Market-based instruments have long been advocated on efficiency and welfare grounds, particularly by academics as a means of dealing with congestion and traffic-related pollution in urban areas. This paper details a survey of key UK stakeholders, namely local politicians, local transport officials and UK transport academics undertaken in order to ascertain their opinions with respect to a range of market- and non-market-based approaches aimed at dealing with the effects of road traffic in urban areas of the UK. The findings deal with how effective the key stakeholders perceive various market- and non-market based approaches to be as part of a package of measures, in dealing with the problem. The paper also details opinion with respect to acceptance of such measures and highlights areas of commonality between effectiveness and the acceptance of these measures. Finally, the paper draws a number of conclusions.  相似文献

Urban road pricing as an instrument of traffic management has generated a great deal of interest in the UK in recent years. Whilst this is the case there is still no urban road pricing scheme in operation in the UK. The reason for this is primarily one of ‘acceptability.’ This paper, through the use of a national survey, examines the attitudes of key stakeholder groups with respect to urban road pricing. How serious is traffic congestion and traffic related pollution perceived to be by Local Authority Councillors, Officials and the Academic community in the UK? How is urban road pricing viewed by this sub-group of the population in terms of its effectiveness and public acceptance when compared to other policy options? and how could the saleability of urban road pricing be improved? This raises issues in terms of how the revenue raised from urban road pricing should be utilised, the use of urban road pricing as part of a package of measures, the concerns expressed by the stakeholders with respect to urban road pricing, such as the invasion of road users’ privacy, and the type of technology which should be considered. Overall, the paper aims to further the debate among policy makers.  相似文献

There is a demonstrable link between parking availability, price and mode choice, and parking policy has been shown to be a powerful demand management tool. Parking however is clearly an area of policy conflict since using it to manage demand may reduce revenue generation, or (be perceived to) damage the local economy. In terms of on-street and off-street parking there are a wide range of users who often have conflicting opinions, which have to be taken into account in its management, invariably leading to parking policies and measures that do not maximise the demand management potential of parking.This paper presents a range of public and business opinion data, from the case study of Edinburgh, Scotland, UK, collected as part of the consultation for its parking strategy in 2005–2006. The strategy covers a wider geographical area than simply the city centre, and whilst this paper makes reference to this wider area it primarily deals with the city centre since that is where the majority of the parking strategy issues are to be found. After setting the policy and political context, the paper goes on to present these data. It then shows how the city's parking policies were changed in response to the consultation. These policy changes are compared with parking policies that would solely manage travel demand, to demonstrate how the political process leads to compromise in the formulation of parking policies and measures.  相似文献

Charging employees to park at their places of work is a transport policy measure advocated by the UK government as a means of reducing car commuting and hence achieving the twin objectives of reducing congestion and combating environmental degradation, especially in urban areas. The empirical effects of employee parking charges have been analysed (see for example [Willson, R.W., Shoup, D.C., 1990. Parking subsidies and travel choices: assessing the evidence. Transportation 17, 141–157; Department for Transport (DfT), 2002. Making travel plans work: report on case studies. There is, however, a dearth of literature examining the practicalities of employee car parking charge implementation in those few organisations that haves done so. Based on empirical studies of 11 UK workplaces, this paper examines the reasons for and the practicalities of implementation and concludes by considering the barriers to the wider adoption of this policy.  相似文献

Implementing and promoting more sustainable forms of urban transport are key policies of Local Authorities throughout the UK. Park and Ride (P&R) is one such system implemented widely in the UK, especially in historic towns and cities with limited road and parking space in the centre. Some cities (e.g. Rome and London) have also implemented forms of ‘access control’ to reduce congestion and/or pollution in central areas. This paper describes a feasibility analysis of a unique application studied for potential implementation in Southampton—the integration of P&R with access control on a key corridor in Eastern Southampton where traffic demand is likely to increase significantly in the coming years because of new housing developments. The system concept is a P&R facility with express buses to the City centre, keeping the corridor free-flowing for these buses (and other traffic) using a combination of bus lanes and access control.Following an outline of the policy context and system design, this paper then describes the corridor and network modelling undertaken to predict the impacts of the scheme and alternatives of it. This has been based mainly on the CONTRAM dynamic traffic assignment model, which covers the whole of Southampton and its surrounding motorway network. The assessment of the benefits of the various options in this scheme showed that the combination of P&R with signalised access control was the best option to improve the movement of people on the corridor. The paper concludes with a discussion of potential issues for implementation, including the need for complimentary measures and a consistent policy framework.  相似文献

The number of employees who daily commute to an airport represents, on average, one quarter to one half of the daily number of passengers. At UK airports it is rare for employees to pay for their car parking, with most employers absorbing the charges imposed by the airport authority. This paper details the main issues with offering free parking to employees drawing comparisons between a selection of case studies where parking management measures for employees have been introduced, and the airport sector. The paper then reports on a survey and a series of focus groups that were conducted with employees at a large UK airport in order to gauge their attitudes and likely behavioural responses to potential parking management strategies. Key findings are presented to show how airports may be able to learn from the experiences of others in the successful introduction of parking management strategies, but that there are also key barriers that are specific to airports that would need to be overcome.  相似文献

An increasing number of local economic development agencies in the UK are turning to tourism as a means of urban regeneration and employment creation. Although initiatives vary, there is a nationally inspired emphasis on the development of employee skills as a core element of many regeneration strategies. This paper reports the findings of a qualitative study of the demand for and utilisation of skills by tourism firms in East London, an area that is the recipient of substantial urban aid funding, a proportion of which has an overt focus on skills enhancement designed to develop the tourism sector. It then examines the processes of skills supply within the locality. The paper concludes by identifying the key issues likely to be important if regeneration programmes are to be effective. The emergence of ride-hailing services offered by the Transportation Network Companies (TNCs) globally are substantially affecting how we travel by car, and as such, use parking facilities. Airport parking, which is a substantial source of revenue for the airports, is no different and anecdotal evidence suggest a reduction in parking revenue in airports in recent years as a result of the popularity of ride-hailing services. This research investigates the effects of the entry of ride-hailing services on airport parking patronage using three large airports (John F Kennedy International, Newark Liberty International and LaGuardia) in the US as a case study. Intervention analysis technique was used on time-series monthly parking data at these airports, controlling for passenger numbers. Results indicate there was a statistically significant reduction in the numbers of cars parked at all three airports since the introduction of ride-hailing services, confirming the anecdotal evidence. Findings have implications not only for airport business and revenue models, but also for wider effects of ride-hailing and automation.  相似文献

The price of parking is often considered an important tool with which to influence transport choice but, since many local authorities have limited control over off-street charges and since parking charges have no direct impact on through traffic, its influence on overall travel demand may be limited. Road user charges, on the other hand, do appear to offer an effective means of influencing overall demand. The problem is that public acceptance of such charges is low unless some obvious “carrot” can be identified. This paper explores the possibility that the removal of parking charges might be that “carrot”. Our analysis suggests that, although the removal of parking charges would reduce revenues and dilute the reduction in demand caused by the introduction of road charges, the combined effect might, in certain circumstances, be more beneficial to the local economy and might still yield a net increase in revenue. Given the incidence of impacts, it also appears that a combined scheme would be more equitable and might stand a greater chance of achieving public acceptance than a more conventional road charging scheme. The paper identifies the circumstances in which a combined scheme might work well and outlines the detailed analysis that would be necessary to confirm this.  相似文献

Transport systems in the UK are facing severe problems of congestion, rising energy use and pollution. One response to this is the move from local authorities to gradually introduce Travel Demand Management (TDM)1 strategies, but these measures involve a complicated set of institutions, processes, people and procedures.The old road-building transport policy regime involved a relatively simple system of actors and processes around which expertise, knowledge, and skills had built up over many decades. The result of this is particularly evident for more radical demand management measures (such as congestion charging, workplace parking fees and high occupancy vehicle lanes), which often get held up or discarded due to controversy, disagreements, unanticipated problems, and a whole host of delaying factors. If they ever get implemented, they tend to be watered-down and consequently less effective.One potential way to analyse these problems and identify possible solutions is the use of Strategic Niche Management (SNM). SNM is rooted in organisational innovation diffusion theory and provides a structure to evaluate and manage the introduction of new and innovative transport technologies. This paper introduces Strategic Niche Management and explores transferring this technique for evaluating TDM policy measures. The resulting technique is applied retrospectively to the case of the Durham Road Charging scheme, selected as an example for this paper.  相似文献

Parking pricing strategies are important tools for rebalancing the modal split between private car and transit systems in urban areas. Indeed, high congestion levels are mainly due to users' preference for the private car system. In order to obtain a more balanced modal split it is possible, together with an improvement in transit system quality, to set fees on the use of private cars through road pricing and/or parking pricing strategies. Parking pricing strategies are simpler, since they can be managed without adopting advanced technologies. Integrating car parking facilities with public transport in Park and Ride (P&R) facilities has the potential to shorten car trips, contributing to more sustainable mobility. There is an ongoing debate about the actual effects of P&R on the transport system at the subregional level. A key issue is the relative attractiveness of city centre car parks (CCCP), P&R and public transport. The paper presents the findings of a comparative empirical case-study based on a field survey of CCCP and P&R users conducted in the city of Bath, UK. Spatial and statistical analyses are applied. Radial distance to parking, availability of P&R sites in the direction of travel, gender, age, income and party-size are found to be important factors in a binary logistic regression model, explaining the revealed-preference of parking type. Stated analysis of foregone parking alternatives suggests more use of public transport and walking/cycling would likely occur without first-best parking alternatives. The policy implications and possible planning alternatives to P&R at the urban fringes for achieving greater sustainability goals are also discussed.  相似文献

In 1978 Gunn published a seminal paper which explained why implementation of policy is so difficult. The paper set out 10 conditions, which should be satisfied if perfect implementation is to be achieved. Whilst it is clear that perfect implementation is not possible in the real world, and Gunn has subsequently been criticised for his ‘top-down’ approach to decision-making, these conditions do, nonetheless act as an effective framework through which to evaluate good practice in the implementation of urban transport policy instruments. Two urban transport policy instruments, which form an increasingly important element of the Government's strategy in the UK for reducing the demand for private transport as set out in a New Deal for Transport (DETR, 1998), are travel plans and road user charging. Travel plans are a relatively recent policy instrument in the UK and seek to reduce trips to work by car by providing, through individual employers, a targeted, integrated package of incentives and disincentives to influence commuters' choice of mode of travel to and from the workplace. Road user charging, whereby motorists are charged for the road space they use in urban areas, seeks to reduce the congestion problem via the price mechanism, and has a longer history in the UK. To date the implementation of travel plans in the UK has been more widespread than that of road user charging. It is fair to say, however, that the widespread implementation of both urban transport policy instruments is a complex and sensitive area for decision-makers.The aim of this paper is firstly, to analyse travel plans and road user charging in the UK with respect to the conditions for perfect implementation put forward by Gunn and secondly, to highlight the elements of good practice, pertinent to the implementation of road user charging, in the process of the implementation of travel plans. Overall, the paper uses Gunn's theoretical framework as a basis for recommendations for better decision-making that will aid the wider implementation of both travel plans and road user charging internationally.  相似文献

Higher education institutions are major trip-generating locations and the transportation to and from them has negative environmental influences. To discourage car owners from solo driving and encourage them to use more environmentally friendly travel modes, it is important to understand what factors influence their travel mode choice. Using a discrete choice model, we examined the motivations to leave the car at home, with and without parking fee. Besides parking fees, we examined the effects of other variables known to predict commuting choice, such as time and social discomfort, pro-environmental attitudes, reduced vehicle maintenance expenses and awareness of alternative commuting options. Results show that adding a parking fee not only increased the tendency to leave the car at home, it also influenced the relative weight given to the considerations that determine to leave the car at home. Specifically, after the introduction of a parking fee, the previously significant impacts of pro-environmental attitudes and social discomfort on leaving the car at home became non-significant, and the impacts of other, more instrumental factors (e.g., time discomfort, costs related to car ownership and maintenance, time wasted searching for a parking space and in traffic jams) which were insignificant beforehand, became the significant predictors. Parking fees were found to be effective and can change to accommodate different policies (revenue collection, pollution reduction, and students’ discomfort). The implications of such a study are the trade-off between monetary (parking fee) and non-monetary variables to accommodate more sustainable traffic management.  相似文献

This paper presents a modeling framework developed for the City of Montreal, Canada, and is intended to quantify two indicators that can explain the spatial distribution of traffic-related air pollution at a metropolitan level. The indicators are estimated at the level of the traffic analysis zone (TAZ) and include: (1) the average level of emissions generated per individual and (2) the level of emissions occurring in a zone as a proxy for air pollution exposure. A regional traffic assignment model is extended with capabilities for emission modeling at an individual trip level while taking into account vehicle (type and age) and trip attributes (road type, speed, and volume). We observe that individuals who generate higher emissions from travel tend to reside in areas with lower exposure to traffic emissions while individuals associated with low levels of travel emissions (e.g. travel smaller distances, conduct less trips, and use alternative modes) reside in areas with high levels of traffic pollution. A regression analysis of the two indicators against a set of land-use and socio-economic variables shows that generated emissions per individual are positively associated with car ownership and larger vehicles, while being negatively associated with ownership of newer vehicles, and location in dense and walkable neighborhoods with high levels of commercial land-use. Meanwhile, exposure to emissions is positively associated with dense and walkable neighborhoods and negatively associated with car ownership and larger vehicles. These findings indicate major inequities in the generation of and exposure to traffic-related air pollution.  相似文献

The analysis of travel patterns is an important research topic in transportation research and urban planning. It provides the background information necessary to better understand the complex relationship between urban structure, the transportation system and household travel patterns. To what extent do travel behaviour reflect the properties of the urban structure and the transportation network, or do these patterns largely follow their own regularities? Can different patterns be observed across different space-time settings, or can common patterns be observed, largely independent from such contexts? To better understand these relationships, this paper reports on some of the findings of analyses, conducted to identify underlying structures in various aspects of travel patterns. Travel patterns, derived from activity and travel diary data collected in Portland (USA), Midlands (UK), Fukuoka (Japan), Canadian metropolitan areas, and the South-Rotterdam region (The Netherlands) are compared. The results indicate that travel patterns are largely independent from spatial setting, except for some extreme cases.  相似文献

Every car trip ends with a parking search and parking. However, current transportation research still lacks practical tools and methodologies to analyze parking needs and dynamics, which cannot be adequately performed at an aggregate level. This paper presents PARKFIT, a novel algorithm for estimating city parking patterns that is based on a spatially explicit high-resolution view of the inherently heterogeneous urban parking demand and supply. Using high-resolution data obtainable from most municipal GIS, we apply PARKFIT to evaluate the fit between overnight parking demand and parking capacity in the city of Bat Yam, both currently and within the framework of the Bat Yam 2030 transportation master plan. We then analyze PARKFIT’s capabilities and limitations, and supply PARKFIT as a free ArcGIS-based software.  相似文献

Minimum off-street residential parking requirements are used in many cities as a way to accommodate parking demand associated with new residential development. In some cases, variations to these requirements are used in the form of reduced (or eliminated) minimums and/or maximum parking requirements to more actively manage parking demand. This paper assesses how such variations affecting new residential apartment development in Melbourne, known locally as parking overlays, compare against residential parking demand. Using household car ownership data as a proxy for off-street residential parking demand, a case-control analysis was undertaken to compare car ownership within and immediately outside areas affected by the parking overlays, while controlling for a range of built environment, public transport, demand management and socio-demographic variables. Key findings indicate that car ownership is generally lower in areas affected by parking overlays, yet this was either roughly the same or well below the actual parking requirement. Through regression modelling, the results highlighted the importance of public transport service quality, car parking requirements and demographics in influencing car ownership within and immediately outside the parking overlay areas. These results were used to develop a parking overlay index to identify other areas that could benefit from more flexible residential parking requirements. Despite parking overlays considered as a form of parking management, the results imply that, in Melbourne, they represent little more than a conventional supply-side approach to parking policy. The results indicate that residential off-street parking requirements could be reduced further in Melbourne, both within and outside of areas affected by parking overlays, to more actively manage parking demand.  相似文献

Parking policy is one of the key links between transport and land-use policy. Parking policies are often compromised in their effectiveness due to the perceived tension between three of the objectives that parking supports: regeneration, restraint and revenue. In particular the belief that parking restraint measures could damage the attractiveness of city centres to both retail and commercial enterprises limits the political acceptability of pricing policies and planning.This paper presents a review of the evidence base upon which commuter, leisure and shopping and residential parking policies are based. Whilst underdeveloped, the literature suggests that greater attention should be given to analysing and presenting the accessibility impacts that different parking restraint measures have on travelers of all modes. The research base in many instances does not support, or provides evidence counter to, the assumption that parking restraint makes centres less attractive. Further disaggregate work is needed to understand how context specific these findings might be.  相似文献

Pricing and availability of tickets have always been a source of confusion for customers in transportation industries. What is the best time to buy tickets? Why passengers taking the same flight might pay significantly different prices for the same seat? Why round trip tickets between two cities sometimes become cheaper than the one-way flights between them? Is it fair to buy a ticket for an itinerary cheaper than a ticket for just a part of it? These observations make customers wonder why they pay higher prices for shorter flights. In this paper, we study the airlines’ revenue management systems and explain some of these pricing schemes in travel industries. We develop a simulator to study the decision making process of network revenue management and use a numerical study to explore these questions and address some explanations for them. We relate these observations to the revenue management measurements such as the bid price or the adjustment cost and show how the dynamic of the network get influenced by these measures that eventually results in unusual pricing. We explain how a zero or small bid price of a specific leg may cause the price of an itinerary be cheaper than one segment of it and that the small bid price is caused by low demand in comparison to the available capacity. We exhibit network revenue management system and show the above issues for a small network.  相似文献
