COVID-19 brings new challenges worldwide, including to smallholder farmers and their seed systems. In response, an escalating number of seed projects are being planned to deliver immediate aid or to alter current seed production programs. A Statement, prepared by diverse seed system experts, aims to steer both the immediate aid (next 1–2 seasons) and more developmental planning (next 1–3 years). The Statement includes 10 short-term and 4 medium-term recommendations, placing emphasis on all seed systems smallholders use: formal, informal, and integrated. It also looks beyond seed per se to the direct information and digital systems that shape remote assessments, data sharing and inclusive feedback. The Statement is prefaced by an introduction that helps contextualize the recommendations, reviews the history of humanitarian seed aid and summarizes the varied response forms that have unfolded over the last three decades.  相似文献

This study examines the factors affecting perceptions by US consumers about the importance of following each type of healthy diet recommendation based on the Dietary Guidelines for Americans. Results generally suggest that individuals from the Northeast and non-metropolitan areas, males, less educated, not on a special diet, and those who have a lower perception of the overall importance of nutrition when food shopping are generally less likely than their counterparts to perceive individual diet recommendations as important. Income, age, and body mass index also are significant factors for some individual healthy diet recommendations. Understanding consumers' perceptions about the importance of choosing healthy diets is an important preliminary step in changing dietary behavior and nutrition policies. Given worldwide trends toward Westernized diets and resulting increases in related health problems, the findings of this study may have relevance not only in the US but also globally.  相似文献

In March 1980, a Commission of 18 senior statesmen, headed by former West German Chancellor, Willy Brandt, published a report, North-South - A Programme for Survival, which recommended 94 ways in which the countries of the North could help the South out of hunger and poverty and help itself in the bargain. Although the report was much discussed, the commissioners admitted in late 1982 that virtually none of its recommendations had been implemented. But during the last three years, the economies of most countries in both North and South have deteriorated, whilst hunger is more prevalent than ever. In response to this common crisis, the Brandt commissioners have now produced a second report.1.If this is also ignored, then prospects for substantially reducing hunger and ending world recession are grim.  相似文献

Drawing on the resource-based view (RBV) of the firm and institutional theory, the authors propose and test an integrated model in an industrial marketing context that expands the boundaries of the RBV to incorporate institutional factors pertaining to societal and political issues. The rationale for taking such an integrated approach stems from the knowledge that firm performance can be explained better by incorporating not only the inability of managers to take particular actions but also their reluctance or unwillingness to pursue those behaviors. The authors develop an integrated model that tests (1) the direct effect of marketing institutional factors on the development of marketing RBV factors and (2) the moderating role of marketing institutional factors on the performance effect of marketing RBV factors. The empirical results indicate general support for the hypotheses, and this research provides several implications for broadening the scope of the RBV in marketing by underscoring how fit between marketing resources and the context in which those resources are deployed affects firm performance.  相似文献

Early work in key account management (KAM) led to the development of a Relationship Development Model that provided the basis for much of the work of other researchers in the field of KAM. More recently, attention has turned to the emerging management task of global account management (GAM). A major concern of GAM studies has been the nature of the role of the global account manager and a number of models that explore the notion of the global account manager as political entrepreneur have been developed. The aim of this paper is to introduce a contextual model of political-entrepreneurial behaviour and to integrate this with previously published work on the political entrepreneur, the model of global account manager boundary-spanning behaviour and the Relationship Development Model.  相似文献

Animal welfare is often cited as a classic public good, which implies market failure and, thus, that government intervention is required. However, the current literature does not provide an accessible account of how governed markets are supposed to cope with the issues of animal welfare. This paper seeks to fill this gap by re-considering the political economy of animal welfare. Conceptual analysis shows that the major cause of market failure in the case of farm animal welfare is a problem of consumption externalities. It is the specific regulation of animal welfare conditions which is a public good (or bad). Two important conclusions follow from this analysis, which are largely unexplored in the literature on animal welfare. First, measurement of potential market failure, through identifying actual willingness to pay (WTP) for animal welfare friendly products, is potentially misleading. The difference between citizen votes and consumer WTP for animal welfare is not prima facie evidence for either market failure or a gap in the market. Second, conventional arguments in favour of subsidies and assistance to producers for better animal welfare are misconceived and potentially counterproductive. A more rational policy is to subsidise the consumption of animal welfare friendly products.  相似文献

In recent years, technology has been emphasized as an important area in early childhood curricula; however, in many countries preschool does not have the tradition of teaching specific subjects, and research shows that many preschool staff members are unsure about what teaching technology should include and how it should be taught. Therefore, with the ambition of outlining recommendations for both preschool practice and the preschool-teacher program, we investigated what elements staff members include in educating preschool children in technology. We investigated the research question What do preschool staff members include as elements of technology education in preschool? through open-ended items on a questionnaire completed by 102 preschool teachers and daycare attendants in Sweden. The answers were analyzed inductively, resulting in a set of seven categories: Artifacts and systems in children’s environments, Create, Problem solving, The concept of technology, Experiments, Techniques/Motor skills, and Natural science. Some key results emerged. First, artifacts have a central place in preschool technology education, and at least three verbs relate to how these artifacts are addressed: use, create, and understand. Second, the content of technology education in government regulatory documents is described to varying extents by the participants, and sometimes not at all. Third, expected elements like play and the important role of the staff are not expressed in the answers. Possible explanations and implications for the results are discussed.  相似文献

The purpose of this paper is to examine ways to improve ergonomics on the manufacturing shop floor. In particular, the impact of certain ergonomic practices on companies' economic and social objectives is investigated empirically. In order to do so, a survey has been conducted among manufacturing managers of 55 companies in the German automotive industry. The managers have been asked about their estimations on harmful tasks within the production process and on the effectiveness of various practices in the context of ergonomics and health. Worker-oriented and work-oriented practices of ergonomics are operationalized using factor analysis. By means of a cluster analysis, companies with a high degree of implementation of ergonomic practices are identified. The analysis shows that plants with a higher implementation degree of ergonomic practices show a better performance in terms of economic and social objectives. Furthermore, the results reveal that work-oriented practices lead to better performance with respect to the investigated economic and social objectives, whereas worker-oriented practices play a supporting role only. Finally recommendations for manufacturing companies with regard to the field of ergonomics are derived from the empirical results.  相似文献

This study examines the government leadership and strategic restructuring that guided The Republic of Korea's remarkable ICT-led development from 1980 to the present. That time span coincided with tumultuous political, social and economic transformation inside Korea including the growth of such powerful chaebol industry groups as Samsung, LG and SK. Globally, the period covered by this study featured the growth of new and more powerful digital networks epitomized by the internet. It also marked South Korea's transition from a development to a network state, allowing assessment of what the experience implies for developmental state theory.  相似文献

Implementation of internationally recommended policy options for obesity prevention has generally been slow and inadequate globally, and, as such, it is important to understand barriers and enablers to policy action in the area. This study aimed to apply political science theories to understand influences on the adoption of Menu Kilojoule Labelling Legislation in Victoria, Australia over the period 2009–2017. Data collection included 13 in-depth semi-structured interviews with participants of the policy development and decision-making processes, analysis of 68 policy documents, and field note observations. Data were analysed using established political science theories: the Advocacy Coalition Framework (ACF) and the Multiple Streams Theory (MST). There were numerous and interrelating factors that influenced the Menu Kilojoule Labelling Legislative policy processes. Barriers to policy reform included electoral turnover, a dominance of neoliberal ideology, and policy maker concerns regarding potential food industry backlash. Key enablers to eventual policy change included the accumulation of evidence on policy effectiveness and feasibility of implementation, increased recognition of the importance of tackling the issue, as well as reductions in political risks achieved, in part, through relatively long consultation and negotiation processes. Findings highlight several tactics that can be used to secure similar policy change in future, including generation, dissemination and translation of implementation evidence, effective mobilisation of supporters, and negotiation and consultation processes that can reduce the degree of opposition to proposed policies.  相似文献

The aim of this study is to extend research on employee affective commitment in three ways: (1) instead of organizational commitment the focus is on occupational commitment; (2) the role of proactive personality on affective occupational commitment is examined; and (3) occupational satisfaction is examined as a mediator and political skills as moderator in the relationship between proactive personality and affective occupational commitment. Two connected studies, one in a hospital located in the private sector and one in a university located in the public sector, are carried out in Pakistan, drawing on a total sample of over 400 employees. The results show that proactive personality is positively related to affective occupational commitment, and that occupational satisfaction partly mediates the relationship between proactive personality and affective occupational commitment. No effect is found for a moderator effect of political skills in the relationship between proactive personality and affective occupational commitment. Political skills however moderate the relationship between proactive personality and affective organizational commitment.  相似文献

Computer simulation of the world problematique offers a policy maker an interesting opportunity to see the dynamics of relationships within and between the global subsystems of which food and agriculture is one. The four major modelling studies reviewed in this article make assumptions about the possible level of food supply, technological and economic impacts on production, ecological consequences, and social and political factors influencing demand. Following their analysis of agricultural data inputs in all these areas, the authors discuss the type of policy measures likely to be recommended on the basis of global modelling.  相似文献

Research summary : Citizens United v. Federal Election Commission and subsequent developments created a covert channel for firms to allocate resources from corporate treasuries to political activity. Through the use of a financial market event study of an accidental disclosure of firms' contributions to a Republican nonprofit organization, I examine investors' reactions to covert investment in independent political expenditures. I find that, on average, contributing firms experienced positive abnormal returns around the disclosure event and that these abnormal returns were more positive for firms in heavily regulated industries as well as those previously making campaign contributions to candidates. However, firms that recently faced a shareholder resolution on political spending disclosure experienced negative abnormal returns, suggesting that the controversial nature of covert activity moderated investors' reactions. Managerial summary : The purpose of this study is to examine how investors reacted to an accidental disclosure of firms' investments in “dark money,” a new form of corporate political activity allowed by the U.S. Supreme Court in its Citizens United decision. I find that, on average, investors reacted positively toward firms identified as making these new political investments, especially if the firms previously engaged in electoral politics or operate in heavily regulated industries. However, this reaction turned negative if the firm recently faced a shareholder resolution asking that it voluntarily disclose all of its political investments. An implication for managers is that they should consider their firms' legal and information environments as fully as possible before committing resources to new and potentially controversial political tactics. The UK Monopolies and Mergers Commission (MMC) nine-month inquiry into fixed-to-mobile termination charges provides an exhaustive analysis of competitive and cost factors in mobile telephony. Its recommendations are discussed and compared with those of the telecommunications regulator, OFTEL, which referred the mobile operators to the MMC after failure to agree a further reduction in charges in early 1998. The MMC, following the same general statutory duty required of OFTEL, to promote competition under the Telecommunications Act 1984, provided a radically different analysis and disagreed with most of OFTEL's specific proposals suggesting that some were anti-competitive. As telecommunications regulators are increasingly required to implement pro-competitive regulation, the MMC's reports show that the evolving approach of sectoral regulators contains some significant flaws.  相似文献

The Belt and Road Initiative and Sino-US trade war stand for the trend of globalization and de-globalization. The changing environment motivates innovative high-tech corporates to reassess their intangible resources such as R&D investment and top managers team (TMT) political ties, in order to attain competitive advantages. The study based on a sample of 223 listed Chinese most innovative high-tech corporates (2014–2018) confirms R&D intensity as burden and political ties as support for corporates’ short-term performance. TMT political ties may attenuate the negative effect of R&D intensity on performance. The negative influences of R&D are aggravated when high environmental dynamism in both the US and B&R countries markets. However, the positive influences of political ties are moderated differently by environmental dynamism in the two markets. For the US market, export environmental dynamism implies de-globalization and diminishes the positive effect of the political relations on performance. By contrast, for the B&R market, it suggests globalization and strengthens the positive effect of political ties.

Data portability rules are generally thought to encourage consumers to switch between different service providers and facilitate entry of new firms. Some of these rules, however, only apply to data “provided by” the consumer (data subject), e.g., purchasing patterns. Data “derived by” a firm (data controller) with the help of data analytics, e.g., recommendations derived from purchasing patterns, does not fall under data portability rules. We show that, under the current legislation along with extensive use of data analytics, data portability may hinder switching and entry due to the demand-expansion effect: the prospect of easier switching due to data portability may entice consumers to provide even more data to the incumbent, which strengthens the incumbency advantage. Hence, the effectiveness of data portability in fostering competition will depend on what types of data are portable. More generally, in analysing the effectiveness of polices aiming at reducing ex post switching costs, it is important to take into account their impacts on ex ante actions that build up endogenous entry barrier.  相似文献

Transnational communication networks are produced in contestation between and among multinational corporations and nation-states. In the study of the governance of communication networks governance in science and technology studies, traditionally the emphasis has been on sociotechnical imaginaries (Jasanoff & Kim, 2015) which encapsulate joint futures that produce institutional configurations and the discursive roles in the power tussle between various stakeholders. I argue that next to the studying of power over infrastructures and their governance by sociotechnical imaginaries, there is an increasing need to study how power is distributed and control is exercised through the shaping of the technological materiality of infrastructures, as is happening for instance in the process of standardization. To describe the workings of the distribution of power and the exercising of control through networks, governance, and standardization, I expand the concept of network ideologies (Bory, 2020) to show how several network ideologies are at play in the shaping of 5G networks. I base my analysis on the qualitative analysis of standard-setting processes through document analysis of mailinglist conversations, standards, and policy documents, as well as through the parallel operation of experimental 5G networks. The analysis shows that sociotechnical imaginaries are insufficient to show the political process of the distribution of power and opportunities for control through the production of transnational communication infrastructures. The notion of network ideologies might provide a basis to study the merging of internet and telecommunication infrastructures, their standard-setting, and their governance as well as the excommunication of the user by relinquishing its ability to understand and configure infrastructures.  相似文献
