文献

Over the past decade, researchers have refocused their attention upon the interconnection between locationally disadvantaged communities and poor transport services in order to better understand social exclusion. Limited access to private and public transport has often been identified as a major contributing factor to social isolation and economic poverty that certain groups in the community experience. To date, an insufficient amount of research attention has focused on the elderly or seniors, who are often identified as being subject to social exclusion because of difficulties associated with travelling outside their homes to access services and facilities especially for non-car drivers. Moreover, a disproportionate amount of research undertaken on transport related forms of social exclusion in Australia has understandably looked towards the outskirts of its major urban centres, where services and facilities are sparsely located and generally only accessible by car. This paper provides a different insight by analysing a middle distant municipality where large spatial concentrations of seniors are to be found, some of whom do not have ready access to a car or have difficulty accessing the public bus service. Using a variety of data sources for a municipality in Melbourne, this case study reveals that social exclusion of non-car driving seniors is reinforced by a regional public transport system that cannot adequately service the entire municipality. For now, the incidence of locational and transport related disadvantage is restricted to small pockets of the municipality, but as seniors age and surrender their car driving licences this problem could become more serious. The study concludes by calling for more analyses to be undertaken into transport engendered social exclusion if this problem is to be contained as the post-war baby-boomers generation ages across most of the middle suburbs of Australian cities.  相似文献

Despite the introduction of many instruments in the transport system, they failed to reach their target since gains in global environmental efficiency have not been enough to cope with the consequences of transport growth. The ultimate environmental challenge for transport policy makers is to improve the effectiveness of implementation of policy instruments. This paper explores the concept of multi-instrumentality as a systematic approach for transport policy integration and implementation. Based on extensive literature review, we assess a set of 14 transport policy instruments (weaknesses, strengths and barriers to implementation) and perform a pair-wise analysis of potential synergies in their integrated implementation. Growth in rail freight activity features strongly in contemporary transport policy at both the United Kingdom (UK) and European Union (EU) scale. Specifically, the British government set an 80% growth target between 2000 and 2010, with lower (but still substantial) growth estimates being identified in late-2005. This paper assesses the appropriateness of the forms of measurement adopted for rail freight activity and argues that achieving stated growth targets or estimates will not necessarily mean that policies encouraging modal shift from road to rail have succeeded. Additional or alternative means of monitoring the level of rail freight activity are discussed, since this is an issue of fundamental importance to policy implementation and evaluation.  相似文献

British Columbia’s carbon tax is an example of a relatively systemic climate pricing policy in the North American transport sector. This research uses Actor-Network Theory to retrace and reassemble the development of the tax from inception to implementation. From the fieldwork, six stages of the policy development process emerged, beginning with the surfacing of the concept of tax shifting in 1998 to the implementation of a carbon tax in 2008. This article explores how British Columbia’s experience aligns with lessons from the carbon taxation literature relating to a range of themes including education, leadership, timing, administration, taxation level, revenue allocation and communication.  相似文献

Using GIS to evaluate travel behaviour is an important technique to increase our understanding of the relationship between accessibility and transport demand. In this paper, the activity space concept was used to identify the nature of participation in activities (or lack of it) amongst a group of students using a 2 day travel-activity diary. Three different indicators such as the number of unique locations visited, average daily distance travelled, and average daily activity duration were used to measure the size of activity spaces. These indicators reflect levels of accessibility, personal mobility, and the extent of participation, respectively. Multiple regression analyses were used to assess the impacts of students socio-economic status and the spatial characteristics of home location. Although no differences were found in the levels of accessibility and the extent of participation measures, home location with respect to a demand responsive transport (DRT) service was found to be the most important determinant of their mobility patterns. Despite being able to travel longer distances, students who live outside of the DRT service area were found to be temporally excluded from some opportunities. Student activity spaces were also visualised within a GIS environment and a spatial analysis was conducted to underpin the evaluation of the performance of the DRT. This approach was also used to identify the activity spaces of individuals that are geographically excluded from the service. Evaluation of these results indicated that although the service currently covers areas of high demand, 90% of the activity spaces remained un-served by the DRT service. Using this data six new routes were designed to meet the coverage goal of public transport based on a measure of network impedance based on inverse activity density. Following assessment of public transport service coverage, the study was extended using a spatial multi criteria evaluation (SMCE) technique to assess the effect of service provision on patronage.  相似文献

In recent years significant developments in transport policy have taken place in the UK. Public transport is considered key to the policy objectives of achieving an integrated and sustainable transport system. Improvements to public transport operations alone will not necessarily persuade people to forego the use of their cars and make use of public transport modes. Intending travellers need to be informed of what is available. Substantial activity, promoted by Government, is now taking place in the UK concerning traveller information systems developments. However, such improvements and developments are taking place in a difficult environment. The UK has gone further than any other European country in transferring its public transport services into private management operating under market forces. This paper provides an outline of the current form of the public transport industry (with a focus on bus and rail services) looking at the complex responsibilities and relationships which this entails. It then addresses the main national initiatives for integrated traveller information provision before setting out the issues facing decision makers and service providers in the light of public needs and consumer understanding.  相似文献

A major question in Economic Geography relates to the scale and nature of transport infrastructure’s contribution to the broader economy. While Cost-Benefit Analysis (CBA) is the most widely used of the three potential approaches, the recent interest in the wider economic benefits of transport infrastructure has spawned a variety of macroeconomic models. However, the estimates of magnitudes and direction of economic impacts of infrastructure by various macroeconomic models are sharply different, and these models shed little light on causal mechanisms linking transport and the economy. This paper has two aims: first, to highlight the wider economic benefits of transport infrastructure from the observed role of railroads and waterways in economic development, and two by reviewing recent theoretical developments to identify the multiple causal mechanisms which link transport and economic growth such as : market expansion, gains from trade, technological shifts, processes of spatial agglomeration and processes of innovation and commercialization of new knowledge in urban clusters (made possible by transport improvements). Hence the need for developing general equilibrium analyses of transport-economy linkages.  相似文献

In 1978 Gunn published a seminal paper which explained why implementation of policy is so difficult. The paper set out 10 conditions, which should be satisfied if perfect implementation is to be achieved. Whilst it is clear that perfect implementation is not possible in the real world, and Gunn has subsequently been criticised for his ‘top-down’ approach to decision-making, these conditions do, nonetheless act as an effective framework through which to evaluate good practice in the implementation of urban transport policy instruments. Two urban transport policy instruments, which form an increasingly important element of the Government's strategy in the UK for reducing the demand for private transport as set out in a New Deal for Transport (DETR, 1998), are travel plans and road user charging. Travel plans are a relatively recent policy instrument in the UK and seek to reduce trips to work by car by providing, through individual employers, a targeted, integrated package of incentives and disincentives to influence commuters' choice of mode of travel to and from the workplace. Road user charging, whereby motorists are charged for the road space they use in urban areas, seeks to reduce the congestion problem via the price mechanism, and has a longer history in the UK. To date the implementation of travel plans in the UK has been more widespread than that of road user charging. It is fair to say, however, that the widespread implementation of both urban transport policy instruments is a complex and sensitive area for decision-makers.The aim of this paper is firstly, to analyse travel plans and road user charging in the UK with respect to the conditions for perfect implementation put forward by Gunn and secondly, to highlight the elements of good practice, pertinent to the implementation of road user charging, in the process of the implementation of travel plans. Overall, the paper uses Gunn's theoretical framework as a basis for recommendations for better decision-making that will aid the wider implementation of both travel plans and road user charging internationally.  相似文献

Being on the move is part of children's everyday life in cities. However, little is known about how young children experience transport systems or their aspirations for mobility in cities. In this paper, we explore pre-schoolers' experiences with the mobile world and show their affinity with different transport modes and hopes for their current transport system. We draw on a participatory research project that engaged children in class discussions, a tile-based city building exercise and neighbourhood walks. Findings suggest that although the voices of children aged 3–5 years are absent in mobility or transport debates, children are fascinated by mobility and transport related activities and services. Pre-schoolers from Dunedin, New Zealand, though recognising a predominantly motorised transport system, also showed creative or alternative modes making their way into their own transport systems. In this paper we argue that children should be introduced to and experience alternative modes of transport in the early years to allow for more imaginary transport geographies creating greater support for more sustainable, liveable urban environments for all ages.  相似文献

After collecting information on 166 high-speed rail (HSR) projects across the world, this paper examines some of the most relevant empirical issues related to the implementation of this transport technology in recent years. We firstly discuss the economic definition of HSR, trying to identify its different development and operating models. Then, we provide what could be considered as a range of actual cost values of building and maintaining a high-speed rail infrastructure. A similar analysis is carried out regarding the operating and maintenance costs of high-speed rail services. Some information on external costs is also provided. We finally deal with current demand and its projections, and try to draw some inferences about its future evolution.  相似文献

The Verkehrsverbund system of public transport organization offers a practical solution to the problem of providing integrated regional public transport service for the increasingly suburbanized metropolitan areas of Europe and North America. By carefully coordinating fares and services for all routes, all types of public transport, and all parts of the metropolitan region, Verkehrsverbund systems in Germany, Austria, and Switzerland have greatly improved the quality of the public transport alternative to the automobile. Five Verbund systems were chosen for detailed analysis: Hamburg, Munich, the Rhein-Ruhr region, Vienna and Zurich. This article documents the success of each Verbund in attracting more public transport riders and, in most cases, increasing or at least stabilizing public transport's share of modal split. It also analyzes the reasons for the success of the Verkehrsverbund, including service expansion, improvement in service quality, more attractive fares, and extensive marketing campaigns. The five case study systems offer lessons for other public transport systems facing similar challenges of dealing with increasing auto ownership and suburbanization. The article concludes with an analysis of the most challenging problem of all: public transport finance. As shown dramatically by the five case studies, the service improvements and fare structures needed for truly effective regional public transport require substantial government subsidy. Fiscal austerity at every government level is leading to subsidy cutbacks in most countries of Europe and North America. The five case study systems examined in this article provide lessons on how to deal most effectively with limited subsidy funds in order to minimize service deterioration, fare increases and ridership losses.  相似文献

Over the last decade, the demand for domestic and international flights in Korea has increased substantially. To meet the strong flight demands, several low cost carriers have begun to offer flight services. In addition, full service carriers have been motivated to establish their own subsidiary low cost carriers to maintain their market share against rival low cost carriers. This paper studies the management strategies of three kinds of airlines - full service carrier, its subsidiary low cost carrier and rival low cost carrier - based on game theory in the competitive air transport market. Each airline is assumed to act as a player and chooses strategies regarding airfare, flight frequency, and the number of operating aircrafts for specific routes while maximizing its own profits. Demand leakages between the airlines are considered in the flight demand function according to the selected strategies of all airlines. Through various game situations reflecting realistic features, this study provides managerial insights that can be applied in the competitive air transport market.  相似文献

While service quality is an important problem in bus transport services, few transport authorities have considered the solution of modifying their concession contracts. This paper proposes imitating market-oriented solutions from private franchise chains to increase the service quality offered by transport operators, solutions that include the threat of losing rents or quasi-rents to stop franchisee opportunism. The study bases its arguments on the complementarities between different control mechanisms and the similarities between franchise and concession contracts. Similarly, the paper proposes linking the renewal of concession contracts to the administrative reputation of operators (measured by customer feedback on service quality). Growing public transport patronage in the presence of a strong demand for car ownership and use remains a high agenda challenge for many developed and developing economies. While some countries are losing public transport modal share, other nations are gearing up for a loss, as the wealth profile makes the car a more affordable means of transport as well as conferring elements of status and imagery of “success”. Some countries however have begun successfully to reverse the decline in market share, primarily through infrastructure-based investment in bus systems, commonly referred to as bus rapid transit (BRT). BRT gives affordable public transport greater visibility and independence from other modes of transport, enabling it to deliver levels of service that compete sufficiently well with the car to attract and retain a market segmented clientele. BRT is growing in popularity throughout the world, notably in Asia, Europe and South America, in contrast to other forms of mass transit (such as light and heavy rail). This is in large measure due to its value for money, service capacity, affordability, relative flexibility, and network coverage. This paper takes stock of its performance and success as an attractive system supporting the ideals of sustainable transport.  相似文献
