This paper aims to apply game theory matching mechanisms to international climate change negotiations using numerical analysis in order to overcome the free-riding problem without a central authority. The analysis found that the mechanisms can increase the reduction by 2.5 times compared to the case without the mechanisms. It also demonstrates that coupling it with an emission trading scheme could reduce total abatement costs, and improve countries’ payoffs substantially. Matching mechanisms could be tabled in international climate change negotiations based on the conditional pledges which are currently proposed by the European Union and a few other countries.  相似文献

In his 1987 Developing Countries in the GATT System, Robert Hudec concluded that the identity of developing countries in the GATT system was primarily a matter of their demanding non‐reciprocal and preferential treatment, developed countries responding grudgingly to those demands and that this situation had been unfruitful either to support developing country reforms or to discipline developed country restrictions aimed at developing countries. Hudec was pessimistic about the relationship becoming more productive, but his expression of despair offered a glimmer of hope: ‘There are those who believe that the GATT has become so committed to the current policy that the only way to change it would be to start a new organization’. A new organisation was started, the World Trade Organization, but has the WTO achieved what Hudec hoped a new organisation might? At the 1987–95 Uruguay Round, developing country leaders acted as Hudec had hoped. They used international rules and bindings as leverage to support their own internally‐driven reforms; to overcome generations of accumulated protection, to lock in reforms against the backsliding that had undone previous reforms. Dealing with the Uruguay Round's ‘unbalanced outcome’ and the overlapping ‘implementation problem’ have shaped the Doha Round, but the negotiations have misconceived and mismanaged both issues. Rather than seeking to identify their real economics, the negotiations have gone back to the traditional idea of special and differential treatment. Perhaps the largest cost of this mismanagement is that in many developing countries the unilateral momentum for liberalisation has waned. To the extent that the Doha negotiations have drawn attention away from the domestic issues that were the basis of developing country liberalisation – and enhanced the status of negotiators relative to the leaders who fought at home for reform – they have contributed to that waning.  相似文献

Organizational scholars now acknowledge the relevance of emotions in virtually every aspect of organizational life, including negotiations and conflict resolution. Integrating negotiation phase model theory with social functional models of emotion, we test hypotheses about the development of emotions in negotiations and their effects on the degree of economic (in)equity of the counterpart’s subsequent offer during the actual negotiation process. By comparing stalemate dyads with efficient settlement dyads, the study identifies emotional dynamics that characterize successful as opposed to unsuccessful negotiations. Results show that observed differences are primarily the result of impasse dyads spiraling into a negative emotional climate rather than efficient settlement dyads having overall higher levels of positive emotions or increasing them throughout the negotiation process. As predicted by social functional models, the study further confirms that emotions are not only a reaction to the economic (un)fairness of a proposed offer, but their display also influences the payoff (in)equity of the counterpart’s subsequent offer. Whether a specific emotional expression increases or decreases the economic fairness of the counterpart’s subsequent offer, however, differs across negotiation phases and between dyads that reached an agreement or not. Furthermore, the results show distinct differences between emotions that address individual goal realization in negotiations and emotions that focus on the relational, interpersonal aspect of negotiations, both with regard to their development as well as their function. Taken together, the results shed light on the mechanisms leading to the emergence of conflict spirals.  相似文献

This study examines whether the extreme weather events (EWEs) incurred at the headquarters of firms have an impact on their climate mitigation policies. I show that, controlling for county fixed effects, the annual number of EWEs at the headquarter counties of the largest public firms in the US significantly improves the subsequent ratings of their climate mitigation policies, with recent EWEs having a more pronounced impact. I also find that the EWEs at the neighboring counties do not have a similar effect, and provide some evidence that the impact of EWEs on climate ratings is stronger for weakly governed firms, and that some EWEs positively affect the likelihood of utility firms’ expressing a concern for climate risk through their SEC filings. These results support the idea that personal weather experiences can influence managerial belief in anthropogenic climate change which in turn affects corporate climate mitigation policies.  相似文献

Negotiators are often advised to seek information about their counterparts’ power. However, we know little about how such information affects negotiators’ behaviours and outcomes. Study 1 considered dyadic negotiations in which negotiators have symmetric or asymmetric best alternatives to the negotiated agreement (BATNAs). It also examined the impacts of (a)symmetry and knowledge of a counterpart’s BATNA on agreement efficiency (indexed by joint gains), and how knowledge alters negotiators’ realised power (indexed by percentage of resource claimed) in BATNA-asymmetric negotiations. Studies 2 and 3 focussed on BATNA-asymmetric negotiations. Study 2 tested the mechanism by which knowledge affects efficiency. Study 3 considered the impacts of knowledge on equity concerns, perceived power and information exchange about preferences. The findings indicate the following: knowledge of BATNA asymmetries (rather than the existence of BATNA asymmetries) adversely affects agreement efficiency; this knowledge increases strong negotiators’ focus on value claiming, judgement errors about counterparts’ preferences, perceived power and realised power, but impedes their information-sharing behaviour about preferences. Their focus on value claiming mediates the relationship between knowledge and judgement errors, whereas judgement errors mediate the relationship between their focus on value claiming and agreement efficiency. Furthermore, knowledge of BATNA asymmetries leads to contrasting perceptions of fairness. Strong negotiators with knowledge believe that a fair agreement should reflect their power advantage; weak negotiators generally tend to judge fairness based on equality. Counterintuitively, knowing one’s own strengths can lead to ‘winning’ a meagre prize and neglecting the opportunity for value creation by trading-off on negotiated issues.  相似文献

The Graph Model for Conflict Resolution is applied to a potential climate negotiation between the United States of America (USA) and the People’s Republic of China (PRC) in order to gain strategic insights into how a successful agreement to reduce greenhouse gas emissions could be reached. In light of the failure of many nations to meet their expected Kyoto Protocol emission reduction targets and the lack of involvement of the world’s greatest emitters of airborne pollutants, the USA and PRC, there is a need to determine successful strategies for combating climate change. The issues surrounding the potential implementation of a bilateral agreement between the USA and PRC are systematically analyzed. Information gathered about the decision makers, options and preferences within the potential negotiations is utilized to create a valid conflict model which is used as a basis for carrying out strategic analyses. Moreover, a novel method is implemented within the Graph Model for Conflict Resolution to gain insights into the impact of attitudes on these negotiations. The strategic findings reflect reasonably well what actually occurred in November 2014 when the USA and PRC negotiated a bilateral deal.  相似文献

文章从渠道分销商心理感知角度出发,实证分析了渠道建设中分销商公平感知与分销商战略信息分享之间的关系。研究结果表明,分销商对渠道关系的公平感知会影响分销商对渠道关系的评价,低劣的评价总是与低水平的分享意愿相联系,而良好的关系评价则是分销商愿意分享战略信息的前提;环境不确定性并不会对分销商战略信息分享行为产生直接的负向作用;渠道关系中的依赖不对称性也会使分销商与制造商的主要关注点发生变化,从而使影响分销商战略信息分享的因素也处于变化之中。为更好地与分销商共享战略信息,制造商应谨慎使用渠道权力,避免渠道伙伴的反感,应表现出增加渠道整体利益的意愿和承诺,并在政策完善、流程对接等方面提高分销商的程序公平感知,在利益分配的结果方面改善分销商的分配公平感知,减少分销商对分享战略信息可能存在风险的担忧。而依赖性较高的制造商应重视产品研发与供应链的整合,提供更多的渠道整体利润,积极利用分销商的战略信息升级产品,为双方带来额外利益,保证渠道关系长久发展。  相似文献

This research examines the previously unstudied role of cultural attachment in international negotiations. Specifically focusing on the fearful attachment style, this article reveals the intricate interaction of cultural attachment, risk perception, and risk regulation on negotiators' ability to claim value in international negotiation. Supporting our theorizing based on cultural attachment and prospect theory, findings show that risk‐averse sellers with fearful attachment to their national culture perceive greater risk and in turn are more motivated to regulate risk through relationship‐building with their counterpart (Study 1). Moreover, these individuals achieve lower economic gains when they regulate relational risk by making fewer threats to walk away (Study 2). We discuss the implications and the importance of understanding one's attachment to own national culture as its interplay with role and risk mechanisms impacts effectiveness in international negotiations.  相似文献

This paper takes stock of trade policies in Southeast Asia after the Asian crisis and in the wake of the current global economic crisis. It compares trade policies in individual Southeast Asian countries; places them in the context of regional and global economic integration; and particularly draws implications for the region from the rise of China and India. The first section looks at recent trade and FDI patterns in Southeast Asia. Then follows an overview of key trade‐policy trends, in the region overall and in individual countries. The next sections examine ASEAN countries in international trade negotiations and agreements: first in the WTO, especially in the Doha Round; then within ASEAN; and finally on cross‐regional FTAs. The paper concludes that ASEAN countries cannot rely on external tracks ‘from above’ for meaningful trade policy reform. Since the Asian crisis there has been a slowdown of reform momentum, and too much reliance on trade negotiations – especially FTAs. Rather, countries in the region have to rely on themselves –‘from below’ as it were. The engine of liberalisation and regulatory reform has to be home‐driven – as it was before the Asian crisis – with governments taking unilateral measures in response to internal and external conditions.  相似文献

This paper argues first that a synthesis of the theories of endogenous policy formation, non‐coercive interstate bargaining theory, and international regime theory provides a plausible account of the path of European integration, with little role for explanations stressing geopolitical or ideological factors, international mediation, or political entrepreneurship. Moreover, these theories – which embrace economic fundamentals as driving factors – help explain the ‘sequencing’ of the European Union, especially in regard to successive enlargements. However, the paper concludes that the process of European integration appears to have reached an ‘institutional plateau’, for which incremental change based on the current ‘constitutional compromise’ appears to be the only plausible equilibrium.  相似文献

This study examines fairness perception of ancillary fees across different industries, and ways to communicate ancillary fees in a way that reduces customers' feeling that they are being unfairly treated. Through surveys and consumer experiments, we show that consumers’ perception of fairness decreases as the level of ancillary fees increases, with differences across industries. Also, when the customer is given a cue that the ancillary fees are necessary for low base prices, fairness perception increases, explained by the “dual entitlement” concept. Another effective communication strategy is early disclosure, as opposed to late disclosure which decreases fairness perception and willingness to recommend.  相似文献

This paper contributes to a multidimensional perspective on the speed of SME internationalization. It examines the influence of entrepreneurial characteristics – experience, rationales and innovation strategies – on multiple dimensions of internationalization speed. Findings from a sample of 180 SMEs show that earliness, speed of deepening, and speed of geographic diversification can be viewed as three different strategic alternatives and that each dimension is predicted by a different set of entrepreneurial antecedents. Earliness of internationalization is associated with entrepreneurs’ international business experience and their perception of opportunities abroad as well as preference for an innovation strategy characterized by ambidextrous innovation. Speed of deepening is related to entrepreneurs’ international business experience, their orientation towards differentiation vis-à-vis competitors, and commitment to innovation and a strategy focusing on exploration. These results indicate the importance of distinguishing between different forms of innovation. Speed of geographic diversification is predicted only by entrepreneurs’ orientation towards differentiation vis-à-vis competitors.  相似文献

The purpose of this paper is to highlight and discuss recent developments in the worldwide use of anti‐dumping (AD) policy as a possible strategic counterpoint to trade liberalisation. First, we review briefly the original intended purpose of AD policy, and reflect on its secondary position on the agenda of current international trade negotiations. Second, we discuss the escalating – and perhaps strategic – use of AD policy, particularly in the developing world, and highlight the roles of both interest groups and the state in determining policy outcomes. Next, we review the state of affairs of AD policy with the world's most active user, the US. In particular, we introduce and discuss the latest important development, the implementation of the ‘Continued Dumping and Subsidy Offset Act of 2000’, which incorporates monetary compensation for petitioners, potentially offering more opportunities for strategic policy behaviour by firms, industries and the state. We conclude the article with a short discussion of directions for future research and some general concerns about the use of AD policy.  相似文献

ABSTRACT

Innovation in retailing is under-investigated in academia and yet a highly relevant concern given the current changes in the retail landscape. Although retailing is often characterized by a dynamic and highly competitive environment, retail organizations are not often considered as ‘innovative,’ at least when compared with manufacturing industries, or when using existing innovation frameworks in academic literature. There are many aspects of innovation discussed in literature and a need to consider different ways of looking into retail’s innovativeness. Among them, the importance of organizational climate on influencing creativity and innovation may help explain how to enable innovation in service organizations, such as retailers. The purpose of this study is to evaluate the climate for innovation and creativity and examine how retail organizations perceive it. We applied a mixed-methods approach using an established organizational climate survey and semi-structured, one-on-one interviews regarding the innovation climate and other aspects of innovation management in the companies. The study shows that despite retail organizations still struggling to incorporate innovation on a strategic level and move beyond incremental developments in their operations, retailers score positively on being innovative regarding certain dimensions of the organizational climate survey. This indicates that retailers (especially conventional ones) could benefit from challenging current practices and moving towards becoming more active and strategic innovators since their organizational climate to a certain extent allows for it. Respondents within the organizations also express a need for better innovation support, whether it is through established structures and processes or an improvement in the current conditions of the organizational climate. How retailers could enable themselves to become more active innovators – based on what we know that retailers look more towards entrepreneurship and continuous development as a driving force rather than formalized innovation practices per se – is a potential avenue for further research.  相似文献

Does fairness matter in the hard bargaining and horse‐trading that is associated with trade negotiations? This paper presents a positivist analysis of the particular concepts of fairness that developing countries have appealed to in their trade negotiations within the auspices of the GATT and WTO, how these notions have evolved, and the impact that they have had on negotiated outcomes. Treating the concept of fairness as my central dependent variable, I argue that the notion of fairness can only be understood in terms of the institutional context it is embedded in, which includes institutional structure as well as the participatory processes that underlie it. I advance three hypotheses on the relationship between institutional context: the fairness discourse, and the influence and manoeuvre that member countries can have in shaping that discourse. Focusing on the role of fairness in the negotiation positions of developing countries, I explain its substance and evolution through learning and adaptation by these countries within the very particular institutions of the GATT and the WTO, and the coalitions they form a part of and interact within.  相似文献

本文基于两国减排博弈拓展了Weber和Neuhoff(2010)的一国环境经济模型,进而探讨了非合作和合作两种情形下,具有不同技术创新水平时各国最优碳税的变化及其对社会福利的影响。结论表明,技术创新削弱了碳税之于减排的重要性,同时增强了国际合作减排的动力,而技术差距越大,合作意愿越小。当两国减排责任接近或者存在合作补偿的情况下,容易形成福利增进、达成减排合作。这为我国进一步加快低碳技术创新、充实南南减排合作,从而更好地应对气候变化谈判提供了理论依据和决策参考。  相似文献

This paper attempts to estimate the effect of corruption on the flows of exports and imports of African countries. Using the gravity model approach and annual data for the period 1998–2007, we obtain negative and statistically significant correlations between the values of exports and imports and the levels of corruption in Africa and trading partners. Thus the results support the view that corruption adversely affects international trade. Our estimates suggest that if a country with Africa’s average corruption perception index of 2.8 were to improve its corruption level to Botswana’s 5.9, its exports would improve by about 15 per cent and imports by about 27 per cent.  相似文献

Climate change, while potentially impacting many industries, appears to have considerable significance to the wine industry. Yet little is known about how firms acquire knowledge and gain an understanding of climate change and its impacts. This study, exploratory in nature and studying firms from the wine-producing region of Tasmania, is one of the first in the management literature to use cluster theory to examine the climate change issue. Firms are predicted to exchange knowledge about climate change more readily with other firms internal to the sub-cluster than with those external to the sub-cluster. The hypothesis does not find support. The study also proposes that the different characteristics of knowledge can either increase or decrease their flows in and around clusters. Specifically, “public” knowledge about climate change is predicted to flow more freely than “private” knowledge about climate change. The hypothesis does not find support. Finally, firms are expected to acquire knowledge about climate change from sources other than cluster-entrenched firms, and in particular peak national industry bodies. The hypothesis finds partial support. A discussion of the findings is presented along with future research directions.  相似文献
