This study looks at the wage gap between men and women in Botswana'sformal sector labour market. The wage gap is decomposed usingOaxaca's decomposition methodology. This method breaks downearnings differences into two parts: one part is due to differencesin characteristics between men and women, while the other partis due to differences in rewards to those characteristics inthe labour market. The latter has often been interpreted asa measure of the extent of the discrimination against women. The results of the decomposition exercise shows that there isrelatively less discrimination in the public sector, while inthe private sector discrimination against women is a major factorexplaining the differences in their earnings.

This study analyses the cohort earnings differentials of full-time working men in Japan using large micro data on individuals. Log earnings differentials between two cohorts of the same age calculated from 2012 and 2017 surveys reveal a substantial earnings decline for university graduates around age 43 and senior high school graduates around age 38 in 2017. These cohorts experienced a severe deterioration of job opportunities after the bubble burst. The Blinder–Oaxaca decomposition shows that the composition effect dominates the wage structure effect. In particular, a shortened length of tenure and a decline in the share of those working in a large firm are the main causes of the earnings gap for senior high school graduates and for university graduates, respectively. While an increase in the proportion of those working in the service sector and a reduced share of regular workers are also important determinants for the earnings differentials for high school graduates, deteriorated opportunities for promotion to supervisory positions play an important role for university graduates. Extending this analysis to a longer time period and estimating the cohort earnings differential equation clarify that the observed stability of cohort earnings differentials for university graduates emerge not only from the importance of firm size differentials in determining their earning differentials, but also from the high stability of firm size differentials between cohorts for university graduates.

In Malaysia, the participation of women in the labor market has increased over time. However, occupational segregation and wage differentials continue to be prevalent between men and women in the labor market. The present paper investigates gender‐related occupational segregation and wage differentials based on data collected from 7135 working households in Peninsular Malaysia in 2011. The wage decomposition model introduced by Brown et al. (1980) is used to examine the determinants of gender‐related wage differentials. The results suggest that differences within occupations account for the largest portion of the wage gap between men and women. The results also indicate that wage discrimination within occupations plays an important role in the gender wage gap, while sample selection bias plays an important role in the examination of gender wage gaps.

This paper investigates the impact of the different occupational distributions of the gender groups on the gender wage differential in Brunei. We disaggregate occupational differences into explained and unexplained portions as this can provide better estimates of across-occupation and within-occupation wage differentials. Using data from the Brunei 1995 Labor Force Survey report, results indicated that the gender wage difference is approximately 60%. Unlike other studies, it is found that in Brunei the unexplained portion of occupational segregation has had an impact on gender wage differentials and accounts for approximately one-third of the observed gap. Interestingly, the unexplained component of the within-occupation gap is relatively less than in some developed economies. This is attributed to the effects of the large public sector in Brunei and its regulated pay scales.

Using hourly and weekly wages from the Canadian Labour Force Survey from 2000 until 2018, workers were separated into full-time and part-time and the following striking observation was documented. The overall gender wage gap is larger than either the full-time pay gap or the part-time pay gap, even after controlling for detailed personal and job characteristics. This result is a consequence of two findings: (i) part-time wages are lower than full-time wages, and (ii) the majority of part-time workers are women. In aggregation, this brings down the average female wage, leading to a larger aggregate gender wage gap. This was further linked to a differential selection by gender into full-time and part-time work, with women of higher earnings potential being overrepresented in the pool of part-time workers, resulting in no gender pay gap in the part-time worker category. Policies targeted at encouraging full-time employment for women should therefore reduce the gender wage gap.

This paper analyzes the impact of market liberalization on gender earnings differentials and discrimination against women in urban China at the beginning of the 1990s. The observed stability in the overall gender earnings gap between 1988 and 1995 is shown to result from a complex set of evolutions across enterprises, earnings distributions, and time. Our results highlight the interplay of opposing forces, with economic reforms contributing to changes in managers’ behaviors in different dimensions. On the one hand, by bringing more competition, liberalization favored a reduction in discriminating behaviors in both urban collectives and foreign‐invested enterprises; on the other hand, by relaxing institutional rules, it led to a loosening of the government's egalitarian wage‐setting policies, leaving more space for discrimination in state‐owned enterprises.

This paper conducts an empirical analysis of the gender earnings gap in the public and private sectors by comparing the cases in Korea with those in the US. Using comparable data sets by the Panel Study of Income Dynamics for the US and the Korean Income Panel Study for Korea, this study decomposes the gender earnings gap in order to identify the causal factors. One of the main factors attributable to a much lower gender earnings gap found in the Korean public sector is the self-selection by female workers with high levels of human capital who decide to enter the public sector. Another factor is the differing levels of efforts made by institutions, in areas such as wage structure, the enforcement of gender equality related laws, and the provision of paid family leave, which may affect differently the gender earnings gap in the public and private sector jobs. The empirical results of this study suggest that the differing levels of institutional efforts lower the gender earnings gap within the Korean public sector.

This paper explores the influence of labor market segmentation by industry sectors on the wage gap between rural-to-urban migrants and local urban residents in China in the 2000s. Using Chinese Household Income Project (CHIP) survey data and the results based on the Brown decomposition method, the results indicate that the influence of intra-industrial differentials is greater than the influence of inter-industry differentials in both 2002 and 2013. The influence of the explained component of the intra-industry differentials is larger in both 2002 and 2013, and the influence of the unexplained component of the intra-industrial differentials rises steeply from 2002 to 2013. These results show that the individual characteristic differentials (e.g. human capital) in the same industry sector is the main factor causing the wage gap in both 2002 and 2013, and the problem of discrimination against migrants in the same industry sector became more serious from 2002 to 2013.

This article analyses data from the 2007 Indonesia Family Life Survey in order to decompose the gender gap in earnings into explained and unexplained gaps, not only at the mean but also across the entire distribution. Women earned about 30% less than men, in both paid work and self-employment. The explained gap accounts for only about a quarter of the gap in paid work but for about half of the gap in self-employment. When the decomposition is made across the earnings distribution, the total gap decreases with earnings in both paid work and self-employment, and both conditional and unconditional on characteristics. In both employment sectors, the explained gap remains similar across the distribution, and therefore the unexplained gap drives the decrease in the total gap. The unconditional decomposition across the distribution provides great insight into the dynamics that are obscured in results derived from decomposition at the mean.

Using counterfactual decompositions combined with quantile regression, we investigate the pattern of gender wage differentials in Asian and Latin American countries and combine the findings with existing evidence for European and other mostly developed countries. While in the group of Latin American countries glass ceilings are prevalent, no clear evidence of glass ceilings is found in the group of Asian countries where, generally, sticky floors or a mixed pattern is the norm. The findings are robust with as well as without occupation controls. In addition, analysis by sector points to glass ceilings in the public sector in most countries, while in the private sector the patterns vary. Combining the new evidence from the present study with existing evidence (in total we consider 60 countries), a comprehensive global picture of gender wage differentials is provided. Possible explanations for differences in patterns of gender wage differentials are discussed.

Women have typically been paid less than men throughout history. We investigate earnings in Swedish cigar making around 1900. Strength was unimportant, yet the gender wage gap was large. Differences in characteristics, such as age and experience, and different jobs within firms, account for two‐thirds of the gap overall, and the entire gap for piece‐rate workers. Firms were as willing to employ women as men in the better‐paying piece‐rate section, and women were willing to take those jobs. In contrast, discrimination was extensive in the time‐rate section. Men in this section benefited from greater outside opportunities and customary wages elsewhere. Theory holds that labour market discrimination will reduce profitability, and make firm survival harder, a proposition that has never been tested historically. We find that cigar firms that feminized their workforces most extensively were most likely to survive. Product market competition prevented firms employing (overpaid) men to any great extent. We argue that economic historians must interpret industry‐specific gender wage differentials in the context of workers' outside opportunities, and in the context of product markets, which can—and in this case did—limit firms' room for manoeuvre.

This study investigates public–private sector wage differentials for male and female waged employees in Pakistan. This is done using latest nationally representative data from the Pakistan Living Standards Measurement Survey (PSLM) 2005. We adopt three methodologies to obtain robust estimates of the wage differential and the results reveal that public sector workers enjoy large wage premia. The gross pro-public wage differential is much larger for women than for men. Our findings also show that while private and public sector workers’ differing characteristics ‘explain’ a larger proportion of the private–public wage gap for men, this is not the case for women.

It is well-known that along with Thailand's remarkable increase in real income per capita during 1985–2005, an increase in overall income inequality was observed. What is not documented in the literature is that, during the same time period, the gender earnings inequality declined considerably. This paper seeks to identify the main factors that contributed to the decline in gender earnings gap in Thailand's wage and salary sector during 1985–2005. A parametric methodology, the Neumark (1988) version of the Blinder–Oaxaca (1973) method, is implemented in order to decompose gender earnings gap. I also make a methodological contribution by proposing a way to modify the DiNardo–Fortin–Lemieux (1996) nonparametric decomposition method so that its results are comparable to those from the Neumark version of the Blinder–Oaxaca method. The key findings of this paper are as follows. First, I find that increases in female education and changes in unobserved factors, which were concurrent with modernization, were the main sources of the decline in gender earnings gap. Second, over time, improvements in the education of females in this sector surpassed that of males. However, the superior education of females did not result in females earning higher than males due to the existing counteracting effect of the unexplained factors. Finally, the nonparametric investigation corroborated the results from the parametric methodology.

The aim of this study is to determine how the change in the balance between public–private sector employments affected public and private earnings during the 1990s and 2000s in Turkey. We use the Oaxaca–Blinder and quantile decomposition methods to determine the wage gap between public and private sectors utilizing the 1994 Household Income Distribution and Consumption Expenditure Survey and the 2008 Household Budget Survey conducted by the Turkish Statistical Institute. The study determined that the primary difference in the average wages between sectors arises from the differences in the endowments without correction for gender. After adjusting for correction using quantile regression, we find that the difference in the endowments between sectors at lower quantiles explains the majority of the raw wage gap; whereas a substantial amount of the raw wage gap is explained by the sector effect at higher quantiles.

This paper examines the wage differential between the genders in a newly industrialized economy-Taiwan. The objective is to verify the existence and magnitude of the Taiwanese wage differential (or discrimination as some would term it) and contrast it with findings in the United States. The gender gap was estimated for the private sector and the public sector respectively. It was found that wage discrimination against females does exist. The magnitude of the “discrimination” falls within the same range as the empirical estimates for the U.S. In Taiwan, however, the wage discrimination appeared to be slightly more severe in the public sector.A measure for the discriminatory effects of the “occupational segregation” was proposed and implemented. Contrary to common belief, the “occupational segregation” was not an important factor in wage discrimination. Nor did the disparity of jobs distribution in terms of “industry” generate any significant level of wage discrimination. The main source of gender discrimination (in terms of wage rates) came from the lower returns to the “productivity” characteristics (experience, education, tenure, etc.) and not from seemingly popular hypotheses of occupational segregation (or, in more general terms, job segregation). This is in sharp contrast to previous studies.

This study compares the wages in the public and private sectors in Japan. In addition to comparing overall wage levels, we examine the differences in the wage structures, specifically, the relative wages by gender, age, education, and region. The size of the public sector wage premium depends crucially on the size of the private companies chosen as the comparison group. Wage gaps by gender and educational attainment are smaller in the public sector than they are in private companies. The public sector's age–wage profile is steeper than that of the private sector. Public sector wages are more compressed. In other words, the wages are relatively higher at the lower end of the wage distribution and relatively lower at the higher end. The regional wage differentials are smaller in the public sector. Here, the wage levels of public sector workers are relatively higher in rural regions and relatively lower in large metropolitan regions. To ensure the efficient provision of public services, it is inappropriate to compare only mean wages.

Abstract

This study estimates the magnitude of gender wage differentials for a sample of workers from the Ethiopian manufacturing sector using the traditional Oaxaca–Blinder and an augmented Cotton–Neumark methodologies. In doing so, it separates part of the estimated log of gender wage differential explained by differences in human capital characteristics between men and women from that which is not explained by such differences. The latter is known in the literature as “treatment” component or “discrimination” due to differing pay structures for the two gender groups. Accordingly, it is found that in Ethiopia's manufacturing sector men on average get up to 30% more than women depending on the measure used. However, once we control for a number of individual and establishment level characteristics, the level of wage premium for men over women is close to 5% or around 12 Ethiopian cents per hour. Out of this, both decomposition procedures estimate that close to 60% of the premium is a result of discrimination (different treatment of men and women in the labour market). Using an augmented decomposition technique, it is found that out of the 60% “discrimination component” close to 13% is due to men's treatment advantage in the labour market and the remaining 47% is due to women's treatment disadvantage. Also it is found that firm level characteristics are important contributors to the total discrimination component. Without controlling for establishment level characteristics, the discrimination component would have been around 27% indicating that ignoring establishment characteristics in decomposition exercises would result into a biased estimation, and in this case it would have underestimated the level of discrimination by close to 50%.

It has long been recognized that the gender earnings gap varies across countries. This paper examines the relatively higher gender earnings gap found in the Korean labor market compared to the US labor market. Using the data set representative of the population for both countries, I found that the significant part of the differences in the gender earnings gap simply arise from the differences in the observed characteristics of women among two countries. In particular, relatively lower labor market experience, current job tenure, and educational attainment by Korean female workers play dominant roles in explaining the observed higher earnings gap. In addition, wage structure and labor market discrimination seem to be against Korean female workers compared to US female workers. J. Japanese Int. Economies 21 (4) (2007) 455–469.
