3G近来再次成为争论焦点,各种观点再度重新组合,“胡阚之争”最具代表性。阚凯力认为,中国3G决策的根本问题,并不在于发牌照的时间,而在于中国是否需要3G。联通的CDMA1X已经开通了几乎所有“准3G”业务,但需求小,网络空闲严重。这充分证明日前3G业务在中国没有市场。按照目前的市场情况看,耗费巨额投资的3G运营必将导致长期亏损。胡鞍钢则认为:首先,3G市场开放得越早,开放得越充分,它创造的就业规模就越大;第二,3G市场开放,可以结束中国电信业“国家俘获”的状态,由市场直接选择技术,使消费者、生产者、运营商、内容提供商等普遍受益;第三,3G市场不只是中国自己的市场,还应在全球市场中扮演重要角色。  相似文献

Aggregation operators play an essential role in the aggregation of various individual input arguments in group decision-making (GDM). In this paper, we have proposed a family of IOWA operators with reliability measurement to aggregate uncertain decision information represented by interval numbers in GDM problems. In particular, we introduce the reliability-induced uncertain OWA (R-IUOWA) operator and the clusters’ reliability-induced uncertain OWA (CR-IUOWA) operator. This type of operators uses the reliability measurement representing the opinion consensus of individuals as the associated order-inducing variable and considers the decision-makers’ preference in the calculation of the position weights. Thus, the aggregation results have a higher consensus level. The R-IUOWA and CR-IUOWA operators have three primary properties such as commutativity, idempotency and boundness. The generalized formulas and some special cases of the two operators are outlined. Finally, the proposed operators are applied to a GDM problem regarding the selection of an investment company. The validity of the two operators is illustrated by comparing the aggregation results with that of other operators.

Sports venues are in a position to potentially influence the safety practices of their patrons. This study examined the knowledge, beliefs and attitudes of venue operators that could influence the use of protective eyewear by squash players. A 50% random sample of all private and public squash venues affiliated with the Victorian Squash Federation in metropolitan Melbourne was selected. Face-to-face interviews were conducted with 15 squash venue operators during August 2001. Interviews were transcribed and content and thematic analyses were performed. The content of the interviews covered five topics: (1) overall injury risk perception, (2) eye injury occurrence, (3) knowledge, behaviors, attitudes and beliefs associated with protective eyewear, (4) compulsory protective eyewear and (5) availability of protective eyewear at venues. Venue operators were mainly concerned with the severe nature of eye injuries, rather than the relatively low incidence of these injuries. Some venue operators believed that players should wear any eyewear, rather than none at all, and believed that more players should use protective eyewear. Generally, they did not believe that players with higher levels of experience and expertise needed to wear protective eyewear when playing. Only six venues had at least one type of eyewear available for players to hire or borrow or to purchase. Operators expressed a desire to be informed about correct protective eyewear. Appropriate protective eyewear is not readily available at squash venues. Better-informed venue operators may be more likely to provide suitable protective eyewear.  相似文献

Industrial vehicle operator's solace and safety have gained significant consideration because of the increment in occupational health issues and accidents. The purpose of this work was to amend the design of the excavator driver cabin through human factor analysis. Thirty operators of excavators who were serving as subjects, were interviewed and identified that their wrist, upper arm and trunk were at a higher risk level while operating. Photograph of the operators was taken and the work environment was simulated. RULA (Rapid Upper Limb Assessment) and REBA (Rapid Entire Body Assessment) scoring was made on different simulated work posture of operators using CATIA V5 and UEAT1.8 softwares. Based on overall RULA and REBA scoring, it was found nearly 46% of the operators were operating at a high hazard level and needed investigation immediately, whereas 35% of operators were at a medium risk level and only 19% of operators were operating safely. The individual RULA and REBA scoring proved prevalence of discomfort in wrist, upper arm and trunk while operating. Identifying the optimized conditions to hold the control levers will help to reduce the operator strain. From the design optimization in excavators, the optimal conditions to hold the control lever is found to be 40cm for popliteal height, 60.51 cm for distance from elbow to ground and 15.07º for reach angle from the seat reference point.  相似文献

本文介绍了一种关于3G的仿真平台的研究、开发和验证。结合软件无线电思想,参照3GPP协议,在COSSAP软件包中搭建起一个具有通用结构的、基于第三代WCDMA、FDD方式的下行链路物理层的仿真平台,并进行了Turbo编译码、RAKE接收机等3G关键技术的研究和单路数据业务、单路话音业务及多业务复用时系统性能的仿真验证。仿真结果与相关文献拟合得较好,结果证明可以把它作为进一步研究软件无线电中关键技术的基础平台。  相似文献

This article develops a map to analyze the dynamic forces that influence the structure and development of 3G (third generation) wireless communications value networks. The analysis builds on the Strategic Value Assessment Model (Fine, et al. [Fine, Charles H., Vardan, Roger, Pethick, Robert, El Hout, Jamal. Rapid-Response Capability in value chain Design. MIT Sloan Manage Rev 2002, 43(Winter): 69–75.]) and utilizes a qualitative System Dynamics mapping approach. The map focuses on the driving forces affecting user adoption of 3G services, focusing on customer dynamics, competitive dynamics, and technology dynamics. To analyze adoption of 3G services by customers, the articles maps the dynamics of (1) network investment and user population, (2) entry of service innovators as well as price competitors, (3) the effects of positive network externalities arising from a larger user population, (4) price compression as lower willingness-to-pay users adopt 3G services, (5) scale economies in terminal costs and prices, and (6) new content development as a draw to new users. Applying inductive systems diagrams hypotheses are integrated into a causal loop map and tested with data collected at 15 communications-industry workshops attended by 190 participants in Europe. The map aims to deepen the understanding of the possible evolutionary paths of the 3G wireless value network. The article seeks also to assess which future scenarios are plausible and what dynamic triggers might make them likely.  相似文献
