Oligopoly and the resort cycle in the Bahamas
Markusen's “profit cycle” and the influence of oligopoly are applied to Butler's notion of the resort cycle. The stagnation and decline associated with the latter stages of the resort cycle can be explained by industrial organization and the oligopolistic position of the major suppliers. The study area of Paradise Island (Bahamas) appears to be a clear example of how the corporate strategies of a major supplier can dramatically influence the resort cycle process. Resorts subjected to long-term oligopoly can experience eventual declines in the number of visitors because of an emphasis on market share and competitive stability, at the expense of innovation and diversification.

Participation on tourism of the population of the Federal Republic of Germany (FRG) has enormously increased. Domestic tourism, however, stagnates. The German tourist regions have to expect a significant decrease in visitors, since an increasing segment of the German holiday-makers (now two thirds) travels abroad. The German domestic tourism providers and vacation travel organizers have not yet fully realized the new trends in the travel behavior. The unfavorable trend can only be met through a continually increasing supply with vacation homes and apartments. Moreover, the various resort towns need to join regional tourism associations which are able to achieve a more effective regional marketing for smaller tourist regions. Preparations for the establishment of regional tourism associations and programs for a subsidization of regional marketing plans are imminent.

This article reappraises the Butler model of resort evolution with the addition of a focus on retirement-tourism relationships. The model predicts retirement will emerge as a major factor in resorts as tourism goes into decline, but an examination of trends in Parksville and Qualicum Beach, British Columbia, Canada, revealed retirement has been a feature of those resorts since their early days and has grown alongside tourism. However, an analysis of content of local newspapers revealed that the two communities came to appreciate the retirement sector with their first major downturn in tourism, which in itself partially supports Butler's thesis.

This article addresses the extent to which the opportunity to enter into a sexual relationship with Western female tourists poses a challenge to the vast number of self-employed young men in Indonesian tourism destinations. The areas compared in this article (Lombok and Yogyakarta) differ in terms of Butlers resort area cycle. Whereas Yogyakarta is about to enter the consolidation phase, Lombok has only started to develop tourism. The position in the area life cycle affects the opportunities and restrictions that self-employed young males encounter in their participation in the informal tourism sector and, as a consequence, their expectations regarding relationships with female tourists.

Stansfield, Charles A. Jr. “Atlantic City and the Resort Cycle: Background to the Legalization of Gambling”, Annals of Tourism Research, Vol. V, No. 2, April/June 1978, pp. 238–251. Legalization of casino gambling in Atlantic City was politically feasible only following widespread voter recognition of the old resort's economic and social plight. The success of a statewide referendum was attributed to the concept that only a radical change in Atlantic City's crowd-attracting formula would be successful as it had become obsolescent as a resort partly due to changes in transport technology and recreation geography. There is an apparent cycle in the development, expansion, shift in socio-economic base of patronage, and decline of resorts; Atalantic City's century and a quarter existence is used as a case study of this resort cycle.

The Grand Isle,Louisiana resort cycle
Grand Isle, the most popular resort on the Louisiana Gulf Coast, has experienced an increase in shoreline erosion and a decrease in attractiveness in recent decades. Viewing the historical evolution of the resort within the framework of Butler's “resort cycle” reveals that cultural processes are largely responsible for these developments. Individual stages of resort evolution on Grand Isle have been accompanied by changes in settlement patterns, changes in environmental perception, and increasing effort to “fix” a naturally dynamic shoreline. Attempts to maintain a stable beachfront have only heightened the problem and helped propel Grand Isle into the stagnation stage of the resort cycle. Past adherence to the resort evolution model indicates onset of the decline stage. Whether a major beach nourishment/island protection project completed in late 1984 represents more than a temporary rejuvenation of the resort depends upon its effectiveness.

There is a widespread presumption that the development of tourism resorts brings direct and indirect benefits to the area where they are located. There has been extensive critical discussion about the magnitude and distribution of these benefits. This paper adds to knowledge of these benefits by investigating the causes of under-utilisation of tourist resort capacity, typified by the problem of “empty beds”. Many owners of holiday homes in tourist resorts choose not to rent out their property when they are not making personal use of it, thereby reducing income earning potential of businesses in the area. This paper reports on a qualitative and quantitative study of holiday home owners at a ski resort in France. While personal use of properties was low, 40% of owners had never rented out their property. Analysis of the data converged on four emergent themes to explain this apparent reluctance to rent out: fears about the social habits of renters; issues of freedom and flexibility in use of their property; life course changes which forced renting/non-renting decisions; and financial issues. Financial issues were not a driver of investment/rental decisions, but derived from other social and lifestyle factors. The paper makes suggestions about how resort management can help to reduce owners' reluctance to rent, and thereby alleviate problems associated with empty beds.

In many developing countries governance is highly centralized. The considerable potential benefits of decentralization for such countries are widely espoused, but less attention is paid to the potential difficulties and dangers. This paper develops a framework of issues to consider when evaluating the decentralization of tourism governance, including its potential benefits and shortcomings. There is examination of the transfer of authority and the distribution of power, legitimacy and accountability. The framework is used to assess tourism governance in the Turkish coastal resort of Belek, notably the involvement of central and local government, a privatized company, and a nongovernmental organization. The difficulties and threats linked to decentralization in Belek warn against an uncritical adoption of such policies.

The resort lifecycle theory: Generating Processes and Estimation
One of the most discussed paradigms in the literature on destination development is the lifecycle model. Although varieties of lifecycle paths have been described, they have been drawn up without consideration of the underlying generation processes. This article examines the time path of tourist growth patterns that could give rise to such a cycle and in doing so, permits the exact demarcation of the five stages of the lifecycle. The model is tested using long run time series and the overall conclusion is that the restrictions imposed by the aggregation process limit the resort cycle paradigm, in a quantitative context, to being no more than a statistical caricature of the real world.

In the northern hemisphere a number of destinations have experienced a decline in tourism volume due to both the emergence of competitive destinations elsewhere and also their own failure to comprehend changing market trends. This paper analyses the particular vulnerability of small island destinations in the decline stage of the tourist area life cycle. In particular the benefits and procedures of strategic planning are analysed and the barriers to the adoption of strategic planning at tourism destinations discussed. The offshore islands of the UK are used to evaluate how the stages of strategic planning have developed and been adopted by the public sector and a framework is provided to allow the various approaches to be located.

Tourism development: Assessing Social Gains and Losses
Resident attitudes toward tourism, and perceptions of its impacts, are often diverse, with development often generating gains for some and losses for others. The net effect has been discussed conceptually for many years. This study illustrates an empirical evaluation of it, as well as of gains to tourists. Survey responses to hypothetical ski resort development in Åre, Sweden, indicate that some residents gain from such an expansion while others lose; the net effect on the community is negative over the range of slopes evaluated. Tourists gain from expansion, but their gains are not great enough to outweigh the net losses for residents, such that the welfare change for society as a whole is negative.

The growth and expansion of tourism is a complex phenomenon and its study requires multiple disciplines. When related to sustainability, the growth limits and carrying capacity of destinations must also be considered. The objective of this article is to develop a methodology to assess the growth limits of tourist destinations, and this method is then applied to the management and planning of an open tourist resort. The limits to growth are established using a mathematical formulation (i.e., multicriteria analyses, based on the reference point methodology) based on synthetic indicators applied to two scenarios: weak and strong sustainability. There are two developments in this type of research. The first is that the application of this method is neither restricted to a natural protected area, which has its own rules and management, nor to an island possessing geographically controlled entry and exit points. Rather, this study focuses on an open coastal area with an economy based on mass tourism. Second, this new way of assessing growth limits uses a flexible formula – adaptable to other coastal areas, e.g., rural, natural, and urban – depending on the impacts generated by the tourism and the objectives specified by destination managers.

Residents' attitudes towards an instant resort enclave
Researchers have suggested that residents' attitudes towards tourism depend on the expected costs and benefits of tourism. While many studies have examined this proposition towards the later stages of development, few have examined the pre-tourism phase. This study used in-depth interviews with residents of Isabela, Puerto Rico, to examine their attitudes towards a proposed “instant” enclave resort in their community. At the time the research was conducted, Isabela was the planned site of the largest resort in the Caribbean. Results indicate that respondents are aware of both some of the positive and negative impacts of tourism, and are quite ambivalent about the planned tourist site.

This paper positions sustainable mass tourism (SMT) as the desired and impending outcome for most destinations. Natural resource scarcity, development of green technology, climate change awareness, the global financial crisis, institutionalised environmentalism and Internet technology all facilitate the emergence of sustainability as a societal norm that is combining with the longer established norm of growth desirability. SMT convergence is occurring along three distinctive paths in an evolutionary manner that reflects environmental pragmatism. The market-driven ‘organic’ path describes the conventional tourism area life cycle model of Butler, whilst the regulation-driven ‘incremental’ path entails deliberate alternative tourism (DAT) in which carrying capacities are gradually increased to accommodate higher visitation levels. The hybrid ‘induced’ path describes planned mega-resorts conceived as growth poles. Each model is invested with its own specific planning and management implications.

This paper suggests a life cycle model for aboriginal arts performance in tourism related situations from the perspective of authenticity. It is proposed that aboriginal arts performance is subject to a change and potential revitalisation process which consists of five stages: (1) the primordial state; (2) increasing involvement; (3) situational adaptations; (4) revitalisation; and (5) management for change, conservation or decline. The paper also examines the existing literature concerning authenticity in the field of tourism. It is designed to help understand and manage the increasingly complex world in which aboriginal arts can decline, survive or change.
