This paper tracks increasingly aggressive initiatives by the United States government to reallocate spectrum on an expedited and unilateral basis well before conclusion of inter-governmental coordination. Rather than embrace the customary commitment to achieve consensus on global spectrum allocations at the International Telecommunication Union (“ITU”), the Federal Communications Commission (“FCC”) has auctioned off large blocks of frequencies for the next generation (“5G”) of wireless services.The FCC might have framed its first 5G auction, reassigning Ultra High Frequency (“UHF”) spectrum, as a one-time deviation from compliance with long standing, intergovernmental coordination procedures. These frequencies have ideal signal propagation characteristics and the Commission could use financial incentives—unavailable in most nations—to expedite “repacking” by incumbent broadcasters willing to move, share or abandon spectrum in exchange for ample financial compensation. However, the FCC has continued to auction off 5G spectrum on grounds that it must find ways to abate an acute shortage of wireless bandwidth and doing so will regain or maintain global leadership in wireless technologies. This paper offers a critical rebuke to unilateral spectrum management, because the short-term benefits expected by the U. S. government likely will be offset by countervailing harms to 5G manufacturers, carriers and consumers. The paper tracks fractious preparation for the ITU's 2019 World Radio Conference by the U.S. delegation and the mixed record achieved there. Additionally, the paper explains how injecting trade, industrial policy and national security issues at the ITU can trigger more delays and disputes, including possible retaliation by nations displeased with U.S. efforts to subvert traditional technology optimization goals.A worst case scenario has the ITU deadlocked and unable to reach closure on “mission critical” spectrum planning issues at World Radio Conferences, convened every four years. The paper concludes that costs and likely challenges to the efficacy and legitimacy of the ITU will reduce the benefits accruing from the FCC's unilateral, spectrum planning campaign.  相似文献

A major focus of national and institutional research policies during the 1990s has been on improving linkages between publicly funded research activities and industry for the purpose of advancing economic and other national objectives. The transfer of scientific knowledge, however, within and between public research institutions, universities and other innovative organizations is taking place within rapidly changing organizational environments. The emergence of new organizational structures that transcend institutional boundaries, scientific disciplines and the boundaries between basic and applied research are all contributing to as well as responding to changes in the ways science intersects with industrial innovation.
Recent international evidence suggests that innovative organizations during the next decade will depend more on their ability to maintain quite complex organizational research linkages than on their internal organizational research capabilities. Case studies of the organizational approach adopted by companies and commercial-research agency consortia in China and Australia lead to a discussion of a typology of academic-industry alliances. The typology provides insights into different collaborative R&D management strategies associated with different forms of science-industry alliance.  相似文献

By its very nature, transborder data flow is international in scope, since it involves the transfer of data and information across national boundaries. The problems and issues it raises are complex and often sensitive. Many are without precedent and highly protean in character, as the pace of technological change continues without abatement and the technologies spread to ever-widening spheres of application. This article reviews national regulatory institutions and processes for telecommunications, and assesses some advantages and disadvantages of the alternatives. It is based on a report commissioned by the International Telecommunication Union (ITU) in connection with its Regulatory Colloquium programme. The forces of globalization and convergence are generating the need for a new international system of governance for telecommunication. This future system is in the process of being planned, shaped, and implemented and the ITU is facilitating its development. Key considerations include governance based on the principles of internationalism, universalism, regulatory symmetry and independence, and open access. The ITU’s expanding structure, which now involves the participation in global policy development by industry as well as government can take major steps toward achieving real universal service and bringing more people into the world community.  相似文献

Research Summary : Corporate philanthropy has long been recognized as an important part of multinational strategy, yet we know relatively little how charitable giving is allocated across countries. Using a sample of 208 U.S.‐based corporate foundations from 1993 to 2008, we find that the foundations give more in countries with opaque institutional environments, but they do so through international intermediaries. They also give more when the funding firms have new entries in countries with weak institutions—hence greater needs for the social license to operate—or when their operations require stronger connections with local suppliers or customers. These findings point to the use of corporate philanthropy as part of corporate diplomacy when the local institutions are ineffective and the importance of reaching out to local constituents is high. Managerial Summary : Corporate foundations play an important role in firms' charitable giving across countries. This article analyzes how foundation giving is associated with the funding firm's need to navigate the local business environments. Using a sample of 208 U.S.‐based corporate foundations from 1993 to 2008, we find that foundations give more in countries characterized by weak rule of law and high levels of corruption, and when the funding firms have newly established subsidiaries or stronger need to connect with local stakeholders there. However, donations to countries with weak institutions are more likely to go through international intermediaries to avoid potential liabilities. The results are consistent with the view that corporate foundations support corporate diplomacy and help obtain the social license to operate in the host countries.  相似文献

The global telecommunications service market is undergoing significant change as more countries privatize suppliers, liberalize national markets, and encourage entry. Despite these changes, international settlement rates remain significantly higher than the cost to terminate calls and many carriers reap substantial monopoly profits from the settlement payments they receive. Annual US settlement payments approximate $5 billion. Settlement rates are declining but the progress has been slow. High settlement rates, by raising the cost of international telephone service, result in high calling prices. To accelerate a reduction in settlement rates, the US Federal Communications Commission (FCC) adopted a set of maximum rates, called benchmark rates, which it expects US carriers to use in their settlements with other carriers and created a process designed to insure the implementation of these rates. The FCC benchmark rates vary primarily on the basis of a country's level of economic development. When the FCC took its action, the benchmark rates, which range from 15 to 23¢, were significantly below the rates in effect with most countries. The FCC action was widely criticized even though the rates exceed costs, vary according to countries’ levels of economic development, and will be phased in over five years to give countries time to adjust. The International Telecommunication Union (ITU) took an unprecedented step of proposing an alternative set of settlement rates for its members. The ITU rates differ significantly from the FCC rates, being much lower for economically advanced countries and significantly higher for less developed countries. The ITU rates vary according to a country's teledensity but the rationale for the ITU categories lacks support. In addition, other, arbitrary categories are part of the plan. Neither the FCC nor the ITU approach to reducing settlement rates address the problem of reforming the international settlement process and replacing it with an economically efficient, market oriented payment scheme. The first stage of the FCC policy went into effect in 1999. Complemented by changing market conditions, the policy has lead to lower US settlement rates, but most rates still exceed competitive market levels. Virtually all US minutes in the FCC's top two income categories comply with the prescribed benchmark rates. In fact, many countries in these two categories have rates with US carriers that are below benchmark levels. Several less developed countries have also negotiated rates with US carriers that conform to the FCC plan. As a result, US carriers benefit from the FCC policy as their average settlement costs decline. These cost reductions make possible lower calling prices but the market structure of US international communications service industry may inhibit the flow-through of these savings to US consumers. US consumer's prices were falling before the FCC acted on settlement rates. The FCC action seems to have increased the pressure to further reduce these rates. At the same time, however, service markets are being increasingly segmented and price discrimination is more widely practiced so only some US consumers benefit from lower settlement rates.  相似文献

Following the divestiture of AT&T, US policy makers have focused attention on means of increasing competition in international telecommunications markets. Several policy changes have been made by the FCC to deregulate international satellite communications. International concern has been aroused by the Reagan administration approval of alternative international satellite systems. INTELSAT and PTTs fear the systems will permit multinational corporations to bypass them, shifting the cost burden onto individual users and developing nations. While there are risks to be avoided, the potential effects of the private international satellite systems have been exaggerated by supporters and opponents.  相似文献

Heightened attention to international accounting rates at the ITU and the WTO has led some observers to conclude that carriers soon will impose cost-based termination charges. This article concludes that while accounting rates have declined on some routes, many incumbent carriers can and will delay or thwart progress. The article examines the FCC's unilateral regulatory initiative as evidence of a growing schism between governments keen on immediate progress and those that fear a ‘free fall’ in accounting rates and a quick end to settlement surpluses. The article also considers technological innovations like call-back and Internet telephony with an eye toward assesssing whether and how widespread accounting rate reductions will occur.  相似文献

When the European Commission proposed a Directive On Market Access to Port Services in February 2001, the International Transport Workers’ Federation (ITF) issued a declaration of war on Europe’s waterfront. To protect established terms and conditions of employment in the port transport industry, the ITF developed a strategy of internationalization that required dock workers to engage in a new politics of scale wrought by globalization. A new repertoire of collective action — based on more effective union articulation (i.e. stronger interrelationships between the workplace, national and international levels of organization) combined with the activities of new labour networks that connected port workers at the trans‐national corporation, port range and pan‐European levels — enabled dockers to sink the Directive in the European Parliament in November 2003. The dockers’ victory will not be lost on other European unions or indeed other global union federations, although their success will doubtless prove more difficult for other occupational groups to emulate.  相似文献

As the first decade of democratic rule draws to a close in South Africa, this paper reviews the telecommunications reform process in terms of the performance of the sector against the twin national policy objectives of affordable access to communications services and accelerated development to meet the needs of a modern economy. It critiques the implementation of international reform models which have in practice tended to emphasise privatisation at the expense of other reform mechanisms—including competition and, in particular, regulatory measures. It argues that this has impacted negatively on affordable access and has inhibited market innovation.This paper identifies the root of the problem as the market structure. Designed around the vertically integrated incumbent operator, it induces inherently anti-competitive impertives that demands a resource-intensive regulatory response. The regulator has often not had the statutory powers, and seldom the capacity, to circumscribe the behaviour of the incumbent so that it does not impact negatively on new entrants. Without effective regulation, the assumed benefits of liberalisation—including more affordable access through improved management of the incumbent and more efficient allocation of resources in the market through competition—do not materialise.The paper argues that developing country telecommunications markets demand more from a regulator than simply meeting the threshold requirements of transparency and predictability via so-called international “best practice” models. Such a limited approach will not be sufficient to meet the challenges facing most developing countries. The highly imperfect nature of developing country markets, and the enormous income disparities and inequities that exist, require strategic regulation. This is necessary to enable innovative service provision, especially to under-serviced areas, and to facilitate fair competitive markets that promote the viability of the new entrants needed to build the information infrastructure—the infrastructure necessary for a country's participation in the global network economy.Simply removing all market-entry restrictions, however, is likely to place an even more onerous burden on already-struggling regulators and is unlikely to contribute to universal access and other developmental goals. A new policy approach involving the fundamental restructuring of the market is needed to remove the anti-competitive incentives that exist in the vertically integrated market structure that generally accompanies privatisation in developing countries. While a more horizontally structured market will not remove the incumbent advantage entirely, it is likely to reduce the need for constant adjustment of anti-competitive behaviour on the part of the incumbent, freeing up regulatory resources for more strategic regulation towards achieving national developmental objectives.  相似文献

Arguments for and against monopoly and competition in the provision of telecommunication services are considered from the perspective of a dominant telecommunications operator in a small European country, Sweden. The importance of provision of public services is stressed as well as the need for efficient international standardization. The field of artificial intelligence (AI) is experiencing a period of intense progress due to the consolidation of several key technological enablers. AI is already deployed widely and has a high impact on work and daily life activities. The continuation of this process will likely contribute to deep economic and social changes. To realise the tremendous benefits of AI while mitigating undesirable effects will require enlightened responses by many stakeholders. Varying national institutional, economic, political, and cultural conditions will influence how AI will affect convenience, efficiency, personalisation, privacy protection, and surveillance of citizens. Many expect that the winners of the AI development race will dominate the coming decades economically and geopolitically, potentially exacerbating tensions between countries. Moreover, nations are under pressure to protect their citizens and their interests—and even their own political stability—in the face of possible malicious or biased uses of AI. On the one hand, these different stressors and emphases in AI development and deployment among nations risk a fragmentation between world regions that threatens technology evolution and collaboration. On the other hand, some level of differentiation will likely enrich the global AI ecosystem in ways that stimulate innovation and introduce competitive checks and balances through the decentralisation of AI development. International cooperation, typically orchestrated by intergovernmental and non-governmental organisations, private sector initiatives, and by academic researchers, has improved common welfare and avoided undesirable outcomes in other technology areas. Because AI will most likely have more fundamental effects on our lives than other recent technologies, stronger forms of cooperation that address broader policy and governance challenges in addition to regulatory and technological issues may be needed. At a time of great challenges among nations, international policy coordination remains a necessary instrument to tackle the ethical, cultural, economic, and political repercussions of AI. We propose to advance the emerging concept of technology diplomacy to facilitate the global alignment of AI policy and governance and create a vibrant AI innovation system. We argue that the prevention of malicious uses of AI and the enhancement of human welfare create strong common interests across jurisdictions that require sustained efforts to develop better, mutually beneficial approaches. We hope that new technology diplomacy will facilitate the dialogues necessary to help all interested parties develop a shared understanding and coordinate efforts to utilise AI for the benefit of humanity, a task whose difficulty should not be underestimated.  相似文献

This article examines the issues raised by the drawing up of a bilateral agreement for satellite communications between the USA and Mexico. Mexico has been mainly leasing capacity from INTELSAT and is developing its own Morelos satellite system. Both the USA and Mexico are keen to develop transborder satellite telecommunications services, but before coming to an agreement both parties must arrive at a clear definition of the main concepts that will constitute the agreement. Key concepts being analysed are: services classification, the reciprocity principle, economic harm to INTELSAT, and technical harm to INTELSAT.  相似文献

The introduction of the fifth generation of mobile technology (5G) is expected to bring disruptive changes. These changes will be much more pervasive than any previous introduction of new mobile ‘generations’ and they are expected to influence the whole economy. For this reason, the global rush for 5G technology is not only considered crucial in economic or technological terms, but also for its implications in terms of geopolitics, international policy and national security.This paper presents an analysis of the patents in the most relevant fields of specialization connected to the 5G development. The period under investigation is from 2010 to 2019, and the data are extracted from the European Patent Office (EPO) and the U.S. Patent and Trademark Office (USPTO) database. The analysis shows how the technologies and the specialisations needed to develop 5G are in the hands of a few countries around the globe, and how single European countries, taken in isolation, are not among those leading players. However, Europe, considered as a whole, competes well with the US and Asia in terms of patented innovations, suggesting the economic and strategic relevance of strengthening cooperation within the EU.  相似文献

The ITU Plenipotentiary Conference held in Nairobi in the Fall of 1982 was a significant international instrument for the conduct of telecommunication foreign policy. Growing demand for telecommunication services and products coupled with the economic and sociocultural impact of new technologies have resulted in greater global interest in the problems, issues and technical complexities of maintaining order in global telecommunication. A major theme of this article is that ITU deliberations and decisions are all part of the growing telecommunication foreign policy agenda and that the benefits of successful diplomancy are usually worth the costs of effective and coordinated domestic and international policy development.  相似文献

In the comparative politics literature there are two main approaches to the impact of international economic change on national policy patterns. The first — new institutionalism — has been very influential in comparative industrial relations scholarship. The second, which focuses on the role of interests, has been less prominent. Comparing industrial relations reform in Australia and New Zealand during the 1980s and 1990s, this paper argues that there are a number of limitations to an institutionalist approach and outlines a framework for the comparative study of the impact of international economic change on national patterns of industrial relations which integrates both institutionalist and interest‐based approaches.  相似文献

The need for a new literacy that will allow for meaningful participation in the rapidly evolving field of nanotechnology is very critical to national development. This need is important for nanotechnology to achieve its full potential. This paper describes and analyzes some contemporary philosophical interpretations of the concept of technological literacy. The paper then focuses on some of the metaphysical assumptions underpinning the techno-scientific literacy framework; and theories governing public understanding of science and technology, as the basis to propose a new technological literacy framework suitable in the era of nanotechnology. A case is made that the new technological literacy framework proposed is a suitable and essential pedagogic endeavour which should be seen as yielding a perspective through which meaning may be infused into the importance of nanotechnology development–a perspective as essential to the informed lay person as it is to the truly literate technologist. The paper concludes by analyzing the implications of the proposed epistemological framework on nanotechnology workforce development and makes recommendations based on this new framework to achieve a ‘nanoliterate’ society.  相似文献

A conference will open on 8 August 1985 under ITU auspices to consider major procedural changes in the international regulation of the use of the radio spectrum by geostationary satellites. There has been strong pressure for the introduction of a priori orbit/ spectrum planning for, for example, the fixed-satellite service from countries which foresee that they may lose their option to set up domestic satellite networks under the present ptocedure. However, reform of the present procedures, rather than radical change, would give better assurance that the real needs of all countries will be met.  相似文献
