Under advanced capitalism, gentrification converges with the post‐Keynesian ‘unhinging' of the state from the project of social reproduction, including its responsibilities for collective consumption (e.g. housing, schools). Gentrification research scrutinizes this convergence through the ongoing assault on social/affordable housing, and yet anaemic housing welfare is not its endpoint. The social contract is further fractured through the ongoing discreditation and dismantling of the full gamut of legacies of the publicly regulated Keynesian inner city, including essential social infrastructure. Focusing on public schools, as an essential site for social reproduction, this article explores how the struggle for the city under neoliberal gentrification may be emerging along additional (non‐housing) vectors. Based on a qualitative study of families' experiences of poor public education provision in central Melbourne (Australia), this article argues that the exclusionary effects of gentrification likely exceed residential encroachment as state subsidization of residents continues to yield to the subsidization of capital. In particular, this article identifies life‐stage specific, infrastructure‐related displacement pressures wrought by a state failure to provide adequate public primary schools in the ‘regeneration' of central Melbourne, and it illustrates how these pressures prompt housing strategies that unevenly divest families of the locational advantages secured in the inner city. Highlighting the role of public school deficits in the reluctant suburbanization of lesser‐resourced families assists in foregrounding state complicity in displacement dynamics and the potential for these to magnify socio‐economic, gendered and socio‐spatial inequalities across the city.  相似文献

This article interrogates the political economy of Dubai's Jebel Ali Port, ranked among the top ten container ports internationally by traffic, and its operating conglomerate, Dubai Ports World (DP World). The article aims to situate trade infrastructure in the production of Dubai's economic geography as a sea–air multimodal trading hub. Three interrelated arguments are put forward: that port infrastructure plays an essential role in linking diverse moments of capital accumulation in Dubai; that Dubai's state‐owned conglomerates have overseen a substantial internationalization of Dubai's capital through maritime port public–private partnership arrangements; and that the particularities of Dubai's repressive labour regime underpin its role in the logistics industry internationally.  相似文献

A bstract . After 1949, mainland China, a developing socialist country, adopted an inward-looking policy with emphasis on self-reliance and economic independence. However, in their drive for economic reform that began in 1978, mainland China drifted to the new doctrine of "taking self-reliance as the principal means and external assistance as a subsidiary." A version of the two-gap model is constructed to test the hypothesis that both domestic capital accumulation and foreign capital inflows affect economic development in mainland China , the latter being an indicator of modernization. Due to insufficient data, pooled cross-section and time-series data for the period 1984–1986 are employed. The quantitative evidence suggests that foreign capital inflows, instead of domestic capital accumulation, have importantly affected the modernization drive of mainland China. The recent political turmoil in mainland China has slowed down foreign capital inflows which in turn may retard its modernization.  相似文献

This paper studies the impact of the growth and volatility of commodity terms of trade (CToT) on economic growth, total factor productivity, physical capital accumulation and human capital acquisition. We use the standard system generalized methods of moments (GMM) approach as well as the dynamic common correlated effects pooled mean group (CCEPMG) methodology for estimation to account for cross‐country heterogeneity, cross‐sectional dependence and feedback effects. Using both annual data for 1970–2007 and 5‐year non‐overlapping observations, we find that while CToT growth enhances real output per capita, CToT volatility exerts a negative impact on economic growth operating mainly through lower accumulation of physical and human capital. Productivity, however, is not affected by either the growth or the volatility of CToT. Our results also indicate that the negative growth effects of CToT volatility offset the positive impact of commodity booms. Therefore, we argue that volatility, rather than abundance per se, drives the ‘resource curse’ paradox. Copyright © 2014 John Wiley & Sons, Ltd.  相似文献

This essay reviews the evidence on indirect effects of housing assistance in the US on the self-sufficiency of assisted families. The primary issue is whether housing assistance perversely undermines the upward mobility of families. I find the following: Housing assistance is not persuasively associated with any effect on employment. Evidence on human capital accumulation remains conflicting and fragmentary. However, a strong association with single-adult household formation exists. The project-basing of assistance distorts the neighborhood choice of at least 9 or 15% of households in high-poverty housing projects, depending on the counterfactual; early experimental results suggest significant adverse consequences for the lives of boys.  相似文献

This paper analyzes whether immigrant families facing credit constraints adopt a family investment strategy wherein, upon arrival, an immigrant spouse invests in host country-specific human capital while the other partner works to finance the family's current consumption and the spouse's skills accumulation. Using data for West Germany, we do not find evidence for such a specialization strategy. We further examine the labor supply and wage assimilation of families whose members immigrated together relative to families whose members immigrated sequentially. Our estimates indicate that this differentiation is relevant for the analysis of the labor market activities of migrant households.  相似文献

This paper proposes a multi-regional, general equilibrium model with capital accumulation to analyze the economic impact of the spatial distribution of public capital formation. This model is calibrated and solved by using data for the Spanish economy in order to simulate some comparative dynamic exercises of fiscal policy changes. These analyses illustrate the role that public investment plays in generating the existing imbalances in regional development. This is done by computing the spillover effects and the opportunity costs of regional distribution of public investment. Finally, two rankings of regional priorities in public investment can be derived: one based on the criterion of reducing regional disparities, and another based on an efficiency criterion.  相似文献

When the government and companies invest in childcare, both do it with good intentions. While politicians have the intention of enhancing fertility and well‐being of families, employers expect positive responses from working parents based on the norm of reciprocity. Since industrialized countries increase public family support year by year, the question arises as to whether this may trigger unanticipated consequences. If both the state and companies invest in substitutive services, they might unintentionally spark competition. Therefore, the aim of this study is to examine whether public childcare may “crowd out” the reciprocity effects of corporate childcare on working parents. In Switzerland, state family policies vary among the 26 cantons, so we are able to compare cantons with a high and low number of cantonal childcare services. Using survey data taken from 414 working parents living in different Swiss cantons, we examined whether public childcare affects organizational‐related responses of working parents. First, our results support the expected level of reciprocity: working parents in companies with their own childcare services show higher organizational commitment than parents in companies without this support. Second, we find evidence for a crowding‐out effect: in family‐supportive cantons with numerous public childcare services, working parents’ commitment to companies with their own childcare services is lower than in less family‐friendly cantons. This finding reignites an old economic debate on the crowding out of voluntary private investments due to governmental policies. © 2015 Wiley Periodicals, Inc.  相似文献

A bstract . The effectiveness of public assistance in reducing poverty in the U.S.A. is re-examined by estimating the extent of public assistance among all families and of families officially defined in poverty. Also studied is the extent of public assistance among families not defined as in poverty. The findings are further analyzed for their changes during the decade 1970–80. It is found that errors of commission (assisting families not in poverty) and of omission (not assisting families in poverty) were quite widespread in 1980, although significantly reduced from their high prevalence in 1970.  相似文献

This paper estimates the nexus of inter-relationships between public and private external debts accumulation, capital accumulation and production with panel data for the period 1970–1988 from highly indebted developing countries clustered into three distinct regions: Latin-America, Asia-Pacific and Sub-Saharan Africa. The simultaneous equations' estimation results indicate that the full effects of the public and private external debts on GNP are small and of an opposite sign, whereas an increase in the GNP level raises substantially the public and private external debts. These findings support Bulow-Rogoff's (1990) proposition that the external debts of developing countries are not a primary cause of economic slowdown.  相似文献

This paper presents a generic model to include public capital accumulation and the services of international public goods provided by a neighbor country. It examines the long-run and short-run responses of private and public capital accumulation in the home country to an anticipated increase in international public goods. It is found that the home economy in effect cuts its public capital stock, but keeps an unchanged private capital stock in the long run when a neighbor commits itself to expanding the stock of public goods in the future. The key factor determining the short-run responses of the home country is the extent to which it will match its government spending with a neighbor country's policy, which is associated with the relative difference between the marginal utility of consumption and that of home public capital affected by an increase in international public goods.  相似文献

Part I of our paper pinpoints the “political” in the new political economies: first, the distinction between political, public, and civic economies that are almost invariably confused; second, the role of power politics, force, and fraud in determining income differentials in the name of market forces. Part II pinpoints the “new” in twentieth‐century political economies: first, the emergence of a fourth factor of production in addition to labor, capital, and land, whether identified with organization, knowledge, headwork, education, brainpower, management, or information; second, the subordination of capital to this new factor; third, the formation of a new social class based on its ownership; fourth, the struggle between the owners of capital and the new class for control over decision making and for the lion's share in distribution; fifth, the reliance on government to protect and advance the interests of the new class of professionals; and sixth, the eclipse of the old class struggle between bourgeoisie and proletarians by a new class struggle between managers and managed, executives and executants, “knows” and “know‐nots.” Part III pinpoints the “loggerheads” or sources of dissension between the “human capital” and post‐capitalist variants of the new political economies: first, over whether the expertoisie constitute a new social class or a fraction of the bourgeoisie; second, over whether the new economic order constitutes an advanced stage of capitalism or the advent of a post‐capitalist society; and third, whether the “knows” exploit the “know‐nots” through their monopoly of economic and political power. Unsustainable public debt, low competitiveness and high current account deficits are major problems for the so‐called PIIGS countries. These countries experienced consumer price and wage inflation above the euro area average in the first decade of the euro, basically fuelled by buoyant capital inflows. The resulting real appreciation against low‐inflation countries led to a deterioration in their competitiveness, but rigid labour markets now prevent a quick market‐based readjustment of real wages to the changed situation. Thus, both public expenditure cuts and structural labour market reforms are urgent to reduce the likelihood of a euro area break‐up.  相似文献

This study analyzes the role of public capital in Pakistan's economy, tracing the relationship between productivity of public capital and economic growth. We estimate a production function, with public capital as an inputs. The results indicate that the productivity (output elasticity) of aggregate as well as different components of public capital are sufficiently high. We also analyze substitutability and complementarity between public and private capital by estimating investment functions, revealing that public capital has worked as a substitute for private investment. The net effect of public capital on the national economy is analyzed by estimating reduced forms, with the result that public capital has a positive net effect on national product. The growth analysis shows that the contribution of public capital is declining over time.  相似文献

Our computational economic analysis investigates the relationship between inequality, mobility and the financial accumulation process. Extending the baseline model by Levy et al., we characterise the economic process through stylised return structures generating alternative evolutions of income and wealth through time. First, we explore the limited heuristic contribution of one and two-factors models comprising one single stock (capital wealth) and one single flow factor (labour) as pure drivers of income and wealth generation and allocation over time. Second, we introduce heuristic modes of taxation in line with the baseline approach. Our computational economic analysis corroborates that the financial accumulation process featuring compound returns plays a significant role as source of inequality, while institutional arrangements including taxation play a significant role in framing and shaping the aggregate economic process that evolves over socioeconomic space and time.

The family investment hypothesis predicts that credit-constrained immigrant families adopt a strategy for financing post-migration human capital investment in which the “primary worker” engages in investment activities and the other partner undertakes activities that finance consumption. Empirical tests of this hypothesis have assumed that the primary worker is the male partner. Many immigrants to Australia are admitted through a “points test” which assigns points for productive skills. Once a principal applicant receives a visa, dependent family members are automatically granted visas as well. Thus, we re-evaluate the family investment hypothesis using principal applicant status to identify primary and secondary workers.  相似文献

We consider a representative agent, infinite-horizon economy where production requires private and public capital. The supply of public capital is financed through distortionary taxation. The optimal (second best) tax policy of a benevolent government is time inconsistent. We therefore introduce explicitly the constraint that at no point in time the revision of the original tax plan is desirable. We completely characterize the (third best) tax plan that satisfies this constraint, and estimate the difference in tax rate between the second and third best policy for a wide range of parameters. For some of these the difference between the second and third best tax rates is large, and so are the associated rates of economic growth.  相似文献
