Sustainable agricultural development is presented as a diverse and dynamic process through which it copes with agro-ecological and socio-economic diversity at field level and with ever-changing needs and opportunities of (smallholder) farmers. In support, agricultural research—aimed at locally appropriate and environmentally friendly technologies—should contribute to bridging the currently increasing gaps between scientific theories and government agricultural policies as opposed to the practical field realities that farmers are facing.

These gaps are best illustrated by—what in the West is often presumed to be—a stagnant African agricultural (in reality it is not!) in spite of many ambitious policies and projects by national governments and international donors for several decades. Disappointing adoption rates by resource-poor smallholders of the proposed ‘modern’ agricultural technologies have often been blamed. However, the actual local systems are primarily based on ‘ecological’ and ‘organic’ concepts. Localised intensification through recycling of organic by-products is an integral part of such systems. Consequently, these systems are uniquely adapted to the diverse framer needs resulting from widespread variations in soil, climate and socio-economic conditions. By contrast most international R&D support for the African agricultural sector is aimed implicitly at creating a modern conventional system of farming based on external inputs and along a Western industrial model.

To cope with diverse and complex, location specific problems inherent in development, sustainability and poverty alleviation, requires strong national research and development (R&D) institutions that adopt comprehensive, people-centred approaches as opposed to the technocratic nature of most formal international development assistance. The development debate therefore should be turned around. The ‘existing’ smallholder farming systems and their needs should be a point of departure, while the various development initiatives and policies should be handled by including the related institutional aspects.  相似文献

文章通过数据包络模型测算2013-2018年我国31个省的农业绿色全要素生产率,剖析其时空分布演进特征,在测算结果基础上构建空间杜宾模型,探讨农业科技创新对农业绿色全要素生产率的空间溢出效应。研究发现:2013-2018年全国农业绿色全要素生产率空间分异与集聚特征明显;本省农业科技创新显著促进了农业绿色全要素生产率的提升,而其辐射作用阻碍了周边省的农业绿色全要素生产率的提高。研究结果对于深化完善农业科技创新机制、提升农业科技教育水平、创新农业科技推广模式具有现实意义。  相似文献

This paper studies the impact of productivity increases in the former Soviet Union and Eastern Europe on world agricultural markets and the regions’ bilateral and sectoral agricultural trade flows. We use a six‐region, 13‐sector general equilibrium model. We find that productivity increases lead to a significant increase in the regions’ agricultural output and exports and the former Soviet Union's agricultural imports. The former Soviet Union's net agricultural imports increase, whereas Eastern Europe's net agricultural trade balances improve. Overall, agricultural exporters will benefit, particularly, if productivity increases are not limited to or disproportionally high in agriculture.  相似文献

There have been repeated calls for a ‘new professionalism’ for carrying out agricultural research for development since the 1990s. At the centre of these calls is a recognition that for agricultural research to support the capacities required to face global patterns of change and their implications on rural livelihoods, requires a more systemic, learning focused and reflexive practice that bridges epistemologies and methodologies. In this paper, we share learning from efforts to mainstream such an approach through a large, multi-partner CGIAR research program working in aquatic agricultural systems. We reflect on four years of implementing research in development (RinD), the program’s approach to the new professionalism. We highlight successes and challenges and describe the key characteristics that define the approach. We conclude it is possible to build a program on a broader approach that embraces multidisciplinarity and engages with stakeholders in social-ecological systems. Our experience also suggests caution is required to ensure there is the time, space and appropriate evaluation methodologies in place to appreciate outcomes different to those to which conventional agricultural research aspires.  相似文献

Recent trends in farm productivity and food prices raise concerns about whether the era of global agricultural abundance is over. Agricultural R&D is a crucial determinant of agricultural productivity and production, and therefore food prices and poverty. In this article, we present entirely new evidence on investments in public agricultural R&D worldwide as an indicator of the prospects for agricultural productivity growth over the coming decades. The agricultural R&D world is changing, and in ways that will definitely affect future global patterns of poverty, hunger, and other outcomes. The overall picture is one in which the middle‐income countries are growing in relative importance as producers of agricultural innovations through investments in R&D, and have consequently better prospects as producers of agricultural products.  相似文献

Innovation is a key driver of economic growth and competitiveness, and innovation clusters house much of the innovation generating high-tech and creative industries. These clusters, as a land use type, evolved overtime in terms of their functions, features, and spatial characteristics. This has led to their reconceptualization from a ‘science and technology park’ model to a ‘innovation district’ model. The key functional and spatial characteristics of innovation districts vary due to the local contextual factors. This makes the determination of the generic typologies of innovation districts challenging, and hence an understudied area of research. This paper aims to expand our understanding on the classification of innovation districts based on their key characteristics. The methodological approach of the study employs a systematic review of the literature on innovation districts, and places global case studies under the microscope. The results point to a holistic approach for the classification of innovation districts through three key factors—(a) Function; (b) Feature, and; (c) Space-use—and their 28 indicators. Each of these factors along with the broader ‘context’, as the fourth one, forms a cornerstone of a conceptual typology framework. The study findings consolidate our understanding on innovation districts, and informs policymaking mechanisms on their planning and development.  相似文献

Vegetable production plays an important role in nutrition, food security and poverty reduction in Benin. However, vegetable production is hampered by pests and farmers rely on pesticides to control them. Improving farmers’ knowledge is important for the use of sustainable, intensive agricultural practices. This paper assesses the role of learning video in changing vegetable farmers’ behaviour towards sustainable agriculture. Drawing mainly on mass distribution of learning videos, DVDs entitled ‘Improving vegetable production’ were sold through non-conventional dissemination networks from August to December 2015, to strengthen farmers’ learning. In June 2016, we interviewed a sample of 120 buyers/viewers in four different areas where the DVDs were sold. The interviews were followed by a field visit to collect evidence of the change of practices reported during the interviews. Farmers who watched the videos enhanced their creativity and adapted the learning to their environment by using more sustainable agriculture practices. About 86% of respondents indicated that they now spend less money for pesticides to manage pests and diseases. Video-mediated learning promotes local innovation, improves farmers’ knowledge and triggers agro-ecological practices with little or no input from the conventional extension system.  相似文献

This paper is based on a systematic review of evidence of the impact of microfinance on the lives of poor women, men and children in sub‐Saharan Africa. It focuses specifically on longer‐term non‐financial outcomes related to health and nutrition and education. The paper contrasts microfinance's early days' initially refreshing and encouraging promises of a development initiative that empowers people to help themselves while ‘paying for itself’ with a more gloomy picture that derives from the synthesis results of our systematic review. It presents two simple models that show the pathways from microfinance to increased investment in improved health and education, contrasting theory with our synthesis results. Our discussion highlights that thinking through microfinance makes it necessary to thoroughly investigate both the theory behind interventions and the evidence for their impact. It raises the essential question: Is microfinance about providing banking services to the unbanked, or is microfinance a development intervention that concerns itself with the attainment of long‐term sustainable responses to high levels of poverty?  相似文献

The past four decades have witnessed unprecedented economic growth and rapidly rising food demand in China. This paper provides an introduction to readers with useful information summarising the development of China’s agricultural sector and the transformation of its rural economy over the 40 years of economic reform. It is, however, impossible to cover all aspects of this recent and rich history in a single journal special issue. Nevertheless, we are of the view that these papers address the most fundamentally important and insightful topics including: land reform and rural development; technology progress and productivity growth; changing food consumption patterns; rural education and human capital accumulation; and poverty alleviation.  相似文献

Agriculture and rural growth promotion show a recent 'comeback' in development cooperation, but action on the ground so far is not sufficient. After years of neglect, policy makers have recognized that poverty reduction in many low income countries can only be achieved if development efforts are clearly focused on the sector which employs most of the poor, and the space where most of the poor live. The importance of agricultural growth was amply demonstrated during the economic transformation of Asia. Forty years ago, Asia was a continent of widespread poverty. Today, most Asian countries are experiencing significant growth and poverty reduction. Rapid growth in productivity in the small-farm sector helped drive this process. Sub-Saharan Africa, however, failed to achieve rapid agricultural growth and remains mired in poverty and hunger. If Africa is to halve poverty by 2015 in accordance with the Millennium Development Goals (MDG), agriculture will need to maintain an annual growth rate of 6 per cent between 2000 and 2015. China's experience from 1978 to 1984 shows such growth is possible. Achieving the desired rapid rates of growth in Africa will require coherent policies by governments and donors, a substantial investment of public resources in rural infrastructure and access to agricultural technology, and significant improvement in national governance.  相似文献

Most studies concerned with measuring the rate of return to publicly‐funded agricultural R&D investment have found high returns, suggesting under‐investment, and calls for increased expenditure have been common. However, the evaluation of returns tends to measure the effect of research expenditure against growth in total factor productivity (TFP), based on market inputs and outputs. When compared against growing public unease over the environmental effects of pursuing agricultural productivity growth, TFP indices become a misleading measure of growth. This paper integrates some non‐market components into the TFP index. The costs of two specific externalities of agricultural production, namely fertiliser and pesticide pollution, are integrated in a TFP index constructed for the period 1948–1995. This adjusted, or ‘social’, TFP index is measured against UK public R&D expenditures. The rates of return to agricultural R&D are reduced by using the ‘social’ as opposed to the traditional TFP index. Whilst both remain at justifiable levels, previous studies appear to have over‐estimated the effect of agricultural R&D expenditures. Furthermore, with changes in policy towards more socially acceptable but non‐productivity enhancing outcomes, such as animal welfare, rural diversification and organic farming, the future framework for analysing returns to agricultural R&D should not be so dependent on productivity growth as an indicator of research effectiveness.  相似文献

With the growing importance of science and innovation for farming, the scope for summary monetary estimates of the impact of agricultural research on productivity suggests internal rates of return of between 7 and 15 per cent, and time lags in maximum impact of around nine years. However, the extent to which the transmission process can be regarded as a ‘black box’ for econometric purposes is considered increasingly inappropriate, since the intermediate steps between research and the impacts of resulting technology adoption are increasingly complex and involve growing numbers of actors, actions and a wider set of policy objectives. Significant difficulties are encountered in quantifying research impacts, including gaps in data for dependent and explanatory variables. New features of the agricultural sector also need to be accounted for, which relate to the role of knowledge engineering, globalisation and the establishment of new impact pathways which are affecting the speed of transmission of innovations. Public support for agricultural research funding is generally justified but returns are not sufficiently high, thus requiring careful reflection on priorities for research investment. Combined use of qualitative and quantitative evaluation approaches can be complementary and more effective than relying on either alone.  相似文献

This study uses a stochastic frontier approach to investigate the relationship between six governance indicators and agricultural efficiency. We find that improvements in rule of law, control of corruption and government effectiveness enhance agricultural productivity significantly if each indicator enters the inefficiency equation independently. When all six indicators are included in the equation, we find that an improvement in rule of law raises agricultural efficiency significantly, but increases in voice and accountability and political stability appear to significantly reduce agricultural efficiency. Grouping the six indicators into three dimensions, we find that an improvement in ‘respect for institutional framework’ raises agricultural efficiency significantly, but an enhancement in ‘selection of authority’ reduces agricultural efficiency significantly. Our results imply that poorer countries can enhance their agricultural efficiency substantially by strengthening the state and citizens’ respect for institutional framework. However, our results show that greater democracy is associated with lower agricultural efficiency. This finding is consistent with interest group capture and political failure arguments of the political economy literature.  相似文献

How to reduce poverty in lagging regions remains much debated and underserved with solid empirical evidence. This study illustrates an empirical methodology to analyze the pathways households followed out of poverty and to explore their potential in the future using 2000–2004 rural household panel data from two lagging provinces of China, Inner Mongolia and Gansu. It finds that rising labor productivity in agriculture has been key in understanding poverty reduction in rural lagging areas of these provinces and that it still holds much promise. Circular migration has also been important in Gansu, though less so in Inner Mongolia. On average, rural diversification has not proven to contribute much to poverty reduction and income transfers and agricultural tax abolishment have only helped at the margin. The findings from these two case studies highlight that the scope for reducing poverty in rural lagging regions can still be substantial in agriculture, also when nonagriculture drives national growth.  相似文献

This paper explores how agricultural technology has interacted with recent land use in the UK and how it might do so in the next 50 years. From 1960 to 1985, farmers successfully used technology to increase the output of crop and animal products per unit of land and particularly of labour. This reduced the number of people employed in agriculture, and promoted larger and more specialised farm enterprises. Between 1985 and 2006, food prices were relatively low, and although labour productivity continued to increase, land productivity remained relatively static. However during this period, farmers started to address the effects of agriculture on reduced water quality and habitat loss.For established agricultural products, technological innovation tends to have an incremental effect, working through genetic improvement, the removal of abiotic and biotic stress (e.g. crop nutrition and protection, irrigation and drainage, and animal nutrition, health and housing) and the substitution of labour. Whereas the first two processes tend to be scale-neutral, the substitution of labour is usually easiest to achieve on larger farms. Other key areas for technological innovation include addressing air, soil and water quality, biodiversity, waste reduction, and information management. Over the next 50 years, large step-changes in land use arising from agricultural technology are predicted to arise from the development of new markets for agricultural products. A strong bioenergy sector will strengthen the links between crop commodity and energy prices and will have a major effect on future land use. Climate change and the regulation of greenhouse gas emissions will alter the relative profitability of crop and animal production systems. Lastly, increased public awareness of the links between food, health and the environment could substantially shift the demand for specific agricultural products.Continual improvements in agricultural technology are pivotal to providing society with the flexibility to balance the challenges of improving human well-being with the management of the planet's ecosystem. Increased technological innovation increases the probability that agricultural land can be used for other purposes, but the exact relationship is dependent on trade and environmental policies. The large external effects of agriculture mean that decisions regarding the adoption of future technologies should be taken by farmers working with other stakeholders.  相似文献

On a global scale, programmes of social protection for the poor are becoming increasingly computerised, and architectures of biometric recognition are being widely used in this respect. I research how these architectures, adopted in anti-poverty systems, structure ways to ‘see the state’ for citizens living in poverty. To do so I study India’s Public Distribution System (PDS) in Kerala, which is augmenting its main food security scheme with the computerised recognition of its users. In the government’s narrative, biometric technology is depicted as an optimal solution to the illicit diversion of PDS goods on the market. Nevertheless, according to the multiple narratives collected across the state, beneficiaries dispute this view in different ways because of the mixed effects of the new technology on their entitlements under the PDS. The government’s capability to reconstruct its image through digital innovation is thus found to be constrained by citizens’ perceptions derived from their encounters with the new technology of governance.  相似文献

The adoption of more efficient farming practices and technologies that enhance agricultural productivity and improve environmental sustainability is instrumental for achieving economic growth, food security, and poverty alleviation in sub-Saharan Africa. Our research examines the interaction between public investments, community health, and adoption of productivity and land enhancing technologies by households in the northern Ethiopian state of Tigray. Agricultural technology adoption decisions are modeled as a sequential process where the timing of choices can matter. We find that time spent sick and opportunity costs of caring for sick family members are significant factors in adoption. Sickness, through its impact on household income and labor allocation decisions for healthcare and other activities, significantly reduces the likelihood of technology adoption. Our findings suggest that agencies working to improve agricultural productivity and land resource conservation should consider not only the financial status of potential adopters, but also their related health situation.  相似文献

[目的]通过测算中国农业全要素生产率,揭示其动态演进趋势及影响因素,从而为推动我国农业供给侧结构性改革,实现农业现代化提供科学的决策依据。[方法]文章使用SBM-Global Malmqusit生产率指数法测算了中国农业全要素生产率,在此基础上利用Kernel核密度估计方法刻画了中国农业TFP增长的动态演进,并通过建立面板数据模型对影响中国农业TFP增长的诸多因素进行了分析。[结果]中国农业全要素生产率增长的主要源泉是技术进步,而技术效率的下降是阻碍其增长的主要原因;核密度估计表明各省份之间的农业相对全要素生产率水平差距不断扩大,技术效率普遍恶化,而技术进步增长速度显著;农业金融发展水平、工业化水平、农业科技水平对中国农业TFP都产生了显著的促进作用,而农业产业结构调整、对外开放水平对中国农业TFP则产生了阻碍作用,农村人力资本则对农业TFP产生的正效应不显著。[结论]提高农业全要素生产率,实现农业现代化.各省份应加强农业科技创新,深化农业科技体制改革,完善农村金融服务体系,推动工业化和农业现代化深度融合,培育新型职业农民等措施。  相似文献

农村发展过程有其共性规律和区域差异。本文首先以亚洲主要国家为例,分析了农村转型和结构转型存在的共性问题及其与农村发展的关系;其次基于40年中国农村发展改革经验,分析了农村转型路径与转型效果以及与农村转型各阶段相适应的的制度安排、政策支持和投资重点;基于以上分析,本文提出在乡村振兴过程中,要加速农村转型速度,促进高值农业发展和农民增收;加速结构转型速度,促进农村劳动力非农就业和农业劳动生产率的大幅提升;要转变政府职能,通过制度创新、政策创新和投资创新,加快农村转型和结构转型,促进乡村振兴战略的顺利实施;不同地区加速农村转型不能搞一刀切;同时也提出未来需要深入研究的重大理论和政策问题。  相似文献
