Industrial relations and welfare state are interrelated. On the basis of time‐series data for 20 OECD countries, this paper discusses and tests the impact of industrial relations on social expenditures, including ‘social pacts’ as a means of combining wage moderation and welfare state reforms. The findings suggest that industrial relations have an impact mainly through the differential effects of distinct bargaining systems: a minor impact results from their externalities. The major impact ensues from their differing degrees of politicization, leading to higher expenditures in the case of peak‐level arrangements, as compared to more decentralized systems. Hence, the widely assumed potential of social pacts for welfare state reforms has been exaggerated.  相似文献

This article explores the role of the citizen‐consumer as an actor in public service industrial relations. Based on research into the New Types of Worker programme in social care, the article considers how new work roles engage end‐users as citizen‐consumers in work relations and their consequences for stakeholders. It highlights the forms assumed by these roles and the factors influencing their development and impact, concluding that if the citizen‐consumer is to be treated as an actor in industrial relations, researchers must show greater sensitivity to the categories of end‐users and to the service context.  相似文献

The article analyses industrial relations change in the six largest EU countries since 1992 in relation to increased internationalization pressures. Based on qualitative and quantitative analysis, it distinguishes between associational and state governance, and detects that despite a predominant, but not universal, trend of weakening trade unions and collective bargaining, no overall liberalization has occurred in the political regulation of employment (employment policies, welfare state, labour law, state support to collective bargaining, public sector). Rather than converging towards neoliberalism, industrial relations emerge as more politically contingent and dependent on multiple forms of power, which are affected by internationalization in different ways.  相似文献

Police pay and conditions in the UK are governed by a unique mechanism, the Police Negotiating Board. This paper reviews the circumstances in which it was set up and examines the outcomes, relative to other public service workers, over the first twenty years of its operation. Recent developments highlight the role of ministerial intervention and raise questions about the relationship between the PNB negotiating system and working practice at police force level.  相似文献

This article argues that the industrial relations (IR) field has had two distinct paradigms — an original paradigm centred on the employment relationship, and a modern paradigm centred on unions and labour–management relations. In practice, IR scholars in the decades after the Second World War frequently adopted the former as a broad principle but followed the latter in research and teaching. The narrower labour–management paradigm has created a significant survival challenge for the IR field, given the marked long‐term decline in union density in most countries. I join with others in arguing that to survive and prosper in the years ahead, the field needs to return to an updated version of the original ‘employment relationship’ paradigm. To promote this end, I describe the major features of the original paradigm, including its core positive and normative principle. I also outline how this core principle provides the foundation for an integrative IR theory of the employment relationship, which the field greatly needs to move ahead.  相似文献

This article challenges prevailing views about the collapse of the New Deal industrial relations system and the role of the market. It argues that the old system has been replaced not by the market but by an employment rights regime, in which the rules of the workplace are imposed by law, judicial opinions, and administrative rulings, supplemented by mechanisms at the enterprise level that are responsive to the law but also are susceptible to employee pressures, both individual and collective. The emergence of this regime is the product of a shift in the axes of social and political mobilization from mobilization around economic identities rooted in class, industry, occupation, and enterprise to identities rooted in the society outside the workplace: sex, race, ethnicity, age, disability, and sexual orientation. The shift in the axes of mobilization in turn reflects the collapse of the underlying model of social and economic organization upon which the collective bargaining regime was built and more fundamentally a shift in our understanding of the nature of industrial society and its direction of evolution in history. This interpretation poses a challenge to the conceptual tools used in industrial relations to understand the issues of work and to frame the public policy debate. We conclude with some suggestions as to the direction in which we might move to provide an alternative conceptual framework.  相似文献

Industrial relations (IR) research faces various pressures of internationalization. Not only do global economic forces increasingly shape the subject of the discipline, employment relations, but also the academic community itself is becoming more international. The article discusses whether and in what ways IR research is affected by these trends. It is based on a comparative, longitudinal study of journal publications in the USA, Britain and Germany. The findings reveal significantly different patterns of IR research across the three countries. In particular, the strong variation between US and British research patterns challenges the common notion of a homogeneous Anglo‐Saxon style in conducting social science research. The analysis suggests that despite growing internationalization, IR research continues to be strongly embedded in nationally specific research cultures and traditions.  相似文献

The future role of government in industrial relations depends on the choices made by employers, workers, and especially governments. Technological change and internationalization have reduced the viability of both Keynesian economics and the mass production system, once integrally related to the industrial relations systems of industrialized democracies after the 1930s. Where Keenoy takes liberties, I try to correct him. I did not say that the 'old' industrial relations has been superceded by the 'new'. Nor did I suggest a Kuhnian paradigm shift. Nor did my argument hinge upon these things happening. Quite the opposite, in fact. The root metaphors are a problem precisely because little is scientifically decided between 'old' and 'new'. Once such wrinkles have been ironed out, Keenoy and I seem to agree on a great deal. His conclusion, however, is more comforting than mine.  相似文献
