There is considerable interest worldwide in broadband diffusion, with research focusing on aspects such as the provision of broadband in remote areas and the socio-economic factors that determine the likelihood of adoption. This paper identifies the policies and initiatives used to encourage broadband awareness, availability and adoption in remote and rural Scotland. Complementary and (in some cases) contradictory policies are explored and areas where policy may be applied in the future suggested. Influence diagrams are used to investigate the impact of different policies on take-up rate and total adoption.  相似文献

Closing the digital divide and increasing broadband adoption within households and communities continues to be a target for government and nonprofit groups. While a large number of studies have examined policies and programs aimed at improving broadband infrastructure availability, little analysis to date has focused on evaluating efforts to increase adoption. One of the most well-known programs focused on adoption is Connected Nation, which partnered with 14 states to provide local curricula aimed at raising residential connection rates. This analysis uses a generalized difference-in-difference methodology to evaluate the effectiveness of the Connected Nation program in 5 states during 2012 and 2013. The results indicate that participation in the Connected Nation program had no significant impact on broadband adoption rates. This paper represents a rigorous evaluation of one of the most well-known adoption-oriented programs and emphasizes that measurable impacts of such efforts may not accrue over the short term.  相似文献

We analyze the state of the art of indicators on e-government, e-health, e-procurement and e-participation. We survey the main methodological properties of these indicators, and highlight their heuristic potential. Further, we address empirically the issue of the explanation of the availability scores, i.e. how the supply of the various e-services in each country is affected by political, institutional and socio-economic differences, and is followed by actual usage. The econometric analysis uncovers the importance of broadband penetration and higher education as drivers for most of the types of e-services and users (citizens and businesses). Moreover, a corruption-free and agile public sector proves to be an important pre-condition for more effective supply and usage. Despite data limitations and the complexity of the underlying diffusion phenomena, our study is the first truly longitudinal contribution aimed at disentangling the common drivers of such an important phenomenon – the e-services availability and usage across European countries. As such, this work appears useful to inform the policy debate and practice, in a phase characterized by a prospective reorientation of the public e-services provision and policy agenda.  相似文献

Aggregate models of innovation diffusion do not capitalise on valuable consumer adoption dynamics that may be useful to policy makers and market planners. The non-diffusion choice literature shows quite clearly that these dynamics may indeed be very important factors in the diffusion process. The authors present a segmental broadband diffusion model that is estimated from consumer survey data that measure the effect that household income has on its propensity to adopt this technological product. The results suggest that early broadband adopters are mostly made up from wealthy households and only as time progresses do less well off households adopt. The findings presented in this paper will be important to market planners and policy makers requiring a relatively simple technique that forecasts segmental innovation diffusion.  相似文献

State and local governments have enacted different types of legislation aimed at improving broadband availability. Two unstudied policies of interest are: (1) “dig-once” policies requiring state-funded construction projects to notify local internet providers about the opportunity to bury conduit for easier wire installation in the future, and (2) permitting policies requiring an expeditious response from local jurisdictions regarding the installation of broadband equipment. We use the example of Iowa, which passed legislation on both of these topics in 2015 and compare trends in fiber broadband availability with that of states who did not pass such legislation. We also consider the potential impact on fixed wireless availability, which largely depends upon a fiber middle mile. We use coarsened exact matching at the census tract level to construct treated and control groups with similar pre-2015 demographic characteristics and broadband availability trends in Iowa and other states. Difference-in-difference regression analysis with the matched samples then assesses the policy impact on fiber and fixed wireless availability post-implementation. The results suggest that Iowa's policies increased fiber broadband availability by 2.4%–6.6% when considering eight model specifications which account for different criteria such as geographic region, other (non-dig-once or permitting) broadband policies, and federal funding received. The policies do not appear to have any effect on fixed wireless availability.  相似文献

In the past ten years the Latin American and Caribbean region has been advancing in terms of various digitization metrics, such as the deployment of broadband infrastructure, and the adoption of the Internet and social media. However, despite the significant progress in terms of digitization of consumption,1 the region faces still some important development challenges of its digital economy. This paper attempts to identify what the future challenges are for Latin America and the Caribbean, which raises a number of research and policy questions: (1) How close is consumer digitization in Latin America and the Caribbean to the levels observed in industrialized countries? (2) How should Latin America and the Caribbean address the broadband and Internet demand gap of the non-adopting population? (3) Are current digitization trends homogeneous across countries in the region or do we observe a divergence across countries, indicating some advanced nations approaching industrialized country performance, while others lagging? (4) If infrastructure and consumer adoption of certain digital products and services is evolving at a fast pace, what are the upcoming digitization challenges? (5) If broadband is a critical lever for the development of digitization, what are the policies to be implemented by Latin American and Caribbean governments to maximize investment for deployment of last generation technologies and promote adoption? To answer these questions the authors have developed, with support of CAF Latin American Development Bank, a comprehensive digitization index. This new index is used to assess the development of Latin America and the Caribbean region vis-à-vis industrialized countries. On this basis, an econometric model is developed to measure the economic development impact of digitization. Zeroing in on broadband as a critical lever for the development of the digital economy, a set of infrastructure investment and adoption goals is defined for different countries in the region. Finally, public policies are recommended to achieving the established goals.  相似文献

The authors examine the broadband digital divide by analyzing the impact of policy and regulation on broadband Internet diffusion. Their multiple regression analysis shows factors that determine broadband diffusion in technologically developed countries do not necessarily have the same impact in less developed countries. They show that in technologically developed countries, there is greater broadband diffusion in countries that make a higher financial investment in information and communication technologies (ICTs), have effective governing practices at the national level, have higher levels of education, and are more urban. In technologically developing nations, a competitive telecommunications sector and higher investment in ICTs lead to greater broadband diffusion, with investment having an even larger impact in the developing world than in the developed world. In addition, stronger democratic political institutions, higher levels of national income and lower levels of income inequality increase diffusion, but the presence of a national telecommunications regulatory authority has a negative impact. These results suggest that the path to widespread availability and use of broadband requires different strategies depending on a nation's level of technological development.  相似文献

Within a few days of each other in early 2009, the national governments of Australia and New Zealand announced separate plans to invest heavily in advanced broadband networks. Taxpayers in each country will contribute at least half the estimated cost of fibre-to-the-premises networks reaching the overwhelming majority of households and businesses within 8–10 years. These complex and controversial forms of ‘public private interplay’ demonstrate three trends: a shift away from the liberalization and privatization policy consensus of the last two decades; shared convictions about the anticipated size of fast broadband’s economic and social benefits, and about the need for wholesale-only fixed line network operation to maximize those benefits; and the unlikely impact of the global financial and economic crisis in stimulating investment in particular infrastructures seen as critical to the national economies that emerge from it. This article discusses industry structures and regulation in Australia and New Zealand, their long history of public investment in telecommunications and the recent popularity of public private partnerships (PPPs) with Australian state governments. It outlines the ambitious broadband plans and surveys their prospects. Like so many other policy actions following the global economic crisis, these are distinctively national responses to internationally shared challenges.  相似文献

Amidst COVID-19-related stay-at-home orders, the economy moved largely online and broadband internet became more important than ever. This paper explores the relationship between broadband and employment rates during April and May 2020 in rural U.S. counties. We use two broadband dimensions: infrastructure availability rates and household adoption rates. We use a two-stage least squares approach to address endogeneity and control for socioeconomic, demographic, and pandemic-related factors. Results show broadband availability and wired broadband adoption both had significant, positive impacts on the employment rate. Our findings suggest both broadband adoption and availability may be associated with economic benefits in rural America.  相似文献

The National School Lunch Program (NSLP) is one of the United States’ largest domestic food aid programs. The NSLP provides states with both cash and commodity foods for school meals. This research assessed the success of the school commodity program by comparing states’ available annual funding to the value of foods that states actually received from 2001 to 2009. Results indicate that an in-kind food funding system is not desirable for schools; states failed to receive entitled commodity food value in most years, resulting in annual funding losses for schools of $35–87 million. Inconsistent funding inhibits schools’ ability to improve meals and, ultimately, child nutrition outcomes. In light of these results, it is recommended that a cash benefit should replace the National School Lunch Program’s commodity food program.  相似文献

Many studies have been made on the diffusion and development of broadband, however there are few published studies on the critical factors for advancing broadband services in developing countries. Thus, the purpose of this paper is to understand and identify the critical success factors for the development of broadband services in a developing country context, using the case of Peru. In this regard, this study uses data collected from interviews with Peruvian telecommunications professionals, policy makers and regional telecommunication experts, which is supplemented by official reports and statistical data to determine the critical success factors for broadband in this country. The four factors derived are; (i) expand the availability of infrastructure, (ii) define a national broadband policy that aligns the interests of stakeholders, (iii) develop effective competition in the broadband market, and (iv) stimulate the demand for broadband services. Through a MACTOR analysis the authors found that the objectives of sharing infrastructure, the further deployment of infrastructure and the development of competition in the market for broadband services are those that generate the most divergence between actors. Additionally, the MACTOR analysis determined that no disagreement existed for the objectives related to demand stimulation. Thus, four proposals are offered for the development of Peruvian broadband. The results are relevant for academics and policy makers interested broadband development in developing countries and for rural areas of developed countries.  相似文献

This paper uses recent data on both broadband availability and adoption to empirically gauge the contribution of broadband to the economic growth of rural areas of the United States over the past decade. Availability data from the National Broadband Map aggregated to county level is used in conjunction with county-level adoption data from Federal Communication Commission. Economic variables of interest include median household income, number of firms with paid employees, total employed, percentage in poverty, and the percentage of employees classified as either creative class or non-farm proprietors. A propensity score matching technique (between a “treated” group associated with various broadband thresholds and a control group) is used to make preliminary causal statements regarding broadband and economic health. Growth rates between 2001 and 2010 for different economic measures are tested for statistical differences between the treated and non-treated groups, restricting the analysis to non-metropolitan counties. Results suggest that high levels of broadband adoption in rural areas positively (and potentially causally) impacted income growth between 2001 and 2010, and negatively influenced unemployment growth. Similarly, low levels of broadband adoption in rural areas lead to declines in the number of firms and total employment numbers in the county. Broadband availability measures (as opposed to adoption) demonstrate only limited impacts, suggesting that future broadband policies should be more demand-oriented.  相似文献

This paper applies an open and transparent methodology to construct a composite indicator for the analysis of the diffusion of ICT in the public sector and the development of public e-services across Italian regions. This methodology, based on OECD/EC-JRC Handbook and incorporating experts′ opinion into a Data Envelopment Analysis, will allow us to define a ranking of Italian regions in terms of ICT adoption and of e-service development. Data are obtained by merging four different surveys carried out by Between Co. (2010–2011) and Istat – Italy′s National Bureau of Statistics (2009). We add to extant empirical literature in three ways. First, we offer a comprehensive measurement of advances in digital government that is not circumscribed to a single domain (e.g. administrative procedures of public administrations) but is rather aimed to capture a wide spectrum of public e-services (e-government, e-education, Intelligent Transport Systems, e-health). Second, we tackle a major drawback of existing statistics and benchmarking studies which are largely based on the count of services provided online, by including more sophisticated indicators on the quality of services offered and on back office changes. The results – both in terms of scores and regional rankings – highlight the presence of different patterns of adoption and use of public e-services at the local level. Third, we offer a rich account of the extreme heterogeneity of public e-service development and of the underlying technological and organizational change at the sub-national level, and hence provide a basis for the differentiating policy measures across regions.  相似文献

The diffusion and adoption of modern information technology provide new chance for China to close urban-rural income gap. This paper uses China's provincial panel data from 2002 to 2013 to investigate the effect of computer penetration on rural residents' income. A public program aiming to connect every village with broadband Internet and other rural facilities provides plausibly exogenous variation in rural residents' availability and adoption of the broadband Internet, which is used to explore the instrument variable for rural computer penetration. The results show that rural computer penetration tends to increase rural residents' income over time, but the average effect remains limited. The dynamic panel threshold effects model, which allows for both the threshold variable and other covariates to be endogenous, is further used to explore the constraints of the income-increase effect of rural computer penetration. It shows that the effect is at least doubled over the average effect estimated from instrument variables method, once the digital divide causes are removed. Our findings have important implications for the government to increase rural residents' income and reduce urban-rural income gap by encouraging rural computer usage and removing the digital divide.  相似文献

This article evaluates the impact of broadband adoption on wage and employment levels among the local exchange companies in the US telecommunications industry for the period between 1988 and 2001. Broadband is a general purpose technology and its adoption and diffusion is expected positively to impact wages because of the need for higher level skill in its deployment and usage, but can also lead to less human capital usage because of a scale effect. Using the extent of fiber adoption among the local exchange firms as a measure of broadband deployment, it was found that broadband diffusion within and between the firms over time has had a positive and significant impact on wage levels but its impact on employment has been negative. As broadband diffusion increases, with substantial scope available to do so given the low levels of deployment both among the local exchange firms studied and within the United States as a whole, the impact of such diffusion on enhancing wage levels in the sector can be profound.  相似文献

We use a county-level panel dataset from 2012 to 2018 to assess the impacts of various state policies on total and rural broadband availability in the United States. The primary dependent variable is the percentage of residents with access to 25 Megabits per second (MBPS) download and 3 MBPS upload speeds via a fixed connection, with alternative specifications considering other aspects of availability such as technology type and competition. We control for the main determinants of Internet availability such as income, education, age, and population density. Our policy variables come from the newly released State Broadband Policy Explorer from the Pew Charitable Trusts and individual contacts from the nationwide State Broadband Leaders Network. Our primary policies of interest are those related to: (1) availability of state-level funding, (2) existence of a state-level broadband office/task force with full-time employees, and (3) restrictions on municipal/cooperative broadband provision. We find a positive and significant impact of state-level funding programs on general (and fiber) broadband availability, and a negative impact of municipal/cooperative restrictions. The findings are similar when the analysis is restricted to the rural portions of counties.  相似文献

This study investigates the impacts of the Broadband Initiatives Program (BIP), established by the American Recovery and Reinvestment Act in 2009, on growth in broadband adoption and use of home telework. We find robust positive impacts across multiple econometric models and methods using census tract-level data in first differences. Across models and methods, the estimated average impact of BIP is in the range of 1.1–3.0 percentage point increase in the share of households adopting broadband and 0.2 to 0.4 percentage point increase in the share of workers using home telework. The estimated impacts of BIP represent roughly one-fourth to two-thirds of the average increase in broadband adoption and one-third to two-thirds of the average increase in home telework in the study tracts during the study period. The impacts of BIP vary across geographic contexts. Broadband and home telework adoption are also affected by prior levels of broadband availability, adoption, and telework, and by demographic and socioeconomic characteristics of the population and the industrial structure of the economy.  相似文献
