Assessing the impacts of standards is a challenging task. A survey instrument was developed aiming at assessing standards impacts from the point of view of stakeholders in the standard development process. The survey was administered to members of ETSI (European Telecommunication Standards Institute), ITU (International Telecommunication Union) and CEN/ISSS (European Committee for Standardisation/Information Society Standardisation System) standards committees. Many of the findings either countered the predictions of much current theory or otherwise raised new grounds to question many common assumptions about the impacts of standards. Although many variations were found according to whether the standards were formal, informal or proprietary, several strong general findings emerged also. Overall, the findings indicate that cost-related impacts are less relevant to stakeholders than various market shaping aspects. Stakeholders perceived the main positive impacts in terms of the ability to increase product variety and to develop new global outsourcing opportunities. Finally, the impacts of formal standards were rated significantly higher and more positively than the other types of standards. It was concluded that the changes in the institutional landscape of standardisation in the ICT sector represent a challenge both for the theory of standardisation and for the development of adequate methodologies to assess their impacts.  相似文献

According to traditional wisdom, latecomer countries improve their technological capabilities in reverse of the product cycle, that is from mature towards new technologies. However, improvement of standards capabilities in this process has not been revealed clearly. This paper confirms similar patterns for improving formal standards capabilities as for the technological capabilities, but records some possible differences in the rate of catch-up when latecomers approach the technology frontier; a forward moving position where technology leaders (typically advanced countries) develop or conceptualize new technologies before being turned into products or systems. A number of case studies of South Korean ICT systems reveal that transition to the technological frontier is increasingly related to how they target and carry out formal standardization. The common elements driving differences in rates of successful catch-up for ICT systems standards are not only limited to generic standards capabilities, but also rely on characteristics of technology trajectories, national strategic focus, and organizing for standardization.3 This implies that a nation should not be discouraged by slow progress in standards-setting during earlier stages. Once a minimum level of capabilities is achieved, a nation pro-active in standards from the beginning may attain higher rates of catch-up near the technology frontier.  相似文献

This essay offers a detailed review of the literature on the relationship between technology and science. It is in two parts. Part I begins by describing science and technology, and the differences between them. It then discusses the commonly-held technology-as-applied-science (TAS) view; the origins of this view, the support for it, and the strong historical and philosophical challenges to it, beginning more than half a century ago, are explored. The development of the steam engine is then offered as a brief case study to illustrate that science-technology relations are more complex than implied by the TAS view. Part I concludes with a consideration of ontological arguments supporting the reverse view, namely that technology is often a necessary precursor to science.Part II, to be published in a following issue, explores some of the consequences of the TAS view. One consequence is that it has generated a story-line in which scientific ideas are emphasised and other factors necessary for technological innovation have been down-played. Another consequence is that, even in cases where technology does apply scientific knowledge, the process of application is often considered obvious; the difficulties of translating ideas into artefacts may not be appreciated. The essay argues for the telling of a more complex story of science-technology relations, one which recognises their historical independence in the past, and their mutual, two-way interaction in many modern fields of endeavour. It concludes with a consideration of some economic and educational implications.  相似文献

In recent years, Korea’s Information and Communication Technology (ICT) industry has grown rapidly. The prosperity of the ICT industry has brought growing recognition that rising productivity and innovative performance have made major contributions to ensuring competitive advantage in international markets. In this context, recent studies stress the importance of external knowledge for improving both innovative performance and productivity. This paper empirically investigates the effects of firms’ external knowledge search behavior on their productivity as well as their innovative performance in the Korean ICT manufacturing sector. Based on firm-level data from the Science and Technology Policy Institute (STEPI), this study indicates that incremental innovation and productivity are both related to external knowledge search.  相似文献

The sector of Information and Communication Technologies (ICT) is one of the key instruments for the development of an economy. The literature emphasizes its capacity for both increasing productivity and generating new sources of income and wealth (5 and 20 among others). Traditionally studies on the ICT sector have focused on the analysis of its economic impact, but not on its capacity as a “bridge” for information and knowledge flows across the economic network. Following Burt's approach (1992) on structural holes, the organization of the economic network defines where and for whom new opportunities lie. The structural hole methodology allows to analyze the capacity of the ICT sector as an enabler of technological diffusion and innovation. The results show that the European ICT sector not only is important for its intermediary role in the flow of information across the economic network, but also for its low level of dependency on other sectors.  相似文献

This paper analyses some relevant supply chain management issues for Italian firms operating in the footwear industry. The analysis is carried out on representative firms, located in a specialized regional district with a high density of shoe manufacturing companies. Companies were experiencing substantial problems in the management of supplier relationships, as well as in the commercial/distributive channel. Specifically, synchronization issues in the logistics pipeline were weakening firms’ lead time performances.The case study presented strives to highlight the critical points in the set up of the supply chain management programme, as well as the main results obtained. The case study also shows that the adoption of tailored Information and Communication Technology (ICT) tools has the potential to save significant lead time in supplier/buyer relationships. From the case study, generalities can be drawn and transferred to the footwear industry.  相似文献

Advancements in productivity in the digital economy constitute an important engine for economic growth. What drives productivity dynamics in the information and communication technology (ICT) sector? This study examines the productivity dynamics of ICT firms across countries from the perspective of corporate balance sheets. We study the effects of intangible assets and leverage on productivity growth using firm-level panel data from five industrialized countries. We find that intangible assets positively affect the total factor productivity in the ICT sector. The positive effect of intangible assets on total factor productivity growth is larger for ICT manufacturing firms than for ICT service firms. We also find that leverage has a positive relationship with total factor productivity development in the ICT sector. In addition, our empirical results substantiated that productivity is catching up to the technological frontier. Furthermore, larger firms and/or younger firms generally show higher total factor productivity growth than their peers. Economies of scale are more prominent in the ICT service sector than in the ICT manufacturing sector. Our findings contribute to the understanding of cross-country productivity dynamics in the ICT sector at the firm level in the digital economy.  相似文献

Attention is turning increasingly to the social problems associated with information societies. Most studies conclude that minimizing the side effects (invasion of privacy, information inequity, information control and misuse of information) of information technology is the task of policy makers. This study considers an important aspect of corporate governance: the relationship between cash flow rights and dividend payout policy of listed family firms in Taiwan, an economy characterized by a predominance of family-controlled firms. Dividend payout levels are important because they are crucial to governing the firm and managing its investments. The empirical results show that at a low level of controlling families’ cash flow rights, the threat to lose control at any time makes controlling families claim more in dividends. This yields a positive relationship between dividend payout and the cash flow rights of controlling families at this level. Meanwhile, at a moderate level of controlling families’ cash flow rights, the entrenchment effect becomes more robust and creates a negative relationship with dividend payout. Finally, at the very highest level of controlling families’ cash flow rights, excessive firm-specific risk again helps to again create a positive relationship. This nonmonotonic relationship between controlling family cash flow rights and dividend payout also holds for financially mature firms that have a high earned to contributed capital mix.  相似文献

This paper investigates the cointegration and causal relationships between Information and Communication Technology (ICT) and economic output in Australia using data for about five decades. The framework used in this paper is the single-sector aggregate production function, which is the first comprehensive approach of this kind to include ICT and non-ICT capital and other factors to examine long-run Granger causality. The empirical evidence points to a cointegration relationship between ICT capital and output, and implies that ICT capital Granger causes economic output and multifactor productivity, as does non-ICT capital.  相似文献

Extant research has largely ignored empirically examining how information technology (IT) affects new product effectiveness. Using the knowledge-based theory as a foundation, this study examines if, and how, particular IT tools used in the discovery, development, and commercialization phases of the new product development (NPD) process influence NPD effectiveness dimensions, namely, market performance, innovativeness, and quality of a new product. Based on data collected from NPD managers in the US and Canada, the findings indicate that specific IT tools contribute to various measures of new product effectiveness differently. Moreover, the results show the positive effect of these IT tools in different phases of the NPD process. This suggests that with regard to NPD, a decompositional approach that examines the role of IT within each phase of the NPD process is best. Based on these findings, the authors discuss theoretical and managerial implications of the study and suggest paths for future research. Managerially, some interesting results of our study are that decision support systems, file transfer protocols, and concept testing tools would significantly improve NPD effectiveness regardless of the phase they are used.  相似文献

Although strategic alliances offer opportunities for knowledge sharing and leveraging, they also carry the risk of knowledge leakage to partner firms. In this study, we conceptualize the notion of knowledge leakage as a multidimensional construct and formalize its measurement. We examine the effects of two dominant governance mechanisms—trust (goodwill trust and competence trust) and formal contracts on knowledge leakage. A survey of 205 partnering firms in China indicates that goodwill trust has a U-shaped relationship with knowledge leakage, whereas competence trust has a negative impact. Moreover, goodwill trust and competence trust interact differently with formal contracts on knowledge leakage. This study offers important theoretical and managerial insights for firms to manage knowledge leakage in strategic alliances.  相似文献

This paper presents an empirical study on the multidimensional relationships between supplier management practices and firm operational performance. Specifically, we focus on three supplier management practices, namely strategic long-term relationship, supplier assessment, and logistics integration, and test their effects on four operations performance measures, namely quality, delivery, flexibility, and cost. We use data collected from 232 manufacturing firms in Australia to conduct the study. Ten hypotheses were tested simultaneously using Structural Equation Modeling (SEM) technique. The results show that different supplier management practices have different unique effects on different operations performance measures. Supplier assessment has a positive relationship with quality performance. Both strategic long-term relationship and logistics integration have positive relationships with delivery, flexibility, and cost performance. From a theoretical perspective, this study demonstrates the relative contributions of different kinds of resources (i.e., supplier management practices in our case) to different performance measures. Our research findings provide practical insights for managers to understand the effectiveness, as well as the limitations, of different supplier management practices in enhancing different operations performance measures of firms.  相似文献

测度市场势力是监控垄断行业滥用市场势力和反垄断的前提,价格—边际成本差额(即勒纳指数)测度法是广泛认可的市场势力测度方法,但由于边际成本的不可获得性,实际上难以直接应用。本文以广受关注的邮电通信业为例解决了这一难题:基于行业数据特征,通过适当变换替代了经济学难以度量的边际成本和实物量,得到了一种能直接计算勒纳指数的方法,该方法适合于观察中长期市场势力,计量分析中明显优于使用价格—平均成本替代价格—边际成本的功效。基于测度结果,实证了市场势力、技术进步(考虑动态效率)、市场结构变化对行业发展的影响。研究发现,技术进步对行业增长有大的贡献,但市场势力产生了负效应,电信业市场结构调整没有达到业务分拆的初衷。上述研究方法和结论对政府制定垄断行业价格成本监审办法和反垄断立法有借鉴意义。  相似文献

The purpose of this study is to explore the effect of interdependence on the influence strategies and investigate the moderating role that “shared norms and values” play in the relationships between interdependence and influence strategies. The results reveal that when the degree of total dependence between suppliers and retailers gets higher, the suppliers adopt fewer hard coercive strategies and more promise and noncoercive strategies. When retailers dependent much more on suppliers, suppliers adopt more hard coercive strategies and fewer noncoercive strategies, but there is no significant effect on promise strategies. Under a higher degree of shared norms and values, the negative relationship between total interdependence and hard coercive strategies, and the positive relationship between total interdependence and (1) promise strategies and (2) noncoercive strategies increase. Moreover, the relationship between interdependence asymmetry and influence strategies is also moderated by shared norms and values. It implies that under a higher degree of shared norms and values and a higher extent to which retailers depend on suppliers, suppliers adopt fewer hard coercive strategies and more promise and noncoercive strategies.  相似文献

The literature concerned with the relationship between performance and information and communications technology (ICT) is usually focused on the ICT investments. This paper shows that it is the level of use of ICT within organisations, with preference as regards the expenses of ICT, which is responsible for the effect on performance. A general sample of 2255 Spanish companies has been used. Firms’ performance is measured as technical efficiency, which is determined by a data envelopment analysis (DEA), in which special attention is paid to the problem of the outliers. Finally, the analysis of the level of use of ICT is focused on a key area of the organisations, the supply chain, which affects the technical efficiency of the firms analysed. Results show that there is evidence of a positive effect of the use of ICT on technical efficiency. This effect is especially notable at intensive use levels in activities related to operations/manufacturing, purchasing or sales.  相似文献

The paper examines the main economic and institutional incentives which have driven major OECD food retailers in their use of private voluntary standards and discusses their growing role in shaping the agri-food system. It is based on interviews with quality and safety directors of major OECD retailers and a brief survey of retailers’ actual buyer practices. Though not all retailers are included, these firms account for over 70% of retail food sales in OECD countries. We find that the growing voice of civil society, changing legal and institutional frameworks, increased market concentration and buying power as well as their integration with financial markets has provided the setting for development of private standards. While food safety and quality standards are seen as key to maintaining and improving reputation as well as against legal liabilities, additional standards such as labour, environmental and animal welfare are also gaining ground as strategies for customer loyalty and market shares. The grass-roots retailer move in the harmonization of food safety standards is seen as an initial step towards a global approach to managing the food system, with harmonization of other standards likely in the future. Given their buyer power, these developments can be viewed as a way of governing the food system and will be important for both OECD and non-OECD food and agricultural sector evolution in the coming years.  相似文献

We consider minimum-cost scheduling of different vehicle types on a predetermined set of one-way trips. Trips have predetermined ready times, deadlines and associated demands. All trips must be performed. The total time of operations on any vehicle is limited. We develop a mixed integer model to find the optimal number of vehicles at a minimum cost. Based on the hard nature of the problem, we propose six heuristics. Computational results reveal that heuristics return exceptionally good solutions for problem instances with up to 100 jobs in very small computation times, and are likely to perform well for larger instances.  相似文献
