Empirical analysis of rural credit market failure has been of key scientific and political interest in recent years. The aim of this article is to give an overview of the various methods for measuring credit rationing that are employed in the literature. Furthermore, the methods are subjected to a comparative evaluation of their specific strengths or shortcomings. Six approaches are distinguished: measurement of loan transaction costs, analysis of qualitative information collected in interviews, analysis of quantitative information collected in interviews using the credit limit concept, analysis of spill‐over effects with regard to secondary credit sources, econometric household modeling, and the econometric analysis of dynamic investment decisions. An explicit comparison with a first‐best solution is impossible in the first three approaches, since they essentially rely on a subjective assessment of borrowers' access to credit, based on qualitative or quantitative indicators. The fifth and sixth approaches allow a rigorous interpretation in the framework of neoclassical equilibrium theory. The fourth approach takes an intermediate position, since spill‐over on segmented loan markets reveals a willingness to pay with regard to the supposedly less expensive but rationed primary source. The approaches are fairly data demanding in general, usually requiring specific data on loan transactions. Even so, most approaches are applicable to cross‐sectional household data. With the exception of the first, all methods surveyed might plausibly be used to empirically detect credit rationing.  相似文献

Fertilization is a stepwise decision in Niger. Survey data from a representative sample of 100 households were utilized with individual and joint estimation to evaluate the determinants of fertilizer use at its three different stages: manure alone and two different types of inorganic fertilizer application. The fertilizer price relative to the millet price was always a highly significant determinant of fertilizer adoption. Farmers' experience in seeing the results of fertilization in the field was a principal factor influencing the use of manure and of the micro‐fertilization. Other studies in semiarid regions have emphasized risk, liquidity, or fertilizer responsiveness under harsh conditions but the shift to the micro doses of inorganic fertilizer was statistically associated here with the demonstration trials and the price ratios (fertilizer/millet). A variable reflecting the millet price recovery approximately 6 months after harvest was the most important factor in the decision to raise further inorganic fertilizer use with side dressing. Policy implications were focused on the importance of demonstration trials and improvements in the economic conditions (millet–fertilizer price ratios).  相似文献

In this article, we analyze the role of subsistence‐oriented agriculture in Russia in the 1990s. We start out by discussing the diverging economic effects of the growth of subsistence agriculture in Russia since the transition process started. The quantitative analysis of this sector's role is carried out by means of an applied computable general equilibrium (CGE) model applying a 1994 social accounting matrix (SAM) as base year data. The novelty of the article is to disaggregate primary agricultural production not by products but by farm types, which enables us to distinguish their institutional and economic characteristics. The model also explicitly differentiates between marketed and subsistence consumption or formal and informal marketing activities of agricultural producers. We simulate two ex post and two ex ante experiments. The results of the first backward‐looking experiment highlight that Russia's subsistence agriculture was an important buffer against further agricultural output declines during transition and, hence, against food insecurity. A simulation, which looks into the effects of a devaluation of the Russian ruble, shows that the financial crisis should have increased the relative competitiveness particularly of large‐scale crop farms versus small‐scale farms. Two forward‐looking experiments indicate that efficiency enhancing institutional change would benefit both large‐scale and small‐scale farms. However, within small‐scale agriculture, a shift from subsistence to commercial agriculture would take place.  相似文献

This article investigates the link between financing and investment in Ukrainian agriculture during economic transition. The main contribution of the study is to provide empirical evidence for the coexistence of financial constraints and soft budget constraints (SBCs). This is of particular importance because credit constraints and SBCs have completely different economic effects. The lack of differentiation between these forms of capital market imperfections yields overlapping effects of financing on investment and may therefore cause a misinterpretation of econometric results. Our empirical analyses are based on an econometric estimation of the Euler investment equations for 529 large farms from three Ukrainian regions between 2001 and 2005. The results confirm that financial variables significantly influence farms' investment, providing empirical evidence of an imperfect capital market in Ukrainian agriculture. It turns out that credit constraints in the Ukrainian agricultural sector are more important than SBCs. We show that the estimated level of financial constraints for profitable farms with access to loans is higher if both types of capital market imperfections are appropriately distinguished.  相似文献

This article attempts to integrate the production‐ and the efficiency‐based approaches for evaluating the impact of extension on farms' performance. For this purpose the nonneutral production frontier model is used, and the empirical analysis refers to a sample of farms from Crete, Greece. The empirical results support the proposed formulation instead of either the production‐ or the efficiency‐based formulations as extension was found to have a statistically significant effect on closing both the technology and management gaps. Public and private extension services were found to be competitive in the production function and complementary in the technical inefficiency effect function. In addition, farms using both public and private extension services achieved a higher degree of technical efficiency than those using either public or private extension services, and farms with no extension services were found to be the least efficient.  相似文献

Rural nonfarm activities and agricultural crop production in Nigeria   总被引:4,自引:0,他引:4  
Although most rural households are involved in the farm sector, the nonfarm sector has grown significantly in recent decades, and its role in rural development has become increasingly important. This article examines the effect of participation in nonfarm activities on crop expenses of farm households in Nigeria. The relationship is modeled using a nonseparable agricultural household model that suggests that participating in nonfarm activities can relax the credit constraints facing farm households and reduce risk thereby helping households improve farm production and smooth consumption over time. The results show that participation in nonfarm activities by Nigerian farmers has a positive and significant effect on crop expenses and in particular on payments for hired labor and inorganic fertilizers. Separate analysis of the six geopolitical zones in Nigeria indicates that it is in the South-South and South-East zones where nonfarm participation appears to induce more hiring of labor. The results support the hypothesis that nonfarm participation helps relax liquidity constraints but suggests how that liquidity is used is zone-specific. In general, the results also indicate that liquidity is used more to pay for inputs into staple production as opposed to cash crops.  相似文献

Agriculture is one of the most hazardous productive sectors around the world. Most previous studies have focused on health issues of farmers in developing countries, while little attention has been paid to farmers' health problems in developed countries. The present study assesses the effect of farmers' health conditions on agricultural productivity in Norway. Employing stochastic frontier regression techniques, we conclude that differences in farmers' health help to explain the variance in agricultural production efficiency.  相似文献

This article presents a bio‐economic household model, which has been developed to assess the potential impacts of agricultural intensification efforts on economic and ecological indicators in eastern Uganda. A study region in the Lake Victoria Crescent was selected with comparative advantages for intensive agricultural production: high agricultural potential, high market access, and high population density. However, current production is characterized by low input–output systems revealing a discrepancy between development opportunities and actual development outcomes. Based on a farmer participatory research approach, production methods were introduced in the study region aimed at fostering sustainable agricultural development. Data from two community surveys, two comprehensive household and plot level surveys, and farm‐trial data were used to develop and calibrate bio‐economic models for four representative household types. Model scenarios reveal that farm households in eastern Uganda would not pursue sustainable intensification under current socio‐economic conditions. The market environment has to be improved substantially, i.e., transaction and transportation costs have to be reduced, innovative credit schemes for smallholders have to be introduced, and alternative forms of labor acquisition have to be promoted, to provide sufficient economic incentives for the adoption of environmentally sound production methods. In addition, agricultural service provision needs to be reformed and more agricultural research is needed for new and better‐targeted technologies.  相似文献

On June 2003 the final version of the Common Agricultural Policy Mid‐Term Review (CAP MTR) was published. The driving forces of this policy change include inter alia the compliance with World Trade Organization (WTO) negotiations' requirements, improvement of social support for agricultural policy, adjustment to budget constraints and adaptation of agricultural practices to environmental requirements. This article reviews how this policy performs in marginal areas regarding one of those objectives: the provision of environmental outputs related to agricultural activity. As an alternative to this reform, a policy based on agri‐environmental measures designed to maximize environmental outputs, is proposed. Both options are evaluated from a cost‐effectiveness point of view. Data from a farm survey and a positive mathematical programming model for a cereal steppes agro‐system in Spain are combined in order to simulate the effects of this reform and our alternative instrument on several environmental indicators. Results show that in marginal areas, where land abandonment is a clear threat, more environmental output can be achieved for the same cost, while maintaining, if not increasing, the levels of achievement for the other goals.  相似文献

We use Brazilian agricultural censuses data since 1970 to describe land structure evolution in Brazil, focusing on the most important agricultural commodities and livestock products across regions. The analysis reveals a remarkable stability in the number of farms in the period, as well as in the structure of land distribution across farm sizes, with a persistence of a dual agricultural structure. Land distribution, as measured by the GINI index, has changed very little and is still very high. The number of large farms is increasing significantly in time, while the number of farms with area below 500 ha changed little in the 1970–2006 period. Medium‐sized and large farms, although heavily outweighed in numbers, account for the highest share of annual crop production currently, and their share in crop (annual plus permanent) production value increased between 1980 and 2006, while the same share decreased for smaller farms. We conclude that the observed stability will probably reduce in the future, as economic forces will likely change the balance in favor of an increase in the number of large farms. This is an issue of obvious political importance, especially considering the importance of the smaller farms for employment in agriculture.  相似文献

This article assesses the extent of external linkages and the provision of agricultural services by rural producer organizations in a post‐conflict setting. Using new survey data collected by the International Food Policy Research Institute in three provinces of the Democratic Republic of the Congo, this study finds that various internal and external factors affect the capacity of organizations to interact with external organizations. External linkages, ability to collect financial support from their members, management capacity, and formal governance structures all contribute to explaining relative performance in agricultural service delivery. We also find that exogenous events affect the relative performance of rural producer organizations. Our results suggest that closeness to conflict reduces the capacity of producer organizations to provide agricultural services.  相似文献

Data on agricultural and natural resource management typically have spatial patterns related to the landscapes from which they came. Consequently, econometric models designed to explain the determinants of humans' natural resource management practices or their outcomes often have spatial structure that can bring bias or inefficiency to parameter estimates. Although econometric tools are available to correct for spatial structure, such tools are largely lacking for use with discrete dependent variable models. While one obvious solution would be to develop the necessary tools, an alternative is to identify conditions under which spatial dependency can be managed effectively without formal spatial autoregressive models. This study examines conditions under which spatial structure corresponds closely to defined agro‐ecological zones, making it possible to model spatial effects by random effects regression. Using household survey data sampled along agro‐ecological zone strata, this article develops two models of links between farmer assets and agricultural natural resource degradation in southern Peru. The first stage model looks at determinants of crop yield loss over time (an index of soil productivity), while the second stage model looks at determinants of the extent of fallow cycles in crop rotation, a key agricultural practice reducing crop yield loss. Diagnostic statistics for spatial dependency reveal spatial structure, particularly in the fallow model. This spatial dependency is eliminated in the ordinary least squares (OLS) models by inclusion of the agro‐ecological zone random effects. In the spatially dependent fallow model, comparison of coefficient estimates between OLS and the spatial autoregressive maximum likelihood models showed OLS with random effects to give virtually identical results to the spatial autoregressive models, making the latter unnecessary. These results show that spatial structure in natural resource management models can sometimes be captured by zonal variables. When this occurs, random effects regression can largely eliminate spatial dependency. A necessary precondition for this approach with household survey data is prior sample stratification according to landscape characteristics. Where random effects models can effectively capture spatial structure, they may also offer analysts greater flexibility in analyzing models with limited dependent variables.  相似文献

Dutch disease occurs when currency strengthening associated with a booming sector of an economy crowds out a lagging trade‐dependent sector. In this study, a Keynesian‐style model is specified to deduce hypotheses about how increased foreign direct investment (FDI) aimed at Mongolia's mining sector affects its agricultural sector. A key finding is that while econometric results suggest the increased FDI strengthened Mongolia's currency, its adverse effect on Mongolia's trade‐sensitive agricultural sector is not sufficiently strong to cause the sector to decline. Although Dutch disease was not detected, the posited mechanism clearly is important. Specifically, when currency strengthening is ignored the reduced‐form elasticity of agricultural value‐added with respect to FDI is 2.7 times larger than when currency strengthening is taken into account (0.103 vs. 0.038). Also, FDI‐induced currency strengthening causes the Keynesian multiplier to drop from 2.40 to 2.00 and the FDI multiplier to drop from 3.05 to 1.89.  相似文献

A double hurdle statistical analysis of 250 farms in the Tigray region of Ethiopia reveals different causal factors for soil conservation adoption versus intensity of use. Farmers' reasons for adopting soil conservation measures vary sharply between stone terraces and soil bunds. Long‐term investments in stone terraces were associated with secure land tenure, labour availability, proximity to the farmstead and learning opportunities via the existence of local food‐for‐work (FFW) projects. By contrast, short‐term investments in soil bunds were strongly linked to insecure land tenure and the absence of local food‐for‐work projects. Public conservation campaigns on private plots reduced adoption of both stone terraces and soil bunds. Whereas capacity factors largely influenced the adoption decision, expected returns carried more influence for the intensity of stone terrace adoption (measured as metres of terrace per hectare). More stone terracing was built where fertile but erodible silty soils in higher rainfall areas offered valuable yield benefits. Intensity of terracing was also greater in remote villages where limited off‐farm employment opportunities reduced construction costs. These results highlight the importance of the right kind of public interventions. Direct public involvement in constructing soil conservation structures on private lands appears to undermine incentives for private conservation investments. When done on public lands, however, public conservation activities may encourage private soil conservation by example. Secure land tenure rights clearly reinforce private incentives to make long‐term investments in soil conservation.  相似文献

The financial crisis arose in the industrial countries, but has affected developing countries through higher interest rates, sharp changes in commodity prices, and reductions in investment, trade, migration, and remittances. For most low‐income countries, shocks that affect food prices or wage rates for unskilled workers seem likely to have the biggest impact on poverty, with the declines in key food prices associated with the crisis helping to reduce poverty. Policies to address the crisis must include measures to deal with: financial sector problems; the resulting reductions in aggregate demand; and the particular vulnerabilities of poor people.  相似文献

In earlier debates on economic development, the agricultural sector's role was somewhat controversial. While dualistic models highlighted the importance of agriculture, the mainstream literature placed a greater emphasis on the creation of a modern industrial sector. Soon agriculture disappeared from the mainstream development literature to re‐emerge recently with a variety of multiple‐sector growth models emphasizing the key role of agriculture and specifically technology in agriculture. This article is an empirical cross‐country analysis of agricultural technology's role in economic development. Specifically, the hypothesis being tested is whether improvements in agricultural technology have a significant impact on long‐run economic growth. The results indicate that agricultural modernization has a positive effect on both measures of economic growth and human development.  相似文献

This article examines the mechanisms that transmit isolation into productivity. In particular, we study the effect of isolation and transport infrastructure on welfare and agricultural productivity in the case of Madagascar. Madagascar is a good case study given the bad shape of its infrastructure and therefore the significant variation in isolation. Based on comprehensive household survey data combined with a census of communes, we discover a strong poverty–isolation relationship. Further we find the inverse relationship between agricultural productivity and isolation to be surprisingly strong. We isolate the following reasons why productivity might decline with isolation: (i) transportation‐induced transaction costs, (ii) the inverse relationship between plot size and productivity, (iii) increasing price variability and extensification onto less fertile land, and (iv) insecurity.  相似文献

Sub‐Saharan Africa (SSA) is one of the regions in the world most affected by food price volatility and production variability. Poor small‐scale farmers in this region are particularly vulnerable to this variability. As a result, households may be reluctant to adopt new agricultural water management (AWM) technologies when they involve more risk than what they mitigate. Despite risk's role in AWM investments, there have been few attempts to estimate the magnitude and nature of risk aversion in relation to this type of farm decisions. To partially close this gap, this article uses an experimental approach applied to 137 households in Northern Ghana. We find that more than 70% of households are moderately or slightly risk averse. This contrasts with other studies in SSA, where most household decision‐makers exhibit severe to extreme risk aversion. We also find that households that stand to lose as well as gain something from participation in games are less risk averse than households playing gains‐only games. This result suggests that most farmers’ current wealth put them at risk of falling into a poverty trap. Thus, the losses from the riskiest investments on AWM technologies may fall more heavily on the poor, suggesting that additional efforts be given to the creation of viable insurance mechanisms.  相似文献

This article calculates nonparametric measures of total factor productivity growth on Dutch horticultural firms in the period 1976–1995. Individual components of total factor productivity growth, i.e., efficiency change and technical change are regressed on socioeconomic factors reflecting the effects of the world oil crises, household and demographic characteristics, location, and investment in physical capital. Also, the article investigates the presence of inter‐sector spill‐overs between groups of firms with different specializations in Dutch horticulture.  相似文献
