Abstract : Throughout the 1980s, government ministers strongly advocated the decentralization of pay determination in the public services. Despite this exhortation, by the end of the decade rates of pay and salary structures were rarely determined at workplace level. This paper explores the resilience of national pay determination and considers whether it will survive the radical restructuring of public services initiated in the last few years. The analysis focuses mainly on the health and education services, arguing that distinctive organizational, occupational and political characteristics of the services still constrain the devolution of pay bargaining. In the face of tight budgets and the recent introduction of pay restraint, service managers have sought to make paybill savings through unilateral changes in work organization rather than through devolved collective bargaining. 相似文献

This paper argues that European integration has constrained the discretion of industrial relations actors. The result has been not the widely predicted institutional fragmentation of collective bargaining, but a change in the functioning of these systems. At the same time, widespread 'social dumping' on the part of firms and member states has not materialized. The paper argues that the 'race to the bottom' thesis gives insufficient weight to the socialization mechanisms attached to the European integration process. Thus macroeconomic constraints and social learning processes are co-mingling with one another in European industrial relations. 相似文献

This paper studies the effects of enterprise bargaining on the pay position of women and other target equity groups. Contrary to a priori expectations the paper shows a convergence in full‐time and part‐time gross gender pay gaps following the adoption of decentralized wage bargaining. Convergence in the latter reflects compositional (human capital) effects: the entry of less qualified and less experienced males into part‐time employment. Overall the results show a deterioration in the pay position of men employed full‐time relative to women and part‐timers (men and women) brought about by slower wage growth amongst men in full‐time employment. 相似文献

This paper examines the accuracy of the home purchase component of the Consumer Price Index. Alternative monthly index series are simulated over the period 1973–1978 using FHA Master Statistical File data. Hedonic indexes derived from monthly regressions are compared to series constructed by the current CPI index method, which utilizes only age and size of house in correcting for intertemporal quality change. Of particular interest is the BLS practice of "linking out" price changes occurring when FHA raises its ceiling on the size of insurable mortgages. This procedure may have led to a significant downward bias in the official index. 相似文献

Collective Bargaining in the Canadian Public Sector, 1978–2008: The Consequences of Restraint and Structural Change

We study public‐sector bargaining and contract outcomes using Canadian data from 1978 to 2008. We have a number of interesting results, but our principal findings are from our analysis of wage settlements. We find that the essential services designation, which only allows non‐essential members of a bargain unit to strike, is associated with decreases in wages. Our estimates also suggest that there is an arbitration wage premium and that making adjustments to the ability to pay criterion used by arbitrators to determine awards does not affect this premium. We also discuss the implications of our estimates. 相似文献

Local pay determination formed a key plank in the Conservative government's attempt to restructure industrial relations in the NHS, and to 'reassert managerial control' of the paybill at local (trust) level. This paper reports the findings of a national survey of Unison lead negotiators, complemented by case study interviews and documentary research, on the processes and outcomes of local pay determination, and its impact on industrial relations at both national and local levels. The paper strongly refutes recent suggestions that local pay leads to 'improved' industrial relations and greater pay equity. Moreover, and contrary to claims that Staff Side organizations are 'too weak' to challenge 'new managerial strategies', the study's findings show that the search for managerial control remains, as always, a contested terrain. 相似文献

This study reports novel facts about the UK gender pay gap. We use a representative, longitudinal and linked employer–employee dataset for 2002–2016. Men's average log hourly wage was 22 points higher than women's in this period. We find that 16 per cent of this raw pay gap is accounted for by estimated firm-specific wage effects. This is almost three times the amount explained by gender occupation differences. When we decompose a pre-adjusted measure of the pay gap, we find less than 1 percentage point or a 6 per cent share is accounted for by the gender allocation across high- and low-wage firms. In other words, only a small share of what is traditionally referred to as the ‘unexplained’ part of the pay gap is explained by the differences between men and women in whom they work for. 相似文献

With European economic and monetary union, pay bargaining encounters a new set of constraints: devaluation is no longer available to compensate for inflation, and economic restructuring for the Single Market will place great strain on wage structures. The article analyses the problems posed to pay bargainers, and argues that, instead of pressing for more centralized bargaining, greater encouragement should be given to pay systems that favour more flexible use of labour and reduce the tendency to transmit inflationary pressures from one group to another. Joint regulation has a critical part to play in the effectiveness of these systems. 相似文献

This article examines UK University Vice Chancellors (VC) pay awards. The empirical analysis, covering the period 1997–2002, evaluates the impact upon VC pay awards of university performance measures, internal pay comparisons and two external pay comparisons, that is, the pay of other VCs and the pay of chief executive officers (CEOs) leading comparable‐sized UK firms. For the total sample, we find no evidence that VC pay awards are related to any of the performance measures, although for the pre‐ and post‐1992 subsamples there is some evidence that pay awards are related to some ‘mission‐relevant’ performance measures. All the analyses show a positive relationship between changes in the proportion of other highly paid employees and VC pay awards, which suggests that internal pay comparisons play an important role in remuneration committee decision making. As anticipated, the two external pay benchmarks have very different effects upon VC pay awards; the pay received by other VCs produces a marked ‘mean reversion’ in pay levels while the pay of CEOs running comparable‐sized UK firms had a highly significant positive impact upon VC pay awards. Following the insights of institutional theory, we interpret this conservatism by university remuneration committees as stemming primarily from legitimation concerns rather than financial constraints. 相似文献

The American Housing Survey (AHS) includes the owner's valuation of the house as a measure of the house's value. If owner-stated values are accurate, the AHS (as well as other survey instruments) can be used by researchers studying a variety of topics. In this study we use the metropolitan version of the AHS for three cities over fourteen years to compare owners' valuations with sales prices of houses that sold in the twelve months prior to an interview. We find that, on average, recent buyers report house values that are 8.4% higher than the stated sales prices. Further analysis indicates that these recent buyers, when compared with owners with longer tenure, overvalue their houses by 3.3%, on average. Thus, we find that the average owner overvalues his house by 5.1%. Also, differences between sales prices and owners' valuations are not related to particular characteristics of the house, occupants (other than length of tenure), or neighborhood. Thus, the use of the owners' valuations will result in accurate estimates of house price indexes and will provide reliable estimates of the prices of house and neighborhood characteristics. 相似文献

This paper presents evidence on some of the key variables that have determined the economic status of different groups in the working population. Economic status is set by the level and security of real income and consumption. These are themselves determined by access to resources in the areas of the labour market, public services and social security, and in housing. The paper reviews the period between 1880 and 1990, and puts forward the likely situation in the year 2000. The century began with an agenda set by the problems of falling real incomes and poverty.
