This paper examines the strategic export policies in a reciprocal market model of an international Cournot duopoly where two firms in domestic and foreign countries reciprocally supply their products to other countries through overseas production as well as export. It also considers the fact that the firms must incur export costs in addition to production costs. Thus, this paper shows, among others, that the effects of export policies on firms' output and export choices do not depend on the slopes of firms' reaction curves. It is also shown that firms' total outputs are independent of the export policies, and the optimal domestic and foreign export subsidies are zero (laissez-faire).  相似文献

Illegal, Unreported and Unregulated (IUU) fishing activities are a threat for both the marine environment and society. By undermining effective management systems, IUU fishing activities affect economic performance, social welfare and compliance decisions. So far, “traditional” control and surveillance-like measures have had a limited success in deterring IUU fishing, so this paper aims at throwing light on several forms of trade-related initiatives that can be more effective. The paper suggests that both the effectiveness and further development of such measures strongly depend on the way they are designed, especially with respect to their trade-law compatibility. However, current discussions on future trade-based policy developments within some key economic areas suggest that trade measures are a sound option for policy makers. While the paper focuses on fisheries issues, it is also expected to inform the international debate surrounding the sustainable use of natural resources in general, as many sectors face similar biodiversity and trade challenges (e.g. tropical forest, mangroves, etc.).  相似文献

In the traditional models of strategic trade policy pioneered by Brander and Spencer, exports of the domestic firm, engaged in a Cournot-Nash competition with the foreign firm in a neutral market, must be subsidized to maximize national welfare. We demonstrate that when the firms play the Cournot-Nash game in two stochastic and positively correlated markets, it may be optimal to tax exports to the more volatile market while subsidizing it in the other. The policy combination reduces the amplitude of aggregate profit and raises the utility of the risk-averse firm in a manner similar to the theory of portfolio choice. JEL Classification: F12, D18

Dans les modèles traditionnels de politique commerciale stratégique proposés par Brander et Spencer, les exportations de la firme nationale, qui est engagée dans une concurrence à la Cournot-Nash avec une firme étrangère dans un marché neutre, doit être subventionnée si l'on veut maximiser le niveau national de bien-être. On montre que, quand les entreprises jouent un jeu à la Cournot-Nash dans deux marchés d'exportation stochastiques et positivement co-reliés, il peut être optimal de taxer les exportations vers le marché le plus volatile et de subventionner les exportations vers l'autre marché. Recent studies suggest that inter-industry wage differentials exist which are neither caused by different endownments of the workers with human capital, nor by different working conditions, nor by institutional rigidities. Higher employment in high-wage sectors due to exports, therefore, raises welfare. According to empirical evidence presented here more likely than not net exports from sectors paying wage premia lead to some extra gains from trade (that cannot be explained by trade policy promoting primary sectors by high amounts of subsidies per employee) for the German economy. A case is made, however, against strategic trade policy in favour of these sectors pointing to uncertainty about the amount of the differentials, their international (dis)similarity, and their sources.
Zusammenfassung Empirische Untersuchungen deuten darauf hin, daß auch in der Bundesrepublik Deutschland Arbeitskräfte mit gleicher Humankapitalausstattung, die unter gleichen Arbeitsbedingungen in Unternehmen gleicher Größe in einer Region arbeiten, unterschiedlich entlohnt werden, wenn sie in unterschiedlichen Sektoren arbeiten. Bestehen solche Sektorlohndifferentiale, dann hat eine Ausweitung der Beschäftigung in Hochlohnsektoren positive Wohlfahrtseffekte. Es wird daher vielfach gefordert, diese primären Sektoren vor internationaler Konkurrenz zu schützen und sie durch Subventionen zu fördern. Die vorliegende Arbeit präsentiert empirische Evidenz dafür, daß die Bundesrepublik Deutschland Extra-Gewinne aus dem Außenhandel bezieht, weil zwischen der Netto-Exportquote und der Höhe des Sektorlohndifferentials ein positiver Zusammenhang besteht, ohne daß sich die Subventionspolitik an diesen Differentialen orientiert. Gegen eine gezielte Förderung der Hochlohnsektoren im Rahmen einer strategischen Handelspolitik werden dann drei Argumente vorgebracht, die mit Unsicherheiten über Höhe, internationale Ähnlichkeit und Ursachen der Differentiale zusammenhängen.

We analyze the role of international market size differences in determining the investment in process R&D (and thus firms?? competitiveness) in a trade model with oligopolistic market structure, non-homothetic production technology and costly trade. We show that the R&D effort is higher (or even disproportionately so) for firms in the larger market, which causes endogenous asymmetries across countries. As a result, firms in the larger market have higher competitiveness, which increases their market shares in international markets. Furthermore, and contrary to what is predicted by Krugman (Am Econ Rev 70:950?C959, 1980) ??home market effect??, in equilibrium the larger country does not need to host a disproportionately higher share of the world??s industry than of the world??s demand. Despite this, the larger country can still continue to run a trade surplus in the oligopolistic sector, since it hosts firms with higher competitiveness than firms in the smaller country.  相似文献

Abstract.  In this paper three different cooperative R&D arrangements in a strategic trade policy model are examined. A policy game between two governments is analysed, where each government chooses a particular cooperative R&D policy in order to maximize national welfare. Allowing cooperation in R&D is also compared with the use of R&D subsidies. It is jointly optimal for both governments to allow their firms to participate in the same type of cooperative R&D, and allowing cooperation in R&D can be superior to the use of R&D subsidies. We exploit exogenous variation in tariffs to examine the impact of import competition on unionization and union wages in a developing country. Using a combination of nationally representative household data (National Sample Survey Organization) and nationally representative industry‐level data (Annual Survey of Industries) from India, we find that net‐import industries that experienced larger cuts in tariffs also experienced larger declines in unionization. In addition, we find that these industries also experienced larger increases in union wages. These results are consistent with the predictions of an efficient bargaining framework that we extend to endogenize the union formation decision by allowing for a fixed cost of union formation. We also conduct a back‐of‐the‐envelope calculation to show that the total wage gains to unionized workers marginally exceed the total wage losses to deunionized workers.  相似文献

When full competition prevails in product, labor, and capital markets, positive or negative external trade shocks may be accommodated by the migration of jobs between sectors; the negative impact on some households?? income of lower nominal wages will be more than offset by lower prices of imported final goods. Unemployment, if any, will be temporary, unless labor market rigidities prevent the necessary adjustment. By contrast, we argue that trade shocks trigger a process of creative destruction that necessarily causes distortions in the structure of productive capacity and, hence, market disequilibria. Therefore, the structural change that follows trade shocks can no longer be analyzed within an equilibrium framework. The transition following a shock may be characterized by increasing imbalances, and create scope for policy intervention. The model presented in this paper, which focuses on the time dimension of production and market imbalances, allows us to clarify the debate.  相似文献

This paper studies to what extent economic integration, or globalization, influences the accountability of politicians. Assuming that politicians are controlled by the voters through reelection rules, we analyze to what extent economic integration affects the form of those rules and the efforts made by politicians. We define economic integration by the existence of policies and shocks interdependences between countries. Then, from a political point of view, this integration is shown to be a two-sided phenomenon. Shock-interdependence allows yardstick comparison, increases political accountability and therefore efforts while policy-interdependence induces a lack of responsibility and harms the extent to which politicians can be controlled.  相似文献

Tax relief for private donations towards the provision of collective goods can protect minorities from majority-driven outcomes in which tax revenues are exclusively used to finance the provision of public goods that are only valued by the majority. In this paper we show that non-discriminatory tax relief for private donations can arise in political equilibrium as a strategic commitment device aimed at creating and supporting political alliances that would not otherwise be able to coalesce.  相似文献

After signing 10 free trade agreements (FTAs) between 1993 and 2001, Mexico as a world leader in foreign trade policy continues to negotiate with countries such as Japan, Panama, Uruguay or Argentina. Criticism of multiple regional trade agreements (RTAs) arises from a consistency test, but also from the ability of a country to administer them. Mexico's multiple agreements have generally used the principle of NAFTA consistency, after the acceptance that NAFTA became a broader and deeper accord than results of the Uruguay multilateral achievements. An analysis of multiple RTAs is presented, including a game model of equilibrium, along with a political economy approach of why Mexico seeks multiple RTAs as its foreign trade policy.  相似文献

Corruption scandals seem to abound in countries that have undergone reform. However, there has been no study of whether different combinations of reforms cause an increase in corruption. Theory provides some guidance as to the direction of causality—on the one hand, reforms make politicians accountable to voters as well as introducing more competition, which should decrease corruption. On the other hand, reforms may not be credible, which provides for an incentive for corruption. This paper uses the numerous cases of political and economic liberalizations that occurred in the 1980s and 1990s to examine this issue. The findings are that undertaking both types of reforms in rapid succession leads to a decrease in corruption, while countries that liberalized more than 5 years after democratizing experienced an increase in corruption.  相似文献

This paper studies the effects of trade liberalization in the presence of consumption network externalities. The framework is applicable to the choice of network products and sheds light on the debate on globalization and culture. In an extended Ricardian model of international trade the paper shows that: (i) trade is not Pareto inferior to autarky if the free trade equilibrium is unique; (ii) trade is not Pareto superior to autarky if both countries are diverse (network competition) under free trade, but can be if each country is homogenous (network monopoly); (iii) and when multiple free trade equilibria exist everybody in a country can lose from free trade if that country is homogenous under autarky. Consumers of imported network goods tend to gain, while consumers of exported network goods tend to lose from trade liberalization.  相似文献

There is a growing literature that examines the role of trade agreements on the formation of international supply chains. The evidence indicates that in general countries that share trade agreements are more likely to develope cross-border supply chains. In this analysis, we argue that in order to examine the effects of trade agreements on the formation of supply chains between two countries, it is not enough to analyse the impact of the trade agreements that the two countries share but it is also important to assess the impact of the trade agreements that they share with third countries. Using data on trade in value added for 129 countries, we show empirically that about 40% of the potential increase in trade in value added induced by a trade agreement between an importing country and a sourcing partner is wiped out by each additional trade agreement signed by the importing country with third nations in which the sourcing partner is not a member. The result has important implications for regions seeking to develop international supply chains but in which the process of integration is highly fragmented.  相似文献

Abstract

In theory, the IMF could influence fiscal and monetary policy via several channels, among them advice to policy makers, conditionality, and the moral hazard it induces with the borrowers. This article tries to disentangle those effects empirically. Using panel data for 98 countries over the period 1975–2000 it analyzes whether IMF involvement indeed influences fiscal and monetary policy in program countries. There is evidence that participation in IMF Standby and Extended Fund Facility arrangements improves economic policy. Money disbursed and the degree to which a program is implemented does not have any systematic influence. The same is true for future availability of resources as measured by exhaustion of a country’s quota with the Fund. The final section discusses policy implications.  相似文献

Recent analyses of the evolution and structure of trade in virtual water revealed that the number of trade connections and volume of virtual water trade have more than doubled over the past two decades, and that developed countries increasingly import water embodied in goods from the rest of the world to alleviate pressure on domestic water resources. At the same time, as demand continues to increase and climate change threatens to alter hydrological cycles, water scarcity is a growing problem. Does research into virtual water trade need to consider water scarcity and differentiate flows out of water-scarce regions from flows out of water-abundant regions? Previous studies sum and compare virtual water volumes originating in countries experiencing vastly different degrees of water scarcity. We therefore incorporate water scarcity into an assessment of global virtual water flows. We use input–output analysis to include indirect virtual water flows. We find that the structure of global virtual water networks changes significantly after adjusting for water scarcity.  相似文献

In a mathematical model conditions are derived which describe the international allocation of machines under perfect competition with international factor price differentials. Under fairly weak and plausible assumptions and in a wide variety of models, a high wage country specialises in the use of new machines, and a low wage country uses second-hand machines and, possibly, some new machines peculiar to itself. Several of the objections raised to the use of second-hand machines appear to be theoretically ill-founded.  相似文献

This paper develops a model of international trade based on the division of labor under perfect competition. International trade, by eliminating the duplication of coordination costs, leads to a greater variety of tasks, each produced at a larger scale than in autarky. The greater variety of tasks implies greater division of labor and hence gains from trade. Extending the model to two factors of production yields the additional result that if the two countries are sufficiently similar in their relative endowments, then both factors of production can experience gains from trade.  相似文献
