There is widespread consensus that agricultural technology has an important role to play for poverty reduction and sustainable development. There is no consensus, however, about the types of technologies that are best suited for smallholder farmers in Africa. While some consider natural resource management (NRM) technologies as most appropriate, others propagate input intensification with a stronger role of the private sector. In the public debate, these two strategies are often perceived as incompatible. Environmental non‐governmental organizations in particular consider low‐external input strategies as the only sustainable form of agriculture, a view that has considerable influence on policymakers and the international donor community. Most existing research studies on smallholder innovation focus on the adoption of individual technologies, so that comparisons between different types of technologies in the same context are not easily possible. We use representative data from maize‐producing households in Kenya and a multivariate probit model to analyze the adoption of different types of technologies simultaneously. Results indicate that NRM technologies and strategies that build on external inputs are not incompatible. Interesting complementarities exist, which are not yet sufficiently exploited because many organizations promote either one type of technology or the other, but rarely a combination of both.  相似文献

We examine adoption of drought tolerant (DT) maize varieties using a four‐round panel dataset from six districts in Malawi. There is an increase in adoption of DT maize from 3% in 2006 to 43% in 2015 in our data. We focus on the effect of past drought exposure on adoption and the likelihood of DT maize being distributed under the Farm Input Subsidy Programme (FISP). Results show that past exposure to drought increases the probability of DT maize seed being distributed through FISP. Farmers who accessed maize seed subsidy coupons and were previously exposed to late season dry spells are more likely to use the seed subsidy coupon to redeem DT maize seed. The likelihood of adoption and adoption intensity (area under DT maize) are positively influenced by previous early season dry spells and access to seed subsidy. Previous late season droughts also positively affect adoption intensity. On the other hand, area share under DT maize is positively correlated with early season dry spells and past exposure to late season dry spells but negatively related to seed subsidy. FISP in Malawi appears to have stimulated adoption of DT maize directly through subsidy and indirectly through generating farmers’ experiences of the performance of DT varieties under drought conditions.  相似文献

A fairly comprehensive range of planting choices made by maize farmers in Kenya (including discrete endogenous variables creating self-selectivity) is modelled and estimated as one system of interrelated decisions. Two-stage and three-stage probit procedures are used to handle the simultaneity and self-selectivity problems. Results showed that population pressure and agroclimatic diversity are important determinants of crop intensification and planting regimes among maize farmers and further supported the importance of focusing maize research in terms of agroclimate and socio-economic domains. Shorter maturity and efficient double and multiple cropping methods are needed to increase land productivity and intensity of labour use in areas of high population pressure and bimodal rainfall, i.e. mid-altitude zones. On the other hand, technologies that would lead to increased productivity of capital and higher response to external inputs are desired for the highlands of Kenya. Access to extension and machine services, distance to the maize plot, and time of onset of the rains were also found to significantly influence the planting strategies of maize farmers.  相似文献

[目的]农户节水技术采用的长效机制对保障长期粮食安全、促进农业可持续发展具有重要意义。[方法]文章基于粮食主产区微观调研数据,衡量农户家庭收入风险,运用Heckman样本选择模型实证分析收入不确定性对农户节水技术初步采用与持续采用行为决策的影响,进一步考察不同政府推广模式在其中的调节效应。[结果]收入不确定性增加会降低农户持续采用节水技术的意愿,不利于节水技术的长期应用,政府推广对农户节水技术持续采用行为具有正向激励作用;从调节效应来看,收入不确定性对农户节水技术持续采用的负向影响可通过政府补贴和技术培训的调节缓解,其中以灌溉基础设施补贴为典型的政府节水补贴发挥了积极作用。[结论]要降低农村居民家庭收入风险,保持农业政策的延续性和稳定性,加强节水教育和技术培训,同时完善配套服务体系,推动农业生产长效节水。  相似文献

In Tanzania, milk production under smallholder farming systems is season sensitive, fluctuations of feeds in both quantity and quality being the major driver. A dry season decline in milk production of over 40% due to feed scarcity is a common phenomenon. Adoption of improved feed production, conservation and utilization technologies and practices in dairy farming communities is poor. This review work was based on a key question which states “Why is adoption of improved dairy nutrition technologies and practices in Tanzania still poor despite being promoted for decades?”. We have shown that major opportunities for curbing dry season animal feed shortage include on-farm optimization of production and use of high yielding pasture varieties including napier grass (Pennisetum purperium Schumach.) and leguminous fodder species. Crop residues in particular maize stover needs to be optimized for effective dry season feeding. The major reasons for low adoption of proven technologies include limited technical knowhow among smallholder dairy farmers augmented by limited extension services and technological costs. For enhancing sustainable uptake; we suggest promotion of on-farm research, public-private partnerships and dairy farmers’ cooperative associations. These are vital for facilitating smooth access to information, investment capital, reliable inputs and markets among the smallholder dairy farmers.  相似文献

We use the theory of planned behaviour (TPB) to explain how underlying psychological constructs influence farmers’ decisions to extend their farm businesses to income‐generating ventures outside conventional agricultural production. The analysis contrasts the influence of psychological constructs on this decision with those on decisions to specialise in a single farm enterprise or to have multiple farm enterprises. This is one of the first studies to introduce psychological constructs into the study of farm diversification. It is based on a sample of 929 Swedish farms participating in the official Swedish Farm Economic Survey. These data are supplemented with a detailed postal questionnaire to the participating farmers, generating a response rate of 73% and an effective sample size of 679 farmers and their businesses. Data are analysed with factor and multinomial logistic regression analyses. Results show that psychological constructs in TPB (attitude, subjective norm and perceived behavioural control) influence farmers’ decisions regarding the strategy they adopt. Attitude and subjective norm are found to be especially influential in these decisions. Given the prominent role agriculture still has in rural development policy, where the development of new ventures in farm businesses is perceived as the engine for rural economic growth and employment, these findings have clear policy implications.  相似文献

In many parts of Europe, decades of production subsidies led to the steady intensification of agriculture in marginal areas. The recent decoupling of subsidies from production decisions means that the future of farming in these areas is uncertain. For example, in the uplands of the United Kingdom, an area important both for biodiversity conservation and ecosystem service provision, hill farmers steadily increased stocking densities in response to headage payments but must now reconfigure farm businesses to account for the shift to the Single Farm Payment scheme. We examined hill farming in the Peak District National Park as a case study into the future of marginal agriculture after decoupling. We surveyed 44 farm businesses and from this identified six representative farm types based on enterprise mix and land holdings. We developed linear programming models of production decisions for each farm type to examine the impacts of policy changes, comparing the effects of decoupling with and without agri-environment and hill farm support, and evaluating the effects of removal of the Single Farm Payment. The main effects of decoupling are to reduce stocking rates, and to change the mix of livestock activities. Agri-environmental schemes mediate the income losses from decoupling, and farmers are predicted to maximise take up of new Environmental Stewardship programmes, which have both positive and negative feedback effects on livestock numbers. Finally, removal of the Single Farm Payment leads to negative net farm incomes, and some land abandonment. These changes have important implications for ongoing debates about how ecological service flows can be maintained from upland areas, and how marginal upland farming communities can be sustained.  相似文献

This paper examines relationships between crop insurance and input technology decisions among Chilean wheat farmers. Using nationwide farm‐level data, a bivariate probit model is estimated. We investigate the extent to which the adoption of production input technologies is associated with farmers’ participation in the insurance program. We find that relationships between insurance and technology decisions are significant only for family farmers. In particular, there is a negative relationship between participation in the insurance program and the adoption of modern irrigation. Interpretations based on the role of input technologies on insurance adoption and adverse selection behaviours are discussed.  相似文献

Making the assumption that property rights might determine whether farmers adopt particular strategies, this study aims at modelling farmers’ decisions to adapt to climate change by focusing on their property rights – declined as institutional arrangements on land and rights on land – as well as their socio-economic and demographic characteristics. The case study took place in northern Benin (West Africa). In this zone, 308 farmers producing maize and adapting to climate change were randomly sampled. The study was conducted by a survey method on respondents using structured interviews based on a questionnaire. A simultaneous modelling using a Multivariate Probit (MVP) model highlighted that socio-economic and demographic characteristics, institutional arrangements on land, and rights on land determine the farmers’ decisions to adapt to climate change. The land ownership has a positive effect on the decision to adopt any adaptation strategy. Subsequently, securing farmers’ property rights would help to enhance their capacity to adapt to climate change.  相似文献

This article explores the dynamics of smallholder technology adoption, with particular reference to a high‐yielding, low external input rice production method in Madagascar. We present a simple model of technology adoption by farm households in an environment of incomplete financial and land markets. We then use a probit model and symmetrically censored least squares estimation of a dynamic tobit model to analyze the decisions to adopt, expand, and disadopt the method. We find that seasonal liquidity constraints discourage adoption by poorer farmers. Learning effects—both from extension agents and from other farmers—exert significant influence over adoption decisions.  相似文献

This article examines the driving forces behind farmers’ decisions to adopt improved pigeonpea and maize and estimates the causal impact of technology adoption on household welfare using data obtained from a random cross‐section sample of 613 small‐scale farmers in Tanzania. We use seemingly unrelated and recursive bivariate probit regressions to test the endogeneity and joint decision making of pigeonpea–maize production. A double hurdle model is used to analyze the determinants of the intensity of technology adoption conditional on overcoming seed access constraints. To address the impact of adoption on welfare, the article employs both propensity score matching and switching regression techniques. Results from bivariate probit models show that unobservable factors cause both decisions to be correlated but the finding does not support the conjecture that both decisions are made jointly. Overall the analysis of the determinants of adoption identifies inadequate local supply of seed, access to information, human capital, and access to private productive asset as key constraints for pigeonpea technology adoption. The causal impact estimation from both the propensity score matching and switching regression suggests that maize/pigeonpea adoption has a positive and significant impact on income and consumption expenditure among sample households.  相似文献

There have been a number of previous studies that examined the effects of yield- or revenue-based crop insurance products on input use of farmers. However, no study has specifically investigated the input use impacts of a cost-of-production (COP) crop insurance policy, even though this type of crop insurance is the predominant one used in several other countries outside of the United States (such as the Philippines and China). This article aims to theoretically and empirically examine the effect of a COP crop insurance product on farmers’ chemical input use. Our theoretical model suggests that the effect of COP insurance on input use can either be positive or negative, with the resulting impact depending on the strengths of (a) the traditional moral hazard effect of insurance (i.e., an input use decreasing effect); versus (b) the marginal incentives to apply more inputs due to input levels being the main determinant for expected indemnity amounts in this type of insurance (i.e., an input use increasing effect). A survey data set from corn farmers in the Philippines is then used to empirically illustrate how a particular COP insurance product influences input use in a real-life context. In this case, we find that COP insurance increases the use of chemical inputs (e.g., fertilizers and total chemical expenditure), implying that the positive marginal incentive to apply more inputs dominates the negative moral hazard effect.  相似文献

This paper assesses the impact of the ‘decoupling’ reform of the Common Agricultural Policy on the labour allocation decisions of Irish farmers. The agricultural household decision‐making model provides the conceptual and theoretical framework to examine the interaction between government subsidies and farmers’ time allocation decisions. The relationship postulated is that ‘decoupling’ of agricultural support from production would probably result in a decline in the return to farm labour but it would also lead to an increase in household wealth. The effect of these factors on how farmers allocate their time is tested empirically using labour participation and labour supply models. The models developed are sufficiently general for application elsewhere. The main findings for the Irish situation are that the decoupling of direct payments is likely to increase the probability of farmers participating in the off‐farm employment market and that the amount of time allocated to off‐farm work will increase.  相似文献

Crop insurance is critical in risk management in global agricultural production (e.g. by helping stabilise farmers' incomes in the long term and reducing risk-bearing costs). In this paper, using field survey data on cotton farmers in Xinjiang, China, we examine the influence of crop insurance on farmers' behaviours regarding agrochemical inputs and aim to investigate the synergy between crop insurance and reductions in fertiliser and pesticide usage. We find evidence that crop insurance significantly negatively affects farmers' use of fertilisers and pesticides, as well as significantly positively affects their adoption of green agricultural technologies (GAT) that can replace or complement traditional fertilisers and pesticides. Moreover, our results reveal that compared with small-scale farmers, crop insurance has a stronger effect on large-scale farmers' use of agrochemicals. Finally, when the insured amount is higher or the relative deductible is lower, farmers are more likely to reduce fertiliser and pesticide usage and adopt GAT. Overall, this paper scientifically identifies crop insurance can improve farmers' agrochemical input behaviour, by reducing farmers' use of traditional agrochemical inputs and increasing their adoption of GAT, which is of great significance for ensuring the safety of the agricultural ecological environment.  相似文献

Past studies of the use of soil fertility management strategies by farmers usually model input use decisions based on the neoclassical utility/profit maximization principle in which farmers use soil fertility management inputs primarily to increase revenues and profits. However, there is, to date, no study that explains exactly how this decision-making process occurs and the role which personal values play in driving the choice of soil fertility management inputs. This article systematically maps the relationship between choice of soil fertility management strategy (attributes), its outcomes (consequences) and the personal values that motivate the choice. It specifically uses the means-end chain approach to construct hierarchical value maps that relate the attributes to consequences, and ultimately to the personal values. The study finds that the use of soil fertility management strategies by peri-urban fresh vegetable growers is driven by five personal values, namely happiness, comfortable life, independence, good/healthy life and achievement of life goals. It also finds that while farmers seek to increase profit (hence incomes), profit maximization is not the end driver of the use of soil fertility management inputs. It concludes that a lot more goes into farmers’ decision-making process relating to the use of soil fertility management practices than can be explained by the neoclassical profit/utility maximization principle. This article presents results from a study exploring the reasons for low adoption of legume technologies to improve soil fertility by farmers from a community in central Malawi who took part in participatory trials. This study explores the influence of gender roles in agriculture and land ownership and socio-economic differentiation in the community. Because most women do not own land and are traditionally responsible for legume crops, they have little interest in managing soil fertility for maize crops. Men are not interested in using legumes in maize-cropping systems. Some are too poor: this group needs to complement their subsistence maize production with paid labour on the farms of better-off farmers; restricting the labour availability for their own farming activities. Wealthier farmers have access to, and prefer to use chemical fertilizer and cattle manure. Take-up rates among the middle group of farmers were also low. This study discusses how these (and other) factors influence the (non-)adoption of maize-legume technologies in Malawi and the effectiveness of participatory research. It emphasizes how differentiated farmer-realities affect the uptake of technologies identified as promising in participatory field evaluations.  相似文献

[目的]运用1978~2016年全国各省玉米生产成本数据,对影响区域玉米生产成本变化的主要因素进行实证分析,并提出优化区域玉米生产成本的对策分析。[方法]将全国20个玉米种植省份划分为5个区域,在分析区域玉米生产成本演变特征的基础上,运用双对数线性回归模型,采用ADF单位根检测和Engle-Granger两步法协整检验法,对影响区域玉米生产成本的主要因素进行实证分析。[结果]物质资料投入、租赁作业投入、劳动力投入和生产规模是影响区域玉米生产成本变化的主要因素,其中,物质资料投入、租赁作业投入和劳动力投入与之呈正相关关系,生产规模则与之呈负相关关系;不同变量对不同区域玉米生产成本的影响程度有所不同,劳动力投入是影响程度最大的因素。[结论]劳动力投入和物质资料投入对全国各区玉米生产成本均产生显著影响,租赁作业投入和生产规模则主要对北方产区产生显著影响,对南方产区影响并不显著。据此,建议扩大玉米生产规模化程度;提高物质资料投入效率;优化农机具使用补贴结构。  相似文献

Achieving sustainable food security and increased farm income will depend on how efficient production systems are in converting available inputs to produce outputs. Using data from Malawi, we estimate a Bayesian directional technology distance function to examine the relationship between farm size and technical efficiency. Our results support the existence of an inverse relationship between farm size and productive efficiency, where small farms are more efficient than large farms. On average, farms exhibit inefficiency levels of 60%, suggesting that productivity could be improved substantially. Improving productive efficiency and food security will require farms to operate in ways where the size of cultivated area is matched by nonland production inputs such as labor, fertilizer, and improved seeds. The results highlight the need for policies that could incentivize farmers to adopt productivity‐enhancing technologies and, where possible, to allocate excess land to lease markets.  相似文献

External environmental factors play a significant role in the agricultural production of smallholder farmers. This is especially the case in developing countries where production is less technologically intensive. These factors are mainly exogenous and affect both the farmers’ input choices and the final output levels. However, previous studies of technical efficiency of smallholder agricultural production either ignore these factors or assume separability between environmental factors and input choice, which is often not the case in developing counties. Using data on smallholder farmers in Ethiopia, we relax this separability assumption and investigate the importance of external environmental factors in farmers’ performance and efficiency variation across regions. The empirical analysis is based on a non‐parametric conditional order‐m estimation method that relaxes some of the traditional strong assumptions in efficiency modeling and, more importantly, the separability between environmental factors and the choice of physical inputs. Using data from four major agricultural regions of Ethiopia, we show the extent that environmental factors contribute to the technical efficiency and the significance of environmental factors in farmers’ performance.  相似文献

Agronomic analyses of new technologies are often conducted under carefully controlled research station programs or trials managed by self‐selected farmers. Oftentimes, the technologies are then scaled up with minimal evaluation under real‐world conditions. Yet, the interim step between agronomic trials and large‐scale promotion is crucial to generate evidence on the social and economic impact of technologies that is both internally valid and generalizable. The article focuses on a participatory action research program in Malawi designed to test and identify scalable technology options to intensify the smallholder sector and contribute to poverty reduction and food and nutrition security. We examine the socioeconomic characteristics of farmers testing technologies and find evidence of systematic targeting of better‐endowed farmers. After controlling for observable differences using matching and a doubly robust estimator, we find evidence of early positive effects on maize yield and harvest value, although placebo tests suggest possible selection on unobservables. We note that attention should be given to program design and household characterization to better define and improve targeting criteria, technology selection, and external validity.  相似文献
