This paper focuses on new entrants within the European mobile telecommunications industry. More particularly, the paper identifies those new entrants that emerged from the third-generation (3G) licensing process across Europe before examining how they have fared. Four operators seeking to become new entrants across a range of countries are identified, although only one of them—Hutchison Whampoa trading as ‘3’—is considered to be fully active as a 3G new entrant. It is argued that the success of Hutchison Whampoa to date has been patchy, and that a supportive parent company has significantly contributed to its ability to remain active.  相似文献

Since settling on its mandatory labeling rules for genetically modified (GM) foods in the late 1990s, the European Commission has considered a number of times setting tolerance levels (thresholds) for the accidental presence of GM material in conventional seeds. In every case, it has opted to defer the decision. In the absence of such thresholds, current European labeling laws require that seeds be labeled as GM if they contain any detectable trace of GMOs approved for cultivation in the EU. Conventional seeds with detectable traces of GMOs that have not been authorized for cultivation cannot be sold in the European market altogether. As the acreage of GM crops has continued to grow at a fast pace around the world, industry calls to the EU Commission for setting “practical” adventitious presence (AP) thresholds for conventional seeds in the EU have multiplied. In this paper, we examine the economics of alternative AP thresholds for conventional seeds in Europe from the perspective of those who must comply with the regulation – EU seed firms. Specifically, we first examine the operational changes that might be necessary for seed firms to comply with alternative AP thresholds for conventional seeds. Then, we analyze the associated market uncertainties, compliance costs and their implications on firm and industry competitiveness.  相似文献

This paper studies the relationships between economic growth, telecommunications development and productivity growth of the telecommunications sector in different countries and regions of the world. In particular, this study assesses the impact of mobile telecommunications on economic growth and telecommunications productivity. The results indicate that there is a bidirectional relationship between real gross domestic product (GDP) and telecommunications development (as measured by teledensity) for European and high-income countries. However, when the impact of mobile telecommunications development on economic growth is measured separately, the bi-directional relationship is no longer restricted to European and high-income countries. This study also finds that countries in the upper-middle income group have achieved a higher average total factor productivity (TFP) growth than other countries. Countries with competition and privatization in telecommunications have achieved a higher TFP growth than those without competition and privatization. The diffusion of mobile telecommunications services is found to be a significant factor that has improved the TFP growth of the telecommunications sector in Central and Eastern Europe (CEE).  相似文献

The frequent and intermittent need for new scientific knowledge has resulted in an increasing focus on links between industry and academic institutions. This has been particularly pronounced in the flows of knowledge between the two partners, which may lead to considerable diffusion of scientific and technical knowledge, particularly into the small firm sector. This development could be of particular benefit to smaller peripheral economies, which have demonstrated low levels of indigenous industrial technological development. As a result, universities could become increasingly important for local economic development in smaller countries on the periphery of Europe. However, a greater understanding is required of the pro-active role that the university itself can play in developing strong linkages with industry, particularly through mechanisms such as the Industrial Liaison Office (ILO). In particular, there needs to be an examination of the strategies and policies that are undertaken to increase the process of technology transfer from academia into local indigenous business within smaller countries. This paper will therefore examine the role that universities play in the regional economic development in two contrasting small countries of Europe, namely Sweden and Ireland. Drawing on interviews with key individuals in the processes of technology transfer between academia and industry (including ILOs), as well as secondary data, it will examine the general role and function of the industrial liaison office and how this has changed. It will also discuss the involvement of the university in different types of industrial links, the main opportunities and barriers to the development of links between university and industry, the benefits to the university from industrial links, and the perception of industry’s assessment of the relationship with universities. The research will provide valuable insight into the role of universities in developing innovation and entrepreneurship within the smaller and peripheral countries of Europe and will determine whether these universities are undertaking a pro-active role in encouraging the growth of innovative indigenous industry. This may have significant policy implications, especially with regard to the development of specific regional programmes to encourage academic-based entrepreneurship.  相似文献

The European Commission has recently sought to substantially revise how it regulates the telecommunication industry, with a key goal being to incentivise investment in high-speed broadband networks. Ambitious goals to incentivise investment in high-speed broadband networks have been set across the European Union, initially in the ‘Digital Agenda for Europe’ and more recently in its ‘Gigabit strategy’. These goals reflect the view of many that there are widespread and significant socio-economic benefits associated with broadband. Our analysis explores the consequence of target setting at a European level, in terms of encouraging investment and picking which technology should be adopted within the context of technological neutrality. We demonstrate that while public policy targets might implicitly favour specific technologies, especially when gigabit targets are defined, the technological choices that occur within individual Member States are shaped by the complex and dynamic interaction between a series of path dependencies that may vary significantly across as well as within Member States. Adopting an ecosystem perspective, we propose a conceptual framework that identifies the key factors associated with technological neutrality and informs a rational decision-making process.  相似文献

The telecommunications industry has a great ripple effect on the overall national economy. However, there is no consensus about what is the optimal regulation policy for the telecommunications industry. Regulations on the telecommunications industry are different by region (i.e. United States, European Union and Asia). A number of studies have been conducted on comparative efficiency analysis for different policies that apply stochastic frontier analysis or data envelope analysis. However, these comparative studies are inappropriate because the production functions for each region are not identical. Thus, this paper addresses meta-frontier methodology, which can reflect differences in production functions. The results indicate that the United States has the highest meta-frontier efficiency in contrast to previous research findings.  相似文献

Australia is the first jurisdiction in the world to introduce a national private telecommunications industry ombudsman. Created in 1993, the Telecommunications Industry Ombudsman (TIO) has grown in jurisdiction and importance, becoming a regulatory cornerstone of the fully competitive post-1997 Australian telecommunications regime. This paper examines the role of the TIO as a mechanism for dispute resolution and as an industry regulator, suggesting that it provides an example of an innovatory regulatory process which transcends the divide between deregulation and proregulation. This raises the question as to the applicability of the ombudsman institution in terms of the regulation of telecommunications. Through highlighting the conciliatory nature of the ombudsman, the role of the TIO as a regulator is considered in its Australian context.  相似文献

European policy makers have shown a keen interest in the success of 5G because ubiquitous and high capacity electronic communication infrastructure is recognized as a cornerstone of economic development and productivity growth. The second generation, GSM, is considered the leading example, reaching its peak of deployment in 2015 with 3.83 billion subscribers served by over 700 operators in 219 countries and territories.With 5G rapidly shaping up in the R&D and standardization environments, and a call for leadership with 5G in Europe by policy makers, it is timely to investigate what lessons can be learned from the success of 2G that can be applied to 5G. More broadly, this calls for research into the commonalities and differences between successive generations of mobile technology, their introduction and the market adoption that followed. This also calls for an investigation into the possibility of multiple futures of 5G and how that impacts the opportunity for leadership. As one future may be more desirable than the other, depending on the perspective of the actor involved, a policy debate will be required to determine the most desirable future. As well as a discussion of the policy and regulatory actions required to enable a particular future.Hence, the two-part research question being addressed in this paper is: What explains the success of 2G-GSM and how can it be applied to create success with 5G in the European Union?To respond to the research question this paper first identifies the leadership lessons to be drawn from the success of 2G-GSM in relation to its successors 3G and 4G. Secondly, the contribution describes two stylized images of possible futures of 5G, called “Evolution” and “Revolution”, as input to the policy debate on the options for leadership with 5G. These images reflect two extremes in terms of possible futures of 5G. “Evolution” follows the pattern of previous generations and current trends. “Revolution” represents a clear break with these trends and a path towards leadership with 5G, as it exploits the opportunities of standardized APIs for service creation, being enabled by network virtualization as an architectural foundation of 5G. These open and uniformly applied APIs allow the market entry of a multitude of virtual mobile network operators (VMNOs) serving particular industry verticals or economic sectors with tailored feature sets and qualities of services. They allow a market momentum to be built that constitutes leadership with 5G in Europe.  相似文献

Jonathan Solomon argues that only a radical change in European political thinking about telecommunications can prevent Europe from being left behind in the information race. This paper investigates the role of intellectual property rights (IPRs) in the process of standardization in the telecommunications industry. We take the global system for mobile communications (GSM) case as a highly relevant example, being part of a high-tech industry in which standards play a large role. In the process of designing the GSM standard, a lot of attention has been given to IPRs, mainly to avoid a situation in which a single IPR holder could hamper or even totally block the development of the standard. Nevertheless, the ultimate GSM standard contains a large amount of so-called ‘essential IPRs’, i.e., IPRs without which the implementation of GSM products is impossible.The paper provides a general discussion of the development of GSM and presents a database on the essential IPRs in the GSM standard. This database has been compiled on the basis of international patent statistics, and the data that manufacturers have supplied to European Telecommunications Standards Institute, the European standardization body responsible for defining the GSM standard. We use this database to assess the dynamic IPR position of firms in the original GSM standard and its subsequent development.We use the GSM case to underline the importance of a general European policy with regard to IPRs and standardization, and derive several concrete recommendations for such a policy.  相似文献

This paper extends previous research examining wholesale market shares of mobile network operators (MNOs). This study demonstrates that wholesale market concentration has decreased over time because of the increase of competition of MNOs for hosting mobile virtual network operators (MVNOs). However, differences in wholesale market shares between MNOs have not disappeared. We propose that those operators that are late entrants in a market and belong to an international group with a proactive attitude towards hosting virtual operators positively influences wholesale market shares of MNOs. The empirical analysis is based on a panel data from 2000 to 2010 corresponding to MNOs and virtual operators in five European countries with high development of the virtual mobile industry. By closely examining KPN we show how being an international mobile group specialising in the wholesale market across Europe has enabled it to exploit complementarities that exist between traditional and virtual businesses.  相似文献

European countries are currently exploring strategies to ensure a strong level of security of energy supply while decreasing its reliance on natural gas imports. With the strong surge in shale gas developments in the USA, similar ambitions have been the ongoing subject of inquiry in Europe. Detailed knowledge about extraction costs is a key issue in determining future shale gas investments in Europe. The paper at hand analyses the potential of European shale gas resources, highlighting their competitiveness against conventional natural gas. It examines the current volume of shale gas resources in Europe and performs a detailed cost calculation to provide an estimation of shale gas production costs. The results indicate that under current market conditions the repetition of the US shale gas boom is by all measures improbable in Europe. Furthermore, in the case that natural prices were to return to historically higher levels, only a few highly productive shale gas formations would be economically competitive.  相似文献

This paper discusses two recent spectrum management frameworks, the Licensed Shared Access (LSA) developed in Europe and the Citizens Broadband Radio Services (CBRS) developed in the United States (US), which build their management approach on spectrum sharing. The importance of these two frameworks, besides their leading normative roles, is that recent debates have shaped them as cases to consider in the adoption of the upcoming fifth generation (5G) of mobile communications technology, in particular in the C-band. A discussion on these two frameworks is organised by following the four-step decision-making guide for spectrum management developed by Pogorel (2007), which requires spectrum authorities to make decisions in four areas of spectrum management: frequency harmonization, technology standardization, type of usage rights and assignment procedures.Notwithstanding the similarities with respect to the four areas of spectrum management considered, the two frameworks differ on their implementation schedules. CBRS leads the way, with a handful of providers receiving government approval to manage spectrum access controllers, and as of mid 2020, scheduled to have allocated spectrum licenses on half of its available spectrum. On the contrary, European countries have shown scarce interest towards implementing the LSA, despite the extensive work carried out by regulatory and standardization bodies.This may suggest that there are external contextual factors which influence the successful implementation of spectrum sharing frameworks. An interesting aspect which deserves further investigation is the institutional context in which decisions related to radio spectrum management are taken. Unlike the US authorities, European institutions do not possess coercive enforcement powers with respect to spectrum sharing. This key difference may contribute to explaining the different speed at which LSA and CBRS are implemented.  相似文献

This paper estimates reduced-form models for incumbent prices in the fixed telecommunications industry using data for European Union (EU) countries from 1998 to 2002. The regulation of fixed-line telephony has a significant impact on prices for residential consumers. Liberalization of the telecommunications industry decreased retail prices by about 8.2%. The introduction of carrier pre-selection and number portability had a negative impact on price levels. The estimation results also suggest that a 1% decrease in termination charges on the incumbent network led on average to a 0.17% decrease in the cost of usage basket for residential consumers. Furthermore, in the pricing regressions for incumbent local and national calls at peak and off-peak times interconnection charges are significant only in the estimation of national peak prices. A 1% decrease in single transit interconnection charges on the incumbent network led to a 0.31% decrease in incumbent national prices at peak times, as calculated for the average prices in the EU in 2002.  相似文献

The past nearly 40 years have seen major developments in telecommunications networks and services, and in how they are regulated. This paper describes innovations in UK telecommunications regulation which have taken place over the period, broken down into stages, beginning with the regulation of the former monopolist by an independent regulator under a price cap, continuing the regulation first of mobile and then, under European Directives, of copper-based broadband, and ending with the diffusion of fibre networks. It is argued that a variety of changes have reduced the scope of innovation over the period, including domestic institutional reform, the limits placed on later decisions by earlier ones (path dependency), and the constraining impact of European Union law and regulation. The paper concludes with some consideration of the effects on future innovation of the UK’s withdrawal from the EU.  相似文献

When the European Commission proposed a Directive On Market Access to Port Services in February 2001, the International Transport Workers’ Federation (ITF) issued a declaration of war on Europe’s waterfront. To protect established terms and conditions of employment in the port transport industry, the ITF developed a strategy of internationalization that required dock workers to engage in a new politics of scale wrought by globalization. A new repertoire of collective action — based on more effective union articulation (i.e. stronger interrelationships between the workplace, national and international levels of organization) combined with the activities of new labour networks that connected port workers at the trans‐national corporation, port range and pan‐European levels — enabled dockers to sink the Directive in the European Parliament in November 2003. The dockers’ victory will not be lost on other European unions or indeed other global union federations, although their success will doubtless prove more difficult for other occupational groups to emulate.  相似文献

This paper investigates the high-speed broadband situation in the EU and its prospects. It uses a deployment model to estimate the investment required to meet the Digital Agenda for Europe (DAE) broadband targets set by the European Commission in its Europe 2020 strategy at different stages: as of 2016, after expected operators’ deployment, after public subsidies and leveraged investment, and as expected in 2020. The model uses data at the NUTS3 level, which is the most granular level that has data available on the status of broadband deployment, to arrive at a coherent and comparable framework. From the different perspectives on the investment to meet DAE targets, the paper concludes on the need for an appropriate combination of incumbent and alternative operators investments, public subsidies and leveraged investments, and new investments, both public and private and non-existing as of 2016, examining their feasibility and the impact of different regulatory, technical, and policy strategies.  相似文献

While an increasing number of countries have embraced auctions to assign radio frequency, many other countries have decided to retain selection by the administration. Of the many factors that might have influenced those countries that have rejected auctions, one of the most visible in Europe has been frequent media reports of the problems experienced with auctions in the US between 1995 and 1997. In my experience, these reports have been accepted at face value by many European industry commentators and policy officials. It seems clear that the repeated reporting of these problems has influenced the evolution of spectrum management policy in Europe. This paper tries to set the record straight by providing an analysis of the problems that were reported in Europe regarding US spectrum auctions, specifically the declarations of bankruptcy by several winning bidders and overbidding by participants, the enormous revenue shortfall on the WCS block auction, and reports of collusion among bidders.  相似文献
