Recidivism among Welfare Recipients: The Role of Neighborhood and Access to Employment

Work requirements and time limitations on benefits have forced welfare administrators to be more aggressive in moving welfare recipients into the workplace. This paper tracks a cohort of Georgia welfare leavers from 1992 to 2001, estimating the timing of recidivism using duration models. Of the case heads that leave the program within a two-year period, 15.3 percent remain out of welfare for less than three months and 35 percent returned within one year. There is also a relatively high risk of welfare recidivism for a much longer period than estimated in previous studies. Furthermore, successful employment may be affected not only by the presence of job growth but also by the industrial mix in which jobs are growing and by the residential location of welfare leavers.     

Outward FDI and Local Employment Growth in Italy

Using several data sources, we assess the impact of Italy’s outward foreign direct investment (FDI) on local employment growth between 1996 and 2001 for 12 manufacturing industries and 103 administrative provinces. Our main result is that, controlling for the local industrial structure and area fixed effects, FDI is associated with faster local employment growth, relatively to the national industry average. We also find that employment in small plants is not negatively influenced by higher levels of FDI. Our findings do not support therefore the idea that FDI is detrimental to local employment growth in the home country. JEL no.  C21, F21, F23     

忠县:长效机制保障移民转移就业

2006年9月,忠县全面启动解决移民家庭就业两个"零目标"问题的工作.经过层层摸底调查,全县两个"零目标"家庭共209户626人,其中:城镇移民"零就业"家庭44户234人,农村移民"零转移就业"家庭132户392人.     

Unemployment in Africa: A Fractional Integration Approach

This paper estimates long‐memory models to analyse the stochastic behaviour of unemployment in eleven African countries (Botswana, Ethiopia, Ghana, Kenya, Malawi, Mauritius, Nigeria, Senegal, South Africa, Tanzania and Zambia) from the 1960s until 2010. The empirical results provide very strong evidence of lack of mean reversion in all series under examination. This suggests that hysteresis models are the most relevant for the African experience (not surprisingly, given the rigidities in their labour markets). Therefore in such countries shocks hitting the unemployment series will have permanent effects, and policy makers should take appropriate action to reverse the effects of negative shocks.     

'Race', Employment, and Contract Compliance: A Way Forward for Local Authorities?

The concern of this article is with action at the local level to combat racial inequality in employment. It draws on the authors' evaluation of the 'West Midlands Common Standard', an innovative policy introduced by a consortium of West Midlands councils to ensure their contractors have, and implement, an equal opportunities in employment policy. The article assesses the impact of the initiative and its potential transferability. It is argued that the Common Standard provides a highly promising model for other local authorities to adopt.

Imperfect Labor Mobility and Unemployment in LDCs: Reply

In a recent paper (Parai and Beladi 1997; PB hereafter), we have analyzed the implications of growth and trade policies for a small open economy facing imperfect labor mobility and unemployment of the Harris-Todaro variety. We have used the Casas (1984) specification of the labor immobility phenomenon for a Harris-Todaro type economy, and have shown that most of the results in Harris-Todaro framework remain unaltered even under imperfect labor mobility, provided that the elasticity of labor mobility parameter exceeds a critical minimum value. On the optimal tariff issue, Gilbert and Mikic (1997; GM hereafter) find our results counterconventional. In GM's view, the nonconventional result in PB is due to our simplification of the labor mobility specification given by Casas. In this note, we offer our response to GM's comments.

“民以生为本，以业为基”，有业为乐，无业为祸。如果失业群体过大，失业问题长期得不到有效解决，势必会产生一系列的经济、社会问题，甚至会演变为政治问题，因此，促进就业是关系改革发展稳定全局的重大战略任务，各级党委、政府都要把就业工作纳入经济社会发展的总体部署来考虑，结合改革发展稳定的各项工作来安排，作为关心群众生产生活的重点任务来落实。

当前,大学生的就业问题越来越突出,特别是地方院校毕业生的就业问题,成为社会关注的焦点问题,本文借鉴“波特模型”,分析了五种力量在地方院校大学生就业中的竞争态势,在实证研究的基础上,提出了相应对策。
