In the capitalist city, ground rents reflect for capital the image of its own development and uneven growth, by imposing upon each particular capital the laws of capital as a whole. Therefore, landed property and rent are neither the regulators of urbanization, nor the source of urban contradictions. Capitalist relations of production imply in themselves the autonomy of private poles of accumulation and deny the possibility of a real social control over the formation of the useful effects of agglomeration. These effects thus necessarily constitute for particular capitals non-reproducible or unevenly preconstituted conditions, and consequently so is the basis of surplus profits which can be transformed into ground rents. The existence of strictly non-reproducible conditions is the foundation of the transformation of branch surplus profits into absolute rent, the unevenly preconstituted conditions inducing differential surplus profits transformable into differential rent. It is the non-reproducibility of the commodity itself which is at the basis of surplus profits and monopoly rents. The transformation of these surplus profits into rents in no way implies the existence of a class of landowners, but only relations of production in which landed property is not only autonomous from capital, but also includes a social content which as such can put up an effective resistance to it. The basis of this resistance can as well be capitalist landed property as various forms of non-capitalist landed property.  相似文献

In this article I analyze the participation of economic patrons or gamonales in processes of city building. Like clientelistic leaders, local ‘big men’ can partake in the transformation of the living conditions of the urban poor. These individuals show an extraordinary capacity for transforming cities, their built environments and social and political infrastructures, especially in small and rapidly growing cities located in the peripheries of nation-building projects. In my research I explore the case of one patron in Granada, a rapidly urbanizing city in Colombia that received many forced migrants between 1990 and 2010, to reveal a new way in which city building and patron–client relationships co-evolve and are constituted within a space of intimate interactions between landed property and urban real estate.  相似文献

Entrepreneurial migration from/in emerging economies, as grand societal and humanitarian challenges that we currently face, underscores the need for scholarly research. In our role as social science researchers, this special issue aimed to stimulate scholars from different social science fields to rethink more broadly about the opportunities for making an impact with our research focus on entrepreneurial migration from/in emerging economies. This article provides an overview of the theoretical, empirical, managerial, and policy implications of entrepreneurial migrants from/in emerging economies research. It puts forward key concepts and measures, explores the relations within the current broader literature on migration and entrepreneurship, and identifies several gaps that represent future research questions. We also introduce eight papers in a special section of this issue, which offer answers to critical gaps and questioning some taboos/stereotypes related entrepreneurial migrants. We conclude by outlining an agenda for engaging the academic community to extend research on entrepreneurial migrants from/in emerging economies. It is the perfect time to “make a difference” through our research, teaching, and interaction with multiple socioeconomic agents to constitute impacts that “endorse a real transformation” for supporting the migrants’ community.

Land ownership, as commonly understood today, originated with the enclosure movement during the English Tudor era almost four centuries ago. Karl Polanyi referred to this “propertization” of nature as the “great transformation.” That land, water, and air was a social commons is now archaic and forgotten, and with it the classical economic concept of rent, which was, in theory, once paid to royalty as the earth's guardian. Garrett Hardin's article, “The Tragedy of the Commons,” raised alarm about the abuse and loss of this realm, and he recommended constraints and privatization to prevent this. Most people view titles to landed property much as they do their household goods, but Henry George saw that the earth should be seen as a common resource and its value taxed to benefit everyone. This would restore economic equilibrium to market exchanges and pay for government services. The capture of natural resource rents can supplant taxes on wages and capital goods, and it comports with all textbook principles of sound tax theory. This policy can be the modern replacement for the commons, and implementing resource rent capture is both economically and technically feasible.  相似文献

Engagement with the concept of reconciliation, broadly understood as the process or goal of transforming relations among Canada's Indigenous and non-Indigenous peoples, became commonplace in the philanthropic sector after the 2015 release of the final report of the Truth and Reconciliation Commission of Canada (TRC). Institutional responses to the TRC (e.g., by universities, businesses, healthcare institutions, governments, etc.) have been widely discussed in the academic literature—lauded by some as pivotal to the transformation of Indigenous/settler relations, and critiqued by many as no more than a shift in rhetoric covering over ongoing racialized colonial violence. Through a critical analysis of reconciliation talk as articulated through blog posts, press articles, conference recordings, webinars, and professional development resources produced by and for progressive settler philanthropy from 2012 to 2020, this essay analyses the hearty uptake of reconciliation in the sector. I bring these texts into dialog with the larger body of critiques of reconciliation, with the aim of interrogating settler philanthropy's place and roles in Canada's settler colonial order, past, and present. I focus on common terms and concepts that appear in conjunction with reconciliation talk such as diversity and inclusion; community-engagement and relationship building; learning and listening. I also explore instances of obfuscation and renaming, such as a scarcity of explicit references to race and racism, colonialism and white supremacy and a tendency to relegate colonialism to the past in texts produced by non-Indigenous authors. The themes I identify across these texts resemble those apparent in other institutional contexts. Reconciliation talk has potential to transform how settler philanthropy engages with Indigenous communities. Yet, many of the most urgent critiques raised in other fields apply to this context. Ultimately, I conclude, reconciliation talk may elevate and uphold—and indeed conceal—the white supremacist, colonial status quo in settler philanthropy and in Canada more broadly. Occlusions and renaming common to settler philanthropy's reconciliation talk contribute to what Vimalassery et al. describe as “colonial unknowing” and what Tuck and Yang call “settler moves to innocence.” In these ways, reconciliation serves a mystifying function for settler philanthropy, masking ongoing coloniality, absolving settler guilt, and avoiding more radical, transformative possibilities.  相似文献

Since the interwar period, the Swedish economy has been dominated by a few business groups that control practically all Swedish industry of any importance. This article provides a sociologically informed account of the existence and lasting dominance of business groups in Sweden. In challenging efficiency‐based accounts of business groups in Sweden offered by transaction‐cost economists, I adopt a historical and dynamic approach that understands economic institutions not as efficient responses to external circumstances, such as market conditions, but as “social constructions.” This approach emphasizes the role of contingency as well as agency in the formation and reproduction of institutions. The article demonstrates the historical contingencies of the emergence of the business groups—in the form of economic crises in the interwar period—and how the groups became institutionalized in the postwar period through a process of social exchange among the key actors in the Swedish political economy: the business elite, the trade unions, and the state.  相似文献

Most of the literature on social exclusion has concentrated exclusively on socio‐economic and political factors as the causes denying people access to social services and civil and political rights. Structures have been seen as established outside and independently of the practice and experience of individual and collective social actors. In this article I intend to show how social actors implement social strategies of inclusion to counteract practices and classifications of social exclusion within different possibilities of success. This I will do taking into account various arenas and landscapes of macro‐structural constraints, which allow but also limit both autonomy and agency. In doing so, I will stress the complexities and variety of social exclusion/inclusion dynamics within contemporary urban societies that are strongly marked by demographic and ethnic changes. These issues will be explored through two different ethnographic cases: second‐generation Spanish migrants to the Basque Country and Polish immigrants to Spain. En majorité, la littérature sur l’exclusion sociale s’est consacrée exclusivement aux facteurs socio‐économiques et politiques comme causes du refus d’accès de populations aux services sociaux ainsi qu’aux droits civils et politiques. On considère que les structures sont établies hors et indépendamment de la pratique et du vécu des acteurs sociaux individuels et collectifs. L’article vise à montrer comment ces acteurs mettent en ?uvre des stratégies sociales d’inclusion pour compenser les pratiques et classifications d’exclusion sociale propres aux différentes possibilités de réussite. Cette approche tient compte de plusieurs arènes et paysages de contraintes macro‐structurelles qui permettent, et restreignent parallèlement, autonomie et agence. Dans le même temps, l’article souligne les complexités et la diversité des dynamiques d’exclusion/inclusion sociale au sein des sociétés urbaines contemporaines, fortement marquées par les transformations démographiques et ethniques. Ces aspects sont étudiés à travers deux cas ethnographiques: les migrants espagnols de deuxième génération dans le Pays basque et les immigrants polonais en Espagne.  相似文献

In 2007 and 2008 Polish governments introduced a series of reforms which led to a substantial reduction in the tax “wedge” (in Polish: “klin”) on labour. These consisted of reductions in the disability rate of social security contributions (SSCs) and an introduction of an income tax credit for families with children. We show that the SSCs reforms on their own brought much greater reductions in the tax burden compared to a widely discussed 15% “flat tax”, despite a very similar simulated cost. When considered together the package of introduced reforms reduced the mean ATR on total labour cost from 41.6% to 35.7%. This compares to the mean ATR of 39.6% which would result from the introduction of the “flat tax”. In the analysis we present the effects of the reforms both for the employed and for the non-employed populations. The latter analysis is done in such a way as to account for the entire (simulated) distribution of wages of the non-employed and shows interesting differences between the effects of reforms on employed and non-employed individuals. We argue that to fully appreciate the effect of reductions in labour taxation it is important to bear in mind that one of the reasons for introducing them is to make employment more likely for those who currently do not work, and demonstrate that the introduced package has had a particularly important effect on non-employed second earners. Given the extent of the reductions in the “klin” it is somewhat surprising that so far so little attention has been given to the recent Polish reforms.  相似文献

Since the 1970s, neoliberalism has evolved from ideology to political agenda, from political program to public policy, and from public policy to a system that replaces democratic control over economic policy with a system of elite economic management. This process of change has been possible due to the endorsement of a meta‐political theory that destroys democracy and legitimizes technocratic despotism, financial deregulation, the debasement of labor into a new proletariat, and the purging of constitutional politics. In this article, we analyze this profound transformation of social and legal relations in the “euro system” and, specifically, in the regressive policies that have emerged from the “crisis” in Spain, a peripheral country of the European Union. The problems in contemporary Europe are a direct consequence of the neoliberal version of European economic unity. Their solution will depend on the capacity of the member states to create a social Europe that strengthens institutional democracy and develops universal systems of social protection. This, in turn, will depend on the ability of citizens to remodel state institutions in accordance with new social goals that place life at the center.  相似文献

This essay addresses the impacts of electronic tenancy databases upon social relations in the field of private rental tenancy in Australia. Insights arise from research carried out, in 2002–3, in the eastern, mainland states of Australia that included interviews with tenants and property managers in the private rental sector. Property managers viewed tenancy databases as a tool for efficient, effective and professional risk management, and ‘professional’ practice was held to render misconduct or improper listings extremely unlikely. In this context, tenants were individualized and expected to actively work to construct, maintain and document their reputation as a ‘good tenant’. For tenants, tenancy databases could have a particular, definitive effect. ‘Not being listed’ (along with getting a full rental bond refund, references from previous landlords, and so on) is an indicator that helps build a satisfactory, personal rental history. On the other hand, being ‘listed’ is read as a prime indicator of risk and effectively overriding other aspects of a tenant’s application for tenancy. ‘Listed’ tenants find themselves being forced to shift further and further away from the formal rental market and ultimately into insecure and inappropriate housing arrangements at the periphery.  相似文献

The urban sociology literature has identified three types of segregated spaces: the ghetto, the enclave and the citadel. While the ghetto stems from a high constraint, the enclave accounts for a more intentional form of segregation and the citadel refers to a deliberate attempt to exclude undesirable populations. While these three figures are often contrasted in the American literature, this article focuses on a specific type of neighbourhood that combines all of these: the upper‐class minority neighbourhood. By introducing the main results of an interview study I conducted in the Indian city of Aligarh, I show that Muslim upper‐class residential choices are informed by contradictory feelings: while the threat of Hindu–Muslim riots forces them to segregate in homogenous neighbourhoods (the ghetto), their segregation also stems from a genuine desire to live in an Islamic environment (the enclave). Finally, the Muslim upper classes also indulge in a sharp process of socio‐spatial differentiation from their poorer coreligionists (the citadel). These processes of compelled segregation, self‐aggregation and social distancing lead to an enduring spatial concentration along religious and class lines. The simultaneity of these three logics indicates that the categories of the ghetto, the enclave and the citadel, framed in reference to the American context, can be applied to the Indian city of Aligarh if understood as dynamic processes rather than static spatial units. Such a reformulation allows theory to travel across the North–South divide in a more productive way.  相似文献

The percentage of Americans who are obese has doubled since 1980. Most attempts to explain this “obesity epidemic” have been found inadequate, including the “Big Two” (the increased availability of inexpensive food and the decline of physical exertion). This article explores the possibility that the obesity epidemic is substantially due to growing insecurity, stress, and a sense of powerlessness in modern society where high‐sugar and high‐fat foods are increasingly omnipresent. Those suffering these conditions may suffer less control over other domains of their lives. Insecurity and stress have been found to increase the desire for high‐fat and high‐sugar foods. After exploring the evidence of a link between stress and obesity, the increasing pace of capitalism's creative destruction and its generation of greater insecurity and stress are addressed. The article ends with reflections on how epidemic obesity is symptomatic of a social mistake—the seeking of maximum efficiency and economic growth even in societies where the fundamental problem of material security has been solved.

The diversification of US suburbs in terms of race, ethnicity and immigration has created invaluable opportunities for scholars to study technologies of translocality‐in‐the‐making. Translocal landscapes are described as spaces of ‘here' studded with ‘parts of elsewhere' (Allen and Cochrane, 2007 )—but which pieces of the landscape count as meaningfully ‘of elsewhere', how do those parts get there, and what range of meanings can they signify? This article is based on qualitative, in‐depth interviews and explores these questions in the context of an Arab Muslim ethnic enclave and retail district in an inner‐ring suburb of Detroit. The findings indicate that ‘parts of elsewhere' are more internally pluralized, multifunctional, multidirectional and aesthetically diverse than commonly recognized. The implications of these findings challenge scholars to develop more robust frameworks to explain how translocal geographies are produced, why they matter, and how they can be recognized.  相似文献

Architectural quality is a public good characteristic of a building for which a market failure may occur. A hedonic price equation for office space in downtown Chicago is estimated to determine if the value of “good” architecture has been internalized by tenants or owners of commercial buildings. The regression results indicate that a considerable rent premium is paid for “good” new architecture but not for “good” old architecture. The results also yield information about the impact on office rent of other building characteristics such as age, height, location, and amenities.  相似文献

High rates of self-employment among ethnic minorities in England and Wales are investigated using a framework in which the self-employment decision is influenced by ethnic-specific attributes as well as sectoral earnings differentials. As expected, differences in an individual's predicted earnings in paid and self-employment are strongly correlated with self-employment decisions. Individuals with low English fluency, and recent immigrants, are less likely than other members of ethnic minorities to be self-employed. Perhaps surprisingly, this is also true of individuals living in “enclaves” — areas with a high percentage of their own ethnic group. The relatively deprived nature of such areas of England and Wales may explain this.  相似文献

Regular, periodic taxation is a function of modern government, a practice that arose only because the rent of land and natural resources was transformed from the traditional source of public revenue in the Middle Ages to private property, starting in the 17th century. In the earlier era, taxes (special exactions on ordinary income and daily necessities) were imposed only under unusual circumstances, usually to fight wars. The French Physiocrats and their student, Adam Smith, proposed that the best form of modern taxation would be based on the same principle as the medieval system—a fee derived entirely from surpluses, not imposed as a burden on production. This was actually what Adam Smith meant by “ability to pay.” Smith's sophisticated understanding of economic rent was, however, simplified and distorted by numerous economists throughout the 19th century, who buried the concept under layers of obfuscation. In particular, the substitution of “Paretian rent” for “Ricardian rent” committed the fallacy of composition by shifting rent from a social concept to a private, unit‐level concept, which caused social surplus to simply “disappear.” Bringing this “lost history” to light permits us to re‐evaluate how modern societies might benefit from Smith's physiocratic concept of taxation. This work not only traces debates about rent—for example, whether rent arises from risk‐taking, or whether a tax on rent raises commodity prices—but also discusses the practical benefits of taxing it today.  相似文献

This article develops the concept of recombinant urbanization to show how agrarian landed property and land‐based caste/class relations shape the production of post‐liberalization urban real estate markets in India. I focus on two interrelated but differentiated agrarian property regimes in western Maharashtra to argue that real estate development is building on prior uneven agrarian land markets, which were themselves sociotechnically produced by colonial and postcolonial development politics. Through an examination of the organizational form of sugar cooperatives, which mediated agrarian capitalism in an earlier era, I track how these primary agricultural cooperatives are now being reorganized into real estate companies, sometimes with former sugarcane growers as company shareholders. The same caste‐based political and social capital that made sugar cooperatives possible in a capitalist agrarian society is now being leveraged by agrarian elites to ease their own and their constituents’ entry into an urbanizing economy. The concept of recombinant urbanization opens new methodological entryways to analyze the entangled agrarian and urban question in predominantly agrarian and late liberalizing societies.  相似文献

This article examines the ethnic minorities integration policies as implemented in France and the Netherlands. This study will be based on an institutionalist approach relying on North's analytical framework in order to explain the recent changes in these policies. I emphasize the existence of four patterns of social integration: reciprocity, redistribution, exchange, and coercion. I will also be insisting on the importance of ideology and the way it has evolved over time. This theoretical framework is then used to “tell the story” of the two countries. While France's historical and ideological backgrounds have forced it to adopt a universalist view and fight against communautarisme, the Dutch position was quite different as it does not deny the ethnic minorities cultural and religious freedom. Nevertheless, there is a hardening of the dominant ideology taking place in France. As to the Netherlands, there is a noticeable shift in the government's attitude toward ethnic minorities.  相似文献
