外商直接投资的生态环境效应的预警指标体系构建

本文从如何来评价和监控外商直接投资的生态环境效应的问题出发,在系统的分析了前人研究成果的基础处上,试采用PSR模型的相关理论,从FDI对生态环境的压力、生态环境状态以及人类FDI活动对生态环境影响所作出的响应三个方面建立了包含9个二级指标和24个三级指标的外商直接投资的生态环境效应的预警指标体系。     

对我国政府投资项目管理的思考

在我国经济逐渐摆脱金融危机的过程中,政府投资拉动起了决定性的作用。一大批市政工程、基建设施、产业项目陆续上马。但长期的计划经济模式下的决策思维与决策方式,使得我国政府投资项目管理的水平存在着一些问题,从而制约了效率的提升,不利于国有资产的保值与增值。本文就当前我国政府投资项目管理提出了改进意见。

Improving the Factor Efficiency of Machinery in the Regions of the Russian Federation

The article has presented the results of research conducted to evaluate the influence of investment and innovation factors on the development of machinery in the regions of the Russian Federation. The research uses unique methods of assessing the innovative component of investment activity and the effectiveness of innovations. They have been used to perform quantitative evaluations of investment effectiveness and innovation activities in regions with the developed machinery industry, as well as the evaluation of the influence of innovation and investment factors on production indicators and foreign economic activity in these regions. The obtained results have shown that the innovative and investment activities in the majority of regions have a significant impact on the competitiveness of the output in machinery industry and potential of the regional exports. The regional machinery production behavior has been forecasted based on this.     

中国代建制相关问题研究与探讨

代建制能够有效克服政府投资建设模式中的三超、权力腐败等现象,在实践中推进了政府投资工程的专业化与规范化,但是代建制由于自身法律地位不明确、承担风险与收益不成正比、人才储备不足等问题制约了其长远发展,本文针对上述问题提出了加强通过法律约束和规定明确代建人地位,规范代建行业与市场,统一收费标准和评价体系,加强项目过程风险控制和人才培养等措施,以推进我国代建制的长足进步。     

中国光伏产业投融资研究进展

从投融资视角,对我国光伏产业投融资问题及其背后的原因进行总结,发现中国光伏产业投融资主要存在产业链部分环节融资富余或缺乏、投融资工具单一且市场集中、项目融资模式创新难以进入光伏领域等问题。在此基础上,归纳出解决中国光伏产业投融资问题在政策优化和融资创新两个方面的对策。最后,展望了中国光伏产业投融资领域的研究方向,需要从全产业链角度,研究光伏产业融资创新产品绩效、产业链投融资政策优化和协同。     

广东科技投入存在的问题、原因及对策

文章以广东1999—2006年的科技投入数据为基础,选择具备一定可比性的相关国家和地区的数据进行分析,文章认为：广东科技投入存在科技活动经费总量与产业经济规模不相适应、投入强度低、主体结构不合理等问题,导致这些问题的原因包括政府财政投入少、科技管理部门之间关系未能理顺、企业考核机制滞后等。并相应提出理顺财政投入机制、增加投入、支持创新等解决问题的对策。     

Investment cooperation of Russia and France: Influence of sanctions

The article analyzes the current state of Russian–French investment relations and their prospects, and highlights the factors determining them. Special attention has been paid to sectoral and regional aspects of French investment in Russia.     

政府投资建设项目实行“代建制”模式探析

政府直接投资项目在传统的"自建制"项目管理模式下存在着各种弊端,为进一步提高政府投资建设项目的建设管理水平和政府投资效益,应积极推进政府投资项目代建制工作,本文分析了现阶段代建制存在的问题,并提出进一步完善代建制的建议。     

Vertically integrated intersectoral corporations as a form of transition from deindustrialization to reindustrialization of the national market economy

The article deals with problems of the reindustrialization of the market economy. The author argues the need to change the organizational forms of industrial production, strengthen state support for processing enterprises using natural rent, that arises in extractive industry in order to increase the production of investment in the machine-building and industrial complex.     

ECONOMIC REFORM WHEN THE CONSTITUTION MATTERS: INDONESIA'S CONSTITUTIONAL COURT AND ARTICLE 33

Article 33 of Indonesia's Constitution requires the state to ‘control’ important branches of production and natural resources. The meaning of ‘control’ has been a matter of significant debate since Indonesia's independence: does it require the state to manage directly, or is regulation enough? The government has recently sought to break down government monopolies and attract private investment in key sectors. To this end it has enacted a raft of new statutes, but they have been challenged in Indonesia's new Constitutional Court. The Court has opted for the ‘direct manage ment’ interpretation of article 33, striking down statutes that implicitly interpret it as requiring government regulation only. This paper discusses these decisions and, more broadly, problems arising from judicial intervention in economic policy formation. It also considers how the government has sought to circumvent the decisions, and the possible consequences of state non-compliance for the Court's future.     

国立科研院所基建管理的问题分析——以中国科学院为例

近年来,政府不断增加对国立科研院所科教基础设施建设的投入。但数据显示,建筑行业整体效率低下,这引发了我们的思考,科研基础设施是否也存有此类问题。文章分析了国立科研院所基建管理的特殊性,并通过走访调研,分析国立科研院所基建管理中现存的主要问题,得出了"规范及标准出台滞后"、"管理体系不健全"、"行政审批程序冗长"等为我国目前国立科研院所基建管理中存在的主要问题,在此基础上提出了相应的对策与建议。     

公共财政视阈下的村级基础设施建设资金供给透视——基于浙江台州5村的道路硬化工程调查

农村道路建设是农村基础设施建设的重头戏,是社会主义新农村建设中财政投资的重点领域。通过对浙江台州5村的道路硬化工程筹资方式进行调查,从调查各村的收入支出着手分析不同村采取不同筹资方式的原因,并探讨村级道路硬化工程资金筹集中存在的问题,最后根据调查结果提出建立以政府为主导,多种形式筹集农村道路建设资金的社会参与机制。     

地方政府投资效率的阶段性和地域性特征——基于中国省市面板数据的分析

当前,地方政府投资对经济增长发挥着重要影响,因而地方政府投资效率的高低显得十分关键。结合中国省市1998-2008年间的面板数据,基于Pooled OLS、一阶差分模型、固定效应模型以及GMM方法,本文尝试深入分析地方政府投资效率的阶段性和地域性特征。在计量模型构建方面,本文创新的综合考虑到TFP分解问题,控制了基尼系数、教育财政支出比重和劳动份额等结构性变量。实证结果表明,自2001年入世以来,地方政府投资效率有所降低,幅度为7%;而东部地区省份的投资效率相对于西部地区省份要高10%,这一结论具有较强的现实意义。     

Big business in Sweden: The golden age of the great Swedish shipyards, 1945–1974

Abstract

This article examines the great Swedish shipyards during the long period of expansion and transformation which lasted from the end of the Second World War to the beginning of the shipping crisis in 1974. It aims to try to explain the successes achieved during this period of growth. Swedish shipbuilding's character as an export industry was linked to the rapidly growing international oil economy and the building of tankers which created enormous opportunities for development. The tanker vessel's simple hull, along with the requirement of tightness, brought an early orientation towards welding and sectional building. The demand for ever-larger vessels resulted in the alignment of production systems towards such construction. The consequences of this are studied in terms of markets, financing problems, investment. production technology and the role ofthe state.     

Formation of an investment model of economic development of Russia

The article describes approaches to assessing the role of the mechanism of investment development of economic. An analysis of the characteristics of the investment process in Russia in the 2000s–2010s has been conducted. The possibilities of eliminating the identified imbalances by improving investment policy of the government have been considered. Particular attention has been paid to the problems of forming models of the investment development of Russian economy in the medium term.     

Earning the “Write to Speak”: Sell‐Side Analysts and Their Struggle to Be Heard

This paper explores the ways in which sell‐side (SS) financial analysts seek to position themselves advantageously within the wider field of investment advice in spite of widespread skepticism over the value that their forecasts and recommendations add to investment decisions. The field of investment advice has been characterized in recent years by a number of regulatory and technological changes that have forced SS analysts to reconstitute the ways in which they influence the investment decisions of buy‐side (BS) actors. Faced with existential threats, SS analysts have responded to the disruptive impact of technology and regulation by struggling hard to ensure that their services are still valued by fund managers. Key to this ongoing process is the recalibration of professional expertise, which previous research has alluded to but not explored in detail. Central to the persistence of SS analysts in processes of investment decision making are activities revolving around the production and use of analyst reports which, our findings indicate, are less valuable for their informational content than their role as “relational devices,” ascribing legitimacy to SS analysts and earning them an entry ticket to more substantive, value‐adding interactions with companies and BS actors. We also show that economic considerations in the area of investment advice are influenced by social ties, the motivations of various actors in the field, and their relative position vis‐à‐vis other actors. More generally, we contribute to the literature on professional projects by showing how professional groups are constantly engaged in attempts to reposition themselves in the social space, but that field‐level changes can restrict the outcomes of these strategies to mitigation rather than advancement for the professionals concerned.     

An overview of the state and priorities of the iron and steel industry in the Russian Far East

This article considers the problems of the Russian Far East for which a new course of strategic development has been proclaimed. The growing demands of the region’s economy for diverse metal products make it necessary to initiate organizational reforms determined by the actual state of things. The reforms will include the construction of new iron and steel works and the development of a full-range iron and steel industry in the region.     

江苏港口投融资的突出问题与对策思考

江苏拥有丰富的港口资源,在港口投融资方面已经取得了显著成就,但江苏港口投融资领域仍存在诸多突出问题。文章认为,应从以港口基础设施建设与运营的市场化来提高港口投资效率、探索港口公用事业的企业化经营管理机制、积极引导民间资本和外资参与江苏港口投融资等方面着手健全完善江苏港口投融资机制。     

我国境外直接投资的现状、问题和建议

我国企业境外直接投资在最近几年得到了较大的发展,一些问题也随之凸现,比如投资目的地过于集中、对境外投资的风险防范不足、人才匮乏等问题。针对这些问题,文章从政府和企业两大方面提了建议。
