Drawing on economic propositions underlying theories of foreign direct investment and organizational propositions underlying international human resource management strategic decision making, the theoretical model developed herein integrates two distinct but interrelated strategic HRM assessments. In deciding where to invest, multinational companies (MNCs) assess both (1) the net comparative labour cost advantages associated with alternative host-country IR systems and (2) the comparative flexibility afforded them by alternative IR systems to either transfer or create preferred HRM strategies abroad. The results of the present study indicate that, on average, MNCs from the major investor countries of the world give substantial weight to differences in national IR systems in deciding how much to invest across alternative high-skill, highwage countries. In particular, the evidence indicates that MNCs have invested more in countries with higher skills, lower compensation costs and lesser government and collective bargaining constraints on MNCs' flexibility to set the terms and conditions of employment or otherwise deploy preferred HRM practices abroad.  相似文献

The rapid economic growth and structural reform that have taken place in China over the past two decades have had a substantial impact on the system of labour management in Chinese manufacturing enterprises. The purpose of this article is to document and analyse the nature of these changes in state-owned enterprises and joint venture companies. The effect of these changes on work relations, employment relations and industrial relations will form the basis of the analysis. The emphasis in the analysis will be on how work, employment and industrial relations have accommodated the demand for greater flexibility. Labour management in six manufacturing firms in the Shanghai region will be examined. This research is a pilot project for a larger-scale research in 1999. While no attempt is made to generalize the research findings, the research clarifies the extent and limits of flexibility in the current Chinese economy.  相似文献

In a previous edition of this journal, Turner et al. (1997a) claim that the industrial relations and human resource management practices of multinational companies operating in Ireland bear a close resemblance to those of indigenous firms. The advancement of this (new) conformance thesis stands in stark contrast to much recent work on Irish industrial relations. In this paper we criticize Turner et al.'s argument for its failure to appreciate and acknowledge the weight of evidence both internationally and in Ireland which points to the predominance of 'country-of-origin effects' over 'hostcountry effects', especially in countries characterized by weak industrial relations systems. We are also critical of the empirical basis of the 'new conformance thesis'. In analysing data from a recently conducted national workplace survey our doubts as to the empirical validity and generalizability of Turner et al.'s results are confirmed. In brief, the 'new conformance thesis' is refuted and the employment relations practices of foreign- and particularly US-owned establishments are shown to be very different from those of Irish workplaces.  相似文献

The paper examines the development of the labour movement in Indonesia in the context of trade unionism elsewhere in the area of the Asia-Pacific region. The Indonesian labour movement is shown to exhibit a dual nature; consisting of an official sponsored and legal form of unionism, and an independent, quasi-illegal form of unionism. The two have a conflicting yet symbiotic relationship, where the state plays a very significant role in determining the parameters for behaviour in industrial relations. Although the form of state intervention in Indonesia may be different from state intervention in other comparable countries, its aims are broadly similar. In this context the Indonesian independent labour movement is shown to have had some measure of success in resisting the restrictions placed upon it in its attempt to advance its members' terms and conditions of employment.  相似文献

While there is now considerable scholarship concerning Japanese management practices in their overseas production operations in Europe and North America, little is known about Japanese investment in other parts of the world, especially in Asia. This paper draws on on-going research into the nature and operations of Japanese manufacturing investments in China. The paper focuses on interviews primarily with Chinese managers in twenty plants in three locations within China, to examine their personnel polices and practices, and draw from this their overall industrial relations strategies. The main findings were, first, that, despite claims of cultural similarity between China and Japan, personnel management practices were generally not transferred from Japan to the plants in China. Second, practices that may appear as Japanese inspired were often informed by local practices. Third, there was diversity in the forms of practices used, indicating neither sophistication nor a singular recipe of management methods. Thus, the paper seeks to challenge proponents of Japanization who claim, essentially, that Japanese management techniques are predicated on the construction of particular forms of social relations around work that allow sophisticated, and integrated, production-management systems to function. Instead, depending on a complex interrelation between location industry and the history of each plant, managers sought to use various local and 'universal' (generic to capitalism) strategies and practices to control and utilize labour.  相似文献

This study compares the use of flexible work practices in wholly owned South African (SA) companies with that in foreign-owned companies. Data were obtained from questionnaire results of a study conducted by Horwitz and Franklin (1996) of flexible work practices in SA organizations. The questionnaire was used as part of a collaborative research project involving three countries (Brosnan et al ., 1996). It was found that SA-owned companies use certain flexible work practices to a lesser extent than foreign-owned companies. This was found to be the case particularly in the use of numerical forms of flexibility, such as sub-contractors/consultants and the use of temporary employees. Use of subcontractors/consultants and temporary staff agencies was found to be the greatest in partially foreign-owned companies. A larger proportion of foreign-owned companies have lower labour costs than do SA-owned companies. This has, however, not been as a result of the greater use of flexible work practices. Foreign-owned companies make more joint decisions with unions than do SA-owned companies when changing work practices.  相似文献

Drawing upon a major British study involving over 300 interviews in fifteen case organizations from the private and public sectors, this paper draws out the essential elements of recent changes in industrial relations. In particular, it examines the significance of human resource management initiatives for the practice of industrial relations. The main thrust of the paper examines the ways, and the extent to which, mainstream organizations have transposed and absorbed concepts and practices from the highly publicized ‘lead cases’ into their own routines.

The central argument has three component elements: a whole array of managerial initiatives was launched in the period covered by the research; many of the more far-reaching of these were devised and driven from outside personnel or industrial relations management; cumulatively, these initiatives have impacted on the conduct of industrial relations.

A key concept which is identified and explored is that of HRM/IR ‘dualism’. This is the attempted bolting-on of HRM techniques and language alongside prevailing, albeit to some extent diluted, IR proceduralism. Many of the significant changes in labour management practices stemmed from initiatives taken by general managers, manufacturing directors and line managers. Transformative initiatives in the guise of culture change and structural change often carried profound implications for industrial relations even though these initiatives would not traditionally be regarded as part of industrial relations proper.  相似文献

In the last two decades, research in human resource management has increasingly focused on the strategic linkage between the activities of the human resource function and the business goals of enterprises. Most of the theoretical and empirical work in this area has focused on the US context. This paper extends this research to a non-US business environment. Specifically, we examine data from 303 state-owned, domestic private and foreign-owned Polish firms to test how strategic and environmental variables are related to the adoption of human resource innovations. This analysis suggests that business strategies, local labour markets and the presence of foreign competition are related to the complexity and extensiveness of firm-level human resource practices.  相似文献

The aim of this paper is to explore the limitations associated with a most similar case research design. It argues that by adopting a most similar case research design, comparative work on industrial relations reform in Australia and New Zealand during the 1980s and 1990s has systematically ignored important historical differences between the two countries, underestimated the similarities in recent reforms and privileged organizational and institutional explanations for changes in industrial relations systems, at the expense of those which are based on systemic factors and material interests. More generally, this paper argues that methodological choices have significant consequences for the types of explanations generated by comparative research and that more serious attention needs be given to the epistemological assumptions embedded in research designs that are taken up by industrial relations researchers.  相似文献

Abstract This paper is an attempt to theorize changing employment relations in capitalist development, drawing upon Taiwan's experience of industrialization within the context of global economic competition and undertaking case studies in the textiles industries. It aims to investigate changes in the nature of employment relations, with special reference to authority relations, by examining how they have been shaped by changes in Taiwan's textiles industries. It argues that a transformation of paternalistic capitalism is under way in Taiwan. The study also examines how changes in economic activities have profoundly affected people's lives and experiences. It is suggested that the underpinnings of traditional authority are being shaken. Loosened personal ties and claims for statutory working rights have led to the emergence of different sources of industrial authority. Here is a crucial 'ideological break' in terms of workers' consciousness. Moreover, the 'communal paternalism' or 'enterprise paternalism' of labour regimes in Taiwan propounded by Deyo (1989, 1998) is now called into question.  相似文献

There has been a relative dearth of comparative, cross-national research which has followed a survey-based approach. This partly reflects the difficulty that researchers encounter in collecting such information, either via primary collection or the secondary matching of existing survey material. This paper addresses these difficulties and suggests ways in which their impact can be minimized. It notes that such difficulties are much more severe in the case of secondary matching and are thereby likely to constrain the scope of this approach. They are not totally absent in primary collection and it is suggested that there are limits to what can be achieved during data collection to promote the development of like data-sets across countries. This indicates that great care must be taken in interpreting data so obtained. Despite such limits and cautions, it is nevertheless concluded that the survey approach can be an important adjunct to the process of understanding why the world of work varies across frontiers.  相似文献

This study examines the relationship between industrial relations climate and the employee attitudes towards participatory management in Chinese-, Japanese- and US-invested electronics firms in Taiwan. Among the findings, Chinese firms tended to have a higher level of participatory management and more effective participatory management than US-invested firms in Taiwan. It was also confirmed that the harmony and openness aspects of industrial relations climate had a positive and significant correlation with the effectiveness of participatory management, including the personnel, operational and social matters. It was concluded that multinational corporations (MNCs) which need centralized control of their overseas operations will be less willing to encourage participatory management in their local operations. Finally, it was revealed that the effectiveness rather than the level of participatory management could better predict industrial relations climate.  相似文献

This paper discusses the introduction of schemes aimed at employee empowerment within a context of strong industrial relations in India. The pressure put on profit margins by a competitive business environment is forcing an increasing number of Indian enterprises to view employee empowerment as a serious strategic option. Getting workers to take responsibility for shop-floor decisions over quality, safety, productivity and material use appears, at first sight, an alluring prospect. It would seem that men and women at the bottom of the pyramid cannot but be warmly appreciative of power-sharing arrangements from which they have something to gain, but there are forces at work which can actively obstruct or quietly subvert attempts at redistributing power. There are a number of benefits to large-scale, multi-site, internationally funded urban research projects if they are operationalized in ways that acknowledge forms of knowledge incommensurability and allow for space to explore the commensurability of different forms of knowledge across different geographies. Such projects are especially important in the context of the precarity of research funding, as such projects can provide the space to explore new urban research avenues that may not have formed core components of the existing urban studies canon and may also bring with them significant and new funding possibilities. In this intervention I use the example of the GCRF-funded PEAK Urban programme to consider how new urban research questions related to sexuality and health were brought to the fore during the life of the programme, which offer not only new research avenues, but also potential access to significant new funding sources. Programmes such as PEAK Urban therefore have the potential to build the long-term resilience of urban research. Cutting funding to such programmes may therefore limit the efficacy of the programmes themselves and the long-term sustainability of urban scholarship.  相似文献

Traditionally it has been argued that the industrial relations practices of multinational corporations tended to conform with the prevailing industrial relations practices of the host country. Recent arguments claim that this trend has now been reversed and a new orthodoxy prevails which originates in the multinational corporation's country of origin. Drawing on a sample of companies in the Irish manufacturing sector, this paper examines the extent of these changes through a comparison of indigenous and foreign companies. The evidence of change emerging from this survey does not fully support the hypothesis that the practices of multinationals are significantly different or that there is a new orthodoxy in industrial relations originating in the multinational sector. We suggest that the impetus for change in employment practices is not to be found in the multinational sector but in the dynamic nature of competitive markets and the increasingly international mobility of capital.  相似文献

With the political changes that took place during 1994 within South Africa, the country again, after many years of economic isolation, became a full member of the international community. Since then, many South African companies have attempted to become more competitive, and many international companies have shown a keen interest in doing business in the country. As a result of the important role that human resource management practices can play to help companies prosper and become successful, an investigation was undertaken within companies to establish to what extent HR practices were being applied. This study explores how engineering students studying project management perceive their learning experiences. To facilitate an understanding of the constituent components of engineering students’ experiences and to understand how these experiences influence preferred learning styles, a comparative study of university students studying engineering in South Africa and the United Kingdom is conducted. The study finds no significant demographic differences in learning experiences across the two student cohorts. However, the South African cohort reports higher levels of overall experiences. They also report higher usage of online learning materials but lower levels of blended learning and individual critical evaluation skills experiences.  相似文献

In the presence of capital accumulation the Taylor principle may not be sufficient for determinacy under reasonable parameter values. In this paper I consider a two-sector extension of the models used in the existing literature. I show that what matters for whether the Taylor principle is sufficient is the price stickiness of investment goods. Price stickiness of consumer goods on the other hand matters very little. The Taylor principle is sufficient, I find, unless there is considerable price stickiness in the investment-goods sector.  相似文献

The paper analyses the contribution of works councils to the overall success of German firms during the last few decades. It is argued that a successful implementation of flexible specialization strategies is the cornerstone of German prosperity. The acquisition and effective utilization of firm-specific skills is a precondition of successful flexible specialization. Effective skill utilization itself needs cooperation between employers and employees in order to safeguard the specific investments of either side. Thus, the crucial question is whether the dual system of worker representation in Germany, and particularly the part of the works councils therein, is an efficient institution in the sense that it guarantees the necessary co-operation. In analysing the effects of works councils on personnel turnover and vocational training, we find the works councils to be organizationally efficient, i.e., they balance out employers' and employees' interests. The legal structure underlying the dual system is found to be institutionally efficient because it guarantees this result. Even in times of crisis and if exposed to great pressure, the dual system seems to remain stable, as is illustrated in the light of recent labour market developments that have been triggered by German unification and the last recession.  相似文献
