回顾我国的土地制度变迁过程,由于国家对于产权界定、侧重的不同,造成了我国不同时期的土地制度安排的复杂性和多样性,从而造成了不同的经济绩效。通过对建国以来我国主要的土地制度安排的绩效进行分析比较,尤其是对重点分析近年来在家庭承包责任制基础上的一些制度创新的分析,我们发现,制度约束和锁定是造成经济低效的主要原因,为此,国家尤其是地方政府,如何使制度安排的绩效更大,为农村土地制变迁减轻压力是我们今后努力的方向。  相似文献

新时代中国特色社会主义初级阶段基本经济制度的理论与实践探索是中国化马克思主义研究的基本命题.目前,农村混合所有制经济的土地产权实现是中国化马克思主义政治经济学研究面临的一个重要挑战,学术界关注较少,所遗学术纷争、疑点和空白尚多.针对初级阶段中国社会主义农村混合所有制经济的土地产权实现存在的诸多问题,在对人类所有制占有关系的沉思、百年来农地所有制及其产权实现历史逻辑的拷问、农村混合所有制经济内涵及其农地产权实现理论厘定的基础上,提出了着力优化社会主义农地占有关系、发展农地公有权和使用权两个市场、扩充农地公有占有权及处分权能、赋予农地公有单位优先流转受让权等创新性政策立法改革建议.  相似文献

从建设社会主义新农村、发展现代农业的角度来看,农村专业合作经济组织与土地流转之间的有机结合,不仅是必要的,而且是可行的。在农村专业合作经济组织的平台上加强农村土地流转改革更加有效,而土地流转的不断改革对农村专业合作经济组织的发展有助推器的作用。目前,二者在实践中已有多种模式的结合,并取得了一定的成效,但是总体结合水平不高,在合同执行、利益分配等诸多方面存在着缺陷和不足,因此需要进一步完善之。  相似文献

过去大量的研究强调政策、区域、禀赋等对广东经济转轨绩效的影响,论文从产权管制放松的角度出发,构建了一个简单的博弈论模型,旨在分析广东政府放松对资源配置权利的管制对经济转轨产生的制度效应。研究发现,广东各级地方政府放松对资源配置权利的管制,大幅节约了租金耗散,并衍生出更多给予经济个体发挥比较优势的获利空间,扩展了市场范围,从而促进了地区经济均衡转轨。论文对于理解广东经济转轨问题提供了一个新的视角和框架,它尤其有助于揭示产权管制放松与经济绩效变迁二者之间的内在机理和制度逻辑。  相似文献

France harbours three large retailer cooperatives which, put together, account for more than a third of the national market share. The largest of these is Leclerc, a leading firm on the French territory. The paper presented here shows how, through the particular distribution of property rights and decision patterns, this cooperative, although hampered by an unstable size, manages to compete with integrated firms. Indeed, the processes that have been developed enable the cooperative to acquire long-term property rights on the specific assets (stores), while remaining in the cooperative framework. The system built is efficient because incentives remain high for members to increase their own performance.  相似文献

Some of the member states of the European Union sell citizenship or residence to wealthy foreign investors. We analyze these “golden-passport” programs as a study in the political economy of conflict and cooperation in an international meta-club. Seen through the lens of club goods theory, the EU is a club of nations, each of which can be interpreted as itself a club. Each single nation reserves the right to govern the admission of new individual members into its own club, and new members automatically benefit from the EU wide meta-club good. We characterize the unique equilibrium when individual clubs that may differ in membership size are free to choose the terms on which they admit members, and evaluate it from the point of view of the wellbeing of the set of clubs as a whole. We identify club size and benefits as well as differences in cost externalities as the key determinants. We also consider how the set of clubs as a whole can respond to the economic inefficiency problems such a situation creates.  相似文献

What is the expectation work required to ensure that technological innovation initially supported by government funding is subsequently taken up by market actors? This paper explores this question by applying a linked ecologies framework to the study of the Copyright Hub, a digital infrastructure for Intellectual Property trading developed in the UK. We draw our analysis from a five year long study, including forty-six interviews and six weeks of participant observation. We found that expectation work in policy-led infrastructural communities entails (1) leveraging technology to reshape the position of actors in the innovation space; (2) exploiting the different temporalities of expectation work in allied ecologies and (3) mobilising ‘slow’ expectations to provide momentum to the newly arranged innovation space. Highlighting difference in temporal dynamics for the various partners involved as a ‘hinging’ factor, our analysis contributes to clarifying the complex temporal alignment of policy and innovation processes in technology projects.  相似文献

Most contingent valuation studies in the literature utilized a pre-determined geographic market area for their sample frame. In other words, they did not include variables that would measure the extent of the geographic areas over which to aggregate willingness to pay. These studies implicitly assumed that the effects of geographic distance were moot; an assumption that could have led to an understatement of the aggregate benefit values computed in these studies. The overall goal of this study was to determine if distance affects willingness to pay for public goods with large non-use values. The data used came from a contingent valuation study regarding the San Joaquin Valley, CA. Respondents were asked about their willingness to pay (WTP) for three proposed programs designed to reduce various environmental problems in the Valley. A logit model was used to examine the effects of geographic distance on respondents' willingness to pay for each of the three programs. Results indicate that distance affected WTP for two of the three programs (wetlands habitat and wildlife, and the wildlife contamination control programs). We calculate the underestimate in benefits if the geographic extent of the public good market is arbitrarily limited to one political jurisdiction.  相似文献
