Summary. Different social planners may have different opinions on the well-being of individuals under different social options (Roberts, 1980). If utilities are translation- or ratio-scale measurable, or if the social ranking might be incomplete, or if interplanner comparability is allowed; then there exist non-dictatorial aggregation rules. Summary. The requirement that a voting procedure be immune to the strategic withdrawal of a candidate for election can be formalized in different ways. Dutta, Jackson, and Le Breton (Econometrica, 2001) have recently shown that two formalizations of this candidate stability property are incompatible with some other desirable properties of voting procedures. This article shows that Grether and Plott's nonbinary generalization of Arrow's Theorem can be used to provide simple proofs of two of their impossibility theorems. Summary An Arrovian social choice rule is a social welfare function satisfying independence of irrelevant alternatives and transitivity of social preference. Assume a measurable outcome spaceX with its (Lebesgue) measure normalized to unity. For any Arrovian rule and any fractiont, either some individual dictates over a subset ofX of measuret or more, or at least a fraction 1–t of the pairs of distinct alternatives have their social ordering fixed independently of individual preferences. We experimentally study subjects’ compliance with dominance relationships of income distributions in a ranking task. The experiment consisted of four different treatments: Lottery, individual choice, social preferences, and social planner. Our results suggest that people's risk attitudes do not adequately reflect their inequality attitudes. Uninvolved social planners exhibit randomization preferences, while self-interested social planners are generally more inequality averse and try to avoid extreme outcomes.  相似文献

Summary. By a slight generalization of the definition of implementation (called implementation by awards), Maskin monotonicity is no more needed for Nash implementation. In fact, a weaker condition, to which we refer as almost monotonicity is both necessary and sufficient for social choice correspondences to be Nash implementable by awards. Hence our framework paves the way to the Nash implementation of social choice rules which otherwise fail to be Nash implementable. Summary. We characterize strategy-proof social choice procedures when choice sets need not be singletons. Sets are compared by leximin. For a strategy-proof rule g, there is a positive integer k such that either (i) the choice sets g(r) for all profiles r have the same cardinality k and there is an individual i such that g(r) is the set of alternatives that are the k highest ranking in i's preference ordering, or (ii) all sets of cardinality 1 to k are chosen and there is a coalition L of cardinality k such that g(r) is the union of the tops for the individuals in L. The paper examines the communication requirements of social choice rules when the (sincere) agents privately know their preferences. It shows that for a large class of choice rules, any minimally informative way to verify that a given alternative is in the choice rule is by verifying a “budget equilibrium”, i.e., that the alternative is optimal to each agent within a “budget set” given to him. Therefore, any communication mechanism realizing the choice rule must find a supporting budget equilibrium. We characterize the class of choice rules that have this property. Furthermore, for any rule from the class, we characterize the minimally informative messages (budget equilibria) verifying it. This characterization is used to identify the amount of communication needed to realize a choice rule, measured with the number of transmitted bits or real variables. Applications include efficiency in convex economies, exact or approximate surplus maximization in combinatorial auctions, the core in indivisible-good economies, and stable many-to-one matchings.  相似文献

Summary This note is to inform about a mistake in my paper (Serizawa, 1996). In that paper, I characterized strategy-proof, individually rational, budget-balancing, non-exploitative and non-bossy social choice functions for economies with one public good and one private good. I established as Theorem 3 (page 507) that a social choice function is strategy-proof, individually rational with respect to endowment, budget-balancing, non-exploitative and non-bossy if and only if it is a scheme of semi-convex cost sharing determined by the minimum demand principle. I also exposed one example (Example 2, page 507) in order to emphasize that non-bossiness is indispensable for this characterization. I claimed that the social choice function in that example satisfies the above axioms except for non-bossiness, and is not a scheme of semi-convex cost sharing. However, the social choice function in the example is actually not strategy-proof, as shown in the simple discussion below. Therefore it is an open question whether or not a similar characterization theorem holds without non-bossiness.I thank Professor Rajat Deb, who kindly pointed out my mistake.  相似文献

A social choice hyperfunction picks a non-empty set of alternatives at each admissible preference profile over sets of alternatives. We analyze the manipulability of social choice hyperfunctions. We identify a domain Dλ of lexicographic orderings which exhibits an impossibility of the Gibbard–Satterthwaite type. Moreover, this impossibility is inherited by all well-known superdomains of Dλ. As most of the standard extension axioms induce superdomains of Dλ while social choice correspondences are particular social choice hyperfunctions, we are able to generalize many impossibility results in the literature.  相似文献

Summary We consider the problem of choosing an allocation in an economy in which there are one private good and one public good. Our purpose is to identify the class of procedures of choosing an allocation which satisfy strategy-proofness, individual rationality, no exploitation and non-bossiness. This paper attemts to make precise the frontier between possibility and impossibility theorems in social choice. It is shown that some criterion of rejection of some alternative is the critical factor. In the absence of such a condition, it is possible to construct a fairly wide class of “democratic” decision rules which satisfies a class of consistency conditions. Any one of these, together with the criterion of rejection, generates a power structure similar to the ones discovered by Arrow, Gibbard, and others when the decision rule is required to satisfy the weak Pareto principle and the independence condition.  相似文献

Summary Jackson [1] and Yamato [12] constructed game forms which implement social choice correspondences in Nash and undominated Nash equilibria simultaneously in exchange economies. In this paper, I deal with social choice environments and construct a game form which implements social choice correspondences satisfying monotonicity, no veto power and having at least three agents in Nash and undominated Nash equilibria under the existence of an alternative called a holocaust. The game form constructed in this paper includes an integer game but satisfies the boundedness condition introduced by Jackson [1].I am grateful to Professors Tatsuyoshi Saijo and Stephen Turnbull, and to an anonymous referee for their helpful comments and suggestions. We present a restriction on the domain of individual preferences that is both necessary and sufficient for the existence of a social choice rule that is continuous, anonymous, and respects unanimity. The restriction is that the space of preferences be contractible. Contractibility admits a straightforward intuitive explanation, and is a generalisation of conditions such as single peakedness, value restrictedness and limited agreement, which were earlier shown to be sufficient for majority voting to be an acceptable rule. The only restriction on the number of individuals, is that it be finite and at least 2.  相似文献

Abstract.  Using a formal political economy model with asymmetric information, we illustrate the conditions under which an environmental protection system based on extending liability to private financiers is welfare superior, inferior, or equivalent to a system based on an incentive regulatory scheme subject to capture by the regulatees. We explicitly consider the following factors: the cost of care and its efficiency in reducing the probability of an environmental accident, the social cost of public funds, the net profitability of the risky activities, the level of damages, and the regulatory capture bias.
