Procurement auctions carry substantial risk when the value of the project is highly uncertain and known only to insiders. This paper reports the results from a series of experiments comparing the performance of three auction formats in such complex and risky settings. In the experiment, every bidder knows the private value for the project but only a single insider bidder knows the common-value part. In addition to the standard second-price and English auctions we test the “qualifying auction,” a two-stage format commonly used in the sale of complex and risky assets. The qualifying auction has a fully “revealing” equilibrium that implements the revenue-maximizing outcome but it also has an uninformative “babbling” equilibrium in which bidders place arbitrarily high bids in the first stage. In the experiments, the latter equilibrium has more drawing power, which causes the qualifying auction to perform worse than the English auction and only slightly better than a sealed-bid second-price auction. Compared to the two other formats, the English auction is roughly 40% more efficient, yields 50% more revenues, avoids windfall profits for the insider, while protecting uninformed bidders from losses.  相似文献

This paper studies the incentives of a bidder to acquire information in an auction when her information acquisition decision is observed by the other bidders before bidding. Our results show that the sealed bid (second price) auction may induce more information acquisition about a common component of the value than the open (English) auction but less about the private component of the value. Moreover, we show that more information about the private value and less information about the common value may improve efficiency and revenue. Consequently, our results suggest new arguments in favor of the open auction.  相似文献

We analyze the value of being better informed than one's rival in a two bidder, second price common value auction. Standard models of these auctions do not pin down relative bidding postures, but we show that by adding small amounts of private value information, a unique equilibrium can be restored. Additional common value information affects a bidder's payoff both directly, by increasing his information rent, and indirectly, by shifting the relative bidding posture of his opponent. Although the latter effect need not be positive, we establish broad conditions under which bidders with more information do better than their rivals. We turn to information acquisition and release and show that the desire to influence relative bidding postures can lead sellers to create new information rents (by releasing information privately to only one bidder) and bidders to forego information rents (instead choosing to gather information that a rival already has).  相似文献

Summary. We model credit contracting and bidding in a first-price sealed-bid auction when bidder valuation and wealth are private information. An efficient separating equilibrium exists only if the wealth levels of both bidder types are sufficiently different. If not, high-valuation bidders signal by borrowing more and using less of their wealth – this is inefficient as wealth is a cheaper source of funds. An increase in the amount of borrowing required to signal does not necessarily decrease seller expected revenue. In contrast to separating equilibria, high-valuation bidders adopt pure strategy bids in pooling equilibria. This paper proves that the monotonicity of bidding strategies together with the rationality of bidders implies that the winning bid in a first price auction converges to the competitive equilibrium price as the number of bidders increases ( Wilson, 1977 ). Instead of analysing the symmetric Nash equilibrium, we examine rationalizable strategies ( Bernheim (1984) , Pearce (1984) ) among the set of monotonic bidding strategies to prove that any monotonic rationalizable bidding strategy must be within a small neighbourhood of the „truthful” valuation of the object, conditioned on the signal received by the bidder. We obtain an information aggregation result similar to that of Wilson (1977) , while dispensing with almost all symmetric assumptions and using a milder solution concept than the Nash equilibrium. In particular, if every bidder is ex ante identical, then any rationalizable bidding strategy must be within a small neighbourhood of the symmetric Nash equilibrium. In a symmetric first price auction, the symmetry of outcomes is implied rather than assumed.  相似文献

A Study of Collusion in First-Price Auctions   总被引:8,自引:0,他引:8  
This paper examines the bidding for school milk contracts in Florida and Texas during the 1980s. In both states firms were convicted of bid-rigging. The data and legal evidence suggest that the cartels in the two states allocate contracts in different ways: One cartel divides the market among members, while the other cartel also uses side payments to compensate members for refraining from bidding. We show that both forms of cartel agreements are almost optimal, provided the number of contracts is sufficiently large.
In the auction the cartel bidder may face competition from non-cartel bidders. The presence of an optimal cartel induces an asymmetry in the auction. The selected cartel bidder is bidding as a representative of a group and has on average a lower cost than a non-cartel bidder. The data support the predicted equilibrium bidding behaviour in asymmetric auctions in accordance with optimal cartels.  相似文献

In this paper, we examine which auction format, first-price or second-price, a seller will choose when he can profitably cheat in a second price auction by observing all bids by possible buyers and submitting a shill bid as pretending to be a buyer. We model this choice of auction format in seller cheating as a signaling game in which the buyers may regard the selection of a second price auction by the seller as a signal that he is a shill bidder. By introducing trembling-hand perfectness as a refinement of signaling equilibrium, we find two possible strictly perfect signaling equilibria. One is a separating equilibrium in which a noncheating honest seller selects a first price auction and a cheating seller does a second price auction. In another pooling equilibrium, however, both cheating and non-cheating sellers select a second price auction. The conclusion that a seller chooses a second price auction even if he cannot cheat is in contrast to the previous literature, which focused on the case of independent values. This paper investigates the perfect Bayesian equilibrium in an ascending-price core-selecting auction, which is recently used in some countries? spectrum license auctions. We suppose that there are two identical items, two small bidders, and one large bidder. The small bidders demand only one unit of the item, whereas the large bidder wants both units. Package bidding ensures that the large bidder faces no exposure problem and behaves truthfully. However, one of the small bidders stops bidding at the beginning in the equilibrium. Although small bidders generally face the free-rider problem and have incentives to underbid, once a bidder is the only small one remaining, he bids truthfully. Stopping early induces the remaining bidder to behave truthfully. Hence, each small bidder wants to be the first to stop bidding. The free-rider problem is considerably mitigated when there are many small bidders.  相似文献

In almost common-value auctions one bidder (the advantaged bidder) has a valuation advantage over all other (regular) bidders. It is well known that in second-price auctions with two bidders, even a slight private-value advantage can have an explosive effect on auction outcomes as the advantaged bidder wins all the time and auction revenue is substantially lower than in a pure second-price common-value auction. We explore the robustness of these results to the addition of more regular bidders in second-price auctions, and the extent to which these results generalize to ascending-price English auctions in an effort to provide insight into when and why one ought to be concerned about such slight asymmetries.  相似文献

When an auction is followed by an opportunity for resale, bidder valuations are endogenously determined, reflecting anticipated profit from buying/selling in the resale market. These valuations vary with the resale market structure, can differ across auction types, and may be lower or higher than if resale were impossible. Although resale introduces a common value element to the model, revenue equivalence can hold; when it fails, this is due not to affiliation but to differences in information conveyed to the secondary market. Information linkages between markets can also lead to signaling and, in some cases, preclude separation in the auction.  相似文献

We model countersignaling (i.e., very high types refraining from signaling) arising from the tradeoff between persuasion and learning in a signaling game. We assume that the agent has imperfect private information regarding his/her productivity, which the signaling action provides additional verifiable information about. A higher-type agent benefits more from providing such objective, albeit imprecise, “proof” for the market, but may also gain less from learning about his/her productivity. When the latter effect dominates the former for the very high types, the equilibrium exhibits countersignaling: very high and low types pool on refraining from signaling, and only the medium types signal. Under certain conditions, the countersignaling equilibrium is the unique pure-strategy perfect sequential equilibrium.  相似文献

This paper argues that with sticky goods prices and a forward-looking exchange rate, the central bank will only want a partial dissemination of its information about shocks to the economy. It is shown that, in such a model, the central bank may prefer to intervene secretly in the foreign exchange markets when responding in anticipation of future shocks, but openly when reacting to current shocks. The model thus provides a rationale for secrecy in central bank foreign exchange operations. The model also elucidates the relationship between the signaling and portfolio balance channels of sterilized intervention.  相似文献

This article explores the effect of a subset of symmetric bidders joining to bid together. Possible applications include mergers, collusion and joint-bidding arrangements. The change produces a “strong” party with a more advantageous value distribution than the remaining “weak” bidder(s). The predicted effects include inefficiency, a decrease in the sellerʼs revenue, and higher biddersʼ payoffs. Under risk neutrality, the members of the strong party benefit less than the weak bidders. The prediction is reversed when the bidders are sufficiently risk-averse. These hypotheses are tested experimentally. Contrary to the theory, joint bidding increases efficiency and the sellerʼs revenue decreases by less than expected. Strong bidders benefit more than weak bidders indicating that incentives to bid jointly may be greater than hypothesized. Additionally, the experiment assesses the effect of group decision-making. A Nash equilibrium prediction for individual–group differences based on differences in risk attitudes is not supported by the data.  相似文献

Majority auction games are simultaneous sealed-bid auctions of identical objects among identical bidders who each want to win a specified fraction (more than a half) of the objects. Each bidder receives no benefit from winning less than the specified fraction and no additional benefit from winning more than it. Symmetric equilibria having simple, intuitive forms are shown to exist in first-price, second-price and all-pay versions of such games when the number of bidders is sufficiently large. This contrasts with earlier results for the two-bidder “pure chopstick” majority auction games where the only known equilibria are more complicated.  相似文献

We examine auction design in a context where symmetrically informed adaptive agents with common valuations learn to bid for a good. Despite the absence of private valuations, asymmetric information, or risk aversion, bidder strategies do not converge to the Bertrand–Nash equilibrium strategies even in the long run. Deviations from equilibrium strategies depend on uncertainty regarding the value of the good, auction structure, the agents? learning model, and the number of bidders. Although individual agents learn Nash bidding strategies in isolation, the learning of each agent, by flattening the best-reply correspondence of other agents, blocks common learning. These negative externalities are more severe in second-price auctions, auctions with many bidders, and auctions where the good has an uncertain value ex post.  相似文献

This ticle analyses the pre-emptive jump bidding equilibrium in takeover auctions when bidders’ valuations of the target firm follow truncated normal distribution. It shows that potential heterogeneity of the targets’ value, measured by the standard deviation of the bidders’ valuation function, is especially important when it is small and, for extremely small values, the second bidder is almost always pre-empted. It also shows that, contrary to regular clock-style auctions, the increase in standard deviation may negatively affect the expected profit of the first bidder.  相似文献

This paper studies the mechanism that a profit-making principal should adopt to provide a discrete public good when the values of the consumers are their private information and their participation is voluntary. The free-riding issue is resolved through threatened nonprovision of the good by the provider. Every bidder is asked to announce his or her virtual value as defined in Myerson (1981) . The public good is provided if and only if the sum of the bidders' announced virtual values exceeds the provision cost. When a provision decision results, each bidder pays an amount that is determined by the announcement of other consumers. No one pays when a nonprovision decision results. We find that this mechanism is implementable through an all-pay auction. A restricted profit-maximizing mechanism that implements efficient allocation is also characterized. As in Gradstein (1994) , when provision is always efficient, that is, the sum of consumers' values always exceeds the provision cost, efficient allocation is achievable through a profit-maximizer. However, this is not the case when provision is not efficient.  相似文献

We analyze a second-price auction with two bidders in which only one of the bidders is informed as to whether the object is valued commonly. We show that any equilibrium strategy of the bidder who is uninformed must be part of an equilibrium when both bidders instead know that the auction is not common value, regardless of the way in which the values are different. We extend the Romer-Rosenthal model of representative democracy to a signaling environment, in which (i) only the representatives knows the ‘status quo’ outcome resulting if her take-it-or-leave-it policy proposal is rejected by the voters, while (ii) only the voters know their true preferences over policies. A separating sequential equilibrium is shown to exist, and to uniquely satisfy a common equilibrium refinement. Furthermore, this equilibrium has the property that, relative to the environment where the status quo is known to the voter, there is a downward bias in the setter's proposal, and an associated upward bias in the probability of the proposal's acceptance by the voter.  相似文献

In a seminal paper, Grossman and Helpman (1994) introduced a framework to understand how lobbying influences the choice of import/export tariffs. In this paper we extend their analysis and assume that lobbies have private information to analyze the effects of information transmission in a Grossman and Helpman lobby game. Information transmission leads to two agency costs. One refers to the cost of signaling and the other to the cost of screening the lobby's competitiveness. The signaling cost reduces distortions resulting from the screening cost. On the other hand, distortions from the screening cost enhance the signaling cost. The two combined effects generate more distortions in the political game than each effect separately. Tariff protection and lobbies' rents are lower than those found in Grossman and Helpman's truthful equilibrium. Therefore, information transmission may improve welfare through the reduction of rent-seeking activities.  相似文献
