simple model, we examine three classes of issues: First, what type of public project is implemented under a (de)centralized
system? Second, is the size of governments (or public projects) larger or smaller when the system is (de)centralized? Third,
should the system be (de)centralized? Which level of government should be allocated an authority? The most interesting result
of the analysis is that the optimal allocation of authority varies with the cost differential between local and central government

Combining forecasts from multiple temporal aggregation levels exploits information differences and mitigates model uncertainty, while reconciliation ensures a unified prediction that supports aligned decisions at different horizons. It can be challenging to estimate the full cross-covariance matrix for a temporal hierarchy, which can easily be of very large dimension, yet it is difficult to know a priori which part of the error structure is most important. To address these issues, we propose to use eigendecomposition for dimensionality reduction when reconciling forecasts to extract as much information as possible from the error structure given the data available. We evaluate the proposed estimator in a simulation study and demonstrate its usefulness through applications to short-term electricity load and financial volatility forecasting. We find that accuracy can be improved uniformly across all aggregation levels, as the estimator achieves state-of-the-art accuracy while being applicable to hierarchies of all sizes. 相似文献

Most models of resource allocation activity usually assume either a black box or a simple pyramidal hierarchy of black boxes as the organizational context for decision making. However, there are a number of resource allocation activities that take place in more complex hierarchies. These cases have been slighted by researchers, in part, because of a lack of practicable models. This paper presents a multiple-criterion resource allocation model specifically directed towards non-pyramidal hierarchies and other more complex organizational structures. This paper outlines some of the results of a three year study into a local employment Act. The principal powers under this Act are similar to those later provided in the Inner Urban Areas Act 1978. The employment effects of the policies are evaluated in terms of before and after comparisons, and with-without perspective. An input-output model assesses the multiplier effect of spending under the program, including secondary employment effects elsewhere in the local economy from the expansion of aided firms. Occupational data are central to much research in the field of social stratification. Yet there is little consensus on how such data are most appropriately classified and scaled. We evaluate occupational scales currently in use on the basis of a fourfold typology. This cross-classifies scales, on the one hand, according to whether they are intended to be ??synthetic?? or ??analytic?? and, on the other, according to whether they are based on ??subjective?? or ??objective?? data. Focusing chiefly on issues of validity, we argue that scales of the analytic-objective type are those which, for most purposes, can be used to best advantage in stratification research. We illustrate our argument by applying scales of occupational earnings and occupational status in analyses of the worklife occupational mobility of men in Britain, using the data-set of the National Child Development Study. 相似文献

We offer a policy-basis for interpreting, justifying, and designing (3, 3)-political rules, a large class of collective rules analogous to those governing the selection of papers in peer-reviewed journals, where each referee chooses to accept, reject, or invite a resubmission of a paper, and an editor aggregates his own and referees’ opinions into one of these three recommendations. We prove that any such rule is a weighted multicameral rule: a policy is collectively approved at a given level if and only if it is approved by a minimal number of chambers — the dimension of the rule — where each chamber evaluates a different aspect of the policy using a weighted rule, with each evaluator’s weight or authority possibly varying across chambers depending on his area(s) of expertise. These results imply that a given rule is only suitable for evaluating finite-dimensional policies whose dimension corresponds to that of the rule, and they provide a rationale for using different rules to pass different policies even within the same organization. We further introduce the concept of compatibility with a rule and exploit its topological properties to propose a method to construct integer weights corresponding to evaluators’ possible judgments under a given rule, which are more intuitive and easier to interpret for policymakers. Our findings shed light on multicameralism in political institutions and multi-criteria group decision-making in the firm. We provide applications to peer review politics, rating systems, and real-world organizations. 相似文献
