Opportunism is prevalent in political competition and public policy making. This paper investigates how opportunism is mitigated by capabilities among city leaders in China. Taking advantage of China’s institutional setup with ample bureaucratic transfers, the paper estimates leaders’ capabilities as their personal contributions to local economic growth. The paper finds strong evidence of political business cycles – a typical form of political opportunism – as manifested by a significant boost in the growth rate preceding the Communist Party’s national congress. However, more capable leaders are found to generate more modest political business cycles than less capable ones do. The findings suggest that, to the extent that political selections are associated with the long term reputation of officials, career-concerned opportunism is at least partially moderated by the selection of capable officials in China. The paper provides supportive evidence for the reputation model of political business cycles as well as enriches the study of government officials in weak institutional environments.  相似文献

The EU’s approach to what it describes as “banking union” is not what one would design with a clean slate. It reflects the political constraints and the path of history. This paper compares the institutional and operational structure of “banking union” that has been decided upon with a complete structure. It focuses on the distortions caused by a system based on the euro area, which excludes Europe’s most important financial market. It considers the difficulties posed for the Single Resolution arrangements and the European Deposit Insurance System by the continuing problem of the relation between weak banks and over-indebted sovereigns.  相似文献

The success of extant species is largely due to their ability to adapt in the face of constantly changing environmental conditions. Natural selection is the biological mechanism that takes advantage of opportunities to promote spontaneous variations and facilitate evolutionary development. The character of this biological opportunism is considered here, placing it firmly within the context of various social and economic principles—notably individualism, industrialism, utilitarianism and consequentialism—that have characterised the philosophy of the modern era. However, this purely opportunistic approach, and its myopic emphasis on immediate problem solving, has serious shortcomings within both life and business practice. These are examined here in contrast to some of the alternative approaches found in biology and economics theory. The nature and relationship of function to utility in biology is also given particular consideration, as is the issue of incrementalism in the development of complex adaptive features. The methodological reductionism at the heart of evolutionary biology certainly does offer insightful empirical results reported in the scientific literature. Nonetheless, natural selection is observed to be a purely reflexive mechanism and not one capable of producing the kind of innovation necessary for the more revolutionary changes in an organism’s systems.  相似文献

This study is an empirical test of the transaction cost determinants of opportunism by salespeople who sell electronic components in 169 U.S. sales districts. Opportunism by salespeople, as reported by their supervisors, is modeled as a function of (i) whether the salesperson is an employee or a manufacturers' representative; (ii) characteristics of the sales environment central to transaction cost analysis. The results generally support the transaction cost framework. They indicate that an especially powerful way to combat opportunism is to induce salespeople to perceive high goal congruence, i.e., that what benefits the company benefits them.  相似文献

ABSTRACT

Using firm-level data, we estimate the returns to R&D investments for a sample of European manufacturing firms over the period 2007–2009. Results confirm that R&D efforts are positively related to productivity regardless of firm type (family or nonfamily firms). Additionally, we find that family firms invested more in R&D than nonfamily firms, but the returns to their R&D investments are low, emphasizing that they have a lower capacity to translate R&D investments into economic gains.  相似文献

This paper examines the association between a firm’s relations with its employees and its likelihood of committing fraud. We find that firms treating their employees fairly (as measured by employee treatment index) have a lower likelihood of committing fraud since labor-friendly firms have incentives to signal their willingness to fulfill implicit contracts and maintain long-term relationships with employees. Further analysis shows that employee involvement and cash profit-sharing are the most important components in employee treatment to determine our results. Moreover, we show that the negative association between employee treatment and fraud propensity is more prominent when a firm is in a high-tech industry, when a firm in a less competitive industry, and when employees have less outside employment opportunities. Finally, we show that our results are not driven by the employee’s moral sensitivity or other labor related factors (i.e. labor wage, pension benefits, and labor union power).  相似文献

This paper is designed to counter Oliver Williamson's hypothetical ‘Peer Group’ model of organization with a discussion of three prosperous populations of employee-owned firms: worked-owned scavenger companies, taxi cooperatives, and professional partnerships such as the large law firm. It will be shown here that these firms are formed, endure and prevail over their competition for reasons that Williamson, more than anyone else, has taught us to appreciate. In particular, this paper will argue that the metering problems and human asset considerations that are so prominently featured in Williamson's work are crucial for understanding the success of these firms.  相似文献

Corporate failure exposes employees to the possible loss of sums due as deferred benefits such as arise from annual leave entitlements. Through such deferred benefits, employees are significant, often involuntary, providers of working capital to their employer. They are not necessarily adequately compensated for the risk involved, nor able to influence corporate governance in the ways available to other creditors. These issues have been largely neglected in the debate to date, and they provide the focus for an evaluation of alternative policies which have been proposed (or implemented) for protecting employee entitlements.  相似文献

Bulgaria signed the European Union accession treaty in 2005. Accession caused an increase in the volume of inward foreign direct investment flows (IFDI). We analyse World Bank BEEPS firm-level data for 2007 to understand the characteristics and performance of foreign firms in Bulgaria. Regression analysis reveals that foreign firms are larger, have lower capital-to-labour ratios, are more likely to export and are more likely to locate in Sofia. However, foreign firms have had limited success in Bulgaria. They do not exhibit higher sales growth and, in manufacturing, carried out lower capital investment in machinery than domestic firms. The numbers of visits from tax officials is the same for domestic and foreign firms in manufacturing, and lower for foreign firms in the service sector. However, firms with higher exports-to-sales ratios and higher absolute sales were subjected to a higher number of visits from tax officials. These findings suggest that a range of institutional challenges remain for foreign firms in Bulgaria.  相似文献

This paper is a conceptual and empirical study of the problems that companies and managers face in formulating a 'technology strategy'. The main issues in technology strategy decisions can be charactented as having acquisation management and exploitation elements and an internal-external dimension. The research on which the paper is based aims to link and develop these elements within a wider conceptual context. It reports that, empirical results of one questionnaire and two interview surveys on technology strategy, as practised by UK companies and managers. The findings from the studies and their implications are discussed for the technology strategy itself for the significance of the company industry and technology setting; and-fir the underlying problem of how managers think about the firms technologies. The conclusion is that the problems of formulating a technology strategy are more deeply rooted than has previously been suggested.  相似文献
