This article investigates the effect of migration on farm technical efficiency drawing on a large and representative sample of agricultural households in Kosovo. A two‐stage estimation procedure is applied: a frontier technique to estimate the effect of migration on farm efficiency, followed by a propensity score based matching approach to robustly estimate the sample average effect on efficiency for different levels of migration intensity. Migration is found to have an efficiency decreasing effect, which is amplified for better educated workers. The observed negative effect of migration on efficiency is evident even at low levels of migration intensity.  相似文献

Asset endowments and market imperfections shape households’ labor allocation decisions and lead to different production regimes within rural farm households in South Africa. This article uses a farm household model to explain the presence of three main household groups determined on the basis of the labor regime adopted: small peasants (working both on and off farm), self‐cultivators (autarkic in labor) and hiring‐in households. A partial generalized ordered logit is used to test the main predictions of the model and a Brant test on threshold constancy is performed to identify the household‐specific factors affecting labor market participation. The results show that liquidity constraints and market imperfections matter in the choice of the labor strategy adopted. Liquidity‐constrained households are more likely to sell labor off farm while access to information facilitates the hiring in of workers.  相似文献

This article provides an introduction to the special feature on impact evaluation of agricultural projects in developing countries. The special feature is motivated by an increased interest in impact evaluation both within the economics profession and the development community. The article highlights methodological issues in conducting such evaluations and discusses the current literature that empirically assesses the effectiveness of agricultural projects. A synthesis of the articles presented in the special feature and their contribution to the literature are noted as well as conclusions on the next steps in evaluating agricultural projects in developing countries.  相似文献

One of the objectives of agricultural policy worldwide concerns the support of farm income. Common Agricultural Policy direct payments (DPs) are the main instruments to support farm income in the European Union. This article addresses their role in the concentration of farm income. This is done by calculating the Gini coefficient and its disaggregation in a large sample of Italian farms in the period between 2006 and 2007. Although this approach has been used to develop ex‐post analysis in previous studies, this article is innovative given that it is used here in an ex ante analysis aimed at evaluating the likely impact of a recent reform proposal. This latter requests changing the current model to a regional model of DPs application to make payment rates (i.e., payment per hectare) homogeneous among farms in the same region. The analysis shows that DPs and farm incomes are both very concentrated but that DPs allow for an income concentration reduction in Italian farms. The shift to a regional implementation reduces DPs concentration and, to a limited extent, farm income concentration. Of the considered regionalization scenarios, those that redistribute DPs among regions are the most effective in reducing concentration. The extension of the Gini considered approach to an ex ante setting seems effective because it provides insights that could feed the policy debate regarding the forthcoming reform.  相似文献

Alleviating gender differences in agricultural productivity is vital for poverty reduction. While numerous studies suggest that gender differences in agricultural productivity are a result of female farmers having limited access to resources, few studies investigate the role of agricultural interventions in alleviating the constraints to input use and subsequently the gender gap in productivity. This study investigates whether there are gendered gains in agricultural productivity from participating in an input subsidy program and if these gains help reduce the gender gap. Using nationally representative data that is disaggregated at the plot level, this study analyzes the large‐scale voucher‐based Farm Input Subsidy Program in Malawi. Focusing on the total value of output per hectare, relationships are identified using weighted estimators, where the weights are constructed from propensity scores, and spatial fixed effects, to address the unobservable factors that may confound the relationship between program participation and productivity. The findings suggest that participation in the program improves agricultural productivity for both male and female farmers but it does not provide disproportionate help to female famers to overcome gender disparities in agricultural productivity. This suggests that female farmers face additional constraints to productivity apart from nonlabor input use.  相似文献

Fish farming households’ demand for improved fish feed from the private market in Kenya is potentially influenced by the government's feed subsidy program. This article applies the double‐hurdle model to a cross‐section of fish farms to analyze demand for improved fish feed from private markets, and whether the government feed subsidy program has an effect on private demand for improved feed. The results indicate that households’ decisions to participate in the improved feed market are affected by the quantity of improved feed received from the government. Once the participation decision has been made, we find evidence of crowding‐in of the private improved feed sector; that is, the government's allocations of subsidized feed appear to increase private sector demand. In addition, the price of improved feed negatively affects the quantity purchased as expected. Education, extension contacts, and ease of marketing matured fish increase household propensity to purchase improved feed commercially. Policies that help reduce the price of improved feed such as reduction in tariffs on imported feeds and feed ingredients will foster demand for the feed, as will policies that facilitate marketing of fish at reasonable prices by households.  相似文献

Public statistics are an important part of the information needed for efficient and effective agricultural and rural policy. Experience of several decades of work at the interface of statistics and policy, in particular on income measurement in agriculture, suggests that there are systematic failures in the process by which statistics are fed into policy decisions, although their nature and extent can be expected to vary across types of policy. These failures include poor recognition of the need for information and conceptual obsolescence in methodologies. The explanations for these failures are likely to include the unwillingness of policy‐makers to articulate their objectives clearly, various interests in not having better statistics, the limited independence of agricultural statisticians from departments responsible for policy, and the low level of engagement by academics. Ways of improving the situation are explored.  相似文献
