This article re-examines commonly held perspectives on flexible employment practices used in Japanese organisations. Recent research has concluded that market conditions have caused a shift away from lifetime employment and towards flexible employment. To examine this position, the literature is compared with statistics available from Japan's Nippon Keidanren, Ministry of Internal Affairs and Communications, Public Management Ministry, Ministry of Health Labour and Welfare, the United Nations and OECD. A synthesis of these sources demonstrates that flexible employment practices are part of a historic, not recent, model of employment. Concluding with an integrated table of key labour market statistics, the article highlights a Western academic tendency to rely on the macro-level three pillars model and not use meso-level labour statistics as a reference point to define flexible employment conditions in Japanese organisations.  相似文献

Employability-enhancing practices usually refer to training or courses, but also practices directed towards older workers to sustain their work capability can be embraced by this term. In the context of an ageing population and workforce, older workers' labour market participation gains an increasingly important role. Therefore, the importance of employability-enhancing practices is noted as a solution to sustain their employment. In this study, we focus on employer-provided employability practices for older workers. We answer the following research question: which practices do employers use to enhance their older workers' employability and under which conditions are these practices adopted. Analyses on Dutch corporate data (N = 860) show that employers mainly provide employability-enhancing practices that are easily implemented and not expensive. This finding replicates prior research and clarifies that job redesign should be considered as a possibility to keep older workers in the labour market. Furthermore, our study shows that both organizational and labour market characteristics affect employers' decisions whether to provide employability-enhancing practices for their older workers. This suggests that policy measures might be necessary to assimilate investments in employability-enhancing practices across organizations.  相似文献

In this paper, we focus on the effects of the Great Recession on the decisions of young women regarding their labour supply. Considering the profound effect of the economic recession on the Spanish labour market, and in particular on the labour supply of young people, the focus of the empirical part of this paper is on Spain. Using EU-SILC 2007 and 2012 micro data for Spain, the labour supply models of women are estimated by age group, with a particular focus on the 20 to 29 and 30 to 39 age bands, in order to establish how young women living in couples exhibit different labour supply propensities according to their partner's labour market status. Correction is made for the non-random selection of women living in couples in the younger age groups. This first analytical step reveals a negative effect on the likelihood of forming a new household in the context of precarious employment conditions. Analytical results regarding the labour supply of women by age group confirmed a discouraging effect of young children on the labour supply of the youngest mothers, as well as a positive effect from being the owner of a house purchased under mortgage.The literature shows that different effects can be at work within the crisis: an added worker effect (AWE), which is countercyclical labour supply behaviour involving an increase in individual labour supply in response to transitory shocks in the partner's earnings, and a procyclical discouraged worker effect. The resulting estimations of the present study suggest an AWE in 2012 for young women living in couples. While in 2012 the discouragement effect was only prevalent for women over 40, in 2007 it was also prevalent among younger women. Women's higher propensity to enter the labour market when their partner becomes unemployed or is persistently unemployed, coupled with their likelihood to be inactive in the presence of young children, would suggest a need for labour market policies targeted towards young women. Childcare facilities could mitigate the latter effect and produce a more continuous work profile, avoiding the negative effects of work experience interruptions on labour supply during the female lifecycle.  相似文献

The weak performance of the Japanese economy since the 1990s has renewed the debate on the efficiency of its employment practices. Although actual changes have long trailed expectations, two major developments have taken place in recent years: a rise in non-regular employment and the introduction of performance-related pay (seikashugi). Both affect the internal labour market that has been crucial to human resource management in Japan. The first development diminishes its relevance and the second directly impacts its functioning. This paper discusses these changes and the factors that determine their character. Moreover, it argues that the changes are not just aligned with but also made possible by an important continuity in the support for the core practice of lifetime employment. What results is a story of institutional change and continuity which argues that the specific character of Japanese employment practices remains in spite of an apparent convergence.  相似文献

This study examines the employment system of Japanese multinational retailing corporations in Hong Kong through two case companies - Morioka and Okadaya. The human resource management (HRM) practices- recruitment and selection, remuneration, and training and development - of the companies are studied. The different HRM practices applied to different groups of employees within each case company are compared using an employment systems model. The employment system is structured and multi-layered. The development of the structured employment system is then analysed in relation to the cultural and sectoral factors. It is shown that only the cultural characteristics of the Japanese parent companies can explain the ethnocentric management approach used in which Japanese personnel are employed in the internal labour marker (ILM) and local employees are employed outside the ILM. Economic and labour market conditions in both parent and host countries and sectoral characteristics have also contributed to the stratification of the employment system among the local employees. The implications of this study are that the long-term development of Japanese multinational retailers will be weakened if the structured employment system persists.  相似文献

This paper examines the role of migration in affecting the labour market opportunities of male and female household members left behind. We address this question by analyzing the impact of international migration flows from Albania, where migration is a massive and male-dominated phenomenon. We find that the labour supply of men and women responds differently to current and past migration. Controlling for the potential endogeneity of migration, estimates show that having a migrant abroad decreases female paid labour supply while increasing unpaid work. On the other hand, women with past family migration experience are significantly more likely to engage in self-employment and less likely to supply unpaid work. The same relationships do not hold for men. These results suggest that while left-behind women in Albania may take on the extra burden associated with the migration of male family members, they gain employment opportunities upon their return.  相似文献

This article will show the impact of employment equity legislation on the psychological employment contracts of the three main employee groupings in South African society. This study is important in that it fills the gap in the literature that identifies labour market regulations as an important shaping influence on the psychological contract. More than 500 managers from across South African industry and from all ethnic groups were surveyed to identify differences in psychological contracts and attitudes towards the social transformation regulations. We found that the legislation has impacted differentially on the three groupings mainly in terms of their loyalty to stay with their organizations, the focus on their career development in terms of the external labour market and the degree to which they felt they had been affected by the legislation. Additionally we find that the perceived linkage between job satisfaction and labour turnover is significantly weakened by labour market legislation in the case of the beneficiaries of the legislation, but that this may not be the case for those negatively affected by the legislation. The findings have significant implications for the HRM practices of multinationals operating in societies with significant labour market regulatory interventions.  相似文献

Recent discussion of developments within the UK labour market has highlighted the growth of more 'flexible' types of employment: part-time work, temporary jobs, and self-employment. The structure of employment has also been shifting – away from manufacturing and manual employment and towards the service sector and non-manual employment. In this article, Peter Robinson argues that these are not new developments and in some respects the pace of structural change in the labour market has slowed down. Together with evidence that the labour market is now adapting successfully to earlier structural changes, this bodes well for the prospect of further gradual reductions in unemployment.  相似文献

This paper provides novel evidence on the effect of deregulating overtime hours restrictions on women by using the 1985 Amendments to the Labour Standards Act (LSA) in Japan as a natural experiment. The original LSA of 1947 prohibited women from working overtime exceeding two hours a day; six hours a week; and 150 hours a year. The 1985 Amendments exempted a variety of occupations and industries from such an overtime restriction on women. Applying a difference‐in‐difference model to census data, we find causal evidence pointing to the positive effect of this particular piece of labour market deregulation on the proportion of female employment. We then carry out a series of sensitivity analyses to ensure the robustness of our finding. Especially, we conduct a falsification test and an event study to show that our causal inference is not threatened by the differential pretreatment trends. Finally, we use quantile regressions and find that for jobs with more rapidly growing proportion of female employment, the effect of the exemption from the overtime work restriction on women is larger.  相似文献

Health‐care institutions face a strategic HR dilemma. They need to attract female doctors from a tight, feminised labour market by offering family‐friendly HR practices (e.g. part‐time employment), often based on collective labour agreements, while trying to contain their labour costs by employing as many full‐timers as possible. In this study, we investigate which family‐friendly arrangements serve health‐care institutions' HR strategies best in terms of retaining female doctors' working hours. Data collected in 2008 from 1,070 Dutch female doctors indicate that offering family‐friendly HR practices such as flexible working hours (in contrast to part‐time working) minimise the strategic HR dilemma, since it offers scope for improving the work–life balance without encouraging female doctors to work less hours. However, the effect of family‐friendly arrangements on working hours is dependent on the family‐friendly workforce philosophy: only with proper support for career goals do women using family‐friendly arrangements work more hours.  相似文献

Growing numbers of women with children living in western cities are entering the labour market, raising new questions about changes in the allocation of the tasks of social reproduction between household members and others and about the effects of the increasing time women now spend in the workplace. As Manuel Castells noted over 25 years ago, women's unpaid labour has long been essential, not only in the domestic arena, but also in patching together facilities separated in space. The spatial layout of cities, with its specialized and segregated land‐uses, only works, he argued, if women's unpaid labour is available to connect urban locations. But many women now spend many more hours in the labour market, replacing their former domestic labour with a range of commodified goods and services as well as by help from a range of related or unrelated others, sometimes but not always remunerated and/or by state‐provided or supported services. This article examines the consequences of the growth of women's employment in Britain and the concomitant decline of the old breadwinner family, the growth of workfare policies that assume all individuals are available for waged work and the rise of commodified caring. The arguments are illustrated by empirical examples from interviews undertaken with middle‐class mothers in waged work in London and Manchester in the UK.  相似文献

Interest in the national minimum wage (NMW) includes not only its direct impact on employment and wages, but also its indirect impact on organisational performance resulting from a reorientation of employer behaviour with regard to employment practices and product market competition. Drawing on data from small firms in six low‐paying sectors, this article identifies three key constraints that have undermined the possible effect of the NMW in generating a virtuous cycle between employment practices and product market approach. The paper examines some important developments that are taking place on the supply side of the Japanese labour market. The major themes addressed include the impact of ageing on the structure of employment and the increasing participation of women in the labour force. The paper considers in some detail the various policy responses taken, by government through legal intervention and by firms employing specific human resource management strategies, to address these issues. It also observes that supply side needs will have a significant future impact on what might be termed traditional personnel practices in Japan.  相似文献

This paper analyses gender differences in regional employment in Europe. An industrial relations approach is used, which requires that regulations and institutions in the labour market be analysed in regard to power relations in the workplace. Gender relations and working conditions are seldom included when welfare-state arrangements and the functioning of the labour market are discussed at a national level. The results of this study show that welfare-state policies, in a broad sense, support women's opportunities to take part in paid work in the labour market. Women in Europe are beginning to occupy an increasing share of the new jobs that are created as they improve their labour-force participation rates. Women are also moving into higher growth sectors of the economy to a larger extent than men. But in terms of occupations, hierarchies and power relations, the mechanisms of segregation in the workplace are changing very slowly. While considerable literature exists on the segregation processes within organizations, very little deals with how to change segregation patterns and how to balance the differences in power between women and men in the workplace.  相似文献

Government wage, benefit, and employment decisions are not taken on a profit-maximizing basis, and have a substantial impact on aggregate labour market performance and unemployment. In a two-sector labour market model with free mobility of labour, an increase in government wages or benefits reduces private sector employment, and government employment is not an effective counter-cyclical instrument. Empirical tests for Greece confirm that the expansion of the public sector in the 1980s contributed to the deterioration of labour market performance.  相似文献

This article describes the current status of women in the workplace in Taiwan. Statistical evidence shows sex segregation in the labour market. Discriminatory practices in the hiring process are documented via a content analysis of 7,037 classified ads. Overtly discriminatory actions, such as blatantly stated gender requirements in the classified ads, are shown to be still common in hiring practices. Census data on a gender gap in compensation shows that women in Taiwan evidently get less pay than men do for the same work. The ratio of female to male employees is significantly and negatively correlated with the ratio of female to male in pay. The higher the percentages of women in an industry, the lower the pay women get compared to men. Also, the ratio of female to male in pay is negatively related to the turnover rate. Companies that pay women fairly tend to enjoy lower turnover rates. The implications of these women's issues in human resource management in Taiwan are presented.  相似文献

Work intensification can be an organisational tool to increase the productivity of an existing workforce. We investigate employee reactions to three levels of sustained extensive work intensification (long work hours over two consecutive time periods) of the two most prevalent generational groups in the labour market: Generation X and Baby Boomers. Boomers have been characterised as ‘workaholics’ who ‘live to work’, while Gen Xers are ‘slackers’ who ‘work to live’. We investigate, using a nationally representative sample of employees, whether these generational differences in work attitudes impact employee reactions (measured by employee reports of job satisfaction and work–life balance) to sustained extensive work intensification. The results show that perceptions of job satisfaction and work–life balance are reduced by sustained extensive work intensification but the differences between the two generations are minimal, suggesting that organisations do not need to tailor their employment practices to fit the work values of different generations.  相似文献

Standard economic theory sees labour law as an exogenous interference with market relations and predicts mostly negative impacts on employment and productivity. We argue for a more nuanced theoretical position: labour law is, at least in part, endogenous, with both the production and the application of labour law norms influenced by national and sectoral contexts, and by complementarities between the institutions of the labour market and those of corporate governance and financial markets. Legal origin may also operate as a force shaping the content of the law and its economic impact. Time‐series analysis using a new data set on legal change from the 1970s to the mid‐2000s shows evidence of positive correlations between regulation and growth in employment and productivity, at least for France and Germany. No relationship, either positive or negative, is found for the UK and, although the United States shows a weak negative relationship between regulation and employment growth, this is offset by productivity gains.  相似文献

This article sets out to cast greater light on employment practices in an emerging ‘socialist market economy’. It is based on empirical research carried out in a range of Chinese enterprises, which are then examined in terms of their management-labour relations, employment practices and human resources. Although the ‘iron rice bowl’ system of job security and ‘cradle-to-grave’ welfare coverage found mainly in state-owned enterprises is now being phased out, the study concludes that the degree of overlap with Sino-foreign joint ventures which are often portrayed as more likely to implement labour market-driven practices, to be as yet only partial.  相似文献
