商务部、国家税务总局联合发布《中国鼓励引进技术目录》日前,商务部和国家税务总局联合发布了《中国鼓励引进技术目录》(以下简称《目录》)。《目录》是在国务院各部委、各行业协会和部分地方商务主管部门提出建议的基础上,经百余名技术和贸易专家多次评审,并由环保专家和中国工程院审定后确定,共包括农业、林业、畜牧业、渔业、纺织业、医药制造业、金属冶炼如工业等29个行业的214项技术。商务部还会同国家税务总局对《目录》中符合国家有关外国企业所得税减免规定的149项技术条目进行了标注,以增强技术引进税收优惠政策落实的透明度、规范化和可操作性。该《目录》将对引导企业引进先进适用技术,提升引进技术的质量和水平,增强消化吸收和再创新能力,提高核心竞争力起到积极的推动作用。

With the soaring value of bitcoin and frenzy over cryptocurrency, the blockchain technology that sparked the bitcoin revolution has received heightened attention from both practitioners and academics. Blockchain technology often causes controversies surrounding its application potential and business ramifications. The blockchain is a peer-to-peer network of information technology that keeps records of digital asset transactions using distributed ledgers that are free from control by intermediaries such as banks and governments. Thus, it can mitigate risks associated with intermediaries’ interventions, including hacking, compromised privacy, vulnerability to political turmoil, costly compliance with government rules and regulation, instability of financial institutions, and contractual disputes. This article unlocks the mystique of blockchain technology and discusses ways to leverage blockchain technology to enhance supply chain resilience in times of increased risks and uncertainty.     

基于层次分析法的食品供应链风险影响因素评价研究——以生鲜食品为例

食品供应链可分为原料采集阶段,加工制造阶段与分级销售阶段。在供应链的各个不同的阶段中,都会面临来自供应链自身以及外部的诸多风险,概括起来主要有原材料采购风险,物流运输储存风险,市场需求风险。它们直接或间接的受到诸多因素的影响,各影响因素的不断变化决定着供应链风险的高低。本文总结出了4大主要影响因素,即自然条件,信息因素,物流技术及设备,市场需求因素,并应用层次分析法对这四大影响因子进行重要性排序,结果表明,这四个因素对于生鲜食品供应链风险的影响程度排序为:物流技术和设备,信息因素,市场需求环境,自然条件。本文以上述排序为基础,提炼出了相应的解决方案和措施,为如何规避当前我国生鲜食品供应链存在的风险提供合适的建议。     

Compulsory technology adoption and adaptation in education: A looming student privacy problem

Educational settings worldwide have a significant impact on the early use of digital devices and online media by children. Therefore, schools' educational technology (EdTech) adoption decisions may lead to long-term repercussions for students and society. The authors explore how schools make technology decisions on behalf of their students, focusing on the ways that privacy and data security are considered in technology adoption decisions and use. Adaptation-level theory helps to illustrate the growing dependence on technology in compulsory educational settings, the convenience of adopting digital tools, and the risks to children that result as they use and adapt to technology. Analysis of in-depth interviews and text analysis of public state reports indicate that confusion between information technology and EdTech consequentially leads to a “privacy-security chasm.” Findings highlight privacy-security challenges in K-12 school districts and the growing need to understand student privacy protection as part of children's digital well-being.     

Diagnosing a healthcare cybersecurity crisis: The impact of IoMT advancements and 5G

Internet of Medical Things (IoMT) technology remains in early stages of adoption, but advancements and breakthroughs are quickly moving this process forward. There is a critical need for cybersecurity to be a priority in the development of these new tools, alongside design and utility. Given the rapid pace and potential magnitude of the coming advancements in IoMT, if privacy and security risks are neglected, a significant crisis could emerge in the form of more frequent cybersecurity breaches. This article examines the market opportunities and risks associated with IoMT and outlines a plan for proactively mitigating concerns and providing a platform to foster growth, to modify attitudes and behaviors, and to continue to build consumer confidence in the overall health system without sacrificing security.     

Enterprise Social Networking: Opportunities,Adoption, and Risk Mitigation

Social networks on the Internet are becoming extremely popular and have begun to change the way we live and work. Many enterprises are assessing the potential of exploiting the commercial opportunities of this technology. Although social networking commercial activities may be the next big productivity booster for firms, some consider such activities to be time wasters and security traps. Therefore, it is useful to develop a framework to consolidate the issues in adopting this technology. This article reviews the opportunities provided by enterprise social networking and proposes using the fit-viability model to evaluate concerns related to the successful implementation of enterprise social networking. We also examine the major potential risks and the mechanisms for their management.     

The preparedness of critical success factors of IT service management and its effect on performance

Recently, information technology service management (ITSM) has emerged as a challenging research area. ITSM implementation often involves huge investment with unexpected risks. Therefore, understanding the preparedness of critical success factors (CSFs) and its effect on the organizational performance can help in not only reducing the risks but in also providing helpful guidance for enterprises. This empirical study explores the preparedness of ITSM-relevant CSFs and its effect on the organizational performance. The findings show that (1) the more important a CSF is, the more prepared the CSF is; (2) the organizational performance is mostly beneficial from customer and internal business process perspectives; and (3) only a few CSFs can significantly affect the organizational performance. Finally, the implications based on the findings are given for the management of ITSM implementation.     

涉农企业投资风险的计量与分析

新形势下海关核查制度体系构建研究

党的十九届四中全会以来,推进海关治理体系和治理能力现代化已成为海关发展的一个重要课题。作为海关监管体系重要组成部分的海关核查,承担任务更重、监管范围更广、面对风险更大,传统的管理模式较难适应新时代海关建设的要求。本文通过总结前期海关"多查合一"改革的经验,分析未来核查工作面临的风险,明确职能定位,转变执法理念,统筹监管资源,创新执法手段,规范执法行为,为今后海关核查制度体系的构建提供理论基础和工作方向。另外,提出了海关核查制度体系构建的设想,依托"制度+科技"的管理方式,通过内外联动的治理模式,创新、优化和完善海关核查制度体系。
