Assessing the impacts of standards is a challenging task. A survey instrument was developed aiming at assessing standards impacts from the point of view of stakeholders in the standard development process. The survey was administered to members of ETSI (European Telecommunication Standards Institute), ITU (International Telecommunication Union) and CEN/ISSS (European Committee for Standardisation/Information Society Standardisation System) standards committees. Many of the findings either countered the predictions of much current theory or otherwise raised new grounds to question many common assumptions about the impacts of standards. Although many variations were found according to whether the standards were formal, informal or proprietary, several strong general findings emerged also. Overall, the findings indicate that cost-related impacts are less relevant to stakeholders than various market shaping aspects. Stakeholders perceived the main positive impacts in terms of the ability to increase product variety and to develop new global outsourcing opportunities. Finally, the impacts of formal standards were rated significantly higher and more positively than the other types of standards. It was concluded that the changes in the institutional landscape of standardisation in the ICT sector represent a challenge both for the theory of standardisation and for the development of adequate methodologies to assess their impacts.  相似文献

According to traditional wisdom, latecomer countries improve their technological capabilities in reverse of the product cycle, that is from mature towards new technologies. However, improvement of standards capabilities in this process has not been revealed clearly. This paper confirms similar patterns for improving formal standards capabilities as for the technological capabilities, but records some possible differences in the rate of catch-up when latecomers approach the technology frontier; a forward moving position where technology leaders (typically advanced countries) develop or conceptualize new technologies before being turned into products or systems. A number of case studies of South Korean ICT systems reveal that transition to the technological frontier is increasingly related to how they target and carry out formal standardization. The common elements driving differences in rates of successful catch-up for ICT systems standards are not only limited to generic standards capabilities, but also rely on characteristics of technology trajectories, national strategic focus, and organizing for standardization.3 This implies that a nation should not be discouraged by slow progress in standards-setting during earlier stages. Once a minimum level of capabilities is achieved, a nation pro-active in standards from the beginning may attain higher rates of catch-up near the technology frontier.  相似文献

Despite significant progress in the empirical analysis of the impact of information and communication technology (ICT) on economic growth, previous studies have not empirically examined the mechanisms by which ICT hinders or expands economic growth. The specific aim of the present study was to identify the transmission channels through which ICT contributes to economic growth. The examined channels included; openness, FDI inflows, education, domestic investment, political institution, and inflation. The study employed the panel-corrected standard errors (PCSE) and system two step system GMM techniques on a sample of 44 countries in Sub-Saharan Africa (SSA) over the period 2004–2020. Using an ICT composite index, the causal mediation analysis identified that ICT contributed directly to growth, as proposed by the growth theories. Furthermore, the same analysis identified; domestic investment, openness, and education as crucial variables through which ICT penetration indirectly promoted per capita growth in the SSA region. The robustness of this result was verified using a variety of tools. The present findings suggested that the current efforts to expand ICTs in Sub-Saharan Africa should be continued since this sector has a considerable indirect impact on promoting economic growth.  相似文献

This study investigates economic and strategic inducements of R&D cooperation. We focus on industry and company factors that affect a firm's rate of participation in R&D consortia. These factors are analyzed in a dynamic context using a sample of 312 Japanese firms in 74 industries between 1969 and 1992. We find a firm in an industry with weak competition and appropriability conditions has a higher rate of consortia participation. A firm's R&D capabilities, network formation through past consortia, encounter with other firms in product markets, age, and past participation in large‐scale consortia also positively affect its tendency of consortia formation. Most governments have regarded interoperability as one of the key enablers of egovernment. If interoperability was achieved, the vision of an integrated provision of public services to both citizens and businesses by means of the information and communications technologies (ICT) regardless of the number and type of departments involved in the provision could be realized. This paper analyses two factors that may influence egovernment interoperability: standardisation and public procurement. The paper analyses the policy and legal framework setup by these factors and checks whether egovernment deployment have been influenced by them or not. The analysis is focused on the cases of the United States federal government and of the European Union institutions and Member States administrations.  相似文献

This research investigates the linear and non-linear effects of information and communication technology (ICT) diffusion on financial development for 81 countries over the period 1990–2015 by employing the generalized-momentum method (GMM) and panel smooth transition regression (PSTR). Some main conclusions are presented as follows. First, comparing the different effects of ICT on financial development between the high-income group and the middle- & low-income group, telephone and Internet positively influences both groups’ financial development, whereas mobile cellular causes a negative effect in high-income countries, but a positive effect in middle- & low-income countries. Second, the growth of the Internet and telephones raises the financial development in all regions, while mobile cellular growth positively affects financial development only in Africa. Finally, strong evidence appears that the PSTR models capture the smooth non-linear effects of ICT diffusion on financial development, in which the effect of ICT diffusion on financial development is positive in the lower level of ICT diffusion, but turns negative in the higher level of ICT diffusion.  相似文献

This essay offers a detailed review of the literature on the relationship between technology and science. It is in two parts. Part I begins by describing science and technology, and the differences between them. It then discusses the commonly-held technology-as-applied-science (TAS) view; the origins of this view, the support for it, and the strong historical and philosophical challenges to it, beginning more than half a century ago, are explored. The development of the steam engine is then offered as a brief case study to illustrate that science-technology relations are more complex than implied by the TAS view. Part I concludes with a consideration of ontological arguments supporting the reverse view, namely that technology is often a necessary precursor to science.Part II, to be published in a following issue, explores some of the consequences of the TAS view. One consequence is that it has generated a story-line in which scientific ideas are emphasised and other factors necessary for technological innovation have been down-played. Another consequence is that, even in cases where technology does apply scientific knowledge, the process of application is often considered obvious; the difficulties of translating ideas into artefacts may not be appreciated. The essay argues for the telling of a more complex story of science-technology relations, one which recognises their historical independence in the past, and their mutual, two-way interaction in many modern fields of endeavour. This article conjectures that the legacy industry-specific regulation that has governed the telecommunications sector for a long time is in basic conflict with the dynamics and product innovations that characterize the modern information and communications technology (ICT) sector. Reasons for the failure of legacy regulation to promote product innovations are explained and proposals for alternatives, such as deregulation and regulatory reform are discussed. Both regulation and competition policy are more difficult for ICT than for other sectors. Therefore both, regulation and competition policy may need reforms in order to deal with new problems. The most drastic and most realistic alternative to legacy-type regulation remains deregulation and a move to competition policy. Symmetric regulation, smart regulation, quasi-Coasean approaches and subsidies all have some limited applicability to specific situations, but are all associated with complications that have to be resolved, while competition policy is a comprehensive alternative. Last-mile access and gatekeeper access are analyzed as two main areas of legacy regulation, which are in danger of being exported to other ICT areas. Such exports may negatively affect the dynamics of the ICT industry. Rather than being exported, legacy regulations should be reduced in order to enhance product innovations.  相似文献

In recent years, Korea’s Information and Communication Technology (ICT) industry has grown rapidly. The prosperity of the ICT industry has brought growing recognition that rising productivity and innovative performance have made major contributions to ensuring competitive advantage in international markets. In this context, recent studies stress the importance of external knowledge for improving both innovative performance and productivity. This paper empirically investigates the effects of firms’ external knowledge search behavior on their productivity as well as their innovative performance in the Korean ICT manufacturing sector. Based on firm-level data from the Science and Technology Policy Institute (STEPI), this study indicates that incremental innovation and productivity are both related to external knowledge search.  相似文献

The sector of Information and Communication Technologies (ICT) is one of the key instruments for the development of an economy. The literature emphasizes its capacity for both increasing productivity and generating new sources of income and wealth (5 and 20 among others). Traditionally studies on the ICT sector have focused on the analysis of its economic impact, but not on its capacity as a “bridge” for information and knowledge flows across the economic network. Following Burt's approach (1992) on structural holes, the organization of the economic network defines where and for whom new opportunities lie. The structural hole methodology allows to analyze the capacity of the ICT sector as an enabler of technological diffusion and innovation. The results show that the European ICT sector not only is important for its intermediary role in the flow of information across the economic network, but also for its low level of dependency on other sectors.  相似文献

Recent studies of European countries indicate that the contribution of the ICT sectors to the regional economy is weakening and slowing economic growth. The present study investigates the contribution of the ICT sectors to economic performance in the European economies using Input–Output (IO) methodology. The results indicate that: (1) the multiplier effect of the ICT sectors on the rest of the economy declined significantly during the period 2000–2005 compared with 1995–2000; and (2) the decline in the output of the ICT sectors can be attributed to the loss of export advantages and technical change gains in the sectors. The results show an inability of the sectors to grasp the international market, most likely a consequence of the lack of anticipation of more rapid innovation in emerging countries.  相似文献

This paper analyses some relevant supply chain management issues for Italian firms operating in the footwear industry. The analysis is carried out on representative firms, located in a specialized regional district with a high density of shoe manufacturing companies. Companies were experiencing substantial problems in the management of supplier relationships, as well as in the commercial/distributive channel. Specifically, synchronization issues in the logistics pipeline were weakening firms’ lead time performances.The case study presented strives to highlight the critical points in the set up of the supply chain management programme, as well as the main results obtained. The case study also shows that the adoption of tailored Information and Communication Technology (ICT) tools has the potential to save significant lead time in supplier/buyer relationships. From the case study, generalities can be drawn and transferred to the footwear industry.  相似文献

Patents, standards and their combination, standard-essential patents (SEPs), are important in the information and communication technology (ICT) sector, in particular in mobile communication. We argue that SEPs are relevant in macroeconomic development and estimate the effect of a country's SEP portfolio on its value-added trade in global ICT value chains (GVC). We find that SEPs retain a higher share of value-adding domestically and that absorptive capacity is needed to join GVCs. China entered the SEP market late and is catching up rapidly. The trade effect of SEPs on China is different from that on matured economies because of the initially low value of its SEPs.  相似文献

Advancements in productivity in the digital economy constitute an important engine for economic growth. What drives productivity dynamics in the information and communication technology (ICT) sector? This study examines the productivity dynamics of ICT firms across countries from the perspective of corporate balance sheets. We study the effects of intangible assets and leverage on productivity growth using firm-level panel data from five industrialized countries. We find that intangible assets positively affect the total factor productivity in the ICT sector. The positive effect of intangible assets on total factor productivity growth is larger for ICT manufacturing firms than for ICT service firms. We also find that leverage has a positive relationship with total factor productivity development in the ICT sector. In addition, our empirical results substantiated that productivity is catching up to the technological frontier. Furthermore, larger firms and/or younger firms generally show higher total factor productivity growth than their peers. Economies of scale are more prominent in the ICT service sector than in the ICT manufacturing sector. Our findings contribute to the understanding of cross-country productivity dynamics in the ICT sector at the firm level in the digital economy.  相似文献

This paper shows that voluntary product standards in EU food and agriculture markets can have significant trade effects. In particular for all countries and for goods that are raw or lightly processed, EU standards can often be trade-inhibiting. However, internationally harmonized EU standards—those that are equivalent to ISO norms—have much weaker trade effects, and in some cases are even trade-promoting. EU standards may have hurt developed countries more than developing countries, but this result is dependent on the sector. At a policy level, the results highlight the importance of dealing with the trade effects of voluntary standards in major markets, not just mandatory public standards.  相似文献

Organizations increasingly rely on information technology (IT) to improve the supply chain process. Yet, past evidence suggests that the investment in IT per se does not guarantee enhanced organizational performance. Drawing from the resource-based view, this study proposes that IT-enabled supply chain capabilities are firm-specific, and hard-to-copy across organizations. These capabilities can serve as a catalyst in transforming IT-related resources into higher value for a firm. Based on data collected from surveying supply chain and logistics managers in various industries, the present study sheds light on these issues. The findings provide a new perspective in evaluating IT investment in the supply chain process.  相似文献

Until now, a reduced number of research is observed on the adoption and use of ICTs in enterprises and on the digital divide (DD) between them at regional scale in Europe. What is meant by DD are the differences in the levels of digital development of the enterprises; being the digital development the degree of adoption and use of ICTs and e-commerce by the firms. The aim of this piece of work is to characterise and measure the DD in the Spanish regions and those in the countries of the European Union based on the data of their enterprises with more than 10 employees which have used ICTs. The methodology is developed in the following stages: 1) Construction of a synthetic index of digital development (Enterprise Digital Development Index –EDDI-) for countries in the EU and Spanish regions. The production of this index is carried out based on the factors obtained with the factor analysis (FA) with the aim of identifying the key variables which define the different EDDI components. These variables come from the “Community survey on ICT usage and e-commerce in enterprises” of Eurostat. 2) Classification of Spanish regions into the groups of European countries with a similar level of EDDI components based on the discriminant analysis. Those groups are previously obtained by using cluster analysis. And 3) Comparative analysis of the DD between the Spanish regions and those in countries of the EU based on EDDI components and the identified groups. The study provides a synthetic index (EDDI) at European scale comprising 3 dimensions which permits obtaining: i) a ranking from more to less digital development of countries and regions permitting the measurement of the DD among them is established; and ii) a typology of European countries and Spanish regions is defined according to the 3 dimensions of EDDI. The main results of this piece of work show that the Spanish regions at enterprise level: i) are in a medium or higher level of digital development than their European counterparts, presenting, furthermore, a lower DD between them in relation to what happens in European countries; ii) stand out for having a higher digital inclusion than European countries in the ICTs related to infrastructures of internet access and for the interaction with the public authorities; and iii) have a digital development deficit in the integration of ICTs for e-commerce.  相似文献

We establish prior diversification experience as a key determinant of the relationship between growth of product and international diversification. Prior diversification experience allows firms to overcome short‐run constraints on simultaneous diversification growth imposed by the difficulty to transfer tacit knowledge, ambiguous competencies, and limited absorptive capacity. Studying U.S. and European firms, we find a positive relationship between growth in product and international scope for firms with high and a negative one for those with little prior diversification experience. Despite the momentous rise in ICT diffusion, and financial development in sub-Saharan Africa (SSA), their plausible joint effect on inclusive growth have not been explored, leaving a lacuna in the literature. This study, therefore, examines the direct and indirect effects of ICT diffusion on inclusive growth in 42 SSA countries over the period 1980–2019. We provide evidence robust to several specifications from the dynamic system GMM to show that: (i) ICT skills, access and usage induce inclusive growth in SSA, and (ii) the effects of ICT skills, access and usage are enhanced in the presence of financial development. These findings remain the same when we focussed on financial institution access. Policy recommendations are provided in line with the region's green growth agenda and striving efforts at improving socioeconomic development.  相似文献
